Town of Camillus Landfill Construction and Demolition

Construction and Demolition Fees- Trucks are weighed upon entry and exit and are billed at the rate of $50.00 per ton, $5.00 minimum (tires excluded). See the Town Landfill Web page for more details on large vendor rates. Cars are charged a flat fee of $3.00 per carload (tires excluded) SUV's/Vans: If the seats are not laid flat or removed, the vehicle will be charged a flat rate of $3.00 per load. If the seats are laid flat or removed, the vehicle will be weighed upon entry and exit and billed at the rate of $50.00 per ton, $5.00 minimum (tires excluded). Tires/Rims: $3.00 per car tire without rim, $5.50 with rim (the same charges will apply for light duty pickup trucks with maximum 16-inch tire). Other Trash/Recycling- Your weekly trash and recycling pickup within the Town of Camillus is provided by Dependable Disposal, phone: 689-9588.

CAMILLUS AREA WATER SYSTEM IMPROVEMENTSTOWN OF CAMILLUS

OCTOBER 2017

OCWA – Central New York’s Water Authority -- is completing its fifth year of operations of the Camillus Consolidated Water Service Area. During 2017, OCWA completed the interior and exterior rehabilitation of the Eastview Water Storage Tank on Blackmore Road. It also complet-ed the design for the complete replacement of the Oakridge Water Storage Tank on Oakridge Drive. This tank will be demolished in early 2018 and a new, slightly taller and different style tank will be constructed. During the work, the Oakridge area will be served primarily by the pumping station on Kasson Road and backed-up by a connection with the adjacent Howlett Hill zone. To improve capacity and support this work the pumps at the Kasson Road pumping station will be replaced with new, larger pumps this winter. During 2018, OCWA will also begin design for the replacement of the two tanks on Skyview Terrace. That project will likely take place during the 2019 or 2020 construction seasons. In 2017, OCWA also completed all water meter replacements for the district.

The Camillus Parks and Recreation Department offers a wide array of programs, facilities and parks to meet the recreation and leisure needs of our residents. We offer several Sport Camps, Learn to Swim, Public Swim, Learn to Skate, Public Skate, Fitness Classes, and Karate as well as many other programs and activities. These resources are showcased bi-annually in our program brochure which can be found on the Town’s website or pick up one in our office. DOG CONTROL OFFICE:

Towns of Camillus and Van Buren; including impounding stray dogs and investigating and following up on ordinance complaints against

mail, by phone, in person, and in some cases will issue citations to appear in Town Court.

DOG LICENSING:Required by New York State and Town law, all dogs over four months of age must be licensed and those licenses must be renewed annually. To obtain a license, proof of a current rabies vaccination and proof of spay/neuter if it has been done must be supplied to the

dogs and $14 for ones that are not. The license tag is required to be attached to the dog’s collar.

Individual Municipality dog licensing fees vary; for dog owners liv-

for your town’s dog license fee.

I want to take this opportunity to ask dog owners to be mindful of their dogs barking at all times of the day. Barking from a dog is not the issue; it is when the barking is habitually continuous and un-reasonably disturbs others that it can be considered a violation. The Town of Camillus does have a barking ordinance and dog owners can be ticketed for habitual barking from their dogs. Let’s be neighborly!

Reminder: At our two dog friendly Parks, Camillus Park and the Erie Canal Trail Park, dogs must be leashed at all times and their fe-ces must be picked up and disposed of properly by the person walk-ing that dog. This is the law and insures safety for you and your dog and also allows others to enjoy these parks without stepping in feces and without the fear of a loose dog approaching them or worse.

STAR UPDATE New STAR applicants will receive a credit in the form of a check di-rectly from New York State instead of receiving a school property tax exemption. NEW Basic and Enhanced STAR applicants need to regis-ter with the New York State Tax Department to receive a STAR check. Visit www.tax.ny.gov or call (518)457-2036 to register.

EXEMPTIONSThe Office still administers EXISTING Basic and Enhanced STAR ex-emptions (RP-425) and the Senior Citizen Low Income exemptions (RP-467). Renewals are sent yearly.

There are other various exemptions offered to property owners. Ap-plications are available either online or at the office. For more informa-tion or to download forms please visit the New York State Department of Taxation and Finance website (www.tax.ny.gov) click on property owners, exemptions, and follow guidelines. The following is a list of common exemptions administered by this office:

QUESTIONS ABOUT YOUR VALUE?The office is responsible to maintain, update and record any changes to over 10,000 parcels. Information on your property is available on-line at Onondaga County’s website www.ongov.net. This is used along with sales that have occurred in your area to keep 100% equalization throughout the town. The County’s website also offers comparable sales information, tax maps, and grievance forms (RP-524). To review any questions about your assessment, informal appointments are available after the 1st of January. Please call the office for scheduling. Grievance Day is always available if you still have concerns about your assessment. Grievance Day for 2018 will be Tuesday, May 22nd.

LICENSING & PERMITSThe Town Clerk’s office offers a variety of licensing and permits including: marriage licenses, dog licenses, hunting/fishing licenses, gaming licenses, peddler permits, block party permits and disabled parking permits. Details on the requirements for any of these can be found on the Town Clerk page at www.townofcamillus.com.

PASSPORTSThe Camillus Town Clerk’s office is an authorized processing agent of the U.S. Depart-ment of State. Passport & Passport Card applications are accepted on all business days from 9:00 a.m. until 4:00 p.m. All necessary forms may be obtained from the Town Clerk’s office or downloaded from the US Department of State’s website: www.travel.state.gov/passport.

TAX COLLECTIONProperty Taxes: Bills are mailed by Onondaga County at the beginning of JanuarySchool Taxes: Bills are mailed by Onondaga County at the beginning of SeptemberPayment Options: Payment may be made by check, cash, or EFT/credit/debit (surcharge applies). To avoid penalty, payment in full must be made within the first 30 days of col-lection. After that deadline, penalties are assessed and increase over time. Partial Payments: You may pay your tax bill by up to four partial payments. To be eligi-ble, you must make a payment of at least $20.00 during the first 30 day payment period.

DID YOU KNOW? It is the responsibility of the property owner to ensure timely payment of taxes, even

if you don’t receive the bill in the mail or your payments are made via escrow with your mortgage holder.

If using online banking to have a check issued, be aware that the banks don’t mail them immediately and the envelopes do not contain a USPS postmark. Allow plenty of lead time as bank checks received after the due date cannot be accepted.

NY Real Property Tax Law states that no Town or County official has the authority to waive penalty fees

STAR stands for “School Tax Assessment Relief ”; this exemption will only appear on your school tax bill in September and not on your property tax bill in January.

SENIOR CENTER MEETINGAll senior citizens are invited to attend monthly meetings at the senior cen-ter to learn about programs, activities, and other events. Meetings are held on the 1st Monday of each month at 1:00 p.m. There is a guest speaker each month.

Sug-gested contribution for seniors age 60 and over (or spouse) is $3.00, slightly more for those younger than 60 and guests. DAY TRIPSSeveral day trips including trips to the casino are scheduled throughout the year. A detailed flyer listing all of the trips is available after February 1st.

FITNESS PROGRAMSStretch, Strengthen and Balance Classes are held every Tuesday and Thurs-day from 9:30 a.m. -10:30 a.m. Tai Chi Chih classes are held on Wednes-day mornings at 10:45 a.m. Call the center for fee information.

CatFISH is a volunteer organization that provides free trans-portation to medical and dental appointments for Camillus senior citizens. Rides are available on Tuesdays, Wednesdays, and Thursdays. Senior citizens must be ambulatory, unable to drive themselves and have no other means of transportation. The CatFISH reservation line is open Monday –Thursday 9:00 a.m. – 4:00 p.m. at (315) 701-5949. Calls should be made at least one week in advance.

AARP TAX-AIDEPROGRAM

Held at the Camillus Senior Center, 25 ½ First Street in the Village of Camillus

Tax preparers are available BY APPOINTMENT ONLY. To schedule an appointment, contact the Senior Center at (315) 672-3163 or (315) 672-5820. Appointments will be made beginning January 2nd. Walk-ins will not be accommodated.

This free service is available to taxpayers with middle and low income, with special attention to those 60 and older. AARP Foundation Tax-Aide is the nation’s largest volunteer-run tax preparation and assistance service and is offered in conjunction with the IRS.

One-hour appointments are scheduled for Tuesdays and Thursdays from 9:00 a.m. - 12:00 p.m., beginning February 1, 2018 through April 12, 2018. All returns are filed electronically.

Please bring the following with you when you come:Social Security Card (required)Driver’s License Copy of last year’s income tax return (s);Unemployment compensation statements;SSA-1099 form if you were paid Social Security benefits;All 1099 forms (1099-INT, 1099DIV, 1099-B, etc.) showing interest and/or dividends and documentation showing original purchase price of sold assets;1099 misc. showing any misc. income;1099-R form if you received a pension or annuity;All forms indicating federal income tax paid;Dependent care provider information (name, employee ID, SS#);All receipts or cancelled checks if itemizing deductions;Social Security numbers for all dependents.Property tax receipts including County, Town, and school.

FOOD SENSEFood Sense, a program of the Food Bank of CNY, is a monthly food buying co-op. It is not just for senior citizens. EVERYONE can participate. Monthly packages contain 12-15 staple grocery items and costs $20.50. Monthly specials may also be purchased. Contact the Senior Center at (315) 672-5820 for the current Food Sense newsletter.
