President’s Message Dear Friends: As a non-partisan organization that represents the State’s only true regional form of government with a unified and proactive voice, NJAC is dedicated to advancing innovative programs and initiatives that enhance the level of service provided and save valuable taxpayer dollars. Our extensive grassroots advocacy begins with an active Board of Directors and includes: developing informative position statements; testifying at legislative committee meetings and public hearings; leading timely workshops and strategic planning sessions; managing the press and public relations; and, promoting cutting edge county initiatives. NJAC conducts comprehensive research and analysis on a wide range of county specific topics that include: criminal justice reform; county budget and tax rate data; pension and health benefits; the costs associated with operating and maintaining county court facilities and prosecutor offices; property tax cap levy restrictions; salaries; and, much more. Board members meet on a regular basis and we provide bi-monthly updates through “State House News,” an informative E-Newsletter sent to county officials throughout the State. Of significance, NJAC is continuing to advocate for legislation to permanently extend the 2% cap on binding interest arbitration awards as a proven tool for controlling public safety personnel costs, negotiating reasonable successor contracts with collective bargaining units, and avoiding excessive arbitration awards granted by third party administrators who are not accountable to taxpayers. Each spring, NJAC hosts an outstanding annual celebration of county government, where county officials from across the State share valuable resources and ideas; and, earn continuing education credits by participating in accredited professional development workshops. We’re expecting well over 500 guests this year for the highly anticipated event that takes place from May 9th through May 11th at Caesar’s in Atlantic City and includes: the 7th Annual County Vocational-Technical School Cook-Off Challenge; an inspiring County College Acapella Sing-Off; an insightful briefing by the State’s former governors; and, Governor Phil Murphy as our invited keynote luncheon speaker. NJAC also conducts a one-day summit each December, where last year over 200 community and business leaders participated in an important and timely discussion on county government’s role in battling the opioid epidemic, providing resources for recovery, and taking critical next steps. Additionally, NJAC partners with the Rutgers University Center for Local Government Services to offer the State’s only “County Administrators Certificate Program,” open to all local government employees and elected officials choosing to advance their careers in public service by studying procurement, labor relations, fiscal affairs, and ethics. Finally, over the past five years, the NJAC Foundation has awarded over $250,000.00 in scholarships to hardworking county vocational-technical school graduates who plan to continue their education at a county or state college or university. Through the generosity of some of New Jersey’s most prominent businesses, such as Investors Bank, PSE&G, NJM Insurance Company, Verizon, and Wells Fargo, the NJAC Foundation has enjoyed the opportunity to provide some much-needed financial assistance to an impressive group of hard-working students. I look forward to a terrific year, and please make sure visit our website at www.njac.org for additional details about our growing organization. Sincerely, Mary H. Melfi NJAC President Hunterdon County Clerk
