President’s Message

Dear Members, I am pleased to highlight some of the key strategic developments and plans for 2017-2018. The Annual Scientific Meeting 2017 was held in conjunction with our Annual General Meeting in One Farrer. The Scientific meeting was a success, with more than 180 participants from 11 countries attending the event. PAS also sponsored 4 members to attend the Association for South-East Asian Pain Societies (ASEAPS) Congress, and 3 members for the pre-congress Pain Management Camp. Both events were held in Myanmar in February 2017. PAS strives to further increase the awareness of pain management to professionals and the public. We have continued to collaborate with various local and foreign medical societies, as well as the medical education committees of key industry leaders to provide continuing medical education (CME) programmes throughout the year. 2018 will be an exciting year filled with new initiatives that the PAS will be rolling out. An Online Educational Learning Portal on Pain Management for General Practitioners will be launched in the early half of this year. Thereafter, a website for patients and caregivers providing important disease and care information will be next in line. In addition, in place of ASM next year, the council is also proposing to have a quarterly dinner symposium for members on key pain management topics with case scenarios. These topics will focus on topics such as: 1 Musculoskeletal pain, Aging and Degeneration 2 Cancer pain and Palliative Care 3 Headaches and Facial Pains 4 Rheumatological Pearls for the Pain practitioner Speakers from various disciplines will be invited to give their views from their speciality management standpoint. The sessions promise to be interactive and informative with allocated time for discussion on the various case scenarios. It has truly been a pleasure to lead the Council for the past year. All this would not have been possible without the dedication and commitment of all the Council Members that I have had the privilege of working with for the past year. We encourage all of your continued support in the efforts of the Council in making these events possible, and work towards developing a closer-knit pain society. With the Annual General Meeting (AGM) around the corner, we look forward to your attendance in making the society more relevant to you and your practice. There being no quorum, the President called the meeting to order at 5.15pm. He welcomed all present.

2. Confirmation of Minutes of 2016 AGM 2.1 The Hon. Secretary Dr Ong Say Yang went through the minutes of the

last AGM held on 5 March 2016.

2.2 Reference to Item 4.1 - Dr Ong Say Yang informed all members that it was not possible to accrue revenue from one year to another in order to spread out PAS’s taxation.

2.3 Reference to item 7.2 - Dr Alex Yeo updated the members on the status of the Pain Section formation under the Chapter of Anaesthesiologists with the Academy of Medicine. He informed all members that the Pain Section is working closely with the Academy of Medicine to increase the number of Pain specialists that are recognized in Singapore. It is also trying to attract more multi-disciplinary doctors to join the Pain Section. Dr Alex Yeo encouraged doctors to join the Pain Section. He added that it would be a good platform for doctors to be formally recognized as pain specialists in future.

2.4 There being no changes to the minutes, Dr James Tan Wen Tien proposed confirming the minutes and this was seconded by Dr Ong Say Yang.

3. President’s Report by Dr Ho Kok Yuen 3.1 The President announced that PAS would now hold the Scientific

Meeting in March annually rather than biennially so members can look forward to a regular event every year. Moreover, members would be able to attend both the Scientific Meeting and Annual General Meeting (AGM), which would be held on the same day.

3.2 The President hopes to hold a one-day Scientific meeting in the year when ASEAPS would be held and a 2-day Scientific meeting and/or workshops on the alternate years.

3.3 The President also mentioned that PAS has continued to support various local medical societies as well as pharmaceutical company-initiated continuing medical education programmes throughout the year. These events were announced to all our members through email and he encouraged members to attend these events.

3.4 The President added that PAS sponsored registration fees for 4 members to the Association for South-East Asian Pain Societies (ASEAPS) Congress 2017 and supported 3 members to attend the pre-congress Pain Management Camp in February 2017. This meeting remains an important platform for interaction among pain physicians within the region and PAS would continue to support members to attend the meeting.

3.5 The President announced that he would be completing his term as President of PAS after 6 years at the helm and he thanked all the Council members, as well as all PAS members, for supporting him all these years.

4. Honorary Secretary’s Report by Dr Ong Say Yang 4.1 The Honorary Secretary presented the Honorary Secretary’s Report for Year

2016.

4.2 Management of the Society

The PAS Council 2015 to 2017 is composed of the following:

4.3 Membership The membership of PAS totaled 116 (27 Life, 88 Ordinary and 1

Associate) as of 8 March 2017. There was a decrease of 10 members compared to year 2016 as inactive members who did not renew their subscriptions and were not contactable were removed from the membership database.

5. Honorary Treasurer’s Report – Dr Wilson Tay

5.1 The Hon. Treasurer reported on the following: • PAS made a loss of $15,134.16 for the year ended 31 Dec 2016. • The total net worth was $275,985.86 as at 31 Dec 2016.

5.2 The Hon. Treasurer explained to Dr Dominic Leung that the expenses for sponsorship for ASEAPS were classified under travelling expenses for financial year 2015. He further informed that there were no sponsorships given to members to attend IASP in year 2016. Dr Dominic Leong suggested implementing a more detailed classification for the income and expenditure report going forward.

5.3 The members also discussed ways to ensure the financial success of future events organised by PAS.

7. AOB 7.1 Dr Prit Anand Singh would like to find out what were the things that had

being done for primary care in terms of pain management. Dr Ho Kok Yuen explained that PAS frequently organised talks and lectures that catered specifically for pain management at the primary care level. He also encouraged general practitioners to attend these events. Dr Noreen Chan added that PAS is keen to explore adopting the Essential Pain Management (EPM) programme, in particular the instructor (train the trainers) workshop and the EPM lite (a half-day programme targeted at medical and nursing students). The new PAS Council will look into introducing the programme at PAS ASM 2018.
