To: CharteredClubsandOrganizations(CCOs)Cc: DemocraticCountyCentralCommitteesFrom: KaseyWalukonesDate: June1,2017RE: 2018EndorsementInformationAsinpastyears,CharteredClubsandOrganizations(CCOs)havetherighttorepresentationatthefirststepintheCaliforniaDemocraticParty’sendorsementprocess,whichtakesplaceattheCDPPre-EndorsingConferences.MajorchangesweremadetotheCDP’sendorsementprocesswhichwerefirstenactedinthe2016cycle.BelowisareviewoftherulespertainingtoCharteredClubsandOrganizations(CCOs)

1. CharteredClubsandOrganizations(CCOs)mustsubmitarosterof“membersingoodstanding”to

boththeirCharteringAuthorityandtheappropriateRegionalDirector(s)byJuly15,2017.

2. CCOsmusthaveaprovisionthatonly“membersingoodstanding”asofJuly1,2017shallbeincludedontheroster.

3. CCOsmustdefinethephrase“memberingoodstanding”intheirrulesand/orbylaws.

4. TheCCO’sPresident,SecretaryorTreasurermustcertifythestatusofthe“membersingood

standing.”

5. CCOsmusthaveaprocessintheirrulesand/orbylawsthatgovernstheselectionofpotentialrepresentatives(ensuringthatonlymembersingoodstandingcanparticipate),ormustselectthematadulynoticedmeetingaffirmedbyavoteofthosememberswhoareingoodstanding.

6. CCOpotentialrepresentativesmustbesubmittedtoboththeCharteringAuthorityandthe

appropriateRegionalDirector(s)byNovember2,2017.

ProcessforDeterminingNumberofRepresentatives(remainsthesameasbefore2016cycle)EligiblevotersforthePre-EndorsingConferencesincludeDSCCMemberswithfullvotingrights,regularCountyCentralCommitteeMembers,andDesignatedRepresentativesofCharteredClubsorCharteredOrganizations(1per20DemocratsineachAssemblyDistrict).ThenumberofADRepresentativesforaCharteredCluborOrganizationwithineachAD,iscalculatedasoneRepresentativeper20members(ingoodstanding),whomustberegisteredtovoteinthedistrictbasedontheADboundaries.Alleligiblevoterswillvoteinthedistrictsbasedonwheretheyareregistered.

RelevantEndorsementBylaws(PostedDecember2016):ARTICLEVIII:EndorsementofCandidatesforPartisanandNonpartisanoffice,andendorsementandoppositiontostateballotpropositions,initiatives,referendum,andrecallSection3g.(5)(c):(c)DesignatedAssemblyDistrictrepresentativesfromcharteredclubsandorganizations.1. RepresentativesfromeachDemocraticCluborotherDemocraticorganizationcharteredby

ThisCommitteeorbyaCountyCentralCommitteeintheyearpriortothepre-endorsingconferencesshallbeeligibletoparticipate,asfollows:(a)TheChairoftheCharteringOrganizationshallhavecertifiedthevalidityoftheCharter,

andthattheClubwascharteredandhassubmittedarosterofmembersingoodstandingdulyregisteredasamemberoftheDemocraticPartyofCaliforniatoboththeChairoftheCharteringOrganizationandtotheappropriateRegionalDirectorofThisCommitteenolaterthanJuly15oftheyearimmediatelypriortotheendorsingprocess,andthat:

i.Therulesofby-lawsoftheClubcontainaprovisionthatonlymembersingoodstandingasoftheJuly1deadlineshallbeincludedontheroster;

ii.Therulesorby-lawsoftheClubdefinethephrase“memberingoodstanding”;iii.ThestatusofsuchmembersbecertifiedbytheClub’sPresident,Secretary,or

Treasurer;iv.TheClub’srepresentativestoanyparticularpre-endorsingconferencebefromthe

listdescribedaboveandthattheoveralllistofrepresentativestoallconferencesbeequallyapportionedbetweenmen38andwomen,totheextentpossible.

v.Either(1)therulesorby-lawsoftheClubshalloutlinetheprocessbywhichrepresentativestothepre-endorsingconferenceshallbeselected,ensuringthatonlymembersingoodstandingparticipateintheprocessor(2)therepresentativesshallbeselectedataduly-noticedmeetingoftheClub,affirmedbyavoteofthosemembersingoodstandinginattendanceandvoting.

(b)Clubrepresentativesshallbeallocatedasfollows:onerepresentative,residentintheAssemblyDistrictanddulyregisteredasamemberoftheDemocraticPartyofCalifornia,foreachfull(notafractionthereof)20membersingoodstandingregisteredtovoteintheAssemblyDistrictwhowerelistedontherosterreferredtoabove.(c)Clubmemberswhoholddualclubmembershipsmayonlybecountedforrepresentationonce.SuchrepresentativesmustberegisteredDemocrats.Intheeventanameislistedontwoormorerosters,onlyonenameshallbecountedandtheRegionalDirectorshallfirstcountthenameontherosteroftheorganizationwhichdoesnotdepriveanotherorganizationofrepresentation,ifpossible;provided,however,ifthatisnotpossible,thenameontherosterwhichwasfirstturnedinwillbecountedunlesstheindividualislistedasaRepresentativefromanotherorganization,inwhichcasetheindividualshallbecountedonlyontherosteroftheorganizationsoughttoberepresented.

2.ThecertifyingauthorityfortherepresentativesreferredtointhisparagraphshallbetheChairofthecharteredorganization.3.TheseA.D.representativesmayvoteonlyinthedistrictsinwhichtheyreside.

goodstanding”inorderforthemtobeincludedontherostersubmittedtotheCharteringAuthorityandappropriateRegionalDirector.

July15(Sat) DeadlineforCharteredClubs/Organizationstosubmitrosterof“membersin

goodstanding”toCharteringAuthorityandappropriateRegionalDirector.November2(Thu) DeadlineforCCOpotentialrepresentativestobesubmittedtotheboththe

CharteringAuthorityandtheappropriateRegionalDirector.November30(Thu) DSCCDelegateDeadline:Closeofalladditionsorchangestodelegate

/endorsementvoterlists.Therosterofeligiblevoterswillbeavailableapproximatelytwoweekslater.
