1. MEETING

Mr Mills is an apology.

2. ELECTION OF THE CHAIR

The Secretary called for nominations for Chair.

Mr Paech nominated Ms Ah Kit to be Chair of the Committee. Ms Uibo seconded thenomination.

As there were no other nominations, the Secretary declared Ms Ah Kit to be elected Chair ofthe Committee.

3. ELECTION OF THE DEPUPf CHAIR

The Chair called for nominations for Deputy Chair.

Mrs Lambley nominated Mr Higgins to be Deputy Chair of the Committee. Ms Nelsonseconded the nomination.

As there were no other nominations, the Chair declared Mr Higgins to be elected Deputy Chairof the Committee.

4. MEDIA RELEASES

The Committee agreed:

That the Committee authorises the Chair of the Committee to issue media releasesfollowing circulation for comment to all Committee Members and to give briefings onmatters in relation to its inquiry.

5. SCHEDULE OF MINISTERS' APPEARANCES

Mr Paech moved and Ms Nelson seconded

That the Committee adopt the Estimates Schedule 2017 outlined in Option A revised toprovide additional breaks for the Treasurer and the time for Minister Wakefield beingreduced to 3:30 hours to enable 30 minutes for each of the Government ownedcorporations.

6. ELECTORAL COMMISSIONER

The Committee agreed to the request of the Electoral Commissioner to appear only once,during the Chief Minister's appearance, and any questions relating to his responsibilities underthe Local Government Act can be directed to him at that time.

7. OTHER INDEPENDENT OFFICERS

The Committee agreed that independent officers should be available to appear for questioningat the time of their respective Minister.

8. SCHEDULE OF CONSIDERATION OF OUTPUTS

The Committee agreed to adopt the schedule for consideration of outputs, subject toincorporating the changes to the schedule for the Ministers' appearances and any furthercorrections provided to the secretariat.

9. PROXY MEMBERS

The Committee agreed that:

(1) A Member of the Committee, or the Whip of that Member's party, may nominate inwriting to the Chair another Member of the same party to stand as proxy for theCommittee Member for a period.

(2) A Member of the Committee who is not a party-aligned Member may nominate inwriting to the Chair another Member to stand as proxy for the Committee Memberwith the consent, in writing, of that Member.

(3) A Member standing proxy for a Member has the rights of a Committee Memberunder the Standing Orders.

10. PROCEDURAL MATTERS

The Committee agreed to continue the practice of questions first being asked by ShadowMinisters, then Independent Members, then Committee Members, then other participatingMembers, with Members being given leave to ask intervening questions that follow a line ofquestioning commenced.

11. NEXT MEETING

Estimates Hearings 19 June 2017 unless earlier meeting convened by the Chair
