For remaining 3267 cases revision by bankshave already been taken up. Revisions byDepartments/PAOs could not be done for want ofrelevant records. In this regard a meeting of CGAwith CCAs was convened on 11.11.2016 andfollowing decision were takerr-

CPAO would prepare fresh list of livepending cases on basis of e-scrolls which wouldbe provided to concerned MinistrieslDepartmentsto review the pendency. If any pensioner representfor revision of his/her pension, the same would berevised on verification of records provided byhim/her.

(ii) CPAO will also provide list of pending casesto the banks to check the genuineness of thesecases on basis of KYC records available withthem.

Ministn' of DefenceMinistry of Defence has shownil pendency. However:-

DoPPW held two review meetings under thechairmanship of Secretary(P&PW) to discusspending Issues of Defence Pensioners on27/09/2016 and 2011212016.

(i) One of the DefencePensioners Associations saidthat there are discrepancies indata, especially in case of AirForce Pensioners. Status of revision of PPOs for pre-2006 Air Force

Information is being retrieved from e-scroll ofCPPCs of banks and these 2368 cases would berevised by 3 I .12.2016.

Further, there are about 15,000 cases for whichinformation on whether they are of pre-2006 orpost-2006 is not available. Secretary(P&PW)asked Department of Ex-servicemen Welfare totake up the matter with the CPPCs of theconcerned Banks, so that the 15,000 cases maybe revised by the first week of February,20 17.He also asked to share the list of 48,245 caseswith Defence Pensioners Associations so that theycan tally it with list available with them.

(ii) Pensioners Associationfrom Ambarnath has said thatmost of the retirees have not gettheir revised PPOs and thatPCDA(P), Allahabad 1S notacknowledging their reminders.Secretary(P&PW) askedrepresentatives of CGDA tohold a meeting of pensionersand officers of PCDA(P),Allahabad in Allahabad toassess the situation and reportoutcome to DoPPW.

» PCDA(P) Allahabad have informed thatthey have issued approximately !966 PPOs inrespect of civilian employees of OrdnanceFactory Ambarnath. To sort out the issuePCDA(P) Allahabad called a meeting o~20.10.2016 10 DPTI Allahabad, but therepresentatives of Association did not turn up forthe meeting. Again, PCDA(P) Allahabadapproached the association for the meetins but

'"the same could not be held due to non-approval ofTNDA for which PCDA(P) Allahabad is notcompetent authority to sanction. Further, CGPA,Ambarnath on 03.11.2016 intimated that approx1500 members of their association have receivedcorr. PPOs.

(ii) In the Second Review Meeting held on20.12.20\6, Ministry of Health and FamilyWelfare has informed that the Heath InsuranceScheme i.e CGEPHlS will not be offered to Ex-servicemen as this Scheme is for supplementingthe CGHS whereas they are covered byECHS(Ex-servicemen Contributory HealthScheme ).

In response to the request of Disabled WarVeterans/India) that the Defence Civilianpensioners from Non-CGHS area may also becovered under the proposed Health InsuranceScheme. Secretary(P&PW) asked Ministry ofHealth and Family Welfare to arrange a meetingof concerned Pensioners Association i.e DisabledWar Veterans(India) with the Director (CGHS(P»).

Disabled WarYeterans(lndia), ew Delhi,informed that the number ofdisabled pensioners who arelikely to be benefitted by theproposal is much less than thatprojected by Ministry ofDefence to Department ofExpend iture. Secretary(P &PW)directed Department of Ex-servicemen Welfare to have arelook at the issue. Departmentof Expenditure mentioned thatthey would have reconsider thematter if the proposal is sent byDepartment of Ex-servicemenWelfare again.

The issue relates to payment of Special FamilyPension to war disabled invalided soldiers on theirdeath without considering the limit of seven years.The invalided war disabled soldiers are gettingdi ability pension comprising ervice element anddisability element. If they die after a period ofseven years, the family pension IS calculatedbased only on the service element -disabilityelement is ignored for family pension. Therequest is for calculating family pension takinginto account both disability element and serviceelement, even if th death occurred after sevenyear of their invalidation. The proposal v asearlier examined by Ministry of Defence.Ministry of Defence has stated that the commentsof Service Headquarters on the issue has beensought vide MOD 10 ote dated 10.10.2016 fromall the three Services which is still awaited.

Department ofExpend iture was requested toreconsider this issue keeping inview the orders of variouscourts and the ContemptPetitions filed 111 CAT,Bangalore Bench in this respect.Department of Telecom wasasked to follow up withDepartment of Expenditure toensure that the matter iresolved expeditiously.

Department of Expenditure has observed that theupgraded Grade Pay of Rs. 46001- was givensubsequently outside the recommendation of the6th CPC. Since this up-gradation is post 6th CPCdecision, it is not applicable to those who areholding the pre-revised scale of Rs. 65400-10,5001- and retired before 01.01.2006.

(Actiun:- CPAO) The matter was also reviewed in the meeting heldwith banks on 22nd Aug, 2016 where it wasadvised to the Banks to take necessary steps inthis regard to ensure timely payment of familypension in the event of death of pensioners andreport the same to the CPAO through Format 'F'of e-Scroll.

It was informed that there is an CPAOinbuilt mechanism 111 thesoftware of all the banks for Vide OM No. CPAO/Tech/Bankautomatic restoration of Performance/20 15-16/45, dated 02nd June, 2016commutation and payment of CPAO has issued instructions regardingadditional pension on attaining restoration of commuted portion of pension after80 years of age. 15 years from date of payment of commutationSecretary(P&PW) asked CPAO and payment of additional pension on attainingto obtain reports from the the age of 80 years both automatically. The sameBanks to check whether was also reiterated to the banks in the meetingrestoration of commutation with the Banks on 22.08.2016. In the meeting itamount and payment of was also decided that :-additional pension to oldpensioners 1 being doneautomatically and in rime.

Action Taken

CPAO has issued an OM Bo CPAO/Tech/banksPerformance/20 I5-16/45 dated 2nd June, 2016 toHeads of CPPCs and Government BusinessDivisions of all Authorised Banks. Banks aresupposed to commence the family pension to thespouse immediately on receipt of death certificateof the pensioner, after obtaining proof of his/herown age/date of birth and undertaking of recoveryof excess payment. Banks are instructed toarrange payment of family pension latest within amonth of submission of above documents andprovide details of transaction for the interveningperiod of the family pensioner.

(i) As per the note below the Special SealAuthority (SSA)!Pension Authorisation order andGuideline o. 13 on the reverse of the SSA issuedby CPAO to banks that such restoration andadditional pension have to be restored/started bybanks automatically.

(ii) All CPPCs have been directed to submit thecompliance report of above e-rnail on monthlybasis and instructions in this regard have beenissued by CPAO vide OM dated 02.12.2016.
