2016 RED ISLAND REGATTA: PEI Rowing Championships

Welcome to the 1st Red Island Regatta hosted by Rowing PEI. This regatta is the first of its kind in Canada and possibly North America and beyond. This regatta is a hybrid format that offers Sprint flatwater racing and open water Coastal Rowing event. The event brings together clubs from Eastern Canada and the USA to compete on a 1000 m race course located in the headwaters of the Brudenell River. Located next to the four star facilities at the Rodd Brudenell Resort, the Brudenell and Dundarave golf courses and the Brudenell River campground, a beach launch will be supervised by local volunteers and supported by provincial surf guards and the Georgetown volunteer Fire Department.

The Coastal Regatta will be a head race held from the same location, launching from the other side of a sand spit, rowing to open coastal water at the mouth of the Brudenell River. This hybrid regatta will provide opportunities for rowers to experience the best of both types of racing.

Medals will be awarded to first place winners and ribbons for second and third place finishers at the end of the day. A complimentary lunch is being provided by three restaurants in Georgetown on Saturday.

In addition to the Sprints and the Coastal head races, we will offer an exciting two team 500 m interval, side by side hybrid stakes race to open water and back, including the flat water boats for the head water legs of the race and coastal boats for the open water legs. The boat types will be varied, facilitating maximum participation. The hand­off will happen when the bow or bow balls cross a marker buoy line. The finish will be first past the designated finish buoy.

The non master races are listed as Championship so that rowers can race all together. We will award ribbons for the different categories of Sr, Jr, lightweight as well as the fastest person in the race.

Regatta registration fees will be $50 per boat raced and all checks are to be made out to Rowing PEI with the details marked as Red Island Regatta in the details. There will not be an online registration mechanism however a club may register a number of rowers and provide a single check.

Early registration is encouraged as entries to this regatta may be capped. If cancellation of this regatta is unavoidable due to inclement weather or for any reason beyond the control of the organizing committee, no refunds will be offered.

RULES AND REGULATIONS

APPLICABILITY OF RULES 1. Unless otherwise noted in this package, the RCA Rules of Racing will be followed. REGISTRATION 2. Regatta registration must be completed online through Rowing PEI’s website (http://rowingpei.ca/). Each club is responsible for registering their own athletes. All athletes must be in the RCA membership system. No other form of registration will be accepted. 3. The registration forms must be completed and send to Rowing PEI before the entries close. 4. If you are unable to complete registration or have technical difficulties contact [email protected] or [email protected]. 5. RCA membership numbers of all participants are required. Registration will be verified through RCA and participants who are not registered with RCA will NOT be allowed to participate. US Rowing participants must include their registration number on the entry form as well. 6. Entries will open July 22nd, 2016 and close August 14st, 2016 at midnight. 7. Scratches without penalty must be received by midnight August 14st, 2016. Scratches received after August 14st, 2016 will forfeit entry fees. 8. Scratch’s after racing has begun will be listed a DNS (did not start) and will forfeit entry fees without suitable medical excuse. 9. No entries after midnight August 14st, 2016. Late entries can be completed at the coaches meeting only if sufficient space exists. A later fee of $15 will be charged in addition to normal entry fees. 10. All substitutions must be listed on the athlete list. Clubs can edit the crew lineups at any point until the crew races and a club can validated its athletes against the RCA database.

11. Cheques made payable to “Rowing PEI” or you can pay by eTransfer to [email protected]. Please indicate in the comments the Club and/or Entry Form Reference and can be paid as late as the coaches meeting at 6:30 pm Friday August 26th, 2016 at the Brudenell Campground multi­purpose building. IMPORTANT 12. A race will not be delayed to accommodate a late arriving crew. 13. To avoid potential schedule conflicts, back to back races will not be permitted. 14. The number of club entries in each event may be restricted to a maximum of three entries per club in each event. Additional entries may be allowed if space permits. 15. The number of races per athlete will depend on the number of entries and the available seats to be raced. This will be determined by the coach and the athletes. 16. There will be a coaches and officials meeting the night before the regatta, Friday August 26th, 2016, at 6:30pm at the Brudenell River Campground Multi­purpose Building. All Cox and Bow seat competitors are encouraged to attend this meeting as well. At this meeting, the major rules of the regatta for both, the Sprints and Coastal events, the race schedule draw, and any other administrative details will be discussed. 17. Weight categories will only apply to Championship races. Weigh­ins for Championship races will take place from 6­7 AM at the Control Commission. There will be no Coxswain weigh­ins. 18. Please be advised that race schedule is subject to change depending on number of the entries per event. 19. The course will be open for boats to practice from 5pm to 7 pm Friday, August 26th, 2016 20. On site security will be provided from 7pm to 6am Friday and Saturday as part of the camp ground staffing. 21. A free lunch will be offered to all athletes, coaches, volunteers and officials. Parents and guest are also welcome for a contribution of $5 per person and advance notice is requested. There will be a BBQ prior to the awards as a fund raiser for the Prince Edward Island Canada Games Youth. 22. We are in need of volunteers and it is a great way to experience this event. Parents and guest willing to volunteer their time are asked to contact [email protected] or [email protected]. CLUB ELIGIBILITY 23. Clubs qualified to participate at the regatta must be in good standing with RCA.

24. International crews (US and abroad) must provide suitable documentation that their club is registered and in good standing with their National Governing Body. 25. All members at the regatta must be represented in consistent club colors. Although it is understood that a variety of rowing uniforms are available such as singlets, uni­suits etc., officials of the regatta must see a clear consistency in the color and pattern worn by all members, male and female, representing one club. COMPETITOR ELIGIBILITY 26. Competitors must be registered with their National Sport Governing Body and provide suitable documentation with registration (Canadian athletes must submit RCA numbers with registration and US athletes should submit US Rowing numbers). 27. Any member of a National Team (Sr. A, Sr. B, Junior) is permitted to participate in any event provided. 28. All competitors, including coxswains, may participate in multiple events. Competitors are responsible for allowing sufficient time to race in one event, land, re­queue, and launch in time for an additional event. 29. A competitor may compete for his/her Club or Province or self. 30. Competitors may participate as a member of a composite crew (two or more clubs). 31. Coxswains must be registered as competitive rowers with RCA in order to cox in any event. This will be verified with RCA prior to the event.

32. The Rowing PEI Sprints recognizes the following event categories: JR M/W Junior Men/Women Under 19 (Junior) ­ A rower or coxswain who shall be

classified as a Junior competitor until the 31st of December of the year in which he or she reaches the age of 18. After that date the rower shall be classified as an Senior rower

SR M/W Senior Men/Women A Senior Rower or coxswain who is no longer a junior shall be classified as Senior Rower.

MM/W Masters Men/Women A rower may compete as a Master from the beginning of the year during which he or she attains the age of 21.

Championship Race Everyone races against each other, awarding the fastest time and then the fastest time by category of rower.

MIX Mixed 50/50 Female/Male Mixed Events: Is an event in which half of the crew, excluding the coxswain, shall be women and half shall be men. The coxswain may be either sex.

Lightweight Women Maximum individual weight 59 kg

33. Age Categories:

The age categories do not apply to the coxswains. The average age of the Masters crew shall be determined by the average age of the rowers rounding down to the nearest whole number.

A Masters’ crew or sculler may compete in a lower (younger) age category but not in a higher one.

34. Meaningful Competition:

Rowing PEI seeks to create a rewarding and fun level competitive experience. There will need to be 2 boats in order for it to be a race. If there are two A’s and two B’s they can race in the same race and will be awarded as 1A and 1 B winner. If there are two A’s and one B in the same race handicap time will be applied to all rowers.

35. Handicapping:

If insufficient entries are received or a combined event is planned, the organizing committee will combine age categories and apply the Garret­Zezza system of handicapping will be used.

The Garret­Zezza system of handicapping will be applied. Expanded tables for this system can be found on page 90, Appendix 7 – Garrett­Zezza Handicap Table of the RCA Rules of Racing Online.

36. Coxswains:

Coxswains may be of either gender. Age classifications and minimum weights for coxswains will not apply at this regatta.

Sprints 37. Events with 4 or less entries; races will be straight finals. 38. Events with greater entries then 4; time trials may be held to determine seeding for A and B finals. Coastal 39. Coastal Flights will have a beach launch Start but a first past the buoy Finish due to sharp shells on the beach. Participant must where footwear for the Start and a PFD for each rower must be on the boat throughout the race.

40. The Coastal course will not be strictly triangular shaped. See map for layout. 41. Rules for the Coastal course will follow traditional head­racing rules form the Rules of Racing. 42. Right or Way ­ For the Coastal Flights the boat being passed must give right of way to the boat passing. The boat being passed must give right of way by moving to the starboard side, if safe to do so. 43. Passing at the Buoy ­ The first boat to a turn buoy has right of way to take the inside closest to the buoy.

44. Penalties ­Not giving right of way ­ 60 sec. Missing a turn buoy ­ disqualification.

45. Objections ­ Will be heard at the Control Commission immediately upon return from flight up until the start of the next flight. Ribbon Presentations 46. Ribbons will be presented immediately following the last race of the day at the multi­purpose building on the water side deck adjacent to the Trailer Parking. 47. Photography opportunities will be available in the awards area for crews. 48. Ribbons will be awarded to first place winners and ribbons for second and third place finishers at the end of the day. Boat Rental Pool: 49. Boats will not be rented at this regatta but will be made available to rowers through a shared pool whether flat water or coastal boats.

50. Please advise the organizing committee of your trailer size (overall length), number and types of boats and approximate time of arrival at the regatta site by August 18th, 2016. Email this information to the regatta chair: [email protected].

51. Vehicles with boat trailers arriving at the regatta site are to check into the regatta control in the multi­purpose building and then unload their boats at their designated site. Sites will be clearly marked on a site map depicting the trailer parking and the boat area collocated to the south west of the multipurpose building and the parking lot.

52. It is anticipated that the trailers once parked will not need to be moved and will be covered by overnight security provided by the Provincial Parks.

53. A Red Island Regatta map for the courses and the regatta control is attached.

54. More details and diagrams will be posted on the Rowing PEI website.

Car Parking:

55. Cars may be parked in one of three parking lots. These parking lots are associated with the Provincial Park and the Rodd’s Brudenell Resort.

56. The first is located at the resort for rowers staying as a resort guest and is located close to the main building and is a 5 minute walk to the regatta control and boat storage.

57. The second parking lot is associated with the Dundarave Golf Course and is part of the resort parking..

58. The third parking area is associated with the Provincial Campground and will be reserved for officials and rowers who are not staying at the resort. These parking spots are limited and are located north of the multi­purpose building where Regatta Control is located. Parking on the roads is not permitted to leave room for emergency vehicles whether Fire or EMS.

Boat or Yacht Mooring

59. The public boat launch for safety boats and umpire launches assisting in the running of the regatta will be provided by the organizing committee on request (smurraynano@gmail,com). Rowers and regatta officials arriving by water will need to notify the regatta organizing committee by August 18th, 2016 to obtain approval from the use of the Montague marina on the day of the regatta.

60. Safety Boats and Umpire Launches will be able to tie up to the outside of the Montague Marina collocated with the resort.

Washrooms and Showers

61. There are washrooms and showers in the multi­purpose building at Regatta Control.

Emergency Facilities:

62. First Aid is provided by the Georgetown Fire Department in the multi­purpose building.

63. Trained Surf Guards will be provided by Provincial Parks as part of the safety boat and beach contingent.

Concession and Amenities:

64. Several businesses: The Maroon Pig,Tranquility Cove Adventures, ??? in the local community will provide a delicious healthy lunch at the multi­purpose building during the lunch break.

65. Rowing PEI’s Canada Games youth will provide healthy cash snacks on sale at the multi­purpose building. The team will also provide on water snacks to the officials which will be subsidized by your registration fee. Donations will be very much appreciated for this service.

66. As this is Provincial Park facility, there is also a canteen on site which can be open during regular hours of park operations.
