Through automaon of some funcons, AI has the potenal to augment analysts’ capabilies and generate more insighul and data-driv- en assessments. The IC is focused on how to incorporate AI, automaon, and machine augmentaon of analysts (“AAA”) into current analyc processes. Panel Summary This panel discussed the emerging technology of arficial intelligence, its applicaon to intelligence work, and the best pracces that facilitate its exploitaon. Automaon refers to funcons or processes that can execute a repeatable task with lile to no human intervenon. Augmentaon is the process by which the IC workforce’s output will be enhanced by AI and automaon technology.

• AI can effi ciently integrate informati on from multi ple collecti on streams to generate high-quality all-source intelligence.

• A machine-generated intelligence assessment must equal the quality of a human-generated assessment in order for it to be acceptable.

• Current legislati on and policy are suffi cient for the IC to set an ethical framework for the use of AI technolo-gy.

• Arti fi cial intelligence is unlikely to displace workers in the IC. AI is engineered to perform tedious tasks that humans do not want to do (such as organizati on of informati on) or to fi nd details that easily escape the no-ti ce of human analysts (such as looking for a change in a single feature from among thousands of images).

• Although cogniti ve AI – high-level reasoning equivalent to human cogniti on – is not yet on the horizon, there

• The U.S. government should be thoughtf ul in how it partners with the private sector regarding new technology by working with companies committi ng to enhancing the IC mission and addressing its greatest challenges.

• Before using AI, the IC should defi ne its objecti ve and then determine whether AI can help achieve it more eff ecti vely.

• The IC should be nuanced in the way it incorporates AI experti se. For example, it can off er opportuniti es for private sector data scienti sts to work with IC counterparts, and it can train IC personnel to develop the quan-ti tati ve skills needed to work with AI.

• The IC should conti nue to train its workforce with AI capabiliti es that are consistent with mission objecti ves.

ABOUT INSAThe Intelligence and Nati onal Security Alliance’s mission is to foster dialogue between public and private ele-ments of the nati onal security sector.
