2017 Annual Investor Report

A WORD FROM OUR PRESIDENTA Formula for Sustained SuccessBy Dennis Brobston, President, Saratoga Economic Development Corporation

Promoting Saratoga County, retaining, and growing jobs and wages are SEDC's mission and 2017 was a productive year. Publicly reporting progress against economic development goals helps keep SEDC ac-countable for delivering tangible results. 2017 alone produced $30.3 million of new investment leading to 430 jobs. These jobs will add over $8.6 million of annual household income in area communities.

We realized job retention goals by supporting local small and mid-sized business expansions. SEDC helped homegrown manufacturer Greenfield Manufacturing, Inc. expand in Saratoga Springs even while being recruited nationally. SEDC supported one of the newest additions to the Saratoga business community, Arnoff Logistics, to expand their Malta facility creating 20 new jobs. We helped retain corporate headquar-ters for software developer, Kitware, in Saratoga County even with offices and clients internationally. G&G Specialties Environments, a producer of waterproof LED lighting systems, expanded into Halfmoon with SEDC's help, adding good jobs and diversifying its tax base. SEDC also worked with MJ Properties to get approvals from the Clifton Park IDA for two much-needed “SPEC” buildings in Fairchild Square. Providing flexible light industrial space for expanding and new companies achieves a critical goal of realizing job-ready capacity for businesses to get a foothold in Saratoga County and grow here.

Our investor members and the incentives granted by longtime community partners at the Saratoga County IDA, National Grid and NYSEG remain key ingredients to future success. SEDC’s Advance Saratoga goals to generate billions of dollars of investment and over 10,000 new and retained jobs through 2020 relies on our members and community partners. Our ambitious objectives mean we must stay apace of target business sector needs impacting investment and expansion decisions, such as:

• Understanding the expanding demand for electricity and thermal energy needs of area businesses tohelp them with competitive energy and efficiency options.• Identifying attractive sites viable to develop distribution and advanced manufacturing.• Sustaining confidence with premier site selectors to attract advanced manufacturers along with supplychain investment and corporate headquarters.• Helping educators better align with regional businesses to improve workforce opportunities for good-paying jobs.• Diversifying living options for workforce households to continue to thrive in Saratoga County.• Inspiring and supporting more entrepreneur innovators.

To attain dynamic job growth, and attract capital and executive leadership, we must pair promising entrepre-neurs with qualified regional professional service partners, experienced mentor teams, capital partners and collaborative spaces that will retain and attract their talent. In 2017, we launched Spark Saratoga, Saratoga County’s first entrepreneur business incubator to inspire, mentor and accelerate emerging busi-ness development. By leveraging our investor members and the region's world-class expertise, we will fa-cilitate a deep network to bolster talented entrepreneurs. Qualified innovators are eligible to receive supportive services from our expansive mentor and resource partner network.

SEDC is proudly 100% community investor funded and led. We operate at the speed of business to drive strategic investment generating job growth. Like what you see? While services and mentorship from SEDC members will boost our region's appeal to innovators and could deliver enticing enterprises for capital investors, this mindset will also enhance our Advance Saratoga initiatives. Entrepreneurs' vision to imagine and zeal to pursue new and disruptive business adds leadership skills for a dynamic workforce. This empowers innovators to stay or relocate here, developing a talent pool for new and existing companies. Talent attracts talent.

SEDC’s member investments PLUS meaningful engagement empower us to move at the speed of business. It is our formula to promote our region, retain businesses and jobs, and grow new opportunities year after year helping sustain Saratoga County's success. SEDC is energized to engage with our investors, community partners and leaders, and is always open to new paths to boost Saratoga County's world-class standing in 2018 and beyond.

BUILDING & INFRASTRUCTURE CAPACITYDoing Business in Malta: September 22, 2017

As economic development professionals, we are as good as our engagement with leaders driving economic decisions and those in the community preparing the landscape for them to invest and prosper. Building inventory and capacity to develop next generation opportunities must align with those market forces. Click HERE to view this video highlighting ready assets in Malta. Our thanks to National Grid and New York Electric & Gas (NYSEG) for sponsoring this initiative.

Malta officials took up the challenge to listen to its residents and the business community to define their goals and streamline approval processes to attract commercial investment. Risk-taking developers have delivered ready to lease or buy assets strategically positioned to support existing semiconductor industry needs, and future opportunities. And of course, we have tremendous assets ready at the Luther Forest Technology Campus, for reuse at the State Farm campus and along the Routes 9 & 67 corridors. Promoting these assets in collaboration with Commercial & Industrial Real Estate Brokers Inc. (CIREB), community leaders, regional marketing partners, Center for Economic Growth and New York Empire State Development, and directly to site selectors are ways we help attract investment and job creation.

Supporting Saratoga Area Employers’ Competitive Productivity

Efficient, reliable and available energy is key to retaining and growing employers. Saratoga is home to many materials handling com-panies employing 1,000s of area people delivering tens of millions of wages into the community. To highlight potential electric demand reduction and improved workplace productivity, we teamed with Plug Power, and long-time member, Logistics One, to develop a live demonstration of the competitive advantages of their hydrogen fueled GenDrive™ systems to their businesses today. The strategic workshop also featured potential fleet fuel cell applications of tomorrow. An expanded area hydrogen fuel network could support future clean fleet fuel at a competitive cost.

Electric/Gas Forecast Survey Staying Competitive & Prepared for Growth

SEDC initiated an energy demand analysis, co-funded by investor partner National Grid, confidentially seeking targeted large electric and natural gas users' current and anticipated needs. This proactive effort was helpful to National Grid and its engineers as they plan energy investments aligned with area energy use. As part of its rate case process, National Grid submitted plans to the NYS PSC for future investment to help serve growing natural gas and electric demand.

SEE Saratoga™ Dynamic database to analyze all sites, demographics for development

In conjunction with SEDC investor and economic development partner, National Grid, and the support of CIREB and Saratoga County integrating real estate listings and tax maps, SEDC launched the region’s only one-stop dynamic database to evaluate real estate.

Complete available commercial listings, SEDC member listings, environmental, infrastructure, tax map IDs, key employer, school and demographic data sets can be mined around potential sites. It is accessible 24-7 to site selectors, town planners, school and academia at SEE Saratoga via desktop or mobile device at SEDC’s homepage: www.saratogaedc.com.
