DRAW PROCEDURE
Qualifying rounds UEFA European Women’s Under-17 and Women’s Under-19 Championships,
2016/17
An overview of the competition structures and draw procedures for the qualifying rounds of the 2016/17 UEFA European Women’s Under-17 and Women’s Under-19 Championships (WU17 and WU19) is given below.
COMPETITION SYSTEM
Forty-six (WU17) and forty-eight (WU19) national teams will take part in the 2016/17 competitions. Forty-four teams will start out in the qualifying round, with the top seeds (Spain in the case of the WU17 and France, England and Germany in the case of the WU19), joining in the elite round. The host associations of the final tournaments – the Czech Republic (WU17) and Northern Ireland (WU19) – qualify automatically for the final tournament. COEFFICIENT RANKINGS
Coefficient rankings have been compiled for the qualifying round draw according to the following principles:
• Seasons taken into account: 2012/13, 2013/14 and 2014/15
- coefficients calculated on the basis of all qualifying round matches (qualifying and elite rounds).
• Win = 3 points; draw = 1 point; defeat = 0 points.
• The following bonus points have been awarded (maximum 9 bonus points):
- automatic qualification for the elite round = 3 points
- qualification from the qualifying to the elite round = 3 points
- qualification from the elite round to the final tournament = 3 points
• The following bonus points have also been awarded for results obtained during the final tournaments in question:

• The coefficients for the 2011/12 qualifying rounds have been taken into account for the associations that have hosted a WU17 or WU19 final tournament in any of the previous three seasons. This includes the bonus points awarded for qualifying for the different competition phases and the bonus points shown in the table above. These associations are:
- 2012/13: WU17 = not applicable / WU19 = Wales
- 2013/14: WU17 = England / WU19 = Norway
- 2014/15: WU17 = Iceland / WU19 = Israel
• The coefficient for each season has been calculated by taking the number of points obtained (including bonus points) and dividing it by the number of matches.
• The three annual coefficients have then been added together to produce the overall coefficient used for the rankings.
• Associations with the same overall coefficient have been separated according to the following criteria:
1) Higher number of matches
2) Higher coefficient from the most recent season, i.e. 2014/15
3) Higher coefficient from the next most recent seasons, i.e. 2013/14 and 2012/13
4) Superior goal difference from the most recent season, i.e. 2014/15
5) Superior goal difference from the next most recent season, i.e. 2013/14
DRAW PROCEDURE
The 44 associations will be split into 4 pots of 11 teams as follows:
Pot A (yellow balls)
Associations ranked from 2 to 12 (WU17) / from 4 to 14 (WU19)
Pot B (red balls)
Associations ranked from 13 to 23 (WU17) / from 15 to 25 (WU19)
Pot C (green balls)
Associations ranked from 24 to 34 (WU17) / from 26 to 36 (WU19)
Pot D (blue balls)
Associations ranked from 35 to 45 (WU17) / from 37 to 47 (WU19)
The 44 associations will be drawn into 11 groups of 4 teams according to the following procedure:
The draw will start with Pot D and end with Pot A in order to ensure that the strongest teams are drawn last. Each pot will be emptied before moving to the next pot.
• First a ball will be drawn from Pot D to determine the team in fourth position in Group 1. Then, a second ball will be drawn from Pot D to determine the team in fourth position in Group 2. A third ball will be drawn from Pot D to determine the team in fourth position in Group 3. The same procedure will be repeated until the fourth position in Group 11 is filled.

• Then, the 11 teams in Pot C will be drawn into the third positions in each group, starting with Group 1 and ending with Group 11 (in numerical order).
• The same procedure will be applied to Pots B and A, with the teams from Pot B going into second position in the groups and the teams from Pot A into first position.
WU17: 23 teams will qualify from the qualifying round for the elite round, i.e. the 11 group winners, the 11 group runners-up and the best third-placed team. WU19: 21 teams will qualify from the qualifying round for the elite round, i.e. the 11 group winners and the 10 best runners-up.
GROUP FORMATION FOR THE ELITE ROUND
A draw will take place to form the six groups of four teams. The definitive draw procedure will be communicated to the associations concerned on completion of the qualifying round. The six group winners and the best runner-up from the elite round will qualify for the final tournament.
DATES
Matches in the qualifying round must be played between the following dates:
• WU17: 1 August–31 October 2016
• WU19: during one of the two FIFA women’s international match periods: from 12–20 September or from 17–25 October 2016.
Please note that we strongly recommend that matches be played according to one of the following two WU19 mini-tournament schedules:
• MD1 Wednesday, MD2 Friday, MD3 Monday
• MD1 Thursday, MD2 Saturday, MD3 Tuesday
SPECIAL CASE
Based on previous decisions of the UEFA Executive Committee and the UEFA Emergency Panel, Armenia and Azerbaijan cannot be drawn into the same group. The same applies to Russia and Ukraine.
