Paulding Co. 4-H Organizational Structure Policy and regulations for the Paulding County 4-H program are determined by the recommendations from Ohio 4-H, the Extension Advisory Committee, as well as the Paulding County 4-H Advisory Committee. The ultimate responsibility of the 4-H program rests with The Ohio State University Extension staff 4-H Educator.

Paulding County Extension Advisory Committee This committee consists of interested residents representing the areas of agriculture, agri-business, FCS, and 4-H who have input and recommendations for the two County Extension Programs (including Agriculture and 4-H). This committee assists in determining priorities, staffing patterns and other concerns and interests.

Paulding County 4-H Advisory Council The Paulding County 4-H Advisory Council consists of club advisors and parents. This committee has direct influence on the county 4-H program by providing input regarding county 4-H policy and regulation, project completion requirements, and handling concerns and problems submitted by advisors and parents. Council meets six times per year or as needed.

Paulding County 4-H Membership Agreement 2016

As a Paulding County 4-H member, I agree to follow the membership requirements as outlined in this agreement. All youth who successfully complete these requirements will be considered a member of Paulding County 4-H and will …

• be eligible to compete for all 4-H awards • be eligible to exhibit project(s) at the Paulding County Fair • be eligible for premiums

Youth who do not complete these guidelines will not be considered a member of Paulding County 4-H for the current year, and will ….

• forfeit any funds paid to the 4-H Club • will not be permitted to exhibit project(s) at the Paulding County Fair

These guidelines apply to all local club, county, district, state, and national programs, activities, events, shows, and contests sponsored for youth by the Ohio State University Extension – Paulding County 4-H Youth Development Program. This document operates in conjunction with the specific guidelines and regulations of any sponsored event, show, program, and/or activity. As a 4-H member, I will:

Attend at least 50% of my club’s yearly meetings and activities. Present one educational demonstration to my club each year and do one service project. This is a membership requirement.

Promptly pay any membership dues, club dues and project book fees. Complete 100% of project(s) enrolled in and all activities associated with projects (Skillathons, Quality Assurance Programming and still project judging). Failure to complete projects or attend activities associated with the projects will cause me to not be permitted to exhibit at the Paulding Fair, as required, for a successful completion of my selected project(s). (The Paulding County 4-H Council STRONGLY recommends 1st and 2nd year members take no more than 2 projects.)

Fulfill all duties of any office I may be elected to by my club members. Support and respect my group’s designated advisors/leaders. Be responsible for my behavior/conduct, uphold high standards for my group, and accept the consequences for inappropriate behavior.

Demonstrate good citizenship, positive sportsmanship and an appropriate attitude at all times. Be courteous and respectful of adults, other participants, volunteers, staff and/or those who are in a leadership position. Respect and adhere to the guidelines of the Paulding County 4-H Program, Ohio 4-H Program, and Ohio State University Extension Offices.

As a 4-H member, I will not:

Possess or use alcohol, illegal drugs, or tobacco. Possess or use weapons, fireworks, or other harmful objects w/ intent to hurt or intimidate others. Deface or destroy property or possessions that do not belong to me. Violate any established event or activity rules/curfews. Demonstrate destructive behavior such as using profanity, fighting, stealing, or using/borrowing others’ property without their permission.

I understand that if I violate these rules, the following actions will be taken:

1. The adult chaperone and/or volunteer for the youth involved in the violation will be notified immediately or made aware of the violation by the Extension 4-H Educator, 4-H Volunteer or Event Committee Chairperson in charge.

2. The parents will be notified of the incident(s) and the actions taken by the Extension 4-H Educator, 4-H Volunteer or Event Committee Chairperson in charge. When necessary, arrangements will be made to remove the youth from the 4-H event.

3. The youth may be barred from participating in any national, state, district, and/or county events for up to a year, to be determined by the Extension 4-H Educator in consultation with the Paulding County 4-H Advisory Council.

4. Should a violation occur at a competitive event, 4-H youth may be disqualified from the event and/or be ineligible for accompanying awards. This decision will be made by the Event Chairman and the designated Event Committee. Any action taken by the Event Committee will be submitted in writing to the Extension 4-H Educator within 14 days of the incident. The youth may be barred from participating/competing in subsequent events. Further actions will be determined in consultation with the Paulding County 4-H Advisory Council and appropriate individuals.

5. When warranted, (i.e., violation of Ohio laws) the situation will be turned over to the proper law enforcement authorities.

I DID IT MYSELF!

As a 4-H member, I understand the importance of doing my own project. I understand that I will gain knowledge and learn new skills by doing my own work. By signing the following line, I am saying that I did my own work and no other 4-H member or mentor has done work on my project. I may have had a mentor or other 4-H members assist me in completing my project, however, I did all the work on my project myself.

Membership in Paulding County 4-H Traditional 4-H Club Membership Any boy or girl who is eight years old AND IN the 3rd grade and has not reached the age of 19 years of age as of January 1 of the current year is eligible to join 4-H. 4-H is open to all boys and girls without regard to race, color, creed, religion, sexual orientation, national origin, gender, or disability status. Local clubs may elect to have dues to help pay for any expenses of the club. Clubs may choose to meet year round or at least 6 times between October and June. Club Organization

1. A 4-H Club must have a minimum of five youth. Youth must be regular members (not Cloverbuds) from two or more families. 2. At least one adult (19 years of age or older) must apply and be accepted as a volunteer advisor. 3. New Clubs: A request for approval of a new 4-H Club must be completed and presented to the Paulding County 4-H Advisory

Council by the November Council meeting for the new 4-H year beginning in December. 4. Clubs are expected to conduct at least six meetings in a calendar year.

Paulding County Junior Fair Eligibility Guidelines

1. All Paulding County Junior Fair exhibitors must successfully meet all requirements of their youth organization before being eligible to exhibit for competition. Specific guidelines are as follows:

2. Paulding County 4-H – Exhibitors must be between the ages of eight and nineteen years. An exhibitor is eligible when he/she reaches the age of at least eight years and enrolled in the third grade as of January 1st of the same year. Eligibility ends when an exhibitor reaches the age of nineteen years as of December 31st of the same year in which an entry is made.

3. Paulding County FFA – Entries are open to regularly enrolled high school agricultural students and enrolled in their school FFA Chapter of the same year in which an entry is made. FFA members are expected to exhibit in the county of FFA Chapter.

4. Paulding County FCCLA – Entries are open to regularly enrolled high school family consumer science students and enrolled in their school FCCLA chapter of the same year in which an entry is made. FCCLA members are expected to exhibit in the county of the FCCLA Chapter.

4-H Cloverbud Program Membership

1. Ohio youth five years old AND in kindergarten to eight years of age AND in second grade (as of January 1 of the current year), may enroll in 4-H educational programs.

2. The philosophy of Ohio's Cloverbud program is activity based. Thus, no projects offered to 8-18 year olds such as animals, foods, clothing, engineering, misc., etc. will be a part of this 4-H program.

3. 4-H Cloverbud members are not eligible for out-of-county activities, competitive events, residential camps, and/or projects designed for 8-18 year olds and are not to hold offices, but can lead pledges, etc..

4. County Junior Fair is open to Cloverbud participation only. *There is NO formal scoring of individual members or competition of any kind between individual Cloverbud members or between Cloverbuds and 8 to 18 year old members. If participation awards or special prizes are given, they will be awarded equally to all 4-H Cloverbud members.

5. Non-competitive public presentations (e.g., speeches, demonstrations, illustrated talks, poster displays, etc.) are encouraged for Cloverbud members at their club and county levels. There will be no participation by Cloverbud members in public presentations at the district or state levels. Guidelines:

a.) The Cloverbud Program is an option that may be offered within clubs or as a separate club. It is not required.

b.) 4-H Cloverbud Advisors only work with Cloverbuds in a club setting and not the older 4-H youth during meeting time.

c.) 4-H advisors working with the program MUST attend training prior to initiating activities on the club level. 4-H Membership Fee The Paulding County 4-H Advisory Council has approved a $10 membership fee effective for the 4-H year. This fee is being implemented in lieu of asking 4-H families to participate in additional fundraisers. 4-H Club may have additional dues to the specific club. Enrollment Ohio 4-H and Paulding County rules state that each county must have an official enrollment deadline for 4-H members to be fully eligible for all 4-H awards and competition. Enrollment forms without project information will not be accepted.

• Enrollment Deadline for Returning Members January 7th • Enrollment Deadline for New Members February 4th • Final 4-H Club Enrollment March 17th • Add/Drop Project Deadline (may not add projects after this date) March 17th

Paulding County Extension also recognizes youth can learn and grow through the 4-H experience at any time of the year and at any stage of their life. New or Returning youth who enroll after March 17th are NOT eligible for competition. Members joining after March 17th are not eligible for Clothing, Food-Nutrition, Miscellaneous or Livestock Judging’s; nor may they participate at the Ohio State Fair or in a Paulding County Junior Fair competition. The reason for the aforementioned enrollment deadline of March 17th is simply so there is an established starting date for 4-H in Paulding County and show that youth who join late do not gain unfair advantage over the 4-H members who join on time.

Members joining after March 17th will, however, have the opportunity to attend clinics, go to 4-H camp, participate in community service projects and even to complete a project. For example, a girl who wasn't aware of the deadline wants to complete a genealogy project or a boy received a rabbit for his birthday and now wants to join a 4-H club, may do so. They will not compete in any judging’s but may exhibit a poster about their project along with the other club members and receive a participation ribbon at the Paulding County Junior Fair. They may also complete a one-on-one judging with the 4-H Educator to gain insight and experience into the judging process. 4-H and FFA Dual Membership Policy Ohio 4-H members are often also FFA members, sometimes within the same county and sometimes in an adjacent county. These members especially need to keep in mind the 4-H policy about 4-H projects being separate from school projects. To keep work in both organizations clearly separate 4-H members are advised to take different species in the two organizations or, at the very least, to take market animals in one and breeding animals in the other. See chart for allowable and not allowable examples. FFA members must exhibit FFA projects in the county of FFA Chapter.

Membership Across County Lines Youth residing in another county interested in joining Paulding County 4-H must request membership in Paulding County. You may request this form from the Extension Office. It must be completed before a youth can be enrolled. Once approved, this approval is good for as long as the member is in 4-H, he/she only needs to do the request once. Membership Across County Lines Policy

1. 4-H membership in two counties simultaneously is not permitted. 2. Cross state line membership will be considered the same as for cross county membership. 3. In situations where the county of residence does not have a 4-H program (due to financial or other reasons), youth may

not join 4-H in another county; previously approved cross county or cross state membership will be revoked. 4. In situations where membership in a county other than the county of residence is desired, the Educators in both

counties must be in agreement regarding the application. The agreement will be based upon their professional judgment in accord with the mission of the organization and is not to supersede #3.

5. Consideration for membership may not be motivated by perceived competitive or sale advantage in another county, and change due to controversial issues, or similar motivations.

6. Parents, guardians, and/or youth should become familiar with all policies, procedures, and guidelines for the county that they wish to be members. Some Ohio counties may limit participation in the county Junior Fair to those that reside in the county.

7. Any consideration for membership in a county other than the county of residence, within the limits of this policy and not addressed by the above statements should be brought to the attention of the County Extension Director by the County Extension 4-H Educator. This team will work with the Assistant Director, 4-H Youth Development or Associate State 4-H Leader to identify a course of action in these special situations.

4-H Clubs (Active vs. Inactive Status) Paulding County 4-H Clubs will be considered an active club for the current 4-H year when the following criteria have been met.

Must have a minimum of five youth. Youth must be regular members (not Cloverbuds) from two or more families. Must enforce the membership agreement requirements. The Key Advisor is responsible for completing all required Club paperwork and submitting by requested deadlines. Club Constitution on file with Extension Office Club EIN number on file with Extension Office Conduct at least six meetings between the months of October and May Ensure members are meeting attendance requirements and demonstration requirement. Elect officers and use/teach parliamentary procedure Conduct one community service project Collect membership fees (family fees/club fees) Complete the club chartering process Return member enrollment by deadline May not have an outstanding balance for project books/membership fees with the Extension Office at start of new 4-H year

Advisor Requirements (to remain as an active 4-H volunteer advisor)

Advisors listed on file with the club must attend 50% of the club meetings with attendance documented in the secretary’s book. Volunteers must be in good standing with Ohio 4-H volunteer requirements. New Advisors: Applications and background checks must be submitted to the Extension office by December 1st to be eligible

as an advisor for the current 4-H year. New advisors will not be accepted for the current 4-H year after December 1st.

Meetings Clubs are expected to conduct at least six (6) meetings during the calendar year between the months of October and May. Members are expected to actively participate in meetings and to attend no less than 50% of the club meetings. At a minimum, members are expected to attend 3 meetings between December 1st and June 1st and complete a demonstration. Demonstrations 4-H'ers are required to complete one demonstration within their club. Topics should be selected based on member's interest or project taken. Demonstrations should consist of “how to” dialogue and be presented in a logical, yet entertaining sequence. For more information contact your club advisor or the 4-H Educator. Members are encouraged to participate in the Regional demonstration contest as well.

4-H Participation & Risk Management Health Forms (requires parent/legal guardian signature)

Horse Members: Must complete & return a Horse Member Medical Form to be used by club advisors and the Horse Committee for use during club programs, PAS Horse Shows and State Fair Shows.

Camp Participants: Must complete a current Ohio 4-H Health Form and file with Camp Staff. Overnight Activities: Participants in overnight 4-H club or county activities must complete a current Ohio 4-H Health Form

and provide to Club Advisor(s) or Extension Staff chaperone(s).

Photo Release Form (requires parent/legal/guardian signature) Member & Volunteer Photo Releases: As part of the 4-H Enrollment (re-enrollment or new enrollment forms), you will be

requested to give permission to Ohio State University Extension & 4-H to use your child’s or self’s image in print, electronic and/or video format. If you DO NOT GIVE permission, please contact the Extension office. Photos and video footage taken at club and county events are used for promotion & recognition purposes.

Permission Forms (requires parent/legal guardian signature)

Horse Members: Required to complete annually the Permission to Participate in Ohio 4-H Horse Activities Disclosure and Release of Claims and file with the Extension Office.

Camp Participants: Required to complete Camp Informed Consents before participation in the camping program and any specialized programming opportunities on and off site at 4-H Camp.

Club Field Trips/High Risk Activities: Clubs planning field trips or club activities that involve high risk activities must contact the 4-H Extension Educator for appropriate Permission Forms to use with events.

Transportation Forms (requires parent/legal guardian signature) Parent or Member Responsibility: Transporting members on field trips, to club meetings or other 4-H events and activities

is the responsibility of the parent/legal guardian or the 4-H member. Volunteer Responsibility: In all cases, when transporting or coordinating the transportation of a minor, club volunteers

must use the Ohio State University Extension Waiver and Permission to Transport Child/Charge Form. Contact the 4-H Educator with questions regarding transportation of members.

Annual: may be purchased by 4-H club advisors to cover accident and illness associated with 4-H club functions. Requires purchasing for entire membership (members & volunteers). Cost is $1.00 per member and $2.00 per member for horse clubs and other high risk groups.

Event: may be purchased by 4-H club advisors for a one time 4-H club event (day or multi day). Cost is $0.15 to $0.23 per member with a minimum of $4.00 premium fee.

4-H Projects What is a 4-H Project?

A TOOL… to motivate self-directed learning in a chosen interest area. A GUIDE… to plan hands-on, organized, leadership & citizenship activities & experiences. A RESOURCE… to explore an interest area while developing life skills & knowledge. The FRAMEWORK… for measuring progress & accomplishments in individual/group work.

Who May Take 4-H Projects?

Youth, age 8 AND in the 3rd grade through age 18 as of January 1 of the current year MAY enroll in any of nearly 200 4-H projects.

4-H Cloverbuds, 5 years old, AND in Kindergarten through 2nd grade, MAY NOT enroll in 4-H projects or participate in any competitive 4-H event. 4-H Cloverbuds enroll in the 710 4-H Cloverbud Program and participate in activities appropriate for their age using the 4-H Cloverbud Curriculums I and II and/or other curriculums identified by the 4-H Extension Educator for club use.

Members must select at least ONE 4-H project from the list of approved Ohio 4-H Projects (2016 Ohio 4-H Family Guide) and the “county only” projects listed in the Paulding County 4-H Family Handbook. Certain special interest projects may be

proposed and completed with the approval of the 4-H Educator. 4-H Council STRONGLY recommends 1st and 2nd year members take no more than 2 projects.

Want to rate your experience with last year’s project? Members and project helpers can preview project books AND share feedback about their project experiences on a new website called Ohio 4-H Project Central. Check out the website now at www.ohio4h.org/projectcentral for easy instructions and a direct link. You and your parents should answer these questions to help you select projects that will lead to personal satisfaction and project completion success.

What things do you like to do for fun? What hobbies do you have? What would you like to learn to do? What knowledge/skills do you have? How much time do you have to spend? Are there any special requirements? Who can help you with your project? How much time does your helper(s) have? How many projects can you complete in a year?

Special Requirements for Projects

Space – special considerations for animal and plant projects Equipment – special, type, currently have, will need to purchase, etc. Time Frame - multiple year project, activities spread over several months, short term just a few weeks or days, etc. Materials/Supplies - few, many, expensive, inexpensive, etc. Other People Involved - Presentations, group activities, mentors, partners.

Can I Take Projects in 4-H and FFA? You may take projects in both organizations, but they must be different types of projects. For example: You may take a

market lamb project in 4-H and a beef project in FFA. You may not take a market lamb project in both FFA and 4-H, even if you are a 4-H or FFA member in another county.

If you are showing livestock projects in two counties (4-H in one and FFA in another), you must follow the rules for both counties. Ask questions and make your project choices known to your 4-H club advisor, 4-H Extension Educator(s) & FFA instructor(s).

I Selected A 4-H Project, What’s Next? Purchase Your Project Book – Project books for 4-H projects listed in the 2016 Ohio 4-H Family Guide and the Paulding

County 4-H Family Handbook can be obtained at the Paulding County Extension Office. Leader's Guides to certain projects are also available, as listed in the 2016 Ohio 4-H Family Guide.

Meet with Your Support Person – Enhance project success with the support and help of a caring adult. A parent, grandparent, older sibling or a club advisor can serve this role. Planning, guiding, and encouraging you towards project completion, but allowing you to do the project work.

Plan Your Project Experience – Outline what, when, and how you plan to do project activities and experiences. Include interest areas, learning experiences, leadership, citizenship, and career activities. List supplies and materials you need to complete the project. Mark a calendar with important dates. Refer to the timeframe for completing projects listed in this guide to help plan.

Organize Your Project Book & Records - Put your project book in a 3-ring notebook or binder for protection, ease of adding information, and place to put project experiences including photographs, receipts, results of experiments, plans, vaccination & registration papers, feed tags or rations and much more.

Review Project Requirements For Completion, Project Judging/Skillathons & Fair – Read and follow the requirements listed in this guide especially if you plan to participate in Project Judging/Skillathons, Junior Fair events and activities and/or to be eligible for State Fair participation.

How Do I Prepare For Project Judging

Dress Code - Appropriate Dress for Interview Judging

Clean dress slacks, skirts or dress jeans Sleeved top with no logo. No caps or hats unless part of project. Shoes required (no flip flops).

Tips for Judging

Be well groomed. That includes clean hands, hair and fingernails. Don’t chew gum. Use good posture. Sit and/or stand straight and tall. Be polite and use your best manners. Be prepared to talk about your project. Bring Project Book. Know what you did, how you did it, and what you

learned and what you might do differently the next time. When answering the judge’s questions, speak clearly and loudly enough for the judge to hear your answers. During your interview, look directly at the judge. Give him/her your full attention. Don’t be distracted by

other people/noises. Thank the judge when the interview is finished. Remember, the real purpose of judging is sharing and learning. Be pleasant and confident. Smile and be enthusiastic! Be proud of your accomplishments!! You worked hard to deserve them.

Educational Display Guidelines

Educational displays should convey what you have learned through your project. Listed below are some ideas for educational displays.

Scrapbook containing photos, items collected during project, samples of items created. Model or collection of objects related to project Poster Displays Poster size should reflect the amount of information it contains. Posters must be a minimum of 14 X 22. Utilize all of the poster space. Posters need not be rectangular in shape. Tell just one story on the poster. Keep it simple. Make your lettering large enough to be read from a distance of 4 to 8 feet. Letters should be at least ½ inch

high. Make it as colorful and attractive as possible, so that fair-goers will stop and look at it. Keep it neat, but do your own work. The people who come to the fair want to see what you have done, not

what your parents or older brother/sister did.

Project Evaluation Known as project Judging, project evaluation is an educational experience that all 4-H members are encouraged to participate in. Judges are selected on the basis of their expertise in specific areas and their ability to relate to youth. We hire them for their evaluating skills and opinions on the given day they evaluate projects. These judges evaluate a 4-H'er on the basis of the completed project exhibit/display/poster), completed Project Book presented, and the knowledge of the member.

All Miscellaneous, Food & Nutrition and Clothing projects are evaluated in June during the fair for project completion. Members receive a letter grade of A, B or C. Judges are responsible for selection of special awards (County Winner and State Fair Delegate).

4-H members taking Horse and livestock projects (including beef, sheep, swine, goats, rabbits, poultry and dairy) must complete a Skillathon evaluation prior to the Paulding County Fair. If a member does not wish to exhibit, his/her grade will be determined by the Skillathon grade. In cases where project animals are sick or die, the 4-H member is considered “complete” if they have participated in their Skillathon. Members must bring their completed project book with up-to-date records (as indicated under project) to the Skillathon.

Alternate Project Evaluation: If a member is unable to attend the scheduled judging for their project(s) the following should be done: Contact the Extension Office to schedule a pre-judging prior to fair. Pre-Registration is required.

Volunteer Screening Process Ohio State University Extension

Effective: May 1, 2007 Adults, 19 years of age and older, are welcome to go through the volunteer screening process. Ohio State University Extension engages thousands of volunteers each year, giving their time, energy and talents to develop, implement, and evaluate educational programs for youth and adults across the state. The organization values the contributions that volunteers make and recognizes the impact they have on members and service recipients. Our organization recognizes the importance of selecting volunteers who have the capability and potential to effectively deliver and support programs and serve as positive role models. Policy Adults who desire to volunteer their time, energy and talents to Ohio State University Extension with the potential to serve members of a vulnerable population (minors, elderly, and/or disabled) must complete a volunteer selection process. Long-Term or High Responsibility Volunteer Assignment Adults serving members of a vulnerable population (minors, elderly, and/or disabled) in an unsupervised capacity with potential for ongoing/sustained contact with clientele and/or includes opportunities for financial, overnight, and transportation responsibilities will:

1. Receive, at the time of application or change of position, a written volunteer position description outlining the responsibilities. 2. Read, agree to, and sign the OSU Extension Volunteer Standards of Behavior Form. 3. Complete a volunteer application, in its entirety, and submit to the appropriate OSU Extension office. 4. At minimum, have two references returned that are non-relatives.

5. Complete an interview with the appropriate OSU Extension representative. 6. Submit to a criminal history fingerprint background check (BCI). 7. Participate in a new volunteer orientation/training program.

4-H Activities and Opportunities 4-H has much to offer its members in addition to the many club activities. Activities and programming opportunities are open to any 4-H member who is eligible according to guidelines within each.

Jr. Leaders Club: The Paulding County Teen Leadership Club welcomes 4-H members in the 9th grade through 12th grade. The group meets monthly and organizes educational and social events, fund raising activities, and community service projects.

Secretary’s & Treasurer’s Book Judging: All 4-H Club secretary’s and treasurers are required to turn in completed

secretary and treasurer books to the Extension office by the deadline. Books are scored on completion, accuracy and neatness. Awards are given based on score obtained.

Honor Club: 4-H Clubs that have excelled throughout the year may receive Honor Club status. Applications are completed

by Club Advisors and are due to the Extension office by the deadline of current year.

Officers’ Training: In order to help newly elected 4-H club officers understand their duties, officer training is provided each winter. It is important for all officers to take advantage of this learning opportunity. Officers will learn from others who have led that particular office, have an opportunity to ask questions and take part in activities with their club’s officer team. Date and location will be listed in the annual 4-H calendar of events.

Project Clinics: Project clinics are designed to assist members in their specific project area. Whether a new member or a

veteran, all 4-H members can gain from these opportunities. Watch the Clover Connection for details about future clinics.

Jr. Fair King, Queen and Court: The Jr. Fair King, Queen and Court represent excellence in the county fair program. Members freshman and older may apply for the Court by completing the King/Queen application. Selected individuals will then go through an interview with a panel of judges. The Court serves as representatives at various events throughout the year including the Paulding County Fair and parades around the County and State.

County Fair: The county fair serves as a showcase for 4-H projects and activities. Clubs are invited to decorate a booth

and display members’ projects. Specific booth decorating guidelines will be handed out at Advisor Countdown. Project exhibit guidelines and requirements are listed in this Handbook. 4-H members must abide by the Junior Fair Rules published in the Fair book. Fair books are available at the Extension office each year. Junior Fair rules may change from year to year, do not rely on an old copy of Junior Fair Rules! Any animal project not being exhibited at the county fair must contact the Extension office for alternate judging requirements for their project.

Junior Fair Board: 4-H members are invited to apply for membership in the Paulding County Junior Fair Board. The

purpose of the organization is to assist in the planning and operation of the Paulding County Junior Fair. Junior Fair Board includes youth from 4-H and other youth organizations (FFA, FHA, and Scouts) aged 14 and older as of January 1 of the current year. Meetings are held on the second Tuesday of each month at 7 p.m. Prospective members must submit an application.

County 4-H College Scholarships: 4-H members completing their senior year in high-school and planning to attend

college are invited to compete for 4-H College Scholarships. Selection is based upon a committee’s review of completed application.

County Camps Paulding County 4-H Camp July 9-13th, 2016 Paulding County 4-H is co-owner of 4-H Camp Palmer, along with ten other Northwest Ohio Counties. Camp Palmer is located on Harrison Lake in Fulton County. The camp offers a variety of activities and opportunities to interested 4-H'ers. Camp fees are determined separately by each county. Costs reflect actual camping costs in addition to necessary program materials; therefore fees vary from county to county.

Camp registration is taken on a first-come, first-served basis. Camp counselors are selected each year to assist with the camping program. These counselors are older 4-H members.

They must apply for a position and receive high recommendations. Counselors must be at least a freshman in high school to apply. Applications are available through the OSU Extension Office.

A nurse is on duty at Camp Palmer. Medications or other special considerations can be handled by the camp nurse.

Campers are expected to participate in the scheduled camp program activities. Each camper must fill out and sign a participation agreement. Codes of conduct are re-enforced by the Camp Director and staff including the camp counselors. Violations may bring about the dismissal of a camper.

Kid’s Outdoor Science Camp Held at Camp Palmer, this camp has plenty of opportunity for youth to explore natural resource projects and concerns while having fun! This educational program is helping to create a network of young naturalists with new awareness of environmental issues. Initiated by the Soil and Water Conservation Districts of Paulding, Henry, Defiance, Lucas, Fulton, Wood and Williams Counties, the camp includes coordination and leadership from OSU Extension, 4-H Youth Development Educators. State Trips and Camps 4-H youth who are eligible must complete an Ohio 4-H Achievement Record as application for the following trips and camps. Applications are due in January of the current year. 4-H Council and 4-H Endowment Committee sponsors scholarship opportunities for Paulding County 4-H members. State Trips and Camps include: Ohio 4-H Teen Conference, State 4-H Leadership Camp, Ohio 4-H Sea Camp, Carving New Ideas, and Citizenship Washington Focus.

The Relationship of Paulding County 4-H, Junior Fair Board, and Senior Fair Board

4-H does not solely signify “FAIR” (or Junior Fair) nor does “FAIR” solely signify 4-H. The Paulding County Fair serves as a showcase for Paulding County youth participating in 4-H, FFA, Boy Scouts, Girl Scouts and FCCLA Youth. The Paulding County Fair provides the opportunity for youth to exhibit the results of their project efforts and to compete for awards and prizes under the Junior Fair Division of the Paulding County Fair. Participation at the Paulding County Fair is NOT required for completion of a 4-H project although it is strongly encouraged for the member as a means of recognition. The Paulding County Junior Fair Board, which is comprised of 4-H, FFA, Boy Scouts, Girl Scouts and FCCLA, Farm Bureau, DECA, VICA, and Grange Youth organization representatives, is the group that helps the Paulding County Agricultural Society in preparing for and putting on the Junior Fair Division activities at the Paulding County Fair. Board member responsibilities include helping at the project judging, making pen assignments, assisting at animal weigh-ins, announcing and

recording Junior Fair Shows, and answering questions of Junior Fair youth and their parents. Members evaluate the past fair and make any necessary Junior Fair program changes with the approval of the Paulding County Senior Fair Board.

Livestock Quality Assurance Training and Skillathon

All Paulding County Jr. Fair members with an animal project exhibiting at the Paulding County Fair are required to attend a quality assurance session with a parent of legal guardian regardless of age. All Junior Fair exhibitors are also required to attend a Skillathon in Paulding County. These youth are also required to complete a Drug Use Notification Form (DUNF) for each animal/pen of animals prior to arriving at the fair during pull-in. THIS IS A MANDATE OF THE DEPARTMENT OF AGRICULTURE. Any youth failing to meet ANY of these requirements are not permitted to exhibit such livestock/animals at the Paulding County Junior Fair and/or the Ohio State Fair.

What Does My Child Need to Do in 4-H? For Club Meetings

Attend 50% or more 4-H club meetings/activities. At a minimum, members should have attended 3 meetings between December 1st – June 1st and have

completed a demonstration. Participate in community service, fundraising, leadership and recreational activities. Come with a positive attitude, eager to “Learn by Doing” the 4-H Way through project work,

demonstrations, & hands-on activities. Serve as a club officer, on a committee, or as a Teen Leader. Strive to excel in the four H’s…Head, Heart, Hands and Health by supporting club goals and

activities.

Animal Projects: Be prepared to participate in three hands-on skill stations. Use your project book, Resource Handbook(s), Skillathon Study Guide, and attend Project Clinics and Workshops to prepare.

Still Projects: Bring item made, created, produced, grown or designed and/or educational display or poster. For Fair

Make entry for Fair on the required forms, by the deadline. Bring 4-H projects by required exhibition times to the Fair. Attend 4-H Judging during appropriate judging time. Care for animal projects throughout fair week. Keep stalls and animals clean, fed, watered and presentable to the public at

What Will 4-H Cost?

County 4-H Activity Fee - The cost is $10.00/family to join Paulding County 4-H to enjoy full 4-H opportunities and awards including Junior Fair Participation. Fee is used to cover costs associated with 4-H mailings, delivery of program, awards and opportunities including Skillathon/project judging, clinics, workshops, trips & much more.

Club Fees – Some clubs may charge a per member and/or family fee based on their clubs activities. The amount is based on what the club covers with the fee. Club fees may be used towards refreshments, project book cost, club t-shirt, supplemental insurance, etc. Please ask your club advisor about their club fee structure.

Project Books – Most project books cost $6.00. Some projects require an additional Resource Handbook(s) ($8.00 to

$22.00) that is purchased by the family and used for all the projects within an area by all members in the family. Check with your 4-H advisor for Project Book costs or look at the Ohio 4-H Family Guide. http://www.ohio4h.org/

Project Items – Every project has some cost beyond the 4-H book. For some projects, this may be supplies and

materials that you already have at home. For other projects, your child will be required to invest in an animal & supplies for its care, specialized equipment and/or other items. Please keep this in mind when selecting projects with your child.

Fair – If members plan to participate in the Paulding County Junior Fair and/or the Ohio State Fair they will have some

additional costs associated with their 4-H experience.

Clothing and Textiles Guidelines for all CLOTHING projects (Paulding County)

When choosing a clothing project, make sure to choose one that challenges your skills and ability level and allows you to advance your sewing knowledge (for example: will you be learning a new skill or working with a new fabric?). A beginning level project may be taken at any age; however, it should be the member’s first attempt at a project in that area. Members may take a clothing project in any age range; however, if they are selected as the State Fair Representative, they may compete and be considered for Outstanding of the Day at the State Fair, but must be within the designated age range as listed in the project book to be eligible for the Clock Trophy.

Project Progression: Projects are designed for members to progress through as they increase sewing & consumer clothing skills. It is highly recommended that members start with beginning projects & progress through the levels.

Taking More than One Clothing Project: Members may take more than one clothing project, but must complete separate learning experiences for each including creating a separate, complete and Total Look Outfit.

1. Project Book: Bring completed project book and any other required project activities or records. 2. Garment Cost Analysis: Prepare a cost analysis of the garment constructed and bring to judging. Analysis is to include cost of pattern, material, notions

and anything else associated with project. A cost analysis form will be mailed with Style Revue narration form. Form is also posted on website - http://go.osu.edu/resources

3. Project Interview: Answer questions about your project experience including general 4-H knowledge, project book knowledge and activities, garment construction and/or selection focusing on the Total Look clothing principles.

4. Garment (s): Bring all garment(s) constructed or purchased for the judge’s inspection. Be prepared to change into garment(s) constructed or purchased & accessories selected to create the Total Look Outfit for judges viewing.

5. Pattern: Pattern is to be brought for the purpose of helping the 4-H member if a problem arises on clothing construction methods. 6. Style Review: Bring all garment(s) constructed and accessories to create your Total Look Outfit and be prepared to model on stage. Clothing projects are

to be judged with the 4-H member wearing the accessories for completing his or her Outfit. 7. County Winners and State Fair Delegates are determined from the participants of the Style Review. Must be present at the Style Review to receive an

award. 8. State Fair Selections and State Fair Alternates:

• State Fair Selections are made based on quota determined by the State 4-H Clothing program. The State Fair Alternate will attend only if the State Fair Delegate cannot attend.

• Members may be selected to participate in one morning and one afternoon class at the State Fair. Judge’s decision is final. • Specific Guidelines for the following awards, Lloyd & Doris Roby 4-H Clothing Award, Ohio 4-H Fashion Revue and, Master Clothing Educators.

A. Counties may nominate only one individual per award. B. Nominees cannot be considered for multiple awards. C. Award winners cannot win any award more than once in their 4-H career.

Food and Nutrition Guidelines for ALL FOOD Projects (Paulding County)

Project Progression: Food and Nutrition Projects are designed as one time learning experiences with members progressing through the Food and Nutrition Series of Projects as their skills and knowledge increases.

Repeating Projects: No project may be repeated (except for certain advanced projects, check project guidelines).

Taking More than One Food Project: Members may take more than one food and nutrition project, but must complete separate learning experiences related to each including creating a separate educational display and preparing separate food items.

• Project Presentation Folder: – Required for all Nutrition Projects • Bring a 3 pronged folder that includes 8 ½” x 11” pages. • Create a maximum of one page (one-sided only) per “activity area” or “interest area” as designated in the front of their project books. • Create a maximum of one page (one-sided only) per “activity area” or “interest area” as designated in the front of project books. • Ideas for these pages include journaling, a timeline, and photos taken during project, or any other format that would illustrate the work

and knowledge of the participant. Each page could be different or could be a combination of styles providing the 4-Her to reflect on their learning experience.

• There will be no points for scrapbooking style. • Portfolios are judge based on the verbal presentation, organization of the material in the portfolio, inclusion of their efforts in required

“Activity or interest” area pages, and communication with the judge regarding their portfolio. • The member will present the portfolio to the judge and have the opportunity to explain their active involvement in their project. • The member’s project book may not be a part of their portfolio.

• Prepared Food Item & Recipe: No food items will be brought to the fair for judging. Be sure to bring the recipe(s) used while completing project.

• Project Book: Bring completed project book with documentation of recipes prepared, experiments conducted and activities completed to judging.

• Table Setting: Bring a complete place setting – preferably one that reflects what you have focused on in your project. Center piece is optional.

• Daily Menu Plan: Prepare and bring a daily menu reflecting what you have focused on in your project. Menu must reflect My Plate food guide. Additional information can be found on www.choosemyplate.gov

Member may use a wide variety of non-power and power tools including: radial arm saw, lathe, router, power circular saw, and shaper if he/she has received safety instruction and are closely supervised by a knowledgeable adult. Use of advanced joining techniques (mortise & tenon, pocket holes, dovetails, etc.) are encouraged if matched to member skills. Projects should demonstrate the member has increased their knowledge and skills over previous projects. FAIR: Exhibit one item constructed in this project.
