Q. Briefly describe your present responsibilities at the Southern California Edison Company. 7

A. I am the Director of Financial and Contract Audits in the Audit Services Department at Southern 8

California Edison. My responsibilities include supervising the planning and execution of audits 9

of financial matters, power procurement, supply chain, and human resources. I also supervise 10

the successful completion of management’s testing of internal controls and fraud risk assessment 11

to ensure compliance with Sarbanes Oxley requirements. Finally, I provide testing and support 12

for our ethics and compliance groups. 13

Q. Briefly describe your educational and professional background. 14

A. I have 15 years of accounting and finance experience, with a particular emphasis on financial 15

reporting and internal controls. Prior to joining Southern California Edison, I held accounting 16

and finance roles with Edison Mission Energy, an independent power producer owned by Edison 17

International, Kilroy Realty Corporation, a publicly traded real estate investment trust, and 18

Vendare Media, an internet advertising firm. I began my accounting career in the Los Angeles 19

office of Deloitte and Touche. I received a Bachelors of Science in Management with a 20

concentration in Finance from Tulane University and a Master’s Degree in Accounting from the 21

University of Southern California. I am a Certified Public Accountant – Inactive. 22

A. I am the Principal Manager of Enterprise Risk Management and Control in SCE’s Finance 8

organization. In this position, I am responsible for identifying, measuring, monitoring, and 9

reporting enterprise risks. I am also responsible for developing a company-wide framework for 10

risk-informed decisions-making process. I have held this position since June 29, 2015. 11

A. I hold Bachelor’s and Master’s degrees in Electrical Engineering from the University of 13

California, Los Angeles (“UCLA”) and Management Development from UCLA Anderson 14

School of Management. I have over twelve years of experience at SCE. Prior to my current role 15

as the Principal Manager of Enterprise Risk Management and Control, I worked as the Principal 16

Advisor of Energy Procurement Policy Analysis and the Manager of Natural Gas Planning. Prior 17

to that, I held Senior Project Management positions in the Transmission Planning and Portfolio 18

Development groups. I started at SCE as a business analyst in the Resource Planning and 19

Strategy department in 2004. 20

Q. Briefly describe your present responsibilities at the Southern California Edison Company. 7

A. I am presently the Director of Public Affairs within the Government Affairs organization for 8

Southern California Edison (SCE). I manage external outreach and public engagement efforts on 9

major company and policy issues, working with 200 local and regional governments and 10

community stakeholders throughout SCE’s service territory. I am also a senior member of the 11

company’s emergency preparedness and crisis response teams. 12

Q. Briefly describe your educational and professional background. 13

A. In addition to my experience at SCE in my role with the Local Public Affairs organization, I also 14

previously served in a leadership capacity in SCE’s Corporate Communications organization. 15

Overall, I have three decades of experience leading public affairs campaigns and 16

communications strategies for major corporations, governments and high-profile issues working 17

out of Washington, DC, Silicon Valley, and southern California. 18

Prior to SCE, I worked at the Motion Picture Association of America leading communications 19

programs. Before that, I was Senior Vice President and Western Region General Manager with 20

Brodeur Worldwide, a global technology public relations firm, having established Brodeur’s 21

Washington, D.C. office earlier. 22

In Washington, I worked with many different industry sectors as a founding member of the 23

public affairs firm Powell Tate, established by President Jimmy Carter’s press secretary Jody 24

Powell and First Lady Nancy Reagan’s press secretary Sheila Tate. I also held positions with 25

global public relations firm Burson-Marsteller. 26

I am a graduate of George Mason University in Fairfax, Virginia with a B.A. in Communication 27

and a secondary concentration in government and politics. I also have advanced certificates from 28

Harvard Business School Executive Education’s Authentic Leadership Development Program 29

and from the Federal Emergency Management Administration’s (FEMA) Emergency 30

Management Institute with certificates in the National Incident Management System (NIMS), the 31

crisis management system sponsored and organized by FEMA and the Department of Homeland 1

Security (DHS). 2

Q. Briefly describe your present responsibilities at the Southern California Edison 7

Company. 8

A. I am the Director of Central Design and Field Accounting (CD&FA) within 9

Southern California Edison Company’s Transmission and Distribution Business 10

Unit (T&D). CD&FA is responsible for the design of the electrical distribution 11

system and the field accounting activities, including facilitation of material 12

management for field crews and work order closure. CD&FA is comprised of four 13

organizations - Technical Design, New Development Planning, Design Support 14

and Field Accounting. Activities in these areas include detailed engineering 15

designs and work order preparation for technically complex capital work, new 16

residential development, select commercial projects, applicant design reviews, 17

process governance, oversight and education and work order closure, 18

timekeeping, record correction and material management. 19

A. I hold a Bachelor of Science degree in Civil Engineering from Obafemi Awolowo 21

University, Ife, Nigeria, a Master of Science degree in Engineering Management 22

from California State University, Northridge, California and a Master of Science 23

Northridge, California. I also completed the Executive Management program 25

from the Anderson School of Management at the University of California, Los 26

Angeles. I joined Southern California Edison in 1997 and have held a variety of 27

technical, project and leadership positions in the Transmission and Distribution 28

organization. I became the Director of Central Design and Field Accounting in 29

September 2014. 30

Q. Briefly describe your present responsibilities at the Southern California Edison Company. 7

A. I presently serve as Vice President, Operational Services and chief procurement officer for 8

Southern California Edison (SCE). In this role, I am responsible for the strategic direction of 9

Operational Services, including corporate security, supply chain management, supplier diversity 10

and development, transportation services, corporate safety, environmental services, business 11

resiliency, and corporate real estate. As chief procurement officer, I oversee purchasing of 12

services and materials in excess of $4 billion annually to support the company’s goals to provide 13

safe, reliable, affordable, and clean energy. 14

Q. Briefly describe your educational and professional background. 15

A. I hold a bachelor’s degree in engineering from LeTourneau University in Longview, Texas, and 16

served as a United States Naval Submarine Officer in Norfolk, Virginia. I am also a graduate of 17

Edison International’s Executive Edge Program. Prior to my current position, I served as vice 18

president and station manager for the San Onofre Nuclear Generating Station (SONGS) where I 19

was responsible for providing oversight of day-to-day plant activities associated with the 20

operation and maintenance of the plant, security, training, engineering, procurement, and the 21

implementation of major projects. Before joining SCE in 2009, I served as the plant general 22

manager for Calvert Cliffs Nuclear Power Plant in Maryland. During my 20 years at Calvert 23

Cliffs, I led all aspects of plant management and implemented a site excellence plan and standard 24

integrated program that directly contributed to improved business performance functions. 25

Q. Briefly describe your present responsibilities at the Southern California Edison Company. 7

A. As of June 13, 2016, I hold the position of Director, Total Rewards and Services in the Human 8

Resources operating unit. In that position, my responsibilities include oversight of the employee 9

benefits function, compensation, occupational health and wellness and HR services, which 10

includes the HR call center, a group to ensure that HR data in our systems is accurate and the 11

processing of onboarding/offboarding. My duties for employee benefits involves benefit plan 12

competitive review and design; benefit program management and administration; coordination of 13

the SCE and EIX Benefit Committee activities; collective bargaining for benefit-related matters; 14

and legislative monitoring and development of policy positions. For compensation, it is to work 15

with executive management to help set the company's total compensation philosophy. For other 16

areas, I help set the strategic direction and ensure that policies, programs and issues that fall 17

under my management are implemented or addressed timely and accurately. Prior to my current 18

appointment, I held the position of Director, HR Operations. In that capacity, I had 19

responsibility for all of the above, as well as for HR’s technology integration, compliance, 20

regulatory, and workforce analytics functions. 21

Q. Briefly describe your educational and professional background. 22

A. In terms of my educational background, in 1985, I graduated with a Bachelor of Arts in Business 23

Administration from Loyola Marymount University in Los Angeles, CA. My undergraduate 24

major was business management. In 1989, I graduated with a Masters in Business 25

Administration in Human Resources Management, again from Loyola Marymount University in 26

Los Angeles, CA. In 2007, I achieved my professional designation as a Certified Employee 27

Benefits Specialist (CEBS). This designation is co-sponsored by the International Foundation of 28

Employee Benefit Plans and the Wharton School of the University of Pennsylvania. In 2011, I 29

achieved the Senior Professional in Human Resources (SPHR) designation. This designation is 30

sponsored by the HR Certification Institute. As to my professional experience, in June 2007, I 31

joined Southern California Edison as the Manager of Benefits Policy and Planning, which was 1

primarily involved in the development of benefits strategy for the Company. In April 2008, I 2

assumed responsibility over both strategic development of the Company’s benefit plans and 3

policies as well as the administration of its employee benefit programs. In June 2012, I assumed 4

interim responsibility over the Company’s compensation and benefits areas, as well as the HR 5

employee call center. In June 2013, I continued responsibilities over compensation and benefits, 6

but also assumed responsibility over the Occupational Health and Wellness and Disability 7

Management areas. In September 2013, I was promoted to the position of Director, HR 8

Operations. During my tenure at SCE, I have managed the redesign and administration of the 9

Health & Welfare plans, the Edison 401(k) Savings Plan and the retiree health care programs; 10

and represented the Company in collective bargaining of (or provided assistance with) the 11

negotiation of multiple benefits agreements. Prior to joining SCE, I was the HR Operations 12

Manager at IndyMac Bank (which included management of the Benefits, Payroll, Records and 13

HRIS Departments), Benefits Director at EarthLink, Inc., HR Director for InterDent, LLC, 14

Benefits Manager at the Jet Propulsion Laboratory and Vice President-Benefits for H.F. 15

Ahmanson & Company. In total, I have more than 29 years of experience in human resources 16

and employee benefits. 17

A. I am the Principal Manager for the Meter Services Organization in the Customer Service 8

Operating Unit (CSOU). I am responsible for maintaining the integrity of SCE’s electrical 9

metering system and delivering field-based customer service to SCE’s customers. The Meter 10

Services Organization includes meter technicians, field service representatives, revenue 11

protection investigators, and support personnel. 12

Q. Briefly describe your educational and professional background. 13

A. I earned a Bachelor of Arts in Management degree from Villanova University and am a FEMA 14

certified Planning Chief. I joined SCE in 1980 and have over 30 years of utility experience. I 15

have held various positions within metering throughout my career, including positions as a Meter 16

Technician, Meter Shop Supervisor, Field Test Supervisor, Manager of Direct Access Metering 17

Operations, Manager of Revenue Protection, and Manager of Meter Engineering – Meter Shop. I 18

have been in my current position since 2012. 19

A. I am the Director of Transmission for Southern California Edison’s Transmission, Substations 8

and Grid Operations (TS&O) organization. Transmission is responsible for all activities related 9

to the construction, inspection, and maintenance of transmission and sub-transmission facilities. 10

A. Over the past 36 years, I have served as a Groundman, Lineman, Senior Patrolman, Construction 12

Foreman, Transmission Estimator, Transmission Design Manager, Transmission Asset Manager, 13

Region Manager in the Distribution Business Line, and the Director of Transmission. I have 14

served as the Director since January 2, 2014. Prior to joining SCE in 1980, I worked in 15

construction and in drilling oil wells. I am currently pursuing a bachelor degree in 16

Organizational Management. 17

A. I am the Director of Grid Services within the Information Technology (IT) organizational unit of 8

Southern California Edison (SCE). Grid Services designs, engineers, installs, operates, reports, 9

and maintains the voice, data, and telecommunications networks for SCE. This division 10

manages, operates, and maintains SCE’s communication network to ensure the communication 11

infrastructure is available 24 hours a day, 365 days a year. Grid Services is also responsible for 12

SCE’s SCADA systems. 13

A. I received my Bachelor of Science degree in Computer Information Systems from California 15

State Polytechnic University, Pomona. I joined SCE in 1989 as a part-time business trainee in 16

the Network Installations department within IT, and became a full-time Desktop Support 17

Manager in 1996. Other positions I’ve held within IT include Project Manager for several high-18

profile projects. In 2000, I became the Manager of Telecommunication Special Projects, and in 19

2005, the Manager of Telecommunications Advanced Technology Planning and Client Services. 20

In 2006, I became General Manager of Network Services within IT – Operations. In 2010, I 21

became Director of Network and Telecommunications Services within IT Infrastructure 22

Services; I presently hold the same position, however, the name of the department has been 23

changed to Grid Services. 24

A. I have a BS in Liberal Studies with an educational focus on Health Physics and have more than 13

30 years of experience in the areas of national security and emergency management. My career 14

includes 26 years of service in the federal government, where I have held several senior 15

leadership positions, both in the field and at the policy level in Washington, D.C. Immediately 16

prior to joining SCE, I was the Response Planning Director for the Federal Emergency 17

Management Agency (FEMA), where I led all national and regional response planning activities 18

and was the planning lead during several large scale disasters, such as hurricanes Sandy, Isaac, 19

and Irene. In that capacity, I was also responsible for leading the agency’s chemical, biological, 20

radiological, nuclear, and explosives programs as well as the National Hurricane Program and 21

Remote Sensing Program. Previously, I ran the Technology Integration Program for the 22

Department of Energy’s National Nuclear Security Administration, which developed specialized 23

emergency response equipment. Before moving to Washington, D.C., I held leadership roles for 24

the Department of Energy’s Nevada Site Office, including the position of Director of the 25

Homeland Security and Defense Division. My federal government experience also includes 26

experience with the Environmental Protection Agency and the Department of Defense. 27

external reporting with the Securities and Exchange Commission, CPUC, FERC, and other 17

regulators, implementation of new accounting standards, and ensuring compliance with SOX 18

requirements. Prior to joining SCE in 2002, I was an audit manager in a public accounting firm 19

primarily serving clients in the energy industry, including Edison International and SCE. 20

districts: Ontario, Covina, Monrovia, Montebello, and Catalina. In addition to the managing 11

responsibilities for electric distribution, I am also responsible for the generation, water, and gas 12

A. I hold a Bachelors Degree of Arts in Business Administration from the University of La Verne. I 15

have been employed at SCE for over 29 years. In June 1987, I began my career as a Meter 16

Reader and served in that position for two years. From there, I promoted through the levels of 17

Groundman, Apprentice Lineman, Journeyman Lineman, Service Planner, General Supervisor, 18

Planning Supervisor, Region Planning Manager, Project Manager in PWRD RPPM, District 19

Manager, and Principal Manager for the Rural Region. I began my current position as Principal 20

Manager for the Orange Region in December of 2012. 21

I joined SCE’s tax department in 1998. Between 1998 and 2009 I specialized in accounting, 16

financial reporting, budgeting and regulatory recovery of SCE’s federal and state taxes based on 17

income. In 2005, I accepted the position of Senior Manager of SCE’s accounting for income tax 18

function. In 2009, I accepted a Senior Project Manager position in SCE’s Financial Reporting & 19

Technical Accounting Department with responsibilities for quarterly and annual footnotes and 20

MD&A, analyzing the effects of FASB accounting pronouncements on SCE, and researching 21

complex accounting issues. In 2013, I accepted a Senior Manager position in SCE’s Capital 22

Asset Accounting department, managing the book & tax depreciation function. This organization 23

is responsible for accounting, financial reporting and regulatory recovery of SCE’s book basis 24

revenue requirement calculations and rate design for both retail and resale customers. I filed 17

testimony on behalf of SPS before the Texas Public Utility Commission and the Federal Energy 18

Regulatory Commission. In November of 1993, I began to work for SCE as a financial analyst in 19

the FERC Pricing section in the RP&A Department. While working in the FERC section, I was 20

responsible for the rate design for SCE’s requirements sales for resale, Wheeling Access 21

Charges, and wholesale Distribution Access Charges. In March 1998, I became a supervisor in 22

the Revenue Requirements division of RP&A, responsible for supervising a group of analysts 23

that oversee the forecasting and recording entries associated with all CPUC regulatory 24

mechanisms. In December 2001, I was promoted to the position of manager in the Revenue 25

Requirements division of RP&A. In August 2006, I was promoted to Manager of CPUC 26

Revenue Requirements, and in March 2013, I became the Director of CPUC Revenue 27

Requirements and Tariffs taking on the additional responsibilities for managing SCE’s tariffs, 28

and advice letters. I have previously testified before the California Public Utilities Commission. 29

demand by rate group including, program design, data extraction and verification, 21

State University and previously served on the faculty for Depreciation Programs for public utility 17

I have prepared and presented a number of papers to professional organizations, committees, and 21
