RS&H Design Immediately Alleviates CongestionBy Douglas Green

The Florida Department of Transportation (FDOT) District 4 had congestion issues on the northbound segment of I-75 on the approach to the Sawgrass Expressway/I-595 exit ramp. The area was experiencing considerable delays during the typical weekday peak periods. Queues of slow moving traffic – operating speeds below 25 mph – were observed extending from the exit ramp for three-quarters of a mile. On occasion, queues had been reported

extending as far as a mile-and-a-half. The primary cause was the capacity constraint along the three-lane exit ramp leading to NB Sawgrass Expressway and EB I-595.

The district initiated the I-75 NC Lane Balancing Project, which was completed earlier this year. RS&H prepared final design plans and provided post-design services. To address this adverse traffic condition along I-75, RS&H developed alternative design

concepts for NB I-75 and the NB Sawgrass Expressway and EB I-595 exit ramp. Based on travel demand forecasts and traffic operations analysis, a preferred alternative was recommended and subsequently approved by FDOT and the Federal Highway Administration (FHWA) for implementation.

The one-mile long project has resulted in immediate favorable conditions, including improved traffic operations, increased

capacity, reduced delays, and enhanced safety. The instant reaction from the public has been exceptionally positive. The success of this project clearly demonstrates the importance of a collaborative team effort involving many participants and stakeholders.

Improvements to mitigate the congestion included extending the NB I-75 inside and outside auxiliary lanes and reducing the NB I-75 lanes at the Sawgrass Expressway/I-595 exit ramp gore from three lanes to two lanes. The second auxiliary lane joining the mainline on the inside from the I-75 Express Lanes egress ramp was extended downstream and became the inside NB I-75 through lane. The EB I-595 auxiliary lane was extended upstream and the NB I-75 and Sawgrass Expressway/I-595 gore was shifted to the west to provide additional capacity for the EB I-595 movement. Roadway improvements consisted of milling, resurfacing, overbuild, and widening.

The project encompassed roadway, drainage, maintenance of traffic, signing and pavement markings, lighting, ITS, permitting, and all necessary incidental items for final construction plans. The project also involved extensive coordination with FDOT, FHWA, CEI, and the contractor. The project progressed from design concept to construction completion in approximately two years.

the addition of the runway was not only a huge improvement for the city, but also the country’s travelers as a whole. In fact, upon opening in 2006, it was named the “Most Important Runway in America,” credited with relieving delays, saving on airline costs and improving overall customer service.

While he has long called Atlanta home and worked on many Hartsfield-Jackson projects, Dale has also worked on airports in Fort Lauderdale, Charleston, Raleigh-Durham, Puerto Rico, Panama City, Knoxville, Cincinnati and Savannah, just to name a few.

The passion Dale has for aviation is one that has been passed down through the generations.

“My father flew helicopters in the Army, so I was always around airfields and aircraft,” Dale said.

He even considered entering into the Service himself before becoming captivated by aviation engineering.

While he attended school to become a civil engineer, Dale found that there wasn’t any training available specific to aviation. Most of what he has learned has come from on-the-job training, which he began before he graduated college.

RS&H proudly welcomes Dale Stubbs to the team as one of our newest Vice Presidents in Aviation.

Dale has designed dozens of runway and airfield projects across the country, eventually working on so many that he became, as he puts it, the “runway guy.” Needless to say, Dale brings with him a vast amount of experience and plenty of connections in the field.

“Dale is an outstanding engineer, and we’re happy to be adding him to the RS&H Aviation team," said Senior Vice President Don Andrews.

One of the most noteworthy projects among Dale's three decades of work is the highly-publicized fifth runway at Atlanta’s Hartsfield-Jackson International Airport.

Designing the runway involved a considerable amount of ingenuity, consisting of two bridges to support up to 1.3 million pounds crossing over Interstate 285. Dale served as project manager, leading the way on planning and preliminary design for the 1,100-foot tunnel and 550-foot parallel bridge.

The Atlanta airport serves as a hub for both international and domestic flights, so

“All my friends were working on roads with semis and bridges, but I got to walk under 747’s,” said Dale, describing his excitement working on the airfield.

Dale, with his experience and passion, is the perfect fit for the RS&H team.

“I love the culture that’s here,” he said. “I just want to enhance it and add exciting projects to our resume.”

When he isn’t in the office or on the airfield, Dale enjoys working on his fixer-upper home or riding around town in his Mustang. He’s also a huge sports fan.

“I’m a local boy,” Dale admits, noting his favorite teams as the Georgia Bulldogs, Atlanta Falcons, Braves, and Hawks.

Congratulations to the team involved on two taxiway projects that have won Michigan Concrete Association 2017 Concrete Awards. The projects with the Wayne County Airport Authority were for the Detroit Metropolitan Wayne County Airport and consisted of phase two of an enhancement of taxiways and reconstruction project of Runway 4L/22R and associated taxiways.

Nick Patterson, Casey Bonner, and Ray Ehtesham were in attendance during the awards ceremony where they and members from the airport authority accepted the Airport Taxiway Project of the Year and Airport Runway Project of the Year.

Detroit Metropolitan Airport Receives Two Awards

RS&H Saves Client Over $1 Million with Innovative Solutions

Wetland and stream mitigation is commonly a costly part of new road construction and Toll 49 Segment 4 was no exception. RS&H serves as the general engineering consultant and lead design and environmental consultant to the North East Texas Regional Mobility Authority for the new seven-mile roadway near Tyler, Texas.

The project had many regulatory hurdles to overcome prior to and during construction. Regulatory requirements for stream mitigation changed during the permitting process causing one mitigation banker to have a monopoly on the market in the area. As a result, they doubled their mitigation bid. RS&H associates decided to think of an out-of-the-box solution to get costs back in line. By utilizing a phased construction approach where construction was delayed on small, non-critical portions of the project, there was enough time to develop and permit a project-specific mitigation area costing less than half of the previous mitigation bid and saving the client well over $1 million.

The team utilized their extensive stream mitigation experience to facilitate a partnership with a more desirable mitigation banking company to site, design, and permit a project-specific stream restoration project.

The mitigation site will restore over 2,000 linear feet of streams that have been severely degraded due to poor agriculture and other improper land management practices. The streams will be reconstructed to their proper size and sinuosity and the site placed under a perpetual conservation easement.

RS&H oversaw and assisted with the entire process from preliminary siting and feasibility analysis, to permitting and coordination with the US Army Corps of Engineers.

Congratulations to the project team for this innovative approach to saving the client money. Legal Review Process to See Improvements

Closing a contract with a client is rarely an easy, one-and-done process. Just like when legislators make laws, developing a contract can be complicated with multiple layers and stakeholders involved.

Do You Know How Our GIS Licenses Are Used?

RS&H has robust GIS capabilities because of our many and varied ESRI ArcGIS licenses. The company has 23 basic ArcGIS (ArcView), 10 standard (ArcEditor), and 7 advanced (ArcInfo) licenses. We also have 25 additional licenses for specialized extensions, such as 3D Analyst, Geostatistical Analyst, and Spatial Analyst.

All of our licenses are concurrent-use. Think of concurrent-use as a kind of virtual license. They are hosted in Jacksonville and only belong to you when you have ArcGIS open. When ArcGIS is not open on your computer, the license goes back into rotation, ready to be used by another associate - perhaps someone across the country!

Though you'll see them as an option when you open your ArcGIS Administrator, RS&H doesn’t have single-use licenses. These are locally-housed licenses that are dedicated to use on one machine each. If you had a single-use license, it would only allow ArcGIS to work on your computer. If you weren’t running ArcGIS, it would sit unused.

If you choose this option in the ArcGIS Administrator, you’ll get an error when you try to open ArcMap.

If you need to work with ArcGIS, but don’t have access to an internet connection, there is an option for you: borrowing a concurrent-use license before you leave the RS&H network. You can “check it out” for a maximum of 10 days and it will allow you to use ArcGIS offline. This option should be used only when needed, because it temporarily removes that license from the pool available to other employees. You should also remember that anything else that relies on an internet or VPN connection (e.g. access to your data on the server) will always require

that connection, whether you’ve borrowed a license or not.

There are numerous steps in between obtaining a lead on a potential project and signing a contract. One of the most crucial parts of completing a deal is the legal review process, which improves the amount of back-and-forth and is a requirement for all contracts within our firm before being signed (including teaming agreements, joint ventures, and contracts that were signed previously that are now being renewed by the client).

While back-and-forth communication may work in email, it may not be the most efficient way. Associates may be wasting time searching through endless email chains or even missing vital messages. Fortunately, we’re exploring a better option.

We’re in the first stages of using a new tool, DocuSign, which will help streamline the process of review by the various stakeholders internally, as well as allowing for digital signatures on our contracts. Currently, we’re only using it for our subcontracts. But in the future, we’d like to use it for our upstream contracts with owners and primes in the future. We’re also hoping to identify a system that allows associates to access and track contracts.

Overall, our process will continue to see success well into the future as we improve it.

Toll System Integration Project Documentation – What’s the Right Balance?

Tolling agencies have adopted a fairly liberal approach to documentation requirements when sourcing new systems – the more documents, the better.

A typical contract calls for several levels of system design documentation, including extensive testing plans and scripts, integration plans, migration plans, and maintenance plans. These documents are often in addition to a full suite of project control documentation, such as plans for project management, quality management, communications, risk management, and contractor management.

Combine all of these necessities with extensive, schedule-killing review and comment requirements, and you have a perfect recipe for cost overruns, contract disputes and blown schedules. Perhaps that’s why, in a recent survey of prospective toll systems integrators, all respondents indicated documentation requirements were the one thing they would change if given the opportunity.

If the traditional approach isn’t working, what is the right balance that protects the owner while allowing contractors to deliver projects in an efficient manner?

A different path

Some might argue that an extensively documented project is the only path to success. The traditional approach shields the owner from risk, stops integrators from moving forward without a sound design and integration plan, and ensures the owner that they have sufficient documented knowledge of their system to assume responsibility for it should the contract go south.

Have any owners ever taken this route and employed their library of documents to take over a system? Sure, some have taken over responsibility for legacy systems – with varying degrees of success – but these efforts were the result of often-necessary reverse engineering, not a methodical process relying on detailed documentation.

There are alternative approaches that can yield similar owner safeguards. One such approach is to reduce documentation requirements to what can be viewed as an acceptable understanding of the end product, including how performance will be measured, but absent of truly detailed insight into how it is engineered and implemented. This – coupled with a sound performance-based contract – will greatly improve the chances of on time delivery.

Protect project management protocols

As for project control materials, project management documents should not necessarily be abbreviated. Most failed projects can be traced back to poor project management methods employed by the owner, contractor, or both.

Software solutions providers should have all of these artifacts more or less on the shelf, requiring little effort to tailor existing project management processes to meet a specific project’s needs.

Streamline owner review

The typical owner review approach is to implement a 10-business-day review period wherein the owner and/or its consultant compiles comments that are then transmitted back to the contractor for edits. The document is passed back and forth between owner and contractor until it is deemed acceptable. This process can be a schedule killer that often results in contract disputes.

Fortunately, a more collaborative approach to document reviews exists. Instead of owners and contractors playing tag with each other, document submissions are followed by in-person workshops that include decision makers from both parties. The goal of these workshops is simple: finalize the project documentation and move on adhering to the schedule.

Proper documentation is certainly essential, but overly detailed materials that have no true use only add an unneeded burden to already complex projects. Owners would be wise to consider a streamlined approach to project documentation and review when considering their next system integration contract.

RS&H Co-Authors Steel Bridge Analysis PaperThanh Nguyen (Ft. Lauderdale – T-I) was a co-author of a paper that was published by the Transportation Research Record, which publishes a number of selective papers at the annual Transportation Research Board meeting. The final report was submitted to AASHTO Subcommittee on Bridges and Structures T-14 Structural Steel.

The paper is about steel bridge analysis and construction engineering. It summarizes recently completed research supporting the development of improved design, detailing, and erection guidelines to ensure reliable fit-up of skewed or curved (or both) steel I-girder bridges. Twenty-one bridges, including several with multiple framing arrangements, were analyzed to provide quantitative support for, and refinements to, guidelines produced by an affiliated National Steel Bridge Alliance Steel Bridge Collaboration Task Group.

The quantitative data of this research recommended fit conditions (i.e., cross-frame detailing methods) as a function of the bridge geometry. Forces required to assemble the steel during erection were evaluated, and difficult cases were highlighted. Suggested erection considerations to facilitate fit-up were provided.

In addition, the research investigated and specified beneficial staggered cross-frame arrangements for straight skewed bridges, as well as framing arrangements around bearing lines at interior piers in continuous-span bridges. The research emphasized identification of the impacts of the chosen fit conditions on girder elevations, girder layovers, cross-frame forces, girder stresses, and vertical reactions in completed bridge systems.

The paper provides simplified methods of accounting for steel dead-load fit and total

dead-load fit detailing effects. Procedures are provided for direct calculation of the locked-in forces due to steel dead-load fit and total dead-load fit detailing in cases in which a more precise calculation of these effects may be beneficial. Construction inspection best practices are recommended to ensure that the erected geometry sufficiently meets the specified fit conditions, and design specification provisions that synthesize the key guidelines are recommended.

The Society of American Military Engineers (SAME) is a discerning group when it comes to handing out accolades. In fact, SAME presents only three national awards to member companies each year.

RS&H has now earned a national award three years in a row.

For the third straight year, RS&H has won the SAME Seymour S. Greenfield Sustaining Member Award for Medium-Sized Companies. The national award three-peat is the first for any firm of any size.

“We’re excited to be recognized as SAME’s top medium-sized firm for the third year in a row,” said A&D Practice Director Steve Moore. “It’s been our honor to provide engineering support and educational outreach to the public, military, uniformed services and federal, state, and local

government agencies that are responsible for the nation’s infrastructure and national security.”

The Seymour S. Greenfield award is given to firms that exemplify leadership and support STEM activities and young member mentoring programs. Companies are also evaluated for their involvement with SAME and the communities they serve.

SAME unites architecture, engineering, construction, facility management, and environmental entities and individuals in the public and private sectors to prepare for and overcome natural and manmade disasters, and to improve national security at home and abroad.

“Receiving this award affirms to us that we are living up to our goal to bring extraordinary solutions to our clients through imagination,

ingenuity, and innovation,” Steve said. “It upholds our view that RS&H is a leading defense firm in the world.”

Treasure Coast Interchange Master Plan

RS&H was recently selected for the I-95 Multimodal Master Plan in the Treasure Coast – a first of its kind for FDOT District 4. The unique 72-mile Multimodal Master Plan has a horizon year of 2045 and is the largest planning study ever conducted in District 4. This strategic win positions RS&H for future PD&E work on I-95 in Martin, St. Lucie, and Indian River Counties.

The scope of services includes the evaluation of Express Lanes on I-95, 15 interchanges,

and more than 100 miles of other roadways in the three counties. The master plan will serve to inform the local Long-Range Transportation Plans and assist FDOT in programming both short- and long-term improvements on the interstate, which is a SIS facility and a hurricane evacuation route.

A major factor in the success of our team was our strategic teaming agreement with partners HDR and TY Lin. The team’s collective experience in this segment of I-95

coupled with strong performance on District 4 planning and PD&E assignments and strong client relationships were key differentiators that sealed the win.

Miami Express Lanes PD&E Study

RS&H is part of the team selected to complete the SR 826 Express Lanes PD&E Study for FDOT District 6 in Miami-Dade County. This segment of proposed express lanes is the southernmost link in the FDOT portion of the regional express lanes system and, if approved, will provide much-needed relief in central Miami-Dade County on both FDOT and Miami-Dade Expressway facilities.

The project includes the evaluation of express lanes implementation and improvements to three system interchanges. RS&H will provide public involvement, traffic engineering, tolling

concept of operations, ITS, environmental, drainage analysis, and concept development.

Due to our recent successful experience on express lanes PD&E work in District 6, RS&H was invited to join the team that completed the planning study in the corridor. That combination of expertise, familiarity with complex express lanes PD&E assignments, and strong client relationships with FDOT and its partner agencies resulted in this important selection.

Significant Colorado Headquarters Project

A strong collaborative between the Aviation and Corporate Practices has lead to RS&H winning a significant project with Frontier Airlines in Denver, Colorado. The project is for Frontier’s new Corporate Headquarters located near the Denver airport. It will take place in a five-story office building that Frontier recently acquired.

RS&H is providing full design and program management to renovate the building for Frontier’s 500 employees. The project involves extensive branding, diverse interior design, developing new corporate workplace guidelines and a mission critical secure operations center. Full build-out for this project will entail 89,000-square-feet.

P3 On-Call

RS&H, as a subconsultant to Ernst & Young, was selected by the Washington, DC, Office of Public-Private Partnership (OP3) for an on-call contract. The team will provide management services focused on the program and project support of the P3 procurement model, as well as financial advisory services focused on the financial assessment, evaluation of P3 programs/projects, project finance structuring, and leading projects to financial close.

While this is our first win in Washington, DC, the RS&H team has a great working relationship with the DC OP3 officials from previous projects and coordination efforts. We also have a strong relationship with our colleagues at Ernst & Young and continue to build that relationship for similar pursuits in other states. A combination of the team’s experience and qualifications related to developing, negotiating, and closing complex P3 agreements in the past was a key factor in our selection to assist the DC OP3 in their future projects.

Frontier Airlines is a relatively new relationship for RS&H that has been jointly cultivated by the two Practices over the past year. Our team negotiated directly with Frontier Airlines executives to secure the contract and the design has progressed at warp speed as we are already at 95% completion. We participated in the General Contractor interview and selection process too. An aggressive design and construction schedule has been mapped out to allow Frontier Airlines to occupy their new headquarters by October.

A big thanks to our Denver based Frontier Airlines Team, which includes Imin Lu, Kevin Curry and Sam Severns. Key support has

come from Ted Pangan, Chuck Fritts, John Carew, Daniel Hogan, Brett Metcalf, Alex Fonteriz, Patrick Johns, Scott Dubin, Briehn Wildman, Sara Todd and Victoria Richardson. And a very special acknowledgment is needed for the leadership team of Pamela Albers and Chris Greene who collaborated to make this happen! Pamela and Chris worked together to make sure that our firm was presenting RS&H as a single resource best equipped to handle Frontiers needs over these past 12 months. They did a great job of positioning us for this LPP.

Alternative Corridor Evaluation Feasibility Study

RS&H was selected for FDOT District 1’s first Alternative Corridor Evaluation (ACE) Feasibility Study. As ACE studies are rare in our industry, with only five to date in Florida, this win has the potential for our team to perform the PD&E Study and ultimately future design phases.

The project includes evaluating the extension of SR 31 from US 17 north of Arcadia to SR 70 east of Arcadia. This new alignment will serve as a bypass for heavy truck traffic away from the downtown area. It will also assist economic development in this rural region by providing access to proposed new development.

The key to selection was our team’s extensive experience on new alignment projects. In addition, we have an excellent relationship with District 1 and they trust our staff and quality control record as demonstrated during prior projects for the district.

Reselected for A/E/C Services for Albert J. Ellis AirportOnslow County, owner of the Albert J. Ellis Airport, announced the reselection of RS&H for an unprecedented third, five-year contract. The contract will include a full range of aviation services: architectural, engineering, planning, and environmental.

Since 2008, RS&H has helped rebuild the majority of the airport including rehabilitating the major runway and taxiway; new four-gate passenger terminal and apron; new landside access roads; new general aviation terminal and new hangar facilities. RS&H was originally selected as a general consultant 2006.

Special thanks to all who participated in the reselection process, including Tom Slater, Tarryn Little, Steve Harrell, Mike Blackmore,

Keith Nix, John Holmes, Amy Bowes, Stephanie Greene, Mario Baugh, and Alma Bell, as well as numerous others who have worked on a multitude of successful projects at the airport over the past 12 years. RS&H has already embarked on our first assignment under the new contract – Tarryn Little, Matthew Festger, and Aaron Jackson are leading RS&H’s design team for a new Air Traffic Control Tower. Congratulations to all involved with this win!

Significant Healthcare Milestones in Texas

RS&H has been awarded two, key Master Service Agreements (MSAs) for Memorial Hermann Health System (MHHS) and Houston Methodist Hospital (HMH). These are two of the most prestigious Hospital Healthcare Systems in Texas and the U.S. These also represent the first opportunities that RS&H has ever secured in ANY hospital system within the state of Texas!

MHHS is the largest not-for-profit health system in southeast Texas and consists of 16 hospitals, eight cancer centers, three heart & vascular institutes, and 27 sports medicine and rehabilitation centers, in addition to other outpatient and rehabilitation centers.

Hermann Hospital was the first to operate in the neighborhood that later became the Texas Medical Center. In 1943, this hospital was the first in Texas to receive a shipment of the new wonder drug, penicillin. It has also accomplished many other firsts in the industry.

HMH is the flagship hospital of Houston Methodist. Located in the Texas Medical Center in Houston, Texas, Houston Methodist

is one of the most comprehensive teaching hospitals in the United States, with leading specialists in every field of medicine. The hospital has consistently ranked as "One of America's Best Hospitals" according to U.S. News and World Report. The hospital has earned worldwide recognition in multiple specialties including cardiovascular surgery, cancer, epilepsy treatment and organ transplantation.

This healthcare network is comprised of seven hospitals, six emergency care centers, two imaging centers, as well as other health care service locations. Today, Houston Methodist Hospital has 1,119 licensed beds, 67 operating rooms, and more than 6,000 employees. Houston Methodist Hospital is the No. 1 Hospital in Texas, according to U.S. News & World Report.

These two accomplishments will serve as a starting point for healthcare expansion in Texas. This step is huge for our firm and continues some essential momentum in this relatively new business segment that took root only a few years ago. The successful award of these MSAs would not have been

possible without the consistent, patient, diligent and politely persistent efforts of three key Texas Leaders; Jon Long, Noe Ramirez, and Chung Rutter. These three gentlemen really made it happen and navigated some tough, and what appeared to be at times, insurmountable odds for a firm with no prior Hospital System track record in the state of Texas. They also received outstanding support from our legal team, John Hallisey and Sara Taylor. Sunshine Skyway Rest Area Replacements and Seawall RepairRS&H and Nelson Construction were recently selected for the design-build reconstruction of the Sunshine Skyway rest areas in Florida. This is our first win with Nelson Construction and allows RS&H to continue building our rest area resume with both FDOT Districts 1 and 7 as the Sunshine Skyway Bridge connects these two key districts.

In addition to the design and reconstruction of the rest area sites, the project also entails west-side seawall cap repair and

implementation of erosion protection measures as well as east-side seawall and grading improvements adjacent to the ITS maintenance building. The scope further encompasses the reconstruction of two FDOT standard “small” rest area facility buildings, each including a security office, vending areas, a maintenance office, 17 picnic pavilions, and dog walk enhancements.

Our experience and innovative ideas, combined with our long-standing relationship

with both Districts 1 and 7, impressed the TRC and afforded Nelson Construction the ability to provide the most competitive bid. This win also reinforces our status as leaders in delivering transportation-related buildings and site design and adds a complex marine permitting effort to our already impressive portfolio.

T-CM Win with FDOT Turnpike Enterprise

RS&H was selected to provide CEI services for the AET Phase 5A for the Florida Turnpike Enterprise.

This project is part of the overall plan to convert the Turnpike System to All-Electronic Tolling (AET).

Phase 5A starts in Broward County at I-595 and goes 34 miles to the north to the Lantana Mainline Toll Plaza in Palm Beach County. The main work under this contract consists of five new AET gantry systems to replace the toll building at Commercial Boulevard and the Cypress Creek Toll Plaza and nine interchange ramp locations. The project construction cost is expected to be $45 million and will take approximately 18 months to complete, with anticipated start in the summer of 2017.

We will be supporting the Turnpike's efforts to move to a fully automated electronic toll system, which can significantly reduce the toll collection costs. The cost savings to

the toll collection alone is significant when you compare manual collection costs per transaction are around $0.40 each and with AET they are near $0.07 each. In addition, the motorist saves considerably on time, without having to wait in the long lines we all hated prior to electronic tolling. RS&H has been working with FTE on the AET conversion in both design and construction with T-I and T-CM. We were one of the first CEI teams , under Mark Davidson’s leadership, to begin the electronic tolling conversion in Central Florida with the Sunpass Challenge project. This will be our second significant project CEI Team with FTE, showing that they have the confidence in RS&H to deliver quality work.

This win places us as a leader in AET conversions and this experience can translate to more work across the country as other tolling agencies look for ways to improve efficiencies in safety and financially. It also

keeps us on the front edge of technology with the ever changing utilization for mobility.

The team is led by Jason Trujillo as Senior Project Engineer and includes Jill Clarke, Fernando Del Valle, Philip Lyon, and Lee Brueckheimer as an advisor. Vital to our successful pursuit was our team’s strength in ITS and our prior experience working for the Florida Turnpike Enterprise.

A special thanks goes out to the entire project team of Jason Trujillo, Jill Clarke, Fernando Del Valle, Philip Lyon, and Lee Brueckheimer. Construction Phase Services for the Rehabilitation of Taxiway N at the Daytona Beach International

Volusia County, owner of the Daytona Beach International Airport, selected RS&H to provide Construction Administration and Resident Project Inspection services for the Rehabilitation of Taxiway N. The project will include comprehensive construction phase services including pre-construction review of the design documents, CA and RPR for the airports primary taxiway and its associated connector taxiway’s.

The project manager for this assignment will be Bob Overby with Senior Resident Inspection provided by Janis Devitto.

RS&H will be continuing its long standing success of airfield construction phase services at the Daytona Beach International Airport. Previously, RS&H provided construction phase services for a portion

of Taxiway N, the Reconstruction of Runway 7L-25R and construction of Taxiway Y. The success of these projects was instrumental in the selection.

New Air Traffic Control Tower at Cecil Airport The Jacksonville Aviation Authority, owners of Jacksonville International Airport, Cecil Airport, Jacksonville Executive at Craig Airport, and Herlong Recreational Airport, announced that RS&H has been selected to provide architecture/engineering consultant services for a new Air Traffic Control Tower at Cecil Airport replacing the existing ATCT. RS&H completed multiple projects under the general consultant contract, which positioned RS&H to be selected for this project including the Air Traffic Control Tower Siting Study in 2014 and the Environmental Assessment for a replacement ATCT in 2015. The project manager for this assignment is Aaron Jackson while the Client Manager is Bob Overby.

The JAA is a very important client for the Aviation Practice, as they are considered our hometown airport and the experience we have gained through working with the JAA has produced many successful award winning projects for JAA and the Practice.

A few associates recently volunteered at this year’s American Society of Civil Engineers (ASCE) Southeast Student Conference hosted by Florida Atlantic University in Boca Raton, Florida. Students have an opportunity to network and participate in competitions with other student teams in the region at this annual conference.

The event includes a business meeting, professional/technical presentations, a variety of competitions, social activities, and an awards banquet. We were judges for some of the competitions including wood dam, steel bridge, ladder golf, and concrete cornhole.

Scholarship in Honor of David RobertsonIn April, Jacksonville Office Leader Kim Holland and Chairman Leerie Jenkins attended the Clay County Chamber Foundation Education Awards Luncheon.

RS&H awarded a $2,000 scholarship presented in honor of David Robertson, who left a legacy at RS&H after helping to buy the firm back in 1990 and then continue to grow

The recipient of the scholarship attends Ridgeview High School. Academically, he’s at the top of the pack with his 4.73 GPA in IB courses and National Merit Commended Student standing, and he stands out among his peers as a full-fledged Eagle Scout and officer in many school organizations including NHS, Spanish Honor Society, Science Honor Society, and Future Business Leaders of America. Giving Texas Students Up-Close Look at Aviation Industry

Helping North Carolina DOT Open Damaged Roads

What was your favorite school field trip?

Maybe your class loaded up a school bus and visited a museum for the day. Or maybe it was a planned trip to a national park – or even a surprise visit to a theme park.

For engineering students at McNeil High School in Austin, Texas, their favorite field trip is fresh in their minds. Last week, Lisa Windolph’s class paid a visit to Austin-Bergrstrom International Airport and got an up-close look at three active RS&H projects.

“The students and I agreed that this was the best field trip ever,” said Windolph, who is also the STEM Academy Lead and Career and Technology Education Department Chair at the public high school. Many high schools in Texas have made STEM curriculums – based on science, technology, engineering and

Following Hurricane Matthew’s descent through eastern North Carolina this past October, several major roadways in the Fayetteville area were closed. RS&H Construction Management Project Manager Benjamin Peterson and Area Engineer Michael Davis, PE, have been writing, executing and maintaining contracts to get the work complete.

Since the storm hit, up to five inspectors could be found hard at work on the damage at any given time. Among this work is a significant washout that claimed an entire southbound lane of Interstate 95. A 20-foot-deep hole undermined a 50-foot-wide box culvert and required an expedited repair utilizing atypical methods.

North Carolina Secretary of Transportation Jim Trogdon made a statement that all closed roads would be opened by March 1. The goal was for RS&H to help the North

math – a top priority to better prepare students for future careers.

“Seeing things (covered in class) in real life is so much more engaging than just discussing these topics in the classroom,” Windolph added.

The RS&H team, led by Sean Brennan (Austin) and Byron Chavez (San Francisco), presented to the class on aviation engineering, showcasing several projects and subtopics ranging from commercial construction to concrete and rebar. Afterward, the group went on a tour to see the work in progress around the Austin airport’s expanded terminal, de-icing complex,

“We got to tell them what aviation engineering is all about and also show them,” Sean said. “It was a great opportunity for me, and I think it was great for the kids, too.”
