Approved by the New Jersey Police Training Commission, this course includes the prescribed
course of study that a Correction Officer must complete as a condition for permanent appointment.
The required units of study in this course include: Professional Development, Criminal Justice
System, Human Relations, Criminal Law in Corrections, Arrest, Search, Seizure, Evidence,

This Program, which incorporates the Firefighter 1 and 2 training courses, introduces the newly
hired Firefighter to the basics of nationally recognized firefighting techniques presented in a
paramilitary setting. Methods of instruction will include classroom theory, skill oriented "hands
on" drill sessions, as well as a physical training and conditioning program. Student performance
and progress will be evaluated throughout the course through the use of exams and evaluations,
which include written, practical and physical assessments. The New Jersey Division of Fire
Safety's standardized Firefighter 1 and 2 certification tests are given as part of the final exam.
The Basic Firefighter Training Program exceeds the performance objectives of the N.F.P.A.
standard 1001 and N.J.A.C. 5:73 4.3 standard which will allow a firefighter to perform firefighting
under direct supervision. All students will receive ICS Orientation, Bloodborne Pathogens, Right
to know and Hazardous Materials Awareness and Operational Levels of training as required by
N.J.A.C. 5:75-6.1, as well as certification in CPR at the Healthcare Provider level.

Basic Firefighter Training Program

Fire Fighter 1 is the first level of a progressive program which includes Fire Fighter 1, 2, and 3.
This level introduces the new firefighter to the basics of nationally recognized firefighting
techniques. Methods of instruction will include classroom theory as well as skill oriented "hands

and final exams, both written and practical. The New Jersey Division of Fire Safety's standardized

The first day of this two day course will begin with a skills evaluation session in order to ensure that the
prospective instructor candidate possesses the basic knowledge and practical skills necessary to become an
effective American Heart Association BLS/HCP Instructor. The AHA Core Instructors Program will then
be presented. This program is intended to help the prospective instructor develop their basic facilitation
skills in the areas such as course preparation, communicating with students, conflict resolution and
classroom preparation. On the second day the Basic Life Support for Healthcare Providers Instructor course
will be conducted. Those students who successfully complete this program must then become affiliated
with an American Heart Association BLS training facility such as the Essex County College Public Safety
Academy, where they shall earn their Instructor certification only after their teaching skills having been
observed and approved by a training center faculty member. All students will receive a BLS/HCP
Instructors manual with a CD-Rom and a basic student manual.

This course will address the OSHA Blood borne Pathogens Standard and review the three most common
blood borne pathogens placing Public Safety personnel at risk: Hepatitis B, Hepatitis C and HIV.
Understanding the mode of transmission, helps reinforce the utilization of Universal Precautions,
vaccination recommendations and prompt reporting of any occupational exposures. The program will
address what constitutes an exposure and available treatments in the event of exposure with special attention
to issues specific to Police, Fire and EMS operators, as well as confidentiality factors regarding the
individual patient and co-workers, as it relates to blood borne diseases.
A course pre-requisite of basic blood borne pathogens training is required. Two (2) elective CEUs will be
awarded to qualified EMS personnel upon successful course completion.

This 3 hour course is the required training for EMS providers associated with registered EPI-PEN
delivery agencies. This training details indications, administration, and general guidelines
regarding use of an epinephrine auto-injector by certified EMS personnel, and can only be
provided to members of agencies that are registered with the NJ Department of Health as a
registered EPI-PEN agency. This course provides 3 elective CEU’s.

This 5-day course prepares the Law Enforcement Firearms Instructor to teach the fundamentals of operating the assault rifle.
Successful completion of the course certifies the instructor to qualify assault rifle operators under the A.G. requalification
guidelines. Instruction includes nomenclature, malfunction clearance; semi-automatic and full automatic manipulation drills,
shooting on the move and other relevant courses of fire. The Course location will be determine by the Academy.
Requirements:
Participants must be Law Enforcement Firearms Instructors. Proof of Firearms Instructor certification must accompany the
registration form sent to ECCPSA. Candidates must achieve a score of 90% or better on the Automatic/Semi-Automatic
Police Service Rifle Qualification Course (ARQC), pass a low light qualification course, demonstrate safe handling skills
and complete all Standards Drills.

The New Jersey Chapter of the National Association of Field Training Officers, in conjunction with the Essex
County Police Academy, is proud to offer our Basic Field Training Officer Course. The Essex County College
Public Safety Academy is located at 250 Grove Ave. Cedar Grove, NJ 07009. This training is designed for
personnel entering Field Training Units in Patrol, Detention, Communications, Emergency Medical Services
and Support Services.
Basic FTO School
Field Training Officers train and evaluate career candidates in preparation for solo duty in law enforcement,
corrections, EMS, and communications. Our Basic 3 day school will provide the new FTO with the tools
necessary to train and evaluate career candidates during the field training process.
NJNAFTO's Basic FTO School is a nationally recognized school for preparing experienced officers for a career
in field training. The San Jose Model, Reno Model, and Modified San Jose Model are discussed. The course
focuses on the FTO themselves, and how they can improve their interpersonal and instruction skills to increase
trainee retention. The classes incorporate a variety of learning activities, including group work, case law review,
and video scenarios.
This 24 hour class covers such topics as Intro to FTO, Adult Learning, Generational Leadership, Standardized
Evaluations Guidelines, Ethics, Equal Opportunity Employment, Civil Liability, and Officer Safety. Built on a
foundation of Generational Communication and Leadership, each block of study is directed at the Field Trainer
and ways to improve their teaching, work product, and approach to today’s new Officer in Training. Information
includes motivating different generations of trainees, career survival for the FTO, liability pertaining to
evaluations, as well as 21st Century Policing and CALEA standards and expectations. PLEASE REGISTER BY February 1, 2018. Seating limited to the 1st 30 applicants, no exceptions. No refunds within 30 days of class, but substitutions of students is allowed.

This course will assist law enforcement (Patrol Officers as well as Detectives) with training that will enhance
their ability to recognize and identify the universe of identity-related documents issued by and relied upon by
the NJ MVC. With emerging technology it has become increasingly difficult to identify fraudulent documents.
Students will learn what tools are available to assist them in identifying counterfeit documents by providing
“hands on” training and experience in the recognition of fraud as it pertains to documents such as: driver
licenses, redesigned 2017 permanent resident cards, redesigned 2017 employment authorization cards, “Next
Generation” passports and Social Security cards. Participants will learn the newest trends in counterfeiting of
identity documents by “on-line” manufacturers, which has become increasingly common due to the ease in
obtaining access to previously unpublished document security technology. The latest trend involves a significant
increase in the counterfeiting of driver’s licenses from Puerto Rico. This course will also identify the differences
between counterfeit and genuine NJ inspection stickers, temporary registrations and certificates of title.
In addition, this class will review facial recognition technology as it is used by the Motor Vehicle Commission
on all images captured as well as the process that is used with the submission of a photo for a “manual upload”.
Of paramount importance is a cutting edge investigative tool available to law enforcement at the New Jersey
Regional Operations Intelligence Center (ROIC). Known as the “Facial Recognition Initiative”, this technology
utilizes the Photo Imaging Mugshot System maintained by the New York/New Jersey “HIDTA” program. Along
with the instruction, the students will receive a booklet with the totality of the identity document safety features,
a “cheat sheet” with the 50 states driver’s license ID features and an asset sheet listing all of the investigative
support services available through the MVC to law enforcement for future reference.

This course will teach the patrol officer forced entry and door breaching techniques used to rapidly
gain entry into commercial, residential, and educational dwellings during active shooter and other
emergency situations. The primary focus will be on the use of hand tools such as the hooligan bar,
sledge hammer, and bolt cutters, which are quickly becoming standard issue front line equipment
in many municipal police agencies. This full day course will include classroom instruction as well
as live practical door breaching exercises. Participants should bring eye protection and work type
gloves. Dress requirements are the officer’s standard patrol uniform and footwear.

Pre-requisite: Attendees must be able to complete a 1.5 mile run in 12 minutes to participate in class.
This activity will be done on the first day of class. Failure to meet the standard will result in dismissal from
the remainder of the course.
The Physical Conditioning Instructor Course is a 40-hour course conducted over five days. The course is
designed to prepare law enforcement officers to implement and teach a physical fitness program in their
respective agencies or in a police academy. Candidates intending to teach at the academy level must
complete the Methods of Instruction Course, which is a prerequisite for certification by the Police Training
Commission as a Physical Conditioning Instructor. The course requires participation in practical exercises
as well as classroom instruction on fitness related topics.

to perform various strength and conditioning, and cardiovascular exercises. Students will be required to

This course will teach the police officer not only the proper use of a Self-Contained Breathing Apparatus
(SCBA), but how such a tool may be applied to both patrol and investigative police functions. Topics
covered will include proper donning and doffing techniques, inspection and maintenance of the SCBA, as
well as use of the SCBA in both hazardous and non-hazardous situations. This full day course will include
classroom instruction as well as live practical exercises. Participants should bring work type gloves as well
as a department owned SCBA and one spare air bottle. With advanced notice, the academy will provide an
SCBA to all participants whose agency cannot provide one. Dress requirements are the officer’s standard
patrol uniform and footwear.
NO CIVILIAN ATTIRE WILL BE ALLOWED.

DIRECTIONS TO THE ACADEMY
FROM ROUTE 280:
Take Route 280 to Exit 7. Make a right turn from the exit ramp onto Pleasant Valley Way.
Travel North on Pleasant Valley Way to the end (approximately 2 ½ miles). Make a left turn onto
Bloomfield Avenue. Go to the 2nd traffic light and turn right onto Grove Avenue. Travel North on
Grove Avenue 1.6 miles to the Essex County College Public Safety Academy.
FROM ROUTES 80 / 46 / 23 INTERCHANGE:
Follow the signs and get onto Rt. 23 South. Travel South on Rt. 23 approximately 2.6
miles. Make a right onto Grove Avenue immediately after the Rail Road trestle. Travel South
on Grove Avenue approximately ¼ mile to the Essex County College Public Safety
Academy.
FROM THE NEWARK / BLOOMFIELD AREA:
Travel West on Bloomfield Avenue to Verona Park. There is a traffic light at the end of
Verona Park. Counting that light as the first, go to the third traffic light and make a right turn
onto Grove Avenue. Travel North on Grove Avenue 1.6 miles to the Essex County College
Public Safety Academy.
FROM THE FAIRFIELD / CALDWELL AREA:
Travel East on Bloomfield Avenue to Verona. As you enter Verona, you will see a large
radio tower on the left. Proceed to the third traffic light and make a left turn onto Grove Avenue.
Proceed North on Grove Avenue 1.6 miles to the Essex County College Public Safety Academy.

GENERAL INFORMATION
Registration
A registration form must be signed by the Chief of Police or designee prior to acceptance
by the Public Safety Academy and must be received at least one week prior to the class
start date. Once completed, registration forms must be mailed or faxed to the Academy.
Class Information
Classes are held at the Public Safety Academy and begin promptly at 9:00 am unless
otherwise indicated. Classroom assignments are posted on the daily activity calendar
located at the facility’s entrance.
Course Cancellation
Courses that do not have the minimum number of registrants will be cancelled.
Departments will be notified of the course cancellation by fax and/or by phone.
Attendance
Class attendance is mandatory for certificate consideration and any absence will be
reported to the parent agency. If absence is unavoidable, the Academy shall be notified.

Unless otherwise indicated, payments (checks or voucher) should for classes are to be

Refund Policy
No refunds will be issued due to failure of attending the class. Refunds shall be
authorized based on a written justification by the agency at least one week prior to the
class start date.

Certificates
Certificates of completion will be issued to personnel who satisfactorily meet the course
requirements.
Dress Code
Proper attire, unless otherwise indicted in the course description, is either departmental
uniform or casual business attire.
Smoking
The Academy is a smoke-free institution; therefore smoking is not permitted in the
building or on the grounds.
Telephone
No messages(s) will be delivered during class except in an emergency. Messages will be
posted on the message board in the main lobby.
Academy phones are restricted to the use of the academy staff and instructors.
Alcoholic Beverages
Consumption of alcoholic beverages is not permitted on the Academy grounds.
Parking
Parking space is limited. State statutes and local ordinances are enforced on the roadways
adjacent to the Academy.
General Restrictions
Students are requested not to speak to or fraternize with any recruit attending basic
training classes.
