Mr. Santovasi has over 26 years of experience in Geospatial Solutions specializing in Geographic Information Systems, Mobile Mapping, Data Collection, Web Mapping, High Accuracy GPS locational services, and 3D Drone Mapping. He currently manages the Geospatial Services operations for Burns and McDonnell. Successful program implementations have included full integration of several enterprise level GIS solutions, Web Based Mapping interfaces and Mobile Mapping Data Collection Solutions for both connected and disconnected environments. He has successfully implemented multiple platform solutions for integration and administration of Geospatial and non-geospatial data solutions including expertise in the full suite of ESRI ArcGIS products, Burns & McDonnell’s Cesuim based OneTouchPM and OneTouchMobile products and Google Earth based interfaces on several multi-billion dollar infrastructure development projects. These include ArcGIS desktop, ArcGIS Server, Arc SDE, Web App Developer, ArcGIS Pro, ArcEarth, ArcGIS Collector, ArcCatalog, Operations Dashboard, ArcGIS for Portal, and ArcGIS Online. He has developed the UAV program for Drone Mapping and Inspections for Burns & McDonnell’s. Incorporating rapid deployment of superlight, low altitude drones into the geospatial environment. This includes both fixed wing and multirotor drones, with the ability to collecting Aerial Photography, high-resolution video, Infrared Thermal Imaging, 4 Band MultiSpectral imagery, and near infrared imagery. These flights result in delivering to our clients 3D point clouds, super high resolution orthomosaic imagery, Site contours, 3D surface models, digital elevation models, 3D flight logs and aerial photography. He has been recognized as being an industry leader in the field of GIS, GPS, and UAV Technology. Mr. Santovasi has received the 2011 ESRI Special Achievement in GIS Award in the Survey Implementation area for a comprehensive Infrastructure Management Data Collection Program. This project involved implementing and integrating a high accuracy RTK-GPS data collection phase that brought together Geodatabase technology with CAD data collection, seamlessly incorporating ESRI’s Mapping Standard for CAD (MSC). The utility mapping systems, which included sanitary sewer, storm water, water, and traffic systems, were scanned and stored in a digital library. As field data was collected and incorporated into the GIS system the scanned maps were georeferenced into a raster dataset and the line and point work are digitized input and attributed. The result is the ability to tie the geographic and data and engineering attributes to maintenance and operations datasets creating a highly accurate infrastructure management system.

Mr. Santovasi has presented project solutions at ESRI International User Conferences since 2008. These include: Field Data

Collection Strategies for iOS (Connected and Disconnected), National Survey Control Mobile Application, Interactive PDF

Web Mapping, Parcel Mapping Strategies, Mapping to Mobile, Surveying in the Cloud, and UAV Technology in GIS. Mr.

Santovasi is a member of the Geographic Information Systems Certification Institute’s (GISCI) Certification Committee, and

a past member of the GISCI Core Competency Committee, a voting member of the PODS (Pipeline Open Database System)

committee, Urban and Regional Information Systems Association (URISA), Board Member of ComAgUAS, and a

committee member of NEGIS (Northeast Geographic Information Society).

Geospatial Services Manager This project portfolio includes over 20 active projects that have over 125 miles of 240-kV

transmission lines and 63 miles of 138-kV transmission lines. The projects address power demands from industry

development and emerging areas of population growth, and integrate new generation from wind resource areas into the

provincial grid. The contract includes a five-year option for additional project support following completion of the initial

five-year contract in 2017.

Mr. Santovasi served as the Geospatial Services Manager. He was responsible for implementing mobile mapping technology

solutions, incorporating connected/disconnected field mapping applications and field data collection. Mr. Santovasi was also

responsible for managing spatial data, GIS, mapping content, and data interoperability. He performed GIS support services

for various phases of the projects including analysis, real estate/customer relations management, environmental, permitting,

compliance, constructability, design, and presentation mapping. Mr. Santovasi also served as the OneTouchPM™ project

administrator and was responsible for developing content, specifications for display stylings, and client access rollout.

Senior GIS Specialist This transmission project spans across two states (PA and NJ) with two separate owners. The PSE&G

New Jersey portion is a 500-kV transmission project consisting of 46 miles of new 500kV transmission lines and rebuilding

the existing 230-kV transmission line on an existing Right-of-Way that includes two new 500-kV GIS switching stations in

Hopatcong and Roseland, NJ. Burns & McDonnell provides full program management services and has been honored with

two prestigious awards on behalf of the project by the NJ Alliance for Action. Burns & McDonnell also serves as the

program manager on the $630M portion of the project in Pennsylvania, which includes 70 miles of new and rebuilt 230-kV /

500-kV overhead transmission lines through Luzerne, Lackawanna, Wayne, Pike, and Monroe counties, one new 500-kV/

230-kV substation and upgrades to seven existing 230-kV substations.

Mr. Santovasi served as the Senior GIS Specialist. He was responsible for implementing mobile mapping technology

solutions, incorporating connected/disconnected field mapping applications and field data collection. Mr. Santovasi was also

responsible for managing spatial data, GIS, mapping content, and data interoperability. He performed GIS support services

for various phases of the projects including analysis, real estate/customer relations management, environmental, permitting,

compliance, constructability, design, and presentation mapping.

Geospatial Services Manager On this portfolio consisting of multiple projects, Mr. Santovasi served as the GIS Manager. He

was responsible for implementing mobile mapping technology solutions, incorporating connected/disconnected field

mapping applications and field data collection. Mr. Santovasi was also responsible for managing spatial data, GIS, mapping

content, and data interoperability. He performed GIS support services for various phases of the projects including analysis,

and data interoperability. He has overseen GIS support services for various phases of the projects including analysis, real

estate/customer relations management, environmental, permitting, compliance, constructability, design, and presentation

mapping.

Senior GIS Specialist On this project, Mr. Santovasi served as the Senior GIS Specialist. He was responsible for

implementing mobile mapping technology solutions, incorporating connected/disconnected field mapping applications and

field data collection. Mr. Santovasi was also responsible for managing spatial data, GIS, mapping content, and data

interoperability. He performed GIS support services for various phases of the projects including analysis, real estate/customer

relations management, environmental, permitting, compliance, constructability, design, and presentation mapping. Mr.

Santovasi also served as the OneTouchPM™ project administrator and was responsible for developing content, specifications

for display stylings, and client access rollout.

Senior GIS Specialist The $530M Underground Transmission Initiative is a group of projects designed to meet long-term

transmission needs. As part of PJM Regional Transmission Expansion Plan (RTEP) these projects are identified by PJM to

address load criteria short falls and fortify sections of the transmission grid. Burns & McDonnell’s scope as program manager

includes 6 miles of new underground 230-kV, 2.5 miles of 230-kV station cut-in, 230-kV and 138-kV circuit reconductorings

totaling 64 miles.

He was responsible for implementing mobile mapping technology solutions, incorporating connected/disconnected field

mapping applications and field data collection. Mr. Santovasi was also responsible for managing spatial data, GIS, mapping

content, and data interoperability. He performed GIS support services for various phases of the projects including analysis,

real estate/customer relations management, environmental, permitting, compliance, constructability, design, and presentation

mapping. Mr. Santovasi also served as the OneTouchPM™ project administrator and was responsible for developing content,

Administrator of Geographic Information System Administrator of City of Waterbury’s extensive G.I.S. system consisting

of hundreds of datasets. Operated in the Department of Public Works, Bureau of Engineering for the City of Waterbury, CT.

GIS support services for all City departments, development agencies, engineering firms, and survey companies that promote

development within the Municipality. Administrator of ArcGIS Server and web mapping applications providing

individualized support for all Municipal Government Departments, Public Access, and Development Agencies. ArcGIS

desktop/workstation expert, 21 years using ESRI products. Developed Technology Advancement Strategies for Public Work,

Engineering, Waste Treatment, and Water Departments. Designed, implemented, and oversaw Parcel Mapping Update

Strategy for over 34,000 parcels for Assessor’s Office, which is used as basis for all GIS projects and applications. Designed

and implemented High Accuracy RTK GPS data collection attribute structure, and geodatabase strategies. Including

workflow from Geodatabase to CAD incorporating GDB attribute schema directly to Data Collection software, and exported

back to DWG, GDB, and Shapefile. Designed, implemented and oversaw Municipal Infrastructure GIS Program.

Responsible for the creation of high accuracy location data sets for all municipal utilities including complete Water System,

Sewer System, Storm Water System, and Traffic System. This data is tied to design/build attributes and maintenance records.

The result was designed to be a complete and powerful utility system over a projected 5-year project. Designed, implemented

and maintained department-based Web GIS services and applications (public works, landuse, engineering, assessment,

police, fire, education, and public utilities) using ArcGIS Server, ArcGIS online, ArcGIS API for iPad/iPhone.. Design and

development of FLEX-based GIS Web Applications using ESRI Flexviewer. Designed and developed Waterbury Historical

Mapping Web Site which publishes interactive historic map documents back to 1856. Administered QA/QC of GPS high

accuracy RTK data collection, implementation, standards and Survey Control Network (Topcon/Carlson-SurvCE/CorpsCon).

For both Horizontal and Vertical Control. This is a high priority project for the Public Works department that required the

inventory of over 150,000 structures. Developed GIS and PDF based GIS Web Map application serving over 3,000 static

maps with access to many vital applications and maps. Designed and implemented “Digital Map Vault” for Public Works and

Engineering Dept., Town Clerk, Assessor, City Planning departments. This is an “instant access” system of scanned record

maps formerly available in paper form only (100,000+ maps in total when completed). Coordinated needs assessments and

implement solutions for all Municipal Government GIS needs. Coordinated all GIS related workflow. Acted as lead

representative with all Federal, State, and Municipal agencies, Development firms, Engineering Firms, and Surveying Firms

and relating to GIS issues. Oversaw U.S. Census Bureau update projects as they pertained locally. Computer Aided Drafting,

Survey Mapping, and Site Development using AutoCAD and related AutoDesk suite of products, Oversaw all CAD

digitizing, rubber sheeting, database design, data warehousing, geocoding and geographic coverage development. GIS-CAD

data conversions, field editing, data collection, built and maintained all GIS data. Analyzed GIS Data, Prepared Reports from

GIS analysis. Graphic design, layout, and printing of presentation mapping and multimedia presentations. Designed,

implemented, maintained, and troubleshot GIS LAN. Installed, upgraded, and maintained all GIS hardware and software.

Prepared presentation mapping for all municipal departments, state and federal agencies, and private development projects.

Reconstruction drawings for criminal and motor vehicle fatalities for Waterbury Police Dept. Expert witness in G.I.S. for

States Attorney’s Office (upheld by the State Supreme Court). Member of Geographic Information Systems Certification

Institute (GISCI) Core Competency Committee. Developed and implemented GIS mentor program which includes

internships for college students entering into the GIS field (includes University of Connecticut and Eastern Connecticut State

University); teaching GIS, GPS skills to Boy Scouts of America merit badge participants and the University of Connecticut

Urban Studies students.
