FY 2018 High Priority Grant Program

The High Priority (HP) Grant Program is a discretionary program which provides financial assistance for: 

• HP Innovative Technology Deployment (HP‐ITD) Projects• HP Commercial Motor Vehicle (HP‐CMV) Safety Projects

PRISM, SSDQ, CMV Safety, Temporary FMCSA HQ Assignment, and Areas Impacted by Natural Disasters

FY 2018 HP ITD Highlights

The FAST Act provided flexibility for the States to utilize a portion of their MCSAP funding toward ITD operation and maintenance* 

– Any MCSAP lead agency needing ITD O&M funding for deployed projects should utilize MCSAP funding for this purpose.

– MCSAP Lead Agencies applying for ITD O&M via a separate ITD grant application will be considered only after all other HP projects have been considered.

– Any eligible non‐MCSAP lead agency needing ITD O&M funding should apply as part of any HP‐ITD grant application.

HP‐CMV awards are available to States, the District of Columbia, the Commonwealth of Puerto Rico, the Commonwealth of the Northern Mariana Islands, American Samoa, Guam, and the U.S. Virgin Islands, local governments (including county, city, township, special district, and Federally‐recognized Native American tribal governments), institutions of higher education (public, private, and state‐controlled), non‐profit organizations with or without having a 501(c)(3) status with the Internal Revenue Service, for‐profit entities (including small businesses), and other persons. 

“Other persons” is defined as an entity not included above but may not be an individual, foreign entity, hospital, public/Indian housing authority, or Federal institution.

ITD Purpose

Established by the FAST Act

The ITD program is designed to:• Improve safety and productivity of motor carriers, commercial 

vehicles and their drivers

• Improve efficiency and effectiveness of commercial vehicle safety programs through targeted enforcement

• Improve data sharing within States and between States and FMCSA

• Reduce regulatory/administrative costs (Federal/State and industry)

• States are required to have an approved program plan/top‐level design that is in compliance with the National ITS Architecture

• The priority elements of safety information exchange, e‐credentialing, e‐screening remain
