Welcometo2018andtheARFNewsletter.ThankstoKathyBrownfortheoutstandingjobshehasdonetocompileandprepareinformationofinteresttoourmembership.Our2018Yeargotofftoasnowystart,andourJanuaryLuncheonwascancelledwhenweatherforecasterspredicted4-6inchesofsnowduringthedayofourJanuaryLuncheon.WemissedtwoexcellentpresentationsarrangedbyRayFornes,butthedecisionturnedouttobeaprudentonewhenitsnowed6-8inchesthatday.RayhasscheduledanoutstandingseriesofpresentationsforourSpringLuncheons,soplantojoinusonthethirdWednesdayofeachmonth.Ona�inalnote,nominationsfortheFridayAwardarenowbeingaccepted.ThisprestigiousawardwillbepresentedbyARFatourMayLuncheon(May16th)toanindividualwhohasgivenextraordinaryserviceinretirement.TheARFBoardwillselecttherecipientatourAprilmeeting,soconsidernominatingsomeonedeservingofthisaward.FurtherinformationabouttheawardandproceduresforcompletinganominationarelocatedontheARFwebsite.Ihopetoseeyouatourremainingspringluncheons!

January18,2017Dr. Jason Miller, Professor of English, North Carolina State University "Dr. Martin Luther King, Jr.’s Dream: Rocky Mount, NC, November 27, 1962" Note:SupplementarymaterialsrelatedtothistalkareavailableontheARFwebsiteMiller,whohasstudiedLangstonHughesextensively,notedthatdreamsareoneofthemajorthemesofhispoetryandthathein�luencedmanyothers.Inthiscontext,MillerbeganlookingatapossibleconnectionbetweenHughesandMartinLutherKing.MillerfoundseveralconnectionstoHughesinKing’ssermons,speeches,andotherwritings.Ina1956speechinBuffalo,KingendswithapoemsimilartoHughes’s“IDreamaWorld.”KingmentionsdreamsinasermondeliveredinApril1959.ThiswasshortlyafterthesuccessofA Raisin in the Sun byLorraineHansberry.TheplaytakesitstitlefromapoembyHughescalled"Harlem,"whichfocusesondreamsdeferred.Milleralsofoundcorrespondencefrom1960inthearchivesatYalebetweenHughesandKing.KingaskedHughestowriteapoemforaspecialoccasionhonoringA.PhilipRandolph,andHughesrespondedwith“APoemforaMan.”ButpropheticreferencestodreamsdidnotoccurinKing’sspeechesandsermonsuntil1962.DuringaspeechdeliveredinGreensboroin1963,KingmentionedtheAmericandream.MillerwasawarethatKinghadspokeninRockyMount,NC,onNovember27,1962,buthewasnotawareofanyrecordingofthespeechuntilhefoundatranscriptattheNCStateArchives.Ifthereisatranscript,therehastobearecording.Aftermakinginquiries,MillereventuallytrackeddownarecordingatthepubliclibraryinRockyMount.Therecordinghadbeenstoredinanatticuntilitwasdonatedtothelibraryin2013.Fromthere,Millertookthetapetoaspecialisttomakesureitwassafetoplay.ThewebsiteKingsFirstDream.com nowhastheentirerecording,aswelladditionaldetailsaboutthespeech. Cook, Northrop Grumman Fellow, Northrop Grumman Corporation/Aerospace System "Everything You Always Wanted to Know about Drones But Were Afraid to Ask" CookgrewupinRaleigh,attendedBroughtonHighSchool,andreceivedhisBSandMSdegreesinAerospaceEngineeringfromNCSU.HewasaCaldwellScholarandisnowanadjunctprofessoratNCSU.Cook'sprofessionalcareerincludes�ifteenyearsasacivilianemployeewiththeNavyasprincipalsafetyengineer.HelaterworkedwithMITRE,whichisnowNorthropGrumman.HisfatherisDr.MauriceCook,emeritusfacultyfromCropandSoilScience. Cookaddressedthequestionofwhythemilitaryhaspursuedthedevelopmentofunmannedaerialvehicles,alsoknownasdrones.Dronesofferseveraladvantagesoverconventionalaircraft.Dronesincreasetherangeonthebattle�ield;theygofartherbecausetheyarelighterandhavelessbodyweight.Dronesreducetherisksforpilotsandforgroundforces,andtheyaremorepredictable.Droneslowercosts,becausetheyarelessexpensivetocreateandtakefewerstafftooperate.Cook’stalkincludedafascinatinghistoryofremotelyoperatedaircraft(ROA)createdforthemilitary.ThedevelopmentofROAsdatesbacktoatleastWWI.SamuelPierpontLangleywasanearlyexperimenterwithunmannedaircraft.BetweenWWIandWWIIseveralentitiesconductedexperimentswithradio-controlledaircraft.RadioplaneCompany(eventuallypurchasedbyNorthrop),produceddronesforuseasgunnerytargets.ThemilitaryusedsomeaerialtorpedoesincombatduringWWIIwithlittlesuccess,andtheyuseddronesforsurveillanceduringtheVietnamWar.Israel,however,pioneeredtheuseofdronesforsurveillanceandreconnaissance.DroneshavebeeninconstantusesincetheFirstGulfWar,andadramaticincreaseintheuseofdroneshastakenplaceinrecentyears.Themilitarycanmoreeasily�ightadversarieswhohavelittleanti-aircraftcapability.Dronesareidealforlong-termsurveillance,becausetheydonotgettiredorblink.Thetechnologyhasalsobecomemorereliable.Withsatellites,dronescanbecontrolledfromtheothersideoftheworld.BecausethedronesareGPSenabled,navigationalaccuracyhasincreased. WellknowndronesincludethePredatorandtheReaper.Thesehavegreatenduranceandcancarryweapons.OthersinusebythemilitaryaretheRQ4GlobalHawk,theRG7Shadow,andtheFireScout,whichisaverticaltakeoffdrone.Thelaterthreeareprimarilysurveillancedrones.TheGlobalHawkhasestablishedrecordsforaltitude,endurance,anddistance.Asforthemilitary'sfutureuseofdrones,Cookindicatedthatcon�lictscanbewon


usingthistechnology.Concernsabouttheirautonomydoexist;theymightbetoosmartfortheirowngood.Sohowcanthistechnologybeusedintheciviliansector?Deliveringpackageshasgreatpotential.AmazonPrimeAirplanstodeliverpackagesweighinglessthan�ivepoundsviadrones.Thiswilldecreasedeliverytimebyavoidingcongestiononthehighways.Otherusesmightincludemonitoringandobservingchildren,sportsactivities,traf�icandcrimeareas,andforest�ires.Safetyinspectionsofrailroadtracksandtrackingcropdevelopmentareotherpossibleuses.Increasinguseofdronetechnologybyciviliansdoesposechallenges.Oneistrainingtheneededpilots.Pilotswantto�lyplanesratherthandrones.AnotherproblemisintegratingcivilianuseintothenationalairspaceandtherulesestablishedbytheFAA. Questionsraisedafterthetalktouchedonprivacy.Becauseairspaceisapublicasset,individualsdonotownthespaceovertheirownhomes.Controllingciviliandronessotheycannotdeliverbombsisaconcern,aswellastheairworthinessofthedrones.Butopportunitiesexist,suchasdeliveringaidinemergencies.Forinstance,dronescoulddelivermedicineandbloodfortransfusionsafteranearthquakewhenaccessislimited.Howevertheyareused,wecanbecertainthatdroneswillplayalargerroleinourlivesinthefuture.

Dr. W. Randolph Woodson, Chancellor, North Carolina State University "2017 Update on North Carolina State University"Fall2017sawarecordnumberofapplicationsforundergraduateadmissiontoNCSU—applicationswereup10%over2016,and27,000peopleappliedfor4300slots.TheuniversityhasstudentsfromallonehundredcountiesinNC.Wearelimitedto18%enrollmentfromoutsidethestate,andinternationalapplicationsforgraduateschooldeclined20%.Forthesecondyearinarow,astudentfromNCSUhasbeenawardedtheprestigiousChurchillScholarship,whichwillprovideallexpensestostudyatCambridgeUniversityforayear.ChristopherCooper,aseniormajoringinchemicalengineeringandeconomics,willpursueamaster’sdegreeinchemicalengineeringandbiotechnology.WoodsonalsomentionedtheworkofAbeDrechslerandBrianGaudio,both2014graduatesoftheCollegeofDesignwithBAdegreesinarchitecture.TheyreceivedLindaandTuranDudaTravelingFellowships,whicharegiventoarchitecturegraduateswhohaveshownacademicanddesignexcellence.WiththismoneyDrechslerandGaudiofocusedonhousingissues;theywenttomajorcitiesinSouthAmerica,�ilmedshantytownsandslums,


andcreatedadocumentary�ilmcalledWithin Formal Cities .ScreenedoncampusinMarch2017,the�ilmshowshowthesecitiesarebeingcreativeandadaptive. Twofaculty,PaulTurnisky,NuclearEngineering,andJayNarayan,MaterialsScience,wereelectedtotheNationalAcademyofEngineering(seeNC State News forFebruary9,2017,formoreinformation).RodolpheBarrangoureceivedthe2017NationalAcademyofSciencesAwardinMolecularBiology.BarrangouisafacultymemberintheDepartmentofFood,Bioprocessing,andNutritionSciences.HisresearchinvolvesCRISPRtechnologyandtheabilitytoperformgeneediting.In2016Barrangoureceivedtwodistinguishedawards:theCanadianGairdnerInternationalAward(recognizingcontinuedevolutionofCRISPRtechnology)andthe2016WarrenAlpertFoundationPrize(recognizingresearchthatmayhaveanimpactonthecureortreatmentofdiseases).ThreefacultyhavebeennamedfellowsbytheNationalAcademyofInventors:FrancesLiglerforbiosensorproducts;B.JayatBaligaintheareaofsemiconductordevices;andRubenCarbonellforremovalofinfectiousprionproteinfromblood(MadCowDisease).Allfellowsarenominatedbytheirpeers,havereceivedU.S.patents,andhavecommercializedtheirresearch(seeNC State News forDecember13,2016,formoreinformation).TwobuildingprojectsareintheworksforCentennialCampus.Thenewplantscienceresearchcenterwillbethelargestbuildingoncampus.Thebuildinghasagoalof$160million;with$45millionfromtheGoldenLeafFoundation,$85millionfromtheConnectNCbond,and$9millionfromagriculturalrelatedorganizations,constructionisscheduledforcompletionin2021.Alsobuiltwithbondmoney,theEngineeringBuildingOvalwillcompletethemoveofengineeringdepartmentstotheCentennialCampus.ThisbuildingwillcontaintheDepartmentofCivil,ConstructionandEnvironmentalEngineering,theEdwardP.FittsDepartmentofIndustrialandSystemsEngineering,theDean’sOf�ice,andtheEngineeringEducationEnhancementCenter.NCStateisinthemiddleofacampaigntoraise$1.6billiontosupporttheneedsoftheuniversity.Alargeportionofthishasbeenraisedinthesilentphaseofthecampaign.ChancellorWoodsonalsorespondedtoseveralquestions.Regardingtherelationshipwiththestatelegislature,hesaiditwasmoredefensethanoffenseatthepresenttime.Asfortuition,itisthesameacrossallmajors,althoughtheBoardofGovernorshasallowedadifferentialforengineering.Enrollmentfromoutofstateisstilllimitedto18%.Incomparison,Purduehas60%outofstateenrollmentanditgetstokeepthemoney.Enrollmentgrowthmoneyislimitedbecausethereisnotmuchroomforincreasedenrollment.Executiveeducationmightbeanareatopursue.RegardingthesizeoftheBoardofGovernorsoftheUNCSystem,WoodsonsaidthatreducingthesizeoftheBoardcouldmakeitmoreeffective,iftheBoardretainstherightpeople.Whilechallengespersist,theoverallstateoftheuniversitycande�initelybedescribedasoneofcontinuedforwardmomentum.

Dale R. Folwell, State Treasurer of North Carolina " The State Health Plan and the Teachers' and State Employees' Retirement System" FolwellwasborninRaleighandeducatedinWinston-Salem.HehasaBSandMSinaccountingfromUNC–Greensboro.From1992to2000FolwellwasamemberoftheForsythCountyBoardofEducation.Beginningin2005heservedintheNorthCarolinaHouseofRepresentatives,whereheintroducedtwenty-sevenbillsthatbecamelaw.UnderGovernorMcCrory,Folwellwasassistantsecretaryofcommerce,headingtheDepartmentofEmploymentSecurity.In2015hewontheelectionforstatetreasurer.Astreasurer,Folwellmanagesapensionfundof$110billion—the25thlargestpoolofpublicmoneyintheworld.Thefundneedstogrowat7.25%ayeartokeeppace.Folwellsaidthefundhasnotgrownthatmuchduringthiscentury,norwillitgrowthatmuchinthenext�ifteenyears.FolwellstatedthatTSERShadpaidout$500millionintwenty-eightdaysinearly2017.Thatwouldbe$6billioninoneyear.Lastyearonly$2billionincontributionsweremade. OneofFolwell’sprioritiesistoreducethefeespaidtooutsideinvestmentconsultants.Thesystempaid$612millioninfeeswithareturnof$800million.Folwellisintheprocessofcontactingtheconsultantsandaskingwhotheyare,wheretheyare,andhowgoodtheyare.HewantstoknowhowlongtheyhavebeeninbusinessandhowlongtheyhavebeeninvolvedwiththeNCpensionfund.Hisgoalsaretoreducefeesby$100million,toreducethecomplexityoftheinvestmentprocess,andtoincreasevalue.Theothermajorsegmentofthestatetreasurer’sjobismanagingtheStateHealthPlan.FolwellindicatedthattheStateHealthPlanhasanunfundedliabilityof$42billion.[InalatertalkonUNC-TVhesaid$32billion.]Hepredictedthatcutswouldbemadeinsomeservices,becausetheplansaretoocomplexandneedtobesimpli�ied.


Othertopicsmentionedwerede�inedcontributionsversusde�inedbene�itsandCOLAdistributions.Thepensionandhealthplansare,ofcourse,vitallyimportanttoARFmembersandwillremainonthegroup'sradar.Dr. William Ditto, Dean of the College of Sciences "The Innovation Corridor at NC State" [Note:Dr.DittosteppeddownasdeaninNovemberof2017.HeremainsonthefacultyintheDepartmentofPhysics.]Dittowasappointedtothepositionofdeanin2015.PreviouslyhewasdeanoftheCollegeofNaturalSciencesattheUniversityofHawaiiatManoa.AsdeanoftheCollegeofSciencesatNCState,Dittomanagedover640faculty,staff,andpostdoctoratestudentswitharesearchbudgetof$50million.Ditto’stalkfocusedontheimaginationcorridorandpopuplabs.DittocomparedtheproposedNCStateimaginationcorridortoBuilding20atMITortheApplecampus.Thepurposeofthecorridoristofacilitaterandominteractions.Anyonecancometothecorridor,shareideas,andseewhatinspirationsresult.Thechallengeisdesigningaspaceoncampustobringthisabout.Toaccomplishthis,aSciencesCrossroadsBuildinghasbeenproposedforthespacewhereHarrelsonHallwaslocated.Dittostatedthatsciencecrosseseverydiscipline,soabuildingneedstobedesignedthatallowsformixingideasandpeople.Partofthisbuildingwouldbeaconnectioncommons,wherefacultyandalumnicouldmentorstudents.Alsoincludedwouldbestateoftheartresearchfacilities.Arooftoparea—whichDittocalledalivevortex—wouldprovideconnectionfordevicesandaccesstobigdata.Tocreatethisimaginationcorridor,otherbuildingsdownthecenterofcampuswouldberenovatedandsmartcityinitiativeswouldbeimplemented,suchaslightrailandbikepathsthroughthemiddleofcampus.Popuplabsaresmall�lexiblebuildingsthatcouldbesetupanywhereoncampus.Thepointistomakeresearchmoreaccessibleandnothidden.Ditto'stalkshowedthatdeliveryofscienceeducationisevolvingatapacethatrivalschangesinscienceitself.

Tom Losordo, Professor Emeritus, Department of Biological and Agricultural Engineering, North Carolina State University "Technology Development for Aquaculture: A Journey from the Land Grant Mission to 'Winning Right' in the Private Sector" Note:SupplementarymaterialsrelatedtothistalkareavailableontheARFwebsiteLosordowasafacultymemberatNCStatefortwenty-fouryearsbeforeheretiredin2012.HeobtainedhiseducationatBatesCollege,theUniversityofHawaii,andtheUniversityofCalifornia–Davis.Losordobecameinterestedinaquaculturebackin1974.Atthattimeproductionwasnegligible.Freshwaterpondswereusedtoproduce�ish,dominatedbyChinawithsomepondaquacultureinHawaii.Themethodusedformarineaquaculturewasnetpens.Salmonwasthepredominantspecies,andmostofthisproductiontookplaceinScandinavia.But,noteveryoneisafanoffarmed�ish.Amajorissueispollution,andthereisa�inelinebetweennourishingtheoceansandpollution.Movingproductionoffshoreoffersabetterchancethatwastewillbedispersedwithminimalpollution.Anotherproblemisthatnetpensaresusceptibletostormsanddisease.ThisiswhereRecyclingAquacultureSystems(RAS)comeintoplay.RASisatank-basedtechnologyforraising�ish.Byrecyclingand�ilteringthewater,salmoncanberaisedinfreshwaterfortheir�irstsixmonthsandthenplacedinsaltwatertomature.State-of-the-artequipment�iltersoutthewaste.Biological�iltersareusedtoconvertnitratestosomethingthe�ishcantolerate,andcarbondioxideisremoved.From1989-2012,LosordomanagedtheNCStateFishBarn,locatedbehindtheMcKimmonCenter.AnotherfacilityonLakeWheelerRoadbecamethecurrent�ishbarn.AnearbyexampleofacommercialproductionfacilityisAtlanticSturgeonandCaviarCompanyinLenoir,NC;in2012oneoftheownerswilledhissharetoNCState.[Note:ThisyearthebusinesswassoldtoMarshallbergFarms,whichhasanotherfacilityontheNCcoast.]LosordoandothersfromNCStatealsodesignedthe�ishbarnandRASforTaylorFarms,whichislocatedinCedarGrove,NC.Thisfacilityraisestilapiaandproducesabout200,000poundsof�ishannually.AfterretirementLosordotransitionedtotheprivatesector,andhenowworksforPentairAquaticEco-Systems.HeisinvolvedintheresearchandeducationoperationinFlorida.PentairisaworldwidecompanywithafacilityinSanford.OneoftheexcitingnewventuresforPentairisturningaformerHamm’sBrewerybuildinginSt.Paul,MN,intoanaquaponicsfacilityforacompanycalledUrbanOrganics.Theretheyraise�ish(tilapiaandsalmon)andusethewastetoraiseaquaponicorganicgreensforstoresintheMidwest.Asecondfacility


hasbeenopenedinoldSchmidt’sbrewery.The�irstcropoforganicproducewasharvestedonApril17,2017—takingonlythreeandone-halfweekstogrowonetonofgreens.Astheworldgrappleswithfeedingitspopulationandsustainingitsenvironment,aquacultureoffersaviableavenueformeetingthesechallengesinthefuture.Dr. Frances Ligler, Lampe Distinguished Professor of Biomedical Engineering, North Carolina State University "Biomedical Engineering" LiglerhasdegreesfromFurmanUniversityandOxfordUniversity—primarilyintheareaofbiochemistry.ShereceivedadditionaleducationatOxfordinthe�ieldofbiosensors.ShehasbeenatNCStatesince2013.PriortocomingtoNCState,sheworkedattheNavalResearchLaboratory.Herspecialtyisopticalbiosensors,butherresearchspansmanyareas.Liglerbeganhertalkbyde�iningbiomedicalengineering,whichisdif�iculttodo.Biomedicalengineeringisn’ta�ieldofstudyper se .Itiscross-disciplinaryandintegratesengineeringwiththebiologicalsciencesandmedical�ields.Whatdobiomedicalengineersdo?Liglermentioneddevelopingstents,implantableelectrodes,robotics,andtissueengineering.ShealsoprovidedexamplesfromthemicroscopetothestethoscopetotheRoentgenx-ray.RecentadvancesinbiomedicalengineeringhaveincludedMRIofthebrain,insulinpumps(evenmoreadvancedpatchesonskintoreleaseinsulinwhenneeded),arti�icialhearts,andarti�icialjointsandhips.NCStateisdevelopingarti�icialbonesforlimbs.

Majorthrustsincludethedevelopmentofimplantabledevices,morecontrolleddrugrelease,prostheticdevicesusingmentalcontrol,andphysicaldevicescreatedusing3-Dprinting.Upandcomingresearchincludestissueengineering.NCStateisdevelopingcapillariesthathelprestorenormaltissueratherthanjustcreatingscartissue.Peoplearenowreceivingdegreesinbiomedicalengineering.Sincethisissuchadiverse�ield,itcanbedif�iculttodeterminewhatthedegreerepresentswithoutknowingtheemphasisofaperson'sstudies.AdegreeinbiomedicalengineeringhasbeenrankedbyCNNaspresentingexcellentjobopportunitiesbecauseitisso�lexibleandpaysintheneighborhoodof$80,000.ThedepartmentisajointdepartmentbetweentheUNCSchoolofMedicineandtheNCStateCollegeofEngineering.Fivespecialtyareasareoffered:biomedicaldevices,medicalimaging,pharmacoengineering,rehabilitationengineering,andregenerativemedicine. Courseworkinthebiomedicaldevicesspecialtyincludesfabrication.Medicalimaging,forinstance,involvesdevelopingbetterresolutionforultrasounds.Examplesof


pharmacoeningeeringincludedeliveringtherapeuticsmoresafelyandef�iciently,creatingwound-healingmaterials,anddevelopingmicrobubbles.Microbubblesmayprovidebetterdrugdeliveryorwaysofobservingwhatishappeninginmusclestodetermineiftherapiesareworking.Rehabilitationengineeringinvolvesbraincontrol—trackingbrainwavestoseewhatishappeningandhowapersonmightcontroltheactivity.Withintheregenerativemedicinearea,LiglerisworkingwithMichaelDanieleondevelopingbloodvessels.Arti�icialskinisanotherresearchareawithinthisspecialty.TheBMEdegreeisthe�irstcross-universityundergraduatedegreeofferedbetweenUNCandNCState.Itoffersa3-dimensionalcurriculum,whichincludesastrongcore,achoiceofemphasisarea,andabreadthofelectiveoptions.Theprogramprovidesscholarshipsandopportunitiesforprofessionaldevelopmentexperience.Withthisprogram,NCSUisadvancingthestudyofmedicineinthetwenty-�irstcentury.

2017 Recipients of the William C.
