A senior Islamic State commander directed a

group of Australian men to build a bomb destined for an Etihad Airways flight out of Sydney, with a second poisonous gas plot also in the works, police alleged yesterday.

The improvised explosive device was due to be smuggled onto the July 15 service, but the attempt was aborted before they reached security.

Two men -- Khaled Khayat and Mahmoud Khayat -- have been charged with terrorism offences and were refused bail yesterday, with a third still being questioned.

“This advice was coming from a senior member of the IS,” Australian Federal Police Deputy Commissioner Michael Phelan said, referring to him as a “commander” based overseas.

Police also foiled a second alleged plot involving a “chemical dispersion device”, designed to release hydrogen

sulphide, but this was in the early stages. Hydrogen sulphide is highly toxic, often fatal for people exposed to it.

Panicked residents fled one of the tallest towers

in glitzy Dubai early yesterday after a fire ripped through it, the second blaze to hit the skyscraper in as many years.

Authorities said no casualties were reported from the blaze which erupted in the middle to upper floors of The Torch, once the tallest residential development in the world.

The 337-metre (1,105-foot) tower was the scene of a 2015 inferno that caused extensive damage to its luxury flats and triggered an evacuation of nearby blocks in the seafront Marina neighbourhood.

Dubai authorities said firefighters arrived at the

scene within four minutes of the blaze erupting at 12:45 am (2045 GMT Thursday).

They said residents were immediately evacuated and the fire put out by 2:58 am without any casualties.

Dubai’s civil defence authority said it started on the 65th floor of the luxury tower block.

In the morning, an AFP correspondent saw torched vehicles in the block’s car park and extensive fire damage to the middle and upper storeys of the left side of the building.

“We thank God that there were no casualties, that because of the efforts of all teams on the ground... the residents were evacuated from this building to

another one and there were no injuries,” Dubai police commander Major General Abdullah Khalifa al-Marri said.

In January, Dubai

announced tougher rules to minimise fire risks after a series of tower blazes in the emirate mostly due to flammable material used in cladding, a covering or coating used on the side of the buildings.

In November 2015, fire engulfed three residential blocks in central Dubai and led to services on a metro line being suspended, although no one was hurt.

On New Year’s Eve that year, 16 people were injured when a fire broke out in a luxury hotel, hours before a massive fireworks display nearby.

Dubai has established a reputation for building dozens of futuristic skyscrapers, which have transformed its skyline.

Driving classes fee hiked from BD5 to BD7 per hourDT News [email protected] Manama

The fee for driving classes have been hiked from

BD5 to BD7 per hour starting tomorrow as per the latest resolution (114 of 2017) issued by Interior Minister Lieutenant General Shaikh Rashid bin Abdulla Al Khalifa.

The resolution, which is issued on July 27 and was published in the Official Gazette on Thursday, stipulates amending the second Article of Resolution 4 of 1983 with regards to specifying the fares of taxis and driving training classes.

It mentions that driving classes for private and public transportation licenses should be increased from BD5 per hour to BD7.

“The General Director of

Traffic should implement this resolution on the next day after publishing it in the Official Gazette,” it was mentioned in

the revolution.Interior Ministry explained

further in a statement issued yesterday, “In this case, the

resolution is meant to modify the driving classes for private vehicles fee to BD7 instead of the BD5 currently applied for

each hour, without modifying the fees of other types of classes for taxis and other types such as heavy vehicles and construction machinery, which remained unchanged as currently.”

“The minister’s resolution comes within the framework of the ministry’s efforts to improve the services of the driving training sector and to meet the aspiration of its employees and as an appreciation of the pioneering role played by the instructors

in the field of driving training and qualifying citizens and residents to drive vehicles, in cooperation with the General Directorate of Traffic,” the ministry’s statement read.

The General Director of Traffic Colonel Shaikh Abdulrahman bin Abdulwahab Al Khalifa said that the Department has taken all necessary measures to implement the minister’s resolution in this regard, which will be implemented from Sunday.

Man used 22 forged credit cards to steal over BD2,800

A Chinese man used 22 forged credit cards to

steal over BD2,800 before fleeing the country, according to a complaint before the court. The cards were used to buy mobile phones worth BD2,886 from 15 shops in Bahrain. He also used the cards to pay for his stay in different hotels in the Kingdom.

The Fifth Higher Criminal Court adjourned the case to

August 16 to announce the verdict in absentia as the man had left Bahrain as shown in the investigations.

The case was revealed when CrediMax Bahrain informed the authorities that a man used credit cards of Chinese banks without obtaining permission from their owners.

Further investigations indicated that the suspect, with the help of another unknown suspect, issued the fake cards and used it to in several scams.

However, no details were revealed about the man’s identity or location.

NHRA receives 161 applications to set up health institutionsDT News [email protected] Manama

More than 160 applications to set

up health institutions were submitted in the first half of 2017. Forty-seven applications were accepted by the authorities while data showed that more than 50 per cent of the applications received were to establish the institutions in the Capital Governorate.

This was revealed by National Health Regulatory Authority (NHRA) CEO Dr.

Mariam Al Jalahma, who confirmed that the authority received 161 applications from January to June this year.

Dr. Al Jalahma also said NHRA conducted 389 inspection visits to healthcare institutions across the kingdom in the same period. The visits also included opticians and dentists.

As a result of the visits, over 200 violations were detected. The official confirmed that 153 violations related to epidemic

prevention, 76 drugs storage violations and 58 medical waste disposal violations were detected, in addition to 60 patients’ safety violations and 86 sanitation violations.

“The authority’s inspectors ensure in their surprise visits that the staff members are licensed. Unlicensed employees, including doctors, nurses and assistants, were also detected in some establishments,” Dr. Al Jalahma stated,

Women are the main subject of her paintings and she finds great pleasure in dressing them in traditional Bahraini clothes and enhancing their beauty with Bahraini jewellery.

Leena, who reinforced her artistic tendencies by founding Dar Alfann in 2014, said that she was planning a series of artist-led workshops to help

promote the art style that enhances the Bahraini and Arabian touch and to organise art exhibitions in Bahrain and abroad. She is optimistic about the success of the workshops, confident about her skilful

aptitudes, rich experience and the good reputation that Dar Alfann has gained.

“I have been painting since I was seven and I have participated in several exhibitions,” Leena said.

“Dar Alfann was launched three years ago as an artistic project in Manama’s Old Suq at Bab Al Bahrain. It was my first time in displaying my art in public and the experience was successful. I could sense first-hand how much people appreciated art and how art itself can build a large audience,”

Keen on using art to respond to community needs, Leena decided to work hard and differently to provide new elements to the community. Things that the community may not know they wanted.

Students of Pakistan School came out with flying colours in

the Federal Board of Intermediate and Secondary Education, Islamabad’s Secondary School Certificate (HSSC), Part II, examinations of 2017, which was

announced on July 31.Out of a total of 183 students

appeared for the exam, 110 students passed. The result showed an enhancement of 20 per cent compared to last year.

Samina Ayub (Medical group) secured overall 1st position by scoring 958marks.

As usual the girl students dominated in clinching positions and securing high marks.

The high rate of success is attributed to the intensive revision and coaching sessions with frequent tests held in the afternoon after the regular classes.

the Federal Board of Intermediate and Secondary Education, Islamabad’s Secondary School Certificate (HSSC), Part II, examinations of 2017, which was

announced on July 31.Out of a total of 183 students

appeared for the exam, 110 students passed. The result showed an enhancement of 20 per cent compared to last year.

Samina Ayub (Medical group) secured overall 1st position by scoring 958marks.

As usual the girl students dominated in clinching positions and securing high marks.

The high rate of success is attributed to the intensive revision and coaching sessions with frequent tests held in the afternoon after the regular classes.

The information ministers of Saudi Arabia, Bahrain,

the United Arab Emirates and Egypt have vowed to fight terrorism in all its manifestations at a meeting held in Jeddah.

The meeting reviewed the latest developments regarding Qatar crisis as well as the efforts made regionally and internationally in this regard.

Saudi Culture and Information Minister Dr. Awwad Bin Saleh Al-Awwad; Bahrain’s Minister of Information Affairs Dr. Ali bin Muhammad Al-Rumaihi; UAE’s Minister of State and Chairman of the National Council for Information Dr. Sultan Al Jaber; and chief of Egypt’s Supreme Council for Media Regulation Makram Mohamed Ahmed, attended the meeting held on Thursday.

The four countries reaffirmed the main principles announced earlier that represent the international consensus on fighting terrorism and extremism and

their financing in addition to rejecting interference in the affairs of other countries.

They also confirmed and praised the huge and great role that Saudi Arabia has been playing during all these years to host millions of pilgrims from all over the world.

Rejecting the Qatari demand to internationalize the holy sites, the four countries supported Foreign Minister Adel Al-Jubeir’s statement describing it as “an aggressive act and a declaration of war against the Kingdom.”

On the sidelines of an ATQ meeting in Manama recently, Al-Jubeir had said: “We reserve the right to respond to any party working in the field of internationalization of the holy sites.” Egypt’s Makram Mohamed Ahmed said after the meeting that foreign ministers of the four countries should be in regular and constant touch for a consensus on a long-term strategy to combat terror.

“The four countries will

spare no effort even if the battle takes 100 years. We are confident it will not continue for 100 years because we have a friendly Qatari people. The media should refrain from disparaging them,” he said.

In a statement before the meeting, Ahmed said: The four-country bloc has a clear and specific stance toward Qatar. “Our four countries have been greatly harmed by terrorism and we are working toward expanding the resistance against terror. Our stance toward Qatar is related to its support for and funding of terrorism. It is unfortunate that this is happening among the Arab countries.”

The Egyptian official said participants in Thursday’s meeting agreed to go to the United Nations with a united stance and complete charter related to terror-funding. “The aim is to sterilize terrorism,” he said.

“The stance of the four countries is final and we are capable of continuing with it for years without being harmed,” he said.- Agencies

It has also prepared a preliminary plan including the provision of a double avenue with two lanes in each direction to link the Al-Moaskar Askar Avenue to the Al-Hunainiya Avenue, and will begin preparing its detailed designs after receiving the approval of all competent sides, including the National Oil and Gas Authority, Works, Municipalities Affairs and

Urban Planning Minister, Essam bin Abdulla Khalaf, has revealed.

This came as he met the representative of the Southern Governorate’s fifth constituency at the Council of Representatives, MP Khalifa Al Ghanim, and discussed with him the constituency’s needs and the projects’ implementation there, ahead of his field visit.

Referring to the rehabilitation of the Hmood Al-Sabah Avenue, she said that the implementation of the project after the completion of all procedures and the provision of the needed budget.

North Korea’s doors are still open to US tourists, Pyongyang

said yesterday, despite Washington banning its citizens from travelling there following the death of a US student who had been jailed in the country.

The US prohibition, which comes into effect September 1, was introduced after officials said the “serious risk” of arrest by Pyongyang authorities during tourist travel

presented an “imminent danger to the physical safety” of its nationals.

The move was triggered by the death of 22-year-old Otto Warmbier, who was sentenced to 15 years’ hard labour in the North for trying to steal a propaganda poster during a tourist visit but was released in a mysterious coma in June and died soon afterwards.

But a spokesman for the North’s foreign ministry said Americans were still welcome.

“We will always leave our door wide open to any US citizen who would like to visit our country out of good will,” he said in a statement carried by the official Korean Central News Agency.

Washington’s State Department has declared US passports invalid for travel to, in or through N. Korea.

No details of how US visitors might travel to the country in the circumstances were provided by the spokesman. (AFP)

of the severe impact of climate change phenomenon is occurrence of increased frequency of extreme weather events around the globe. It includes extreme temperature and continuing heat, high intensity severe rainfall causing floods and droughts, which are becoming longer, harder and more frequent.

According to a new scientific study, the Gulf area in the Middle East, which is the heartland of the global oil industry, is expected to suffer sever heatwaves in future if climate change goes unchecked. The coastal areas in Gulf are and will be experiencing much higher temperatures and humidity than last decades. The continuing extreme heatwaves in coastal areas are posing a deadly threat to residents and will affect millions of Hajj pilgrims in August and September in Saudi Arabia. The weather in Gulf area is breaking rising heat records every month, which is hotter than the previous years.

The new research has examined how a combined measure of temperature and humidity, called wet bulb temperature (WBT), would increase if carbon emissions continue on current trends and the world warms by 4C this century. At WBTs above 35C, the high heat and humidity make it physically difficult to even a healthy human being to work and stay in outside sweltering temperatures. For aged and sick people, the fatal WBT is below 35C. A WBT temperature of 35C is the combination of 46C heat and 50% humidity and was almost reached in the Gulf area in previous years.

The scientists using standard climate computer models show that the fatal WBT extremes would occur every decade or two after 2070 along most of the Gulf coast, if global warming is not reduced. Using the normal measure of temperature, the study shows 45C would become the usual summer maximum in Gulf cities, with 60C being seen in northern gulf areas.

Air conditioning might be able to protect people indoors and those in wealthy Gulf oil states might be able to afford it, but less wealthy nations would suffer the most. Under such conditions, climate change would possibly lead to premature death of the weak and young children and the elderly.

The data clearly depicts the threat to human health from climate change is getting more severe with passing time and the threats are occurring much earlier, than previously thought. It also indicates that reducing global greenhouse gas emissions and adaptation efforts are essential for the inhabitants of the Gulf regions.

The Gulf is vulnerable to very high WBT because regional weather patterns mean it has clear summer skies, allowing the sun to strongly warm the waters of the Gulf, which are shallow and therefore heat up more than deeper oceans. This heating of the sea also produces high humidity, meaning cities near the coast are most affected.

The ecological impacts of climate change will have important implications for the health and well-being of human population as well as other goods and services that ecosystems provide to society. Global warming will have particularly important impacts on the region’s water resources.

By polluting our atmosphere we literally are pulling the carpet under our own feet. Weather patterns that people were used to for hundreds and thousands of years are changing abruptly and they are not going to return to normal. However, we can still prevent the worst scenarios by better planning, management, awareness and quick concerted efforts by all individuals and governmental authorities as the impacts does not follow any geographical boundaries.

According to the Intergovernmental Panel on Climate Change (IPCC), the water-scarce Middle East is considered one of the most vulnerable regions of the world to climate change impacts. If temperatures increase up to 4 C by 2050, the result could be a 20-30 percent water drop-off in countries spanning North Africa and the Mediterranean. Researchers predict that a temperature increase of up to 3C could expose up to 25 million people to flooding.

The message is that countries and government alone cannot find solutions to climate change and its impacts. We as individuals have to take the subject very seriously and needs to amend our attitude towards environment and improve our developed habits towards resources misuse. Let us at a minimum conserve energy and water and avoid any wastage of these important resources.

But the transcript also exposed

key inconsistencies between the Australian government’s comments to the public on the deal, and undermined official assertions it was not set up as a swap to take refugees from the US.

Israeli police to ‘examine’ fatal Jordan shooting

Israeli police will conduct an “examination” into the fatal shooting of two Jordanians by an embassy guard that led to

ties between the two states worsening, officials said yesterday.On July 23, a security guard for the Israeli embassy in

Amman shot dead a Jordanian worker who had come to an apartment to install furniture and who stabbed him in the back with a screwdriver, according to the Israeli foreign ministry.

A second Jordanian, the apartment landlord, was also killed -- apparently by accident.

“The State Attorney’s Office, with the approval of the Attorney General, has requested the head of investigations and intelligence division of the Israeli police to conduct a police examination into the shooting incident in Jordan,” a justice ministry statement relayed by the foreign ministry said yesterday.

Jordanian authorities might also be contacted “in order to request the transfer to the police of additional materials”, it said.

The guard was briefly questioned by investigators in Jordan before returning to Israel along with the rest of the embassy staff, where he received a hero’s welcome from Prime Minister Benjamin Netanyahu.

A Jordanian police report on the incident said an argument had broken out, with the Israeli complaining that the Jordanians were late in delivering the furniture.

Iraqi troops have found a mass grave in the western city of Ramadi containing the bodies of 40 men believed to

have been executed by the Islamic State group, officials said yesterday.

It is the latest of dozens of such grisly finds made by Iraqi forces since they drove the jihadists out of the swathes of northern and western Iraq that they occupied in 2014.

Ammar Nuri al-Dulaimi, an official from a Martyrs Committee for Anbar province, said the bodies had bullet wounds to the head, suggesting they were executed by IS.

An army colonel, who asked not to be named, said troops had uncovered the mass grave during a sweep of the Al-Tach neighbourhood in the south of Ramadi, capital of the province.

The army retook the city in December 2015.

US special operations forces are helping Emirati and local forces as they conduct new operations against Al-Qaeda in

Yemen, the Pentagon said yesterday.The operations centre on Shabwa province, where Al-Qaeda

in the Arabian Peninsula (AQAP) has an established presence.Pentagon spokesman Navy Captain Jeff Davis said the aim

was to “degrade” AQAP’s ability to coordinate external terrorist operations and plotting.

The United States considers AQAP to be Al-Qaeda’s most dangerous branch, and a long-running drone war augmented by occasional raids against the group has intensified since President Donald Trump took office in January.

“Our support there is a continuation of what we have been doing since January,” Davis said.

“It involves a very small number of US forces on the ground who are primarily there to facilitate the flow of information,” he added, though he noted that “combat can always happen.”

The Pentagon announcement came after the United Arab Emirates on Thursday said it was launching a “major” operation.

“The operation is being closely supported by a combined UAE and US enabling force,” the UAE embassy said.

The US has conducted more than 80 strikes since February 28 in Yemen, Davis said.

Soon after taking office, Trump ordered an airborne raid that ended up with the deaths of a US Navy SEAL and several Yemeni civilians in Baida province, south of Marib.

Harow, a US-born Israeli immigrant, worked for Netanyahu from 2009-10 and 2014-15, when he stepped down over allegations of corruption.

He has been under investigation for more than two years on suspicion of bribery, breach of trust, conflict of interest and fraud, media reports said.

It was not clear if under the state witness agreement, which would secure Harow a lighter punishment if he is convicted of the alleged crimes, the former chief of staff would testify against Netanyahu himself.

According to reports, Harow has already been supplying investigators with information regarding two of the ongoing investigations into Netanyahu.

One is based on suspicions that the premier unlawfully received gifts from wealthy supporters, including Australian billionaire James Packer and Hollywood producer Arnon Milchan.

Also being probed is a suspicion that Netanyahu sought a secret deal with the publisher of top-selling daily Yediot Aharonot.

The proposed deal, which is not believed to have been finalised, would have seen Netanyahu receive positive coverage in return for him helping scale down the operations of Israel Hayom,

Yediot’s main competitor.Netanyahu has been

questioned about both the cases.

Meanwhile, authorities were investigating another affair involving alleged corruption around a deal to buy submarines from Germany’s ThyssenKrupp.

Netanyahu himself is not a suspect in the case, but his second cousin and family lawyer David Shimron represented ThyssenKrupp and was arrested for questioning last month before being released.

The investigations have

stirred Israeli politics and led to speculation over whether Netanyahu will eventually be forced to step down, which he is not formally obliged to do even if testimony is given against him.

Netanyahu has rejected any allegations of misconduct in all the affairs, saying repeatedly that he is the target of a campaign by political opponents.

The 67-year-old has been prime minister since 2009 after a first term in the years 1996-1999, and has seen legal troubles over similar issues in earlier years. (AFP)

UN Secretary General Antonio Guterres will

pay his first visit since taking the UN helm to Israel and the Palestinian territories, including the Gaza Strip, at the end of the month, diplomats said Thursday.

The UN chief will hold talks with Israeli leaders, travel to Ramallah to meet Palestinian leader Mahmud Abbas and to the Gaza Strip, where the United Nations runs a major Palestinian aid program, during the three-day visit beginning August 28.

Israel’s UN Ambassador Danny Danon said the visit will allow Guterres to “build

a relationship” with Prime Minister Benjamin Netanyahu. He will also hold meetings

with the Israeli president and defence minister.

“We are very happy about

this visit,” Danon told AFP. “It’s a great opportunity

for the secretary general to experience Israel, to meet the leaders of Israel and to understand the challenges that Israel faces day-in and day-out.”

Palestinian ambassador Riyad Mansour described the upcoming visit as “very important,” indicating that it signalled a stronger UN focus on the plight of Palestinians.

“The UN has been involved since its inception with the question of Palestine and will remain involved until the question is resolved in all its aspects on the basis of international law,” he said.

Just imagine blinking your eyes to get all things done. Chinese researchers have designed a new sensor that, when attached to a pair of glasses, can detect the motion of an intentionally closing eye, enabling a range of hands-free tasks, including typing or turning a light on and off.

The move comes as the automotive industry is faced with a major shift towards greener transport and greater use of information technology.

“Now we face a battle with new rivals mainly in emerging markets and also a battle with IT companies such as Apple and Google,” Toyota president Akio Toyoda said at a press conference.

“I think an unprecedented battle without a map has begun,” he said.

Japanese carmakers are also facing uncertainty over US President Donald Trump’s drive to support domestic firms over

foreign imports.He has strongly criticised

Toyota over its ongoing project to build a new factory in Mexico, threatening it with tariffs. Hiroshima-based Mazda has no plants in the US.

But Trump welcomed the announcement of the new US factory on Twitter.

“A great investment in American manufacturing!,” he tweeted.

In 2015, Toyota and Mazda signed a memorandum of understanding to explore collaboration.

Toyota and Mazda said Friday that they would combine forces on key next-generation technology.

The pair will invest $1.6 billion to build a factory in the US to produce cross-over models and Toyota’s Corolla sedan starting from 2021.

The US plant will have the capacity to produce

approximately 300,000 vehicles a year and create up to 4,000 jobs.

As they enhance collaboration, Toyota will take a roughly five per cent stake in Mazda, which in turn would invest in Toyota.

Toyota has sold more than 10 million hybrid gasoline-electric vehicles globally, including the Prius, since 1997.

But it is struggling to develop electric vehicles as several countries announce plans to clamp down on petrol and diesel cars.

British publisher Pearson yesterday axed an extra 3,000 jobs in an ongoing cost-cutting drive aimed at combatting weak

British multinationals delivered upbeat earnings

for the first half in contrast to a weakening UK growth outlook as the country negotiates its exit from the European Union.

Banks and energy groups in particular enjoyed a strong earnings season, mirroring the situation in the US, even though it was more a result of cost-cutting and favourable currency movements than underlying strength of individual companies.

“If you look at the big guys they’re doing pretty well,” ETX Capital analyst Neil Wilson said.

“Banks HSBC and Standard Chartered did well, oil majors are turning profits again and miners are enjoying strong recoveries.”

Wilson added: “These are all exposed to international markets heavily so insulated from Brexit pretty much entirely. I think it’s worth

noting the international nature of the FTSE 100 and bulk of earnings from abroad.”

Companies like oil giant BP, mining group Rio Tinto and drugmaker AstraZeneca -- which all trade on London’s benchmark FTSE 100 stocks index -- report in dollars and so have benefitted from a Brexit-fuelled slump in the pound.

In addition they are not really exposed to happenings in

the wider UK economy owing to the international nature of their businesses.

“Seventy percent of FTSE sales are derived outside the UK so earnings are more a reflection of global growth and (the situation with) commodities than the UK economy,” said Caroline Simmons, deputy head of the UK investment office at UBS Wealth Management.

VW to offer upgrade for old diesel carsBerlin

by BMW, Daimler, Ford and Toyota this week, Volkswagen is the next car manufacturer to offer an upgrade bonus for old diesel cars.

Yesterday, the German carmaker, whose brands include Audi, Porsche and Skoda, announced its plan to offer a bonus for those wanting to swap their old diesel cars for newer, cleaner ones.

The bonus program will be available for all cars with the EU emission standards Euro 1 to Euro 4.

The announcement comes on the heels of the diesel summit, during which Volkswagen promised free software upgrades on 5.3 million cars with the newest emission standard Euro 5 and 6. This offer was met with derision by some ministers as well as the public who had hoped for a more expensive retrofitting of hardware.

After it became known in 2015 that the German automaker had manipulated their diesel cars to show lower emissions readings on tests, the company was ordered to reprogram 2.5 million cars, 70 per cent of which have already

been upgraded. “The upgrade bonus offers

our clients a strong incentive to switch to a more modern and eco-friendly car with a combustion engine or alternative drive technology,” said Volkswagen CEO Matthias Mueller. The move is an effort to “reduce the emission of nitrogen oxides and thus bring down air pollution.”

Volkswagen also pledged 500 million euros (592 million U.S. dollars) to a fund which seeks to modernize urban traffic in 28 German regions most affected by pollution. (Xinhua)

RBS picks Amsterdam as post-Brexit EU baseLondon

Britain’s state-rescued Royal Bank of Scotland

has picked Amsterdam as a post-Brexit EU base, it said yesterday as it rebounded into second-quarter profit.

The troubled bank revealed it was preparing its Brexit contingency plan by engaging with the Dutch central bank to use its existing banking licence in the Netherlands, in a move which will see RBS employ 150 staff in Amsterdam.

“We have to be in a position to serve our customers,” chief executive Ross McEwan said after publication of quarterly results.

The lender, which is 71-percent owned by the government after a vast bailout during the global financial crisis, needs EU “passporting rights” to continue operating its NatWest Markets investment banking division across the bloc.

“NatWest Markets has reviewed ways to minimise disruption to the business and continue to serve its customers well in the event of any loss of EU passporting,” RBS said in a results statement.

“Should the outcome of the current EU separation negotiations make it necessary, NatWest Markets is ensuring our existing RBS N.V. banking licence in the Netherlands is operationally ready.”

UK-based banks and other financial firms face losing so-called passporting rights to sell services to clients operating in the

European Union once Britain definitively quits the bloc in March 2019.

Earlier this week, Japanese megabank MUFG said Amsterdam and Paris are favourites to be the new European base for its securities operations, as it prepares for Brexit.

Germany’s largest lender Deutsche Bank and US banks Citigroup and Morgan Stanley have all indicated that they will move jobs and some operations from London to Frankfurt.

RBS added yesterday that earnings after taxation hit £680 million ($900 million, 756 million euros) in the three months to the end of June, buoyed by deep cost cutting.

That contrasted sharply

with a net loss of £1.077 billion in the same period a year earlier, when its performance was skewed by huge litigation costs.

The news sent the firm’s share price racing to the top of the FTSE 100 risers’ board. Shares jumped 3.59 per cent to 265.40 pence.

McEwan meanwhile signalled that the lender was moving on from its troubled past.

However, RBS also disclosed that the Financial Conduct Authority regulator has launched an investigation into the bank in relation to money laundering, but gave no further details.

“We’re doing what we said we would at our full-year results in February --

growing income, reducing cost and improving returns for shareholders, while also starting to deliver a better service for customers,” McEwan added.

“Our path to sustainable profitability is becoming clearer and closer and we have resolved some of the most significant issues this bank faced.”

RBS was meanwhile slapped by US regulators last month with a vast $5.5-billion fine over its role in the subprime mortgage crisis more than a decade ago.

However, the bank only took a £151-million charge in the second quarter as a result of the deal. It has yet to reach a settlement with the Department of Justice. (AFP)

Asset management powers Allianz profitsFrankfurt

German insurer Allianz yesterday reported a big

jump in net profit in the second quarter, as revitalised asset-management activities boosted its result.

US asset management subsidiary Pimco was a major contributor to a 55-billion-euro ($65-billion) increase in funds managed by the firm between April and June.

In a sign of recovery from a slump following the departure of founding chief executive Bill Gross in 2014, Pimco accounted for some 33 billion euros of net new funds in the firm’s coffers, 19 billion of them from a single client.

“Pimco has become a performance engine again,”

finance director Dieter Wemmer said in a statement.

In total, third-party funds under management at Allianz reached 1.4 trillion euros.

That figure was just 3.0 billion euros higher than in

the first quarter, as the weaker dollar shrank the value of the portfolio in euro terms.

Operating, or underlying profit from asset management alone gained 16.8 percent to reach 584 million euros across

the whole group.Allianz had announced last

week that net profits grew 83.4 percent between April and June, to 2.0 billion euros.

Operating profit added 23 percent to reach 2.9 billion euros, on the back of revenues up 2.0 percent at 30 billion.

Both the property and casualty insurance and the life and health insurance arms boosted their underlying profits, with lower claims helping property and casualty to 28-percent growth.

Later Friday morning, Allianz announced a British joint venture with the Liverpool Victoria Friendly Society, creating what the firm said would create the UK’s third-largest personal insurer.

The troubled bank revealed it was preparing its Brexit contingency plan by engaging with the Dutch central bank to use its existing banking licence in the Netherlands, in a move which will see RBS employ 150 staff in Amsterdam.

“We have to be in a position to serve our customers,” chief executive Ross McEwan said after publication of quarterly results.

The lender, which is 71-percent owned by the government after a vast bailout during the global financial crisis, needs EU “passporting rights” to continue operating its NatWest Markets investment banking division across the bloc.

“NatWest Markets has reviewed ways to minimise disruption to the business and continue to serve its customers well in the event of any loss of EU passporting,” RBS said in a results statement.

“Should the outcome of the current EU separation negotiations make it necessary, NatWest Markets is ensuring our existing RBS N.V. banking licence in the Netherlands is operationally ready.”

UK-based banks and other financial firms face losing so-called passporting rights to sell services to clients operating in the

European Union once Britain definitively quits the bloc in March 2019.

Earlier this week, Japanese megabank MUFG said Amsterdam and Paris are favourites to be the new European base for its securities operations, as it prepares for Brexit.

Germany’s largest lender Deutsche Bank and US banks Citigroup and Morgan Stanley have all indicated that they will move jobs and some operations from London to Frankfurt.

RBS added yesterday that earnings after taxation hit £680 million ($900 million, 756 million euros) in the three months to the end of June, buoyed by deep cost cutting.

That contrasted sharply

with a net loss of £1.077 billion in the same period a year earlier, when its performance was skewed by huge litigation costs.

The news sent the firm’s share price racing to the top of the FTSE 100 risers’ board. Shares jumped 3.59 per cent to 265.40 pence.

McEwan meanwhile signalled that the lender was moving on from its troubled past.

However, RBS also disclosed that the Financial Conduct Authority regulator has launched an investigation into the bank in relation to money laundering, but gave no further details.

“We’re doing what we said we would at our full-year results in February --

growing income, reducing cost and improving returns for shareholders, while also starting to deliver a better service for customers,” McEwan added.

“Our path to sustainable profitability is becoming clearer and closer and we have resolved some of the most significant issues this bank faced.”

RBS was meanwhile slapped by US regulators last month with a vast $5.5-billion fine over its role in the subprime mortgage crisis more than a decade ago.

However, the bank only took a £151-million charge in the second quarter as a result of the deal. It has yet to reach a settlement with the Department of Justice. (AFP)

Asset management powers Allianz profitsFrankfurt

German insurer Allianz yesterday reported a big

jump in net profit in the second quarter, as revitalised asset-management activities boosted its result.

US asset management subsidiary Pimco was a major contributor to a 55-billion-euro ($65-billion) increase in funds managed by the firm between April and June.

In a sign of recovery from a slump following the departure of founding chief executive Bill Gross in 2014, Pimco accounted for some 33 billion euros of net new funds in the firm’s coffers, 19 billion of them from a single client.

“Pimco has become a performance engine again,”

finance director Dieter Wemmer said in a statement.

In total, third-party funds under management at Allianz reached 1.4 trillion euros.

That figure was just 3.0 billion euros higher than in

the first quarter, as the weaker dollar shrank the value of the portfolio in euro terms.

Operating, or underlying profit from asset management alone gained 16.8 percent to reach 584 million euros across

the whole group.Allianz had announced last

week that net profits grew 83.4 percent between April and June, to 2.0 billion euros.

Operating profit added 23 percent to reach 2.9 billion euros, on the back of revenues up 2.0 percent at 30 billion.

Both the property and casualty insurance and the life and health insurance arms boosted their underlying profits, with lower claims helping property and casualty to 28-percent growth.

Later Friday morning, Allianz announced a British joint venture with the Liverpool Victoria Friendly Society, creating what the firm said would create the UK’s third-largest personal insurer.

UK security researcher ‘hero’ accused of creating malwareSan Francisco

A British computer security researcher hailed as a hero

for thwarting the “WannaCry” ransomware onslaught was in US custody on Thursday after being indicted on charges of creating malware to attack banks.

Marcus Hutchins, known by the alias “Malwaretech,” was charged in an indictment dated July 12 and unsealed this week by federal authorities in Wisconsin.

The US Justice Department said in a statement Hutchins was arrested Wednesday in Las Vegas, where a major Def Con hacker security conference took place over the weekend.

Twitter postings from other security researchers said he was detained as he prepared to fly back to Britain.

Hutchins faces criminal

charges including conspiracy to commit computer fraud, according to the US Department of Justice.

The indictment accuses Hutchins and another individual of making and

distributing Kronos “banking Trojan,” a reference to malicious software designed to steal user names and passwords used at online banking sites.

Since it was created, Kronos has been configured to work

on banking systems in Britain, Canada, Germany, Poland, France, and other countries, according to the DOJ.

The indictment set the time of the activity by Hutchins as being from July 2014 to July of

the following year.

‘Dark markets’ Hutchins was part of a conspiracy to distribute the hacking tool on so-called dark markets, according to the indictment signed last month by US Attorney Gregory Haanstad.

Kronos was evidently first made available through certain internet forums in early 2014, and was marketed and distributed through a hidden online AlphaBay marketplace, according to US prosecutors.

AlphaBay was shut down by US and European police in a crackdown on two huge “dark web” marketplaces that allowed the anonymous online trade of drugs, hacking software and guns.

The timing of the indictment of Hutchins raises questions

as to whether insights mined from the AlphaBay probe lead to his arrest.

Underground websites AlphaBay and Hansa Market had tens of thousands of sellers of deadly drugs like fentanyl and other illicit goods serving more than 200,000 customers worldwide.

AlphaBay, the largest dark web market, had been run out of Thailand, and filled a gap left behind by the notorious Silk Road online market, shut down by authorities in 2013.

Officials at the time said shutting down the two markets and the arrests of administrators enabled them to collect extensive intelligence on buyers and sellers, including criminal gangs. Their names were being distributed to law enforcement in 37 countries. (AFP)

European police forces are sending a series of cheeky “wish you were

here” postcards this summer in a bid to track down 21 of the continent’s most wanted criminals.

“Dear Artur, Belgian fries are the best and we know you miss them. Come back to enjoy them - we’ll have a nice surprise in store for you,” says one postcard from the Belgian police.

Complete with a cartoon of the Manneken Pis, a bunch of fries and a glass of beer, the card is addressed to Artur Nawrocki, who is on the run after being convicted of drugs trafficking by a Brussels court in 2014.

The summer postcard campaign by

the European police agency, Europol, was unveiled Friday on its EU Most Wanted website as part of its ongoing initiative to hunt down Europe’s most wanted criminals.

People can click on the postcard, which will then link them to the name and picture of the wanted person.

“Cher Farouk, You must know that life is best in la douce France. We hope you will return to us soon,” says the card from the French police, adding in French “we miss you!”

The picture shows the Eiffel Tower, a man in striped T-shirt and neck-scarf brandishing a baguette next to a croissant and a bottle of red wine, and is addressed to Farouk Hachi.

It is a royal tradition that has proved bountiful through the ages

and one that Thailand’s fruit carvers are determined to keep alive -- even as young people peel away from the unique art form.

From beetroots carved into roses to fruity floats made from papayas and melons, the most important fruit carving competition in Thailand took place in Bangkok yesterday.

But for competitor Piyanat Thiwato, carving is about more than just winning.

“Carving can improve our mind because it requires concentration and enhances our imagination, it’s a way to relax,” he said.

The tradition has been traced back to Thailand’s royal Sukhothai dynasty, in the 14th century.

“The art of food carving started hundreds years ago. Thailand is rich

with arts and crafts. It’s like a very beautiful treasure that we have,” said Araya Arunanondchai, the event’s organiser.

“In the old days, it was done in the royal palaces for the royal family,” she added.

Dozens of Thai artists competed in the famous fruit and vegetable carving competition, which was organized in honour of Queen Sirikit, who turns 85 on August 12.

Hollywood actor Sylvester Stallone will soon be seen on

the small screen via a guest appearance in the second season of TV show “This is Us”.

The news was shared by series showrunner Dan Fogelman on Thursday, reports variety.com.

Stallone will appear in a guest starring role opposite Justin Hartley’s character as a co-star in his new film within the series.

Fogelman told reporters that Stallone is only currently booked for one episode, but “It’s a big part”, he said.

He said: “It’s a war period film that Justin is starring in. Stallone is coming in as himself in the show.” (IANS)

Kevin Hart and Bryan Cranston’s English-language remake of ‘The Intouchables’ has got a new title. The

What good is geopolitical turmoil if you can’t have some fun with it? Hollywood has been posing that rhetorical question for a

long time now — from “Ninotchka” to “Rambo” by way of a battalion of World War II combat pictures — but it has so far been a bit squeamish about turning the various post-9/11 conflicts into grist for escapist entertainment.

“The Kingdom,” a whodunit/blow-’em-up directed by Peter Berg, corrects this lapse by taking aim at the ethical nuances and ideological contradictions of the war on terror and blasting away. Mr. Berg, an actor whose directing skills improve with each project (his last for the big screen was the underrated “Friday Night Lights”), shows himself adept at the rapid cutting and hectic camerawork that are fast becoming the lingua franca of action filmmaking.

“The Kingdom” takes the breathless visual precision of the Jason Bourne movies — what the film scholar David Bordwell calls “intensive continuity” — out of the abstract hall-of-mirrors universe of intra-C.I.A. skulduggery and into a semiplausible world of international tension. Rather than explore that tension, as some other, more ostentatiously serious movies coming out shortly seem poised to do, Mr. Berg and Matthew Michael Carnahan, the screenwriter, do what they can to relieve it with fireballs and frantic chases. The result is a slick, brutishly effective genre movie: “Syriana” for dummies. (nytimes)

The small, ornate figurines look like relics of a bygone

age: a serene Buddha’s head from the Tang dynasty, or a collection of stone-faced soldiers from the Qin era.

The creation process, however, is decidedly modern.

In northwest Shaanxi province’s capital of Xian, home to such historic sites as the clay Terracotta Army and the 1,000-year-old Giant Wild Goose Pagoda, a small studio and factory uses 3D printing

technology to replicate ancient art.

“All the intricate details of the original design are preserved in a 3D mould,” Xi Xin, the president of the Xian Chizi Digital Technology company, told AFP.

“Human workers may not be able to produce everything we want in the design, but the printer can do it all.”

The firm, whose products are sold at museum shops and

to personal collectors, is among the businesses taking advantage of China’s foray into 3D printing -- a rapidly-growing industry that has been incorporated into the country’s

national manufacturing strategy.

“In the last five years, 3D printing in China has grown from a one billion yuan

($149 million) industry to a more than 100

billion yuan ($14.9 billion) i n d u s t r y , ” Luo Jun, the head of the China

3D Printing T e c h n o l o g y

Industry Alliance, told AFP.

Technological breakthrough

said, after Tsinghua University and Huazhong

University of Science and Technology professors brought the technology back from the US.

Domestic development of the methods were slow at first, but the industry has gained momentum with government support.

The Chinese State Council’s “Made in China 2025” industrial development plan lists the promotion of “new breakthroughs in 3D printing” as a priority for growth into the next decade, while the Ministry of Science and Technology counts 3D printing among its thirteen priority projects for technological innovation.

“Now the scale of China’s 3D printing industry has surpassed those of Europe and the US,” Luo said.

The Xian Chizi Digital Technology company has developed its 3D design technology over the last ten years, using a stereolithography machine to print carefully constructed digital replicas of

historic artefacts.The design process can take

between one to three months, while printing requires up to several weeks of time for the more elaborate pieces.

Once the prototype is complete, it will be mass-produced in a factory using the same material -- usually wood or copper -- as the relic it was modelled on.

“Our clients don’t buy our products because of the 3D printing aspect, but it does make things easier,” Xi said.

For instance, if a customer decides that she wants an 80-centimetre elephant instead of a 50-centimetre one, it’s a simple matter of programming the 3D printer accordingly.

Xi’s company also makes 3D printed moulds for sculptors who use them as models for their own handcrafted artworks.

The final products -- painted miniatures sold for between 20 yuan ($3) and 500 yuan ($74) -- are popular among the tourists who flock to Xian, known as the oldest of China’s four great imperial capitals.

The figurines are now being sold at the mausoleum for Qin Shi Huang, China’s first emperor, and his Terracotta Warriors.

President Rodrigo Duterte has signed a

law making education at all state universities free, a palace official said yesterday, despite warnings from his economic advisors that the Philippines cannot afford it.

Duterte, who is known for his populist leanings, believes the long-term benefits of the measure outweigh the short-term budgetary challenges, said deputy presidential executive secretary Menardo Guevarra.

“Free tertiary education in

state universities and colleges is a very strong pillar or cornerstone of the president’s social development policy,” he told reporters.

The bill, signed late Thursday, will spare all students at government-run colleges and universities from paying tuition and other fees, he added.

Economic officials had warned Duterte not to approve the measure, which they argue will cost 100 billion pesos (some USD $2 billion) a year and will mainly benefit wealthier students.

Gulalai has not released any of the alleged text messages, prompting many in Pakistan to believe the case may be politically motivated.

Khan, along with the PTI’s top brass, batted down the allegations, accusing Sharif’s ruling Pakistan Muslim League-Nawaz (PML-N) of using money to defame political rivals.

“I was astonished to hear that. I suspect that the (PML-N) has used her against me,” Khan told broadcaster ARY.

An extraordinarily well-preserved 110-million-

year-old dinosaur found in a mine pit in Canada now has a name and evidence of a troubled past, researchers said Thursday.

With fossilized skin and scales, the dragon-like creature is actually a new kind of nodosaur, coined Borealopelta markmitchelli, after the museum technician Mark Mitchell who spent more than 7,000 hours painstakingly removing rock from around the specimen.

The report in the journal Current Biology described it as “the best-preserved armoured dinosaur ever found, and one of the best dinosaur specimens in the world.”

The 18-foot-long (5.5 meter) creature was first discovered in 2011 by a mining machine operator named Shawn Funk, who was working at the Suncor

Millennium Mine in Alberta.The entire animal would

have weighed more than 2,800 pounds (1,300 kilograms). The portion recovered spans from the snout to the hips.

Unlike most dinosaur specimens, which consist of skeletons or bone fragments,

this one is three-dimensional and covered in preserved, scaly skin.

“If you just squint your eyes a bit, you could almost believe it was sleeping,” said lead author Caleb Brown, a scientist at the Royal Tyrrell Museum where the creature is on display.

Neymar was unveiled as a Paris Saint-Germain player yesterday following his sensational

world record transfer saying he had left Barcelona not for money but a “bigger challenge” in France.

The 25-year-old Brazilian superstar flew into Le Bourget airport, north-east of Paris, in a private jet yesterday morning before heading into the city in a motorcade.

He was presented to the international media at PSG’s Parc des Princes stadium just after 1:30pm (1130 GMT) in his first public appearance since buying out his contract at Barcelona for a world-record 222 million euros ($264 million) on Thursday.

South African Caster Semenya racked up a

season’s best as she safely negotiated the first round of the women’s 1500m in her audacious bid for a world

Semenya came in second behind Ethiopia’s defending champion Genzebe Dibaba, who won the heat in 4min 02.67sec, with the South African at 0.17sec.

“I am in good condition,” said Dibaba. “Last year I had injuries but I am good now.

“The event is very strong with Sifan (Hassan) and Caster, so it will be a very fast race I think.”

Semenya is back in the spotlight following a study funded by the IAAF and WADA that showed female athletes with naturally high levels of testosterone enjoy a competitive advantage of up to 4.5 percent over their rivals.

The South African, double defending Olympic 800m champion and also a two-time

world gold medallist in the distance, was one of a number of women taking medication to lower her testosterone level until 2015 when the Court of Arbitration for Sport (CAS) suspended an IAAF rule that enforced a limit on naturally occurring levels.

But she has studiously avoided the controversy, instead

concentrating on her track performances.

Semenya will be up against it, however, with world record holder Dibaba, Olympic champion Faith Kipyegon of Kenya and the Netherlands’ world indoor champion Sifan Hassan, who took bronze two years ago in Beijing, all in top form as the top trio on

India on top of the second Test after the visitors posted 622-9 declared against

Tharanga for nought and Dimuth Karunaratne for 25 to leave the hosts reeling at 50 for two at stumps on the second day.

Kusal Mendis on 16 and skipper Dinesh Chandimal on eight were batting at close of play with the hosts still trailing by 572 runs in their first innings at the Sinhalese Sports Club Ground.

“Chandi and Kusal batted really well in the last few overs. We have to play positively,” Karunaratne, who praised Ashwin’s variations as a spinner, told reporters.

“Last time when we played in Galle Chandi got 160-odd scoring a lot of runs off the sweep and reverse sweep. I think that will be key.”

Earlier six Indian batsmen scored 50 or more -- including centuries by Cheteshwar Pujara and Ajinkya Rahane -- as the tourists posted their biggest total in Sri Lanka.

Indian allrounder Ravindra Jadeja hit an unbeaten 70 as wicketkeeper-

batsman Wriddhiman Saha made a patient 67 and Ashwin scored 54 before becoming Herath victims.

“Right now, it is a good thing that every batsman is scoring runs. Not only top five or six but also 7, 8, 9, 10,” Rahane told reporters.

“(Mohammed) Shami also scoring a bit, Umesh (Yadav) was also batting well. So it is good that the last four are contributing,” Rahane said.

However the 217-run fourth-wicket partnership between overnight centurions Pujara, who top-scored with 133, and Rahane remained the highlight of India’s innings.

“We thought if we dominate, if we change the momentum, they will be on the back foot straightaway, and that’s what happened,” Rahane said of the marathon stand.(AFP)
