Capital Grants Overview

Each year eligible applicants work with their local Legislative Representatives to apply to receive grant funds to complete capital projects (e.g. improvements to land or structures).

Eligible participants include: Nonprofit Educational or Public-Health

Institutions 501©3 Nonprofit Organizations Schools Institutions of Higher Learning

The projects that are funded offer benefits to local communities, including :

local businesses

Capital Grants Overview

Currently, $798 million in Capital Grants are funding 1,500 local infrastructure projects across the State.

The 2018 Maryland Consolidated Capital Bond Loan (MCCBL) bill authorized 272 bond bills for local initiatives for a total of $168 million.

Merriweather Post Pavilion - $20,000,000(Howard County)The Merriweather Post Pavilion is a 51-year old outdoor amphitheater in Columbia, MD owned by the Downtown Columbia Arts and Culture Commission. Twenty million dollars ($20,000,000.00) in grants has been awarded to assist in funding four capital construction projects for the design, construction, reconstruction, renovation, repair, and capital equipping of infrastructure improvements. Completion of the projects entail the full redevelopment and modernization of the amphitheater.

Maryland Zoo in Baltimore - $47,960,000.00(Baltimore City)The Maryland Zoo is committed to serving the surrounding communities by inspiring and educating people in the support and conservation of wildlife and wild places. To date, the Maryland Capital Grants program has awarded $47,960,000.00 to this treasured institution to assist in funding seventeen (17) projects that includes infrastructure improvements, trams and an elephant house.

2018 Bond Bill Funding

During the 2018 legislative session, the Maryland General Assembly evaluated 240 bond bill requests that totaled nearly $62.9 million.

Grant recipients are responsible for hiring contractors to work on capital projects.

Capital Grant Policies & Requirements

Grant recipients are encouraged to follow State policies and requirements in regards to the planning and implementation of capital projects funded by grants to avoid loss of grant funds.

Capital Grant Policies & Requirements

Minority Businesses Grant recipients are encouraged to solicit certified Minority

Business Enterprises (MBEs) for all contracts.

Resident Businesses Grant recipients are encouraged to solicit Maryland resident

businesses to design and construct grant projects.

Competition Grant recipients are encouraged to use a competitive

procurement process when obtaining contractor services.
