The list of the Dignitaries / Officers present in the mee+ng is enclosed as Annexure-1. Sri S.S. Rawat, IAS, the Principal Secretary (SW), welcomed the Hon’ble Minister for Social Welfare and Tribal Welfare, Principal Secretary Tribal Welfare, Director of Tribal Welfare and all members of the Nodal Agency. Sri S.S.Rawat, IAS, Principal Secretary (SW), in his introductory remarks, explained the importance of the agenda points slated for discussion and indicated that Ac+on Plan of 2017-18 is kept high on agenda and Nodal Agency members need to focus on formula+ng schemes to benefit exclusively SC/ ST community and it should result in reducing the gaps between STs and others in development. Principal Secretary (SW) shared his observa+on that departments are not taking necessary steps to issue GOs even a>er passing of resolu+ons by the Nodal Agency and cau+oned members that they may have to approach Nodal Agency again for seeking approval since the earlier resolu+ons will lapse with the end of the financial year. He also indicated that departments need to plan to spend 100% of budget allocated for the year 2017-18, otherwise they need to surrender the budget before 10.11.2017 detailing Revenue/ Capital. He has also suggested for uploading of the works taken up under STC in the “Works Monitoring System” on the exis+ng lines of Social Welfare Department. Nodal Agency will take a view regarding re- appropriation/ realloca+on of funds to the needy and performing departments. Sri R.P.Sisodia, the Principal Secretary (TW), while welcoming the Hon’ble Minister Social Welfare and Tribal Welfare, endorsing the view point expressed by Principal Secretary (SW), reiterated that departments with less than 50% performance need to plan for u+lisa+on of funds in the remaining 4 months of Plan period. Principal Secretary emphasised that departments need to work out to get funds under Centrally Sponsored Schemes immediately and ensure prepara+on of realis+c plans. He has also suggested submitting Action Plan for 2018-19 immediately. Sri Nakka Ananda Babu, Hon’ble Minister for SWE and TWE, in his remarks stated that 18 th Nodal Agency Mee+ng, being the third mee+ng during this financial year, focussing on reviewing the performance of departments, which are lagging behind and working out the strategy to allocate more funds to the needy and performing departments. Sri S.S. Rawat, IAS, the Principal Secretary (SW), welcomed theHon’ble Minister for Social Welfare and Tribal Welfare, PrincipalSecretary Tribal Welfare, Director of Tribal Welfare and all membersof the Nodal Agency.

Sri S.S.Rawat, IAS, Principal Secretary (SW), in his introductory

Hon’ble Minister has indicated that no alloca on will be madeto the departments next year, which have not utilised funds this year.

AGENDA NO. 1

ACTION PLAN FOR 2018-19

Schemes should be proposed which have potential to bridgethe gaps impetus to reduce gap between STs and others indevelopment.Schemes should be formulated for exclusive benefit to STs.Revisit the schemes implemented and if there is anymodification required in the nomenclature and Head ofAccount, should also be informed.(4) Departments i.e., Rural Roads (R&B), APSIDC, WeakerSection Housing and Women Development & Child Welfarehave submitted the Action Plans for the year 2018-19.

Resolution No. 83/2017:

The Nodal Agency resolved that, all the departments shouldprepare the new budget with utmost care, and to introducespecial schemes exclusively to the benefit of ST Community.The Nodal Agency further reiterated to avoid inclusion ofgeneral schemes as has been done earlier and if there is anymodifica on required in the nomenclature and Head ofAccount should also be informed. The Social Welfare andTribal Welfare Departments have to discuss with the FinanceDepartment on the above issues and to finalize thedepartment wise schemes.

AGENDA NO. 2

ACTION TAKEN REPORT ON THE MINUTES OF 16THNODAL AGENCY MEETING HELD ON 23.06.2017 ATMETROPOLITAN CONVENTION HALL, VIJAYAWADA

The Nodal Agency has reviewed the Action Taken Report on theMinutes of 16th Nodal Agency Meeting.

Resolution No. 84/2017:

The Nodal Agency reviewed the Ac on Taken Report onthe Minutes of the 16th Nodal Agency Mee ng held on23.06.2017, and issued following instructions:

1. Civil supplies, Agriculture, Sericulture, Horticulture and Ayushdepartments have to submit the list of beneficiaries of TSPschemes initiated during 2016-17, within a week (before13.11.2017)

2. Panchayatraj and R&D (Rural Roads) & Rural Water SupplyDepartments have to release GOs for the schemes, approvedby the Nodal Agency in Resolution No.26/2017 immediately.They should update TW department periodically onimplementation of the Resolution.

3. The Departments of Collegiate education have to submit thelist of beneficiaries for the schemes sanctioned for duel desksand book grant scheme by 07.11.2017.

4. Housing Department has to ensure completion of remaininghouses 453 houses by remitting the funds to the beneficiaries,at the earliest and also to submit the list of 1553 beneficiarieswho have been remitted the additional amount of Rs.25,000/-per each house.

5. SERP need to finalise the modalities for sanctioning ofpensions and ensure that all eligible PVTGs completed 50years, are covered in sanctioning of pensions.

6. “Works Monitoring System” software for TW department hasto be developed on the existing lines of the SW. The bills of nowork under TSP shall be honoured after 1st January 2018without uploading the works details in Works MonitoringSystem. A G.O. shall be issued on this with guidelines.

AGENDA NO. 3

Review of Expenditure under Scheduled TribesComponent 2017-18 (As On 31.10.2017)

The budget alloca on for the year 2017-18 is Rs.352874.88Lakhs, out of which an amount of Rs.208453.16 Lakhs (59.07%) hasbeen incurred up to 31.10.2017.

Department wise outlays proposed as BE, RE and Expenditureincurred under STC 2017-18 as on 31.10.2017 are placed beforeNodal Agency for kind perusal.

Resolution No. 85/2017:

The Nodal Agency has reviewed the Department wise,scheme wise expenditure incurred as on 31.10.2017. Ithas been resolved to propose for re-appropria on/realloca on of the funds pertaining to certain schemesof the Departments which were found to be under-u liza on of the funds allocated under STC 2017-18 andalso to give additional allocations to the needy and bestperforming departments in Agenda item No.4.

BUDGET REQUIREMENT OF FUNDS, IF ANY

As resolved in Agenda Item No.3, the Nodal Agency resolvedfor re-appropria on/ realloca on of funds under Revenue and Capitalheads from the low performing departments to the needy and bestperforming departments as detailed below.

The women and Child Welfare Department has shared theimpact study findings of ‘Giri Gorumuddalu’ and indicated tocover 2,50,000 children by next year. The Nodal Agency hasindicated that the funds allocated for ‘Maa Inti MahalakshmiScheme’ was not utilised and Rs.145.50 Lakhs can be re-appropriated/ reallocated and used for some other schemes.The Spl. Commissioner, WD&CW Department has requested torelease Rs.2600.00 Lakhs towards the scheme for supplying ofNutri-Kits to the tribal households in convergence withMGNREGS through Tribal Welfare department at the earliest asthe scheme is being grounded very shortly as assured in theprevious Nodal Agency meeting.

Resolution No. 86/2017:

The Nodal Agency has reviewed and resolved that anamount of Rs.145.50 Lakhs allocated for “Maa In MahaLakshmi” scheme shall be re-appropriated/reallocatedwitha direc on to place it before the State Council fordevelopment of SCs & STs for approval/ ratification.

Regarding release of an amount of Rs.2600.00 Lakhstowards “Nutri-kits for tribal families” scheme, the NodalAgency has directed to submit a feasible and viableproposal as directed in Resolu on No.47/2017 in MoM of17th Nodal Agency Meeting.

Planning Department has to follow up with CPOs and submitthe Action Plan for utilisation of funds, before 15th November2017 and basing on that action plan the proposals for re-appropriation/ reallocation can be perused.

Resolution No. 87/2017:

The Nodal Agency has reviewed and resolved that anamount of Rs.2500 Lakhs allocated for “SpecialDevelopment Fund” scheme shall be re-appropriated/reallocated and the decision for re-appropria on/reallocation of the remaining unspent funds will be takena er reviewing the ac on plan by the CPOs of PlanningDepartment with a direc on to place it before the StateCouncil for development of SCs & STs for approval/ratification.

SAAP need to submit the draft plan by 13th November 2017,focussing on targeted schemes, with specific proposals fordeveloping Hockey teams and Foot Ball teams from thestudents of Gurukulam. The Nodal department has indicated forre-appropriation/ reallocation of Rs.250.00 Lakhs from thebudget for STC 2017-18.

Resolution No. 88/2017:

The Nodal Agency has reviewed and resolved that an

amount of Rs.250.00 Lakhs shall be re-appropriated/reallocated from the budget of SAAP for STC 2017-18since the amount has not been u lized during thisfinancial year inspite of direc ons given in the previousmeetings of Nodal Agency and directed to place it beforethe State Council for development of SCs & STs forapproval/ ratification.

The Animal Husbandry Department need to work with SERP, forimplementation of Milch Animals Scheme and poultry schemeduly tying up with Residential Schools for supply of milk andeggs and the best models may be adopted from Paderu andRampachodavaram and the same can be incorporated in thenext year Budget. The Animal Husbandry Department preferredto surrender an amount of Rs.938.00 Lakhs for re-appropriation/ reallocation and requested for additional fundsduring the last quarter.

Resolution No. 89/2017:

The Nodal Agency has reviewed the performance ofAnimal Husbandry department and resolved that anamount of Rs.938.00 Lakhs shall be re-appropriated/reallocated from STC 2017-18 and the request foraddi onal funds during the last quarter would beconsidered basing on the performance of the departmentand availability of funds with a direc on to place itbefore the State Council for development of SCs & STs forapproval/ ratification.

The Nodal Agency has directed Skill Development Departmentto surrender Rs 500 Lakhs for re-appropriation/ reallocation.

Resolution No. 90/2017:

The Nodal Agency has reviewed the performance of SkillDevelopment department and resolved that an amountof Rs.500.00 Lakhs shall be re-appropriated/ reallocatedfrom “Skill development training programmes” schemeunder STC 2017-18 with a direc on to place it before theState Council for development of SCs & STs for approval/ratification.

The Housing Department has requested for additional budgetof Rs.87.50 crores towards additional financial assistance ofRs.25,000/- per house covering 27,496 tribal beneficiaries. TheHousing Department has to project their budget properly. TheHousing Department has been advised to speed up the workand request the Finance Department to change the name of thescheme- ‘Housing for All -Sardar Patel Urban Housing Scheme’to PMAY (Urban).

Resolution No. 91/2017:

The Nodal Agency has reviewed the performance ofHousing department and directed to meet theexpenditure for the 27,496 beneficiaries from the existingbudget allocated under STC 2017-18 with a direc on toplace it before the State Council for development of SCs& STs for approval/ ratification.

The Panchayat Raj Department has requested an additionalfund of Rs.60 crores (Revenue) and Rs.70 crores (capital).

The Nodal Agency has reviewed the performance of PREngineering department and resolved to re-allocateRs.6000 Lakhs from Revenue Head as requested for witha direc on to place it before the State Council fordevelopment of SCs & STs for approval/ ratification.

The CE, R&B (State Roads) has informed that there would be asurplus of Rs.2300 Lakhs from State Rural Roads and agreed tosurrender the same and requested for additional budget ofRs.6000 Lakhs (capital) for widening and construction ofbridges / culverts and State Roads.

Resolution No. 93/2017:

The Nodal Agency has reviewed the performance of R&B(State Roads) and R&B (Rural Roads) and agreed to re-appropriate/ reallocate an amount of Rs.2300 Lakhs fromR&B (Rural Roads). Regarding sanc oning of addi onalamount of Rs.6000 Lakhs from capital for R&B (StateRoads), it has been directed to submit the work wisedetails to the Nodal Department with a direc on toplace it before the State Council for development of SCs& STs for approval/ ratification.

The Nodal Department has expressed its concern to thedepartment of Minor Irrigation, regarding utilisation of fundsand requested to furnish work wise details taken up by the MIDepartment by 15th November 2017. Regarding APSIDC, theMD, APSIDC has proposed for revival of 55 LI schemes andsanction of 2 new works in 7 mandals as assured by theHon’ble Chief Minister for irrigating 86,551 acres andrequested for allocation of additional budget of Rs.300 Lakhsfrom capital head of account.

Resolution No. 94/2017:

The Nodal Agency has reviewed the performance ofMinor Irriga on & APSIDC departments and directed theMinor Irriga on department to furnish the work wisedetails of the works executed by the departments. TheNodal Agency has also resolved to allocate Rs.300 Lakhsaddi onal budget for revival and construc on of 55 LIschemes and 2 schemes respec vely with a direc on toplace it before the State Council for development of SCs& STs for approval/ ratification.

The Director, Ground Water Department has informed that thedepartment has started the work of drilling of 193 borewellsunder STC (earlier TSP) during 2017-18. He also informed thatmost of the works were already grounded and the list of workswill be communicated once the works are completed andrequested to provide additional budget of Rs.76.44 Lakhs underTSP.

Resolution No. 95/2017:

The Nodal Agency has reviewed the proposal of GroundWater department and resolved to reappropriate/reallocate Rs.76.44 Lakhs pending submission of list ofworks and directed to place it before the State Councilfor development of SCs & STs for approval/ ratification.

The Joint Director, Municipal Administration Department hasassured the Nodal Agency that it will utilise the funds andcomplete all works by December 2017. The Nodal Departmenthas requested the Joint Director to furnish the details of theworks taken up in the tribal areas in ULBs and requested theDD, MEPMA to furnish the beneficiaries details pertaining tothe initiatives taken up under ‘Vaddi Leni Runalu’ etc.

Resolution No. 96/2017:

The Nodal Agency has reviewed the performance ofMunicipal Administra on and MA&UD departments andresolved to re-appropriate/ reallocate Rs.500 Lakhs fromthe scheme “Providing Infrastructure facili es inScheduled Tribes locali es of ULBSS” with a direc on toplace it before the State Council for development of SCs& STs for approval/ ratification.

The Nodal Department has requested Family welfare & Healthdepartment to ensure the completion of LLINs distribution,furnishing the details of ST IMR & MMR in all the districts andalso requested to come out with the full details on requirementof additional funds. The Family Welfare Department hasexplained the flagship programmes and initiatives being takenup under TRY for upgrading of health services and requestedfor release of additional funds of Rs.6682 Lakhs as shownbelow:

The Nodal Agency has reviewed the ac vi es andrequirement of addi onal funds by the Family Welfaredepartment and resolved to release ini ally an amountof Rs.1500 Lakhs under Revenue HoA and Rs.500 Lakhsunder Capital HoA with a direc on to place it before theState Council for development of SCs & STs for approval/ratification.

The Joint Director, Sericulture has informed that thedepartment has incurred 72% and the bills are also pending forthe remaining budget and requested for allocation of additionalfunds of Rs.216.25 Lakhs from Revenue head.

Resolution No. 98/2017:

The Nodal Agency has reviewed the performance andrequirement of addi onal funds by the Sericulturedepartment and agreed to allocate the addi onal fundsof Rs.216.25 Lakhs as requested for with a direc on toplace it before the State Council for development of SCs& STs for approval/ ratification.

The School Education department has been advised to meet theexpenditure towards providing education kits from the RMSAgrants and has also been directed to propose for re-appropriation/ reallocation of the funds within the departmentbefore 31st December, 2017. The Nodal Department hasindicated about the re-appropiration/ reallocation of funds from4 schemes totalling to an amount of Rs.1749.75 Lakhs.

Resolution No. 99/2017:

The Nodal Agency has reviewed the performance ofSchool Educa on department in u lizing of STC funds andresolved to re-appropriate/ reallocate an amount ofRs.1749.75 Lakhs with a direc on to place it before theState Council for development of SCs & STs for approval/ratification.

The Nodal Department has proposed to re-appropriate/reallocate Rs.1930.61 Lakhs from Sarva Siksha Abhiyandepartment.

Resolution No. 100/2017:

The Nodal Agency has reviewed the performance ofSchool Educa on department in u lizing of STC funds andresolved to re-appropriate/ reallocate an amount ofRs.1930.61 Lakhs with a direc on to place it before theState Council for development of SCs & STs for approval/ratification.

Technical Education Department need to monitor infrastructureworks entrusted to Tribal Welfare Engg Department andprovision of amenities and budget to be utilised in all respectsby 31st March 2017. The Nodal Agency has indicated for re-

by 31 March 2017. The Nodal Agency has indicated for re-appropriation/ reallocation of Rs.65.00 Lakhs from revenueheads.

Resolution No. 101/2017:

The Nodal Agency has reviewed the performance ofTechnical Educa on department and resolved to re-appropriate/ reallocate an amount of Rs.65.00 Lakhs witha direc on to place it before the State Council fordevelopment of SCs & STs for approval/ ratification.

The Collegiate Education department has informed that theconstruction of the Tribal Degree Colleges and ResidentialDegree Colleges are yet to be taken up as the site in Chintoorhas not been taken over till now. The Nodal Department hasindicated for re-appropriation/ reallocation of Rs.105 Lakhsfrom Revenue and Rs.150 Lakhs from Capital heads.

Resolution No. 102/2017:

The Nodal Agency has reviewed the performance ofCollegiate Educa on department and resolved to re-appropriate/ reallocate Rs.105 Lakhs from Revenue andRs.150 Lakhs from Capital heads with a direc on to placeit before the State Council for development of SCs & STsfor approval/ ratification.

The Nodal Agency has differed the review on Agriculturedepartment expressing displeasure over con nuousabsence of the Commissioner/ Senior Officers who will becompetent to take decisions in the mee ng. 5.2 Sri Anam Ramanarayana Reddy, Former Minister for Finance &Plg., A.P. State has requested for sanc on of funds of Rs.1.20 crorefor construc on of compound wall and leveling the site of Govt.Polytechnic College in Atmakur Cons tuency under Scheduled TribalComponent.

5.2 Sri Gadde Ram Mohan, MLA, Vijayawada East, has requestedfor sanc on of 7 civil works (CC Roads, Community hall etc.) with anestimated cost of Rs.253.39 lakhs under SC/ ST funds.

Resolution No. 121/2017: The Nodal Agency has resolved to release an amount of Rs.335Lakhs to the Tribal Welfare Engineering Department towardsthe civil works of construc on of RITI building at Vippalapadu ofBu aigudem mandal of ITDA, K.R.Puram with a direc on tomake the payments duly following the norms strictly with adirec on to place it before the State Council for developmentof SCs & STs for approval/ ratification.

B. RATIFICATION OF CERTAIN PROPOSALS SANCTIONEDBY TRIBAL WELFARE DEPARTMENT:

6.2 Sanc on of Rs.20,28,500/- (Rupees Twenty Lakhs Twenty Eightthousand and Five hundred) towards procurement of Electronicequipment i.e., (49 Samsung TABS and two 10KVA UPSs with 32ba eries each) for Tribal Welfare Dept., from M/s MicrocareComputers Pvt. Ltd. from out of the funds allocated towardsHardware procurement and incubation centre under the HoA 3451-00-796-11-22 as per the Ac on Plan for 2016-17 of ITE & C Dept underSTC.

6.5 The Hon’ble Minister for SWE & TWE has given table note forapproval of certain works proposed by public representa ves andCollectors under STC for approval of the Nodal Agency. List of theworks enclosed at Annexures II to VII pertaining to TW Engineering,PR Engineering, Municipal Administra on, Minor Irriga on and RWSDepartments.

Resolution 125/2017: The Nodal Agency has reviewed the proposals of the Chairman ofthe Nodal Agency, Hon’ble Minister for SWE & TWE in Annexures IIto VII pertaining to TW Engineering, PR Engineering, MunicipalAdministra on, Minor Irriga onand RWS Departments andapproved the same with a direc on to place it before the StateCouncil for development of SCs & STs for ratification.
