Branch President Report

It is with great pleasure that I present this report as President of the Wide Bay Capricorn Branch. This role has been a huge learning curve and a privilege to represent the Clubs and members of the Branch for this season.

The role of our Clubs, stretching from Yeppoon to Hervey Bay is a vital service to the community which is evident by the demands on our volunteers and a reliance on our expertise and resources for a wide range of activities. Our ultimate aim being to ensure that the beach-going public are safe. With 493 volunteer patrolling members keeping over 130 500 visitors safe at the beaches across the Branch, with 7 920 preventative actions has kept the patrolling members busy with no lives lost between the red and yellow flags. There were 16 rescues performed within the Branch. A range of courses have been made available to members which have been professionally conducted by our Trainers, Assessors and Facilitators which has assisted with keeping members up-to-date or enhancing their qualifications.

Surf Sports program for this season has generally been well attended and provided opportunities for our members to compete at all levels of competition across all disciplines on the beach and in the pool. Members from across the Branch have excelled some winning medals and many achieving personal bests. A special thanks to the Officials and Water Safety personnel, as without you, the competitors would not have access to these opportunities. Moving forward, it is essential that the carnivals and events offered are well-supported and meeting the member’s needs taking into consideration the changing nature and demands of paid work on the volunteer.

The Branch has a number of our Youth, who are the future of surf life saving within our Clubs, attend a number of leadership and development camps throughout the season. It is vital that opportunities are provided for these members to grow and be mentored to see the many facets of surf life saving including how the skills and knowledge gained can open so many doors. This season the Branch overall has seen a steady increase in Youth membership over the past three years with the highest membership in this category (15-18 years) since 2012-13.

This Branch was well represented in August 2018 at the 2018 SLSQ Awards of Excellence where Shirley Holden from Elliott Heads SLSC received SLSQ Life Membership for her outstanding contribution to surf lifesaving over the past decades. Emily Glithero from Yeppoon SLSC was the winner of U18 Junior Life Saver of the Year Award with Sam Milfull also from Yeppoon SLSC being awarded the Andy Frizzell AOM OBE Award for service to Junior Activities in addition to being named Volunteer of the Year. Yeppoon SLSC also took out the JLT Club of the Year and Moore Park SLSC

being awarded Youth Development Club of the Year. This is an outstanding achievement for the Branch – well done to the Clubs and members who took the time to submit applications.

Many thanks to all of the Branch Executive who all contribute an enormous amount of time and personal sacrifice which often goes unnoticed, but it is encouraging to have such passionate people in these roles. I also acknowledge the workload of Club volunteers in regard to administration, governance, fundraising, training and education, patrols, juniors and of keeping a Club harmonious.

A special thank you to the SLSQ Staff - Wide Bay Capricorn Branch Team of Craig, Julie, Jamie, Benjamin and Jacki for your assistance, support and guidance throughout this season.

Thank you to those businesses/organisations who have assisted the Branch with financial support – it is greatly appreciated and look forward to your continued support in the coming season.

Yeppoon SLSC Report

It is with pleasure that I present a report as Deputy President and now Acting President of the Yeppoon Surf Lifesaving Club for the 2018-19. There is no doubt that we have come off a high being crowned SLSQ JLT Club of the Year which was another club milestone for us all. For every and a huge effort from the management team with a special thanks for all the hard work from both our outgoing President Mark Gwynne and incoming President Sam Milfull as we owe so much to these two legends. I commenced with 2 portfolios those being Lifesaving Operations and Safety Officer and then morphing into the President albeit as caretaker for a few months due to Sam’s injury. Then taking on the full reins due to the work cover restrictions instated by SLSQ work cover policy on nil restricted duties. So my dilemma now is where to start. There is no doubt that saving lives on our beach is in our mission statement and our primary goal not to mention our core business. It is an honour to report that we had no reported loss of life on Yeppoon Beach again this season, when being patrolled by our lifesavers. This is another example of our dedicated club members as each role is crucial to form the club we are today and shows the importance of every members and role coming together to the common gaol of zero preventable drownings on our beaches. This statement I think highlights not only what we what we have achieved this season but the standards of so many great people laying the lifesaving foundations in the seasons before us. To be substantiating this claim proves we have both the dedicated members and instructors to ensure our skills are finely tuned and are able to handle any situation. May I thank the dynamic duo in Club Captain Emily Glithero and Chief Training Officer Kirsty Glithero for ensuring members are aware of their responsibilities. This season saw more of a focus on Patrol Captains being the first point of contact for active members via skills maintenance and patrol duties which is a huge step forward. As a Patrol captain myself for many years, I take particular notice of the patrols and think, how lucky our community is to have well attended patrols on the beach. I am sure the public sees them, as true professionals. To the Patrol Captains and patrolling members, a very big thank you for a great effort, and making time to execute your duties. Without instruction and updates on surf lifesaving, we would find it difficult to operate as an efficient body. To this end let me say that our chief training officer, Kirsty Glithero, along with her trainers and assessors added greatly to the ranks of qualified members. Whether it was bronze awards or other awards gained a job well done. There are some major changes to education next season from bronze medallion to trainer assessor qualification upgrades. Kirsty will be well conversed with them all after the State CTO conference in the off season in August and implement these changes into her training plan ready for next season. Just when you thought the building committee had finished the amazing work in renovating the clubhouse post cyclone another huge task came up to lease out the function area commercially to set up the club financially into the future. This was a huge task over nearly two years and is very close to completion hopefully in the off season as well. I must say a very special thank you to our Clubhouse Directors Max and Kathy Bennett. Their dedication to and coordination of Friday night bar duties and club functions was outstanding as this was transitioned across the tall poppy catering to alleviate this huge task each week. Let’s say we are nearly there and I know they are very keen to see this through to completion very soon as they have earned a well-deserved break. To our sponsors, as acting President please let me say a big thank you all as we could not have survived the season without your very generous support. To the media, who have given us coverage of various events, in many ways, whether it was local TV, local radio and of course not to mention our local mirror and Morning Bulletin papers for your continued support. A report could not go to press without a special mention of the very successful surf carnivals under the watch full eye our new Director of Surf Sports Hayley Ohl albeit very boat orientated this season. We have performed extremely well this season to say the least even though it was not across all surf disciplines it was a huge success by this season’s surf sports competitors. Our first carnival was at North Australians where 4 youth were selected for Queensland Country side. This is a continuing legacy under guidance of life member Natalie Cumming as the Assistant manager this season. The huge effort and our training squads are paying off as we continue to have club member selected in multiples for several seasons now. The branch

championships took a huge hit this season with the bad weather and travelling away off the huge high from when we hosted the event and won the titles a few seasons ago. As a newly upgraded carnival official and an age manager I have had the opportunity to observe our members at carnivals in various levels of competition and I am impressed at the sportsmanship conveyed at theses carnivals. The attitude of the members and friendliness towards other club members was first class. It has been a pleasure to represent Yeppoon SLSC. So as acting President I sincerely congratulate all competitors. For every competitor there are several support roles to be met by the club and particularly the junior and surf sports committees. It to these members I sincerely thanks for their supervision and coordination as they look after our competitors both young and old, act as handlers, officiate, provide water safety, IRB crew, gear assistants, age and team managers. To this group of great club members a hearty thank you and well done to all. Another area of the club, our Junior Activities (nippers), are moving along nicely now with Graham Hempson newly at the helm. Anyone visiting the beach on a Sunday morning can see this area is full on. I know this section is trying to provide the younger members with surf lifesaving skills and what to expect at carnivals. To all the Age Managers and their team of dads and mums were terrific in keeping the activities flowing and keeping the juniors interested. We in the senior club look forward to providing additional support and coaching to the junior movement next season. I did not have the opportunity to travel to any junior carnivals this season but form all reports our juniors have done us proud on and off the beach. We have had success at State titles with several medals and final placings in the past and this really lifts the team and spurs them on for next season. I would now like to make mention of the very new and hard- working management committee, without a formal base we would be just “drifting along”. Club members may not see this team working in the back ground but trust me they are continually working to better the club for all of us. Next time you see one of them please say thank you or better still ask what you can do to help. In closing, may I wish Yeppoon SLSC every success in the future and look forward to see the club progress forward with a goal of becoming a champion club in Australia. We have the people, we have the team, and we have the club, so let’s unite and move forward and show what we can really do. This year I personally feel has been full of challenges on one hand and proud club achievements on the other. From Awards like volunteer of the year, under 18 Lifesaver of the Year and the prestigious SLSQ club of the Year to Branch, State, Australian and World title medals making it an exciting season to say the least of which I have thoroughly enjoyed. The management team is working hard to ensure you are represented even better next season and if you wish to join our team please stay tuned for the nominations for club positions coming out soon for election and endorsement at the club AGM on 23 June 2019. I am looking forward to what is over the horizon as from my vantage point next season is going to get even better.

Emu Park SLSC Report It is with great pleasure that I present the President’s Report for the Emu Park Surf Lifesaving Club for 2019. Running a surf lifesaving club is not possible without a great team of people and in 2019 we had great people in many roles right across the Club. In Juniors, Lifesaving Services, Surf Sports and Administration we have outstandingly committed people and we are all in their debt.

Finances

The finances of the club have been very ably managed by our Treasurer Zane Hooton. The work that the Treasurer does is mostly unseen and unappreciated. Zane spends many hours reconciling accounts, paying invoices, and chasing up members for money owed for carnival nominations and the like. The financial position is quite strong on paper however, we have much work to do on our clubhouse and that will take up all of that cash in the bank accounts and term deposits. I encourage all members to read and understand the financial reports, after all, it’s your money as members.

Membership

Our membership across the seniors and juniors remained reasonable steady this season with approximately 70 members on the patrol roster and about 100 in the juniors plus parents as award and associate members carrying out coaching, water safety and other roles. For the seniors our membership goal is to always have enough members to have a robust patrol roster so that the demands of doing patrols are not so burdensome as to be a disincentive to new members joining the Club. Research across lifesaving in Australia tells us that most members are happy to do one patrol per month, while some are happy to do more than that. Our roster of eleven patrols puts us just about right for the one patrol per month but we would like to grow to twelve or even thirteen patrols if we can get the additional members.

Building Works

This area is a significant challenge for us. Most member will know that the southern part of the clubhouse is quite damaged from corrosion and the effects of the weather. We have had several experts look at the building and we believe that the best course of action is to demolish this part of the club and rebuild it to last another 50 years. This is a million-dollar project and while we have about $250,000 of our own funds available, we need to get a grant for the remainder. I have been working with all levels of government as well as the SLSQ grant writing unit, architects and builders in working up a suitable strategy. This will take time, but we need to keep working at it.

Community Engagement

This season we have again been very active in community engagement. We have been active with the Livingstone Shire Council with the on-going plans for the foreshore redevelopment at Emu Park. In September we partnered with the Challenge the Mountain committee to co-host a Sportsman’s Dinner as well as providing water safety on the Fitzroy River for the Queensland Schools Rowing Championships. We have built a close relationship with the Frogs Triathlon Club and the Try2 ocean swimmers in conducting water safety for their events and conducting some clinics to improve the ocean swimming skills of their members. Engaging with the community promotes the work that we do and helps with fund-raising and membership growth.

Communicating with Our Members

We use a Facebook page and two Facebook groups for patrols and surf sports. Communication is a constant challenge as we all have access to more and more communication tools and get bombarded with more and more messages. The text messaging each week for the patrol groups worked well through the season.

Surf Sports

I want to congratulate everyone who committed to Surf Sports during the season. Participating in surf sports builds fitness, confidence and teamwork and I encourage all members to “have a go” no matter what your ambitions might be. We had some great results at many carnivals and members in the Queensland Country Team but the highlight for me was Mason Hebbard completing the Coolangatta Gold. This is the “Everest” of surf sports and takes tremendous dedication to do the training necessary just to finish. Great effort Mase.

Finally, a special recognition to 16-year-old Max Tapp for saving the life of a man at Tallebudgera Creek just weeks after Max completed his Bronze Medallion training at Emu Park. The gentleman had a heart attack while launching his boat and Max, who was nearby, was alerted to the situation. Max took control, got bystanders to assist him and performed CPR for about 20 minutes until the ambulance arrived. This effort was extremely physically and psychologically demanding and is a credit to Max and his trainer, who just happens to be his dad, Shane. And by the way, the patient survived. We are all proud of you Max.

Tannum Sands SLSC Report I would firstly like to say it is a privilege to be in the role of President of Tannum Sands SLSC. I cannot consider it a job or that what I do as work because of the enjoyment and satisfaction I gain from my interactions with my fellow club members.

I do wish to acknowledge the efforts of all our members. Those that patrol our beaches; those that care for and develop our Junior and Cadet members; those that feed us on Sundays, at Carnivals and in our restaurant; those that do the cleaning and maintenance of our equipment and facilities; those that drive us to where we need to be; those that wear our club colours proudly in competition and those that help run our club on the various committees. Please know that your efforts are seen and valued.

There are two members I would like to single out for special mention this season. They are: Nicole Lowe (Club Captain)

Pulling together and maintaining our patrol roster, ensuring that all patrols were supported throughout the season even in the face of losing 3 experienced Patrol Captains.

Performing an extraordinary number of patrol hours (123) to ensure all patrols met their obligations.

Being the power house behind our Grants application success. Meli-Lisa Eayrs (Cadet Member)

Year in Review:

Another very successful year nipper membership numbers are down something to work on for next season. Great to see some new faces starting to put their hand up for roles around the club. Carnivals were well attended by nippers with great results winning the junior trophy at North Aussies and 2nd overall. With junior branch held at our home beach we had more great results winning all but the handicap trophies. Junior states were another great turn out ending up 16th and some great individual results. Some items to work on for next season are increasing our membership numbers, official numbers and getting some more new parents involved around the club. Many thanks to the Water Safety, IRB Drivers & Crewies, Team and Age Managers and Officials. Without your commitment, the club would not be able to compete at these carnivals.

Thank you to all members that were involved in committees for the 2018/19 season. The achievements reached by the club this year would have not been possible if it were not for all the hard work, dedication and commitment from the above people.

I think most would acknowledge that our club has had a hard year – Loss of 3 patrol captains and other patrol members, (mostly moving away from the area with work), we have had the usual University exodus of or young bronze membership but what has affected us is only two new non-Nipper Patrol members joining our ranks this season, difficult financial times, falling membership and a club community that was not harmonious. It is vitally important for the future health and success of our club that we do two things. They are that we tackle these issues head on (and we will in the lead up to the start of the 2019-2020 season) and that we celebrate our successes of this season.

Successes that includes: no lives lost on our beaches, no patrol agreement breaches, new patrolling members welcomed into our ranks, continues youth development (education and social), continued surf sports success, slow increase in master’s participation in carnivals and a very successfully run Junior Branch held at our club.

Next Year:

This will be a key strategic plan issue for the 2019/2020 season. Nicole Lowe (Club Captain) has a robust plan to reconfigure the patrol roster to ensure we start the new season in a healthy state. What we will be working on as a strategic improvement opportunity is to sustain and then rebuild our patrolling membership numbers over the next few years

I can’t and won’t promise next season will be better than our last. All I can promise is that I will do my upmost to make it better and ask you all to please help me bring our Club’s Mission and Vision to life. Thank you

Agnes Water SLSC Report

Agnes Water SLSC total membership numbers for the season were 83, which included 29 nippers participating in the Sunday morning program. Our sole cadet, Jakob Wardlaw, commenced voluntary patrols this season, ably supported by the SLSQ Lifeguard Service. The Club hosted several branch carnivals again this season, including Branch Premiership Series (Rounds 1 and 2), Branch Board Riding Champs, Branch North v South Teams Challenge and Branch U11-U17 Individual Carnival. The Club was also well represented at a number of other carnivals this season. Jakob and Chelsea Wardlaw kicked off the season with strong performances at the North Australian championships, with Jakob gaining selection in the Queensland Country team. Marc Lumbergas-Smith also showed his talent at the junior branch championships winning the U12 beach flag event, whilst Sunni Rasmussen finished 3

rd in the U12 female beach flags. This year, the Club was also represented at the State and Australian

Youth Championships, with Lumbergas-Smith finishing 4th

in the U12 male beach flags, whilst Wardlaw competed strongly to finish 6

th in the U15 male beach flags. This is an impressive result for a small club with only a handful of competitive members.

Upskilling and training has been a priority this season, with members participating in a number of training courses throughout the year. Thanks to Jamie Findlay and Martin Cole for organising and facilitating a Bronze Medallion and SRC course, and also to Jamie for delivering an Observers Award Course. The Club was also a beneficiary of a $7,500 grant from the Department of National Parks, Sport and Racing, which was used towards the purchase of surf sports equipment, and sponsorship from Bendigo Bank (pink vests) and McCoskers (Esky). On behalf of the Club I would also like to extend a thank you to our members, in addition to members from Moore Park, Hervey Bay and Tannum Sands clubs, who provided water safety for the Agnes Water Triathlon that was held in October. The Club commenced a new chapter this season, with the Goora Gan Steiner school sub-leasing part of the clubhouse to accommodate their growing student population. After more than 12 months of consultation and negotiation, improvements and renovations were completed to accommodate the needs of both the school and the Club, with the school officially taking up residence in March 2019. As requested by our membership, the Club will continue to be co-located within the bottom floor of the clubhouse. The school will occupy the entire top level of the building, and outside of school hours, will allow Club access to the ground level to ensure that lifesaving activities continue to be an important part of our local community. After eight years, Karen Wardlaw decided that it was time to step down from the role of Junior Activities Officer. Karen has been a pivotal member of the club and has always been willing to contribute her time over the above the role of JAO. On behalf of the Club, I would like to extend a big thank you to Karen – her energy, enthusiasm, commitment and willingness to do whatever is required is commendable and appreciated by the committee and our membership. Matt Richardson will be taking on the role of JAO for the 2019/2020 season. In conclusion, I would like to extend a big thank you to the committee. Thank you to Club Treasurer Richard Murphy who resigned earlier this year, and also to Craig Williams who agreed to take on the role mid-season. Thanks also to Craig Holden who stepped up again this year in the role of Secretary. It truly is a team effort, and I am genuinely appreciative of the time each of our committee invests in supporting the Club to remain relevant within the Agnes Water community. Finally, I would like to extend a big thank you to our members and our supporters – without your involvement we would not have a surf lifesaving club. Moore Park SLSC Report It gives me great pleasure to present this report on behalf of the Moore Park SLSC in its 65th year of operation. The weather was generally kind this season with the beach being closed for one weekend however there was strong visitation numbers during the patrolling season. There was the occasional fever of stingrays which initially appeared to be sharks swimming side by side that caused some concerns.

At the 2018 Wide Bay Capricorn Branch Annual Awards and Presentation Night, Moore Park SLSC won Patrol Club of the Year, for the fifth time in the last six years – this is an outstanding achievement for the second smallest Club in the Branch. Also, congratulations to the club members who were Branch winners and went on to represent the Club and Branch at the State Awards of Excellence: Paul Figallo - Surf Sports Rookie Official of the Year; Sam Groom – Surf Life Saver of the Year. In recognition of the work and activities carried out for our Club’s Youth led by Sandi Davis, Moore Park SLSC was named Youth Development Club of the Year at the Branch Awards then went on to win the SLSQ Youth Development Club of the Year Award.

The duties “Between the flags” this season were carried out by 31 patrolling members in four patrol groups who completed 66 awards in addition to Junior awards and amassed a total of 2 340.63 volunteer patrol hours. This vigilant patrolling of Moore Park Beach ensured that the 12 427 beach-going public remained safe to return to their families and friends; this of course is our core business “between the flags” and was delivered professionally. There were 1 897 preventative actions and 43 first aid injuries (includes 24 marine stinger) which were handled by patrol members this season. Through a proactive approach of the volunteer patrolling members, there was one rescue performed at our beach this season. The number of beach visitations increased compared to previous years with a decrease in the number of first aid cases this season.

The Club has also been fortunate in obtaining several grants throughout the season including SLSQ QFES Lifesaving Development Fund – first aid supplies and training equipment; SLSA Beach Safety Equipment Fund for a laptop, printer/copier, surf rescue patrol rash shirts; Gambling Community Benefit Fund – new IRB.

On the Surf Sports front, Moore Park competed at the local 4-point carnivals, North vs South, U11-U17, Board Riding, Premiership Series, Branch and State Championships. It is great to see members gaining officiating and coaching accreditations so that they assist the club in ways outside of patrolling.

Junior Branch was held at Tannum Sands this season with a small contingent of families travelling to this event and the junior members achieving some outstanding results. This season saw four Junior members compete at Youth State Championships at Burleigh Heads where they all achieved personal best results.

Overall on the Surf Sports front, Moore Park SLSC was represented at all levels of competition. All competitors, age managers, team managers, water safety, coaches and officials must be congratulated on their efforts throughout the season and for the manner in which they represented this Club.

The Youth of Moore Park attended camps and were involved with various fundraising events throughout this season. Katie Gray nominated and was selected to attend the 2018 UQ SLSQ Leadership Excellence Program where she had the opportunity to meet and network with other youth from across the state. Katie was also a leader at the U14 Breaka Youth Excellence Program. Also, two members, Telissa Hansford and Cailtyn Pape attended the WBC Camp Commando and 2019 Breaka Youth Excellence Program. A group of U13-U15 club members participated in our club Youth Camp organized by Sandi Davis with support from Katie Gray and cooking expertise from John Davis.

Moore Park along with Elliott Heads and Bundaberg Surf Life Saving Clubs conducted the Seahorse Nipper Program for children with disabilities aged between 5 and 13 years of age to have a go at surf lifesaving activities. This year the program has increased in participant numbers to 24 children. For this program to be successful, it takes approximately 60 volunteer surf life saving members time over a number of weekends. It is well worth the time when you see the smiles on the children’s faces and the helpers and eagerness to keep on coming back.

From a fundraising perspective, Stockland Bundaberg and Moore Park members partnered to deliver community support beyond the beach, working to provide a gift wrapping service for Mother’s Day, Father’s Day and Christmas. These are the key fundraising activities for the club and the members are extremely grateful for this opportunity.

A special thank you to the Board members for their support and assistance throughout the year – the season for these volunteers does not stop when patrols finish. It is the behind the scenes work that many do not see to keep the surf club running year in, year out. The sacrifices that you make which takes you away from family and “me” time cannot be underestimated and is truly greatly appreciated.

I thank the many dedicated volunteers/members of our great Club who contributed in so many positive ways during the season and look forward to seeing you next season on our beautiful beach.

Bundaberg SLSC Report

I would first like to congratulate every member of our club on another great season. The Surf Life Saving movement is highly respected in the community for its valued service and I am proud to be the president of Bundaberg club as we continue to provide a safe beach for all to enjoy.

Our membership of 461 financial members has been very good this season particularly in the younger age groups with 162 Juniors and 56 in the 13 to 15 category.

We have completed some major projects this season including the erection of the shade sails on the beach side of the club house. This addition has been a great success as it provides shade for our members as well as the visitors to the beach. Another big improvement has been the installation of a 26 kilowatt solar system on the roof of the club house. This will provide valuable savings on our electricity costs going forward. We have also installed a new floor surface in the kitchen and purchased a large amount of furniture for the club house.

The patrol season has again been carried out with professionalism due to the guidance of our Club Captain Jason Twyman and his assistant Riley McGregor. All patrols were completed with appropriate numbers with everybody enjoying their time on the beach. We had over 37,000 visitors to our beach for the season and the patrolling members carried out 4 rescues, 2491 preventative actions, treated 49 stings and 103 minor first aid cases.

Thanks must go to our JAC Janine Lester who again looked after the Junior activities with military precision. Janine was also the coordinator of the Sea Horse Nipper program between Bundaberg, Elliott Heads and Moore Park clubs. This fantastic program provides beach programs for children with physical and intellectual impairments who otherwise may not get the opportunity to experience nippers.

Dave Lester and his team of trainers and assessors have facilitated over 350 awards and proficiencies for members this season. Another marvellous achievement which takes a massive amount of hours to complete. Thanks again Dave for your commitment to our club.

We had a team of competitors at all Branch, State and Australian Championships this season and came away with medals from all events. I must congratulate Ky Woods for taking out the Gold medal at the Australian titles in the Champion Lifesaver category. The Branch Championships were held at our beach with good numbers in most age groups. This carnival was a great success with good feedback from all clubs.

The club has again been fortunate to receive funding through grants from QLD Fire and Emergency Services and the SLSA Beach Safety Equipment Fund which allows the purchase of valuable patrol equipment.

A great initiative was started this season with the introduction of a 3pm to 6pm Sunday Session in the bar upstairs at the club. Run by Dean Burgess with members volunteering for the bar duty this has been a great success providing a social scene at the club for members as well as the general community.

Bundy Big Bingo has again been run by Danny Carswell and his team with valuable funds being raised to help with the ever increasing costs in running a Surf Club. Thanks again Danny for your years of service.

The Functions in our upstairs centre have been steadily increasing in number thanks to the work of our new Function Coordinator Anne Kerby. Anne has been actively promoting the venue with forward bookings for corporate seminars and general functions improving all the time. Thanks Anne for your hard work.

This year will see the running of the tenth and last Cane to Coral fun run. A huge amount of work goes into this event and thanks must go to President Jason Pascoe and his hard working team for again running this event. The fun run has been a major source of funding for our club for all for the ten years it has been conducted so thanks must go to all involved both past and present.

Once again our volunteers have exceeded expectation over the last season. Apart from the regular Patrols, Nippers, Training and Coaching we have called upon members to assist in a wide range of fundraisers and working bees as well as our commitment to Bingo and they heeded the call.

We will continue to provide quality patrols next season and engage with the community in our role as volunteers.

Elliott Heads SLSC Report

The Elliott Heads Club members have completed another season of patrolling our beach and competing at the various carnivals and championships. The season has been quite successful with strong placings at local events through to the Australian Titles. In addition internal projects have been completed.

A fourth patrol group was again formed for the season providing a little more time away from the beach between patrols. As expected, difficulties were experienced with patrolling numbers during carnival weekends due to a large number of our juniors and seniors competing.

Again this season we had a number of members reach an age where SRC and Bronze medallions were able to be achieved. We also were fortunate to have several senior members complete the training to also hold these levels of qualification. A special thanks to our training officers Rick Wootton and Trevor Harvey for providing the training to these members to enable the awards to be achieved. In addition several members gained further achievements including IRB Crewies, IRB Drivers and various First Aid certificates as well as officials and water safety qualifications.

The previously approved grant for the construction of our gear shed was completed during the season by Ian Winning of Carwin Homes and this additional space has proven invaluable for easy access and safer passage through the clubhouse. After a few teething issues with our Can-am, it has settled in and proving to be a good workhorse to drag the trailer and IRB’s around. Several other smaller grants enabling the purchase of boards and necessary equipment have also been completed.

Unfortunately, it was necessary to cancel our lovely Seahorse program on the day it was scheduled to be held at our club as I found a number of our occasional visitor the bluebottle that would not have made for an enjoyable day of water activities. Rest assured the program will again be held around the start of patrols in September/October at our club and also our other two local clubs who jointly assist in providing opportunities to children who do not always have the option or ability to participate in activities at the beach.

I will advise everyone of the program dates once I have confirmed and booked these in and would love to see our regular helpers as well as those who would like to volunteer for a what is a rewarding experience for all involved. A fun time is had by all.

As those newer to the club may not be aware, our club cannot operate without the support of those who choose to volunteer their time and expertise in various roles. The many hours our patrolling members spend on our beach, our coaches, Junior Activities Coordinator and age managers training our nippers on a Sunday morning and attending carnivals, those who provide water safety or officiating, our training officers for their time spent enabling members achieve their SRC, Bronze, IRB Crewies, IRB Drivers and various levels of first aid. Our lovely ladies of the canteen who keep us from starving and our management committee for making sure everything continues to run in the background.

There are so many members/parents who complete many jobs around the club that make a big difference. Such as cleaning of the pathways and toilets, repairing of the IRB motors, plumbing repairs, replacement of light globes and smoke detector batteries, just to name a few. This is also very much appreciated. These small jobs prevent the work being left to a select few and also keep the operating costs down by not requiring engagement of external contractors.

By the time our new season kicks off, the majority of the Elliott Heads foreshore redevelopment should be completed. We will see some changes particularly to parking however I have met with council to ensure that our club will not be disadvantaged and will actually benefit by working into the surrounding project and upgrades. I do hope that these improvements are ready for the start of the season.

Our nippers are so important to the future of our club. We see year after year our nippers developing while having fun, some choose to compete, others prefer to patrol, regardless they see Elliott Heads as their club. We are a family and proud to be a part of Elliott Heads.

Hervey Bay SLSC Report

It is my pleasure to present the 2018/19 Annual Report of the Hervey Bay Surf Life Saving Club. A season that again has ensured through our well attended and effective patrols we have achieved our primary objective of “zero preventable deaths in Queensland public water ways”.

It has been another great season for the Hervey Bay Surf Life Saving Club turning out 9 full strength patrols with many new Bronze & SRC members joining our ranks. Our patrol teams have ensured our beach users have had a safe environment for our local community and all beach visitors. To the entire Hervey Bay Surf Life Saving Club patrolling team thank you for your vigilance and service. The combined efforts and dedication to our community has been outstanding and is greatly appreciated.

One of the highlights for me as president of our club this year was to receive such positive feedback on the sportsmanship of our junior members at this year’s State Youth Championship. Thank you to our competitors for setting an example for others to follow as it was noticed.

This season we also hosted the Burleigh Heads Mowbray Park Surf Life Saving Club junior squad visiting for the first time our Four Point Carnival. We hope going forward will lead to the development of an ongoing relationship between our clubs and allow members of both clubs to develop ongoing friendships and relationships.

This season 9 new members successfully completed their Bronze Medallions, which is a great effort. Further to this, 15 members completed their Surf Rescue Certificate with many joining our patrols. Thank you to our trainers for their efforts in assisting our new members to gain their respective qualifications.

As a Club we had another busy year running events and we successfully hosted the Hervey Bay Four Pointer, The Hervey Bay Masters and the Torquay Hotel Pier 2 Pub Ocean Swim that again was an enormous success with a good numbers.

I will offer my thanks to all members of committee and volunteers for their combined efforts this year. Managing the operations of Surf Life Saving Club is hard work and requires the combined efforts of many and again I will take the opportunity to invite all members to get involved in some way to ensure the sustainable future of the Hervey Bay Surf Life Saving Club.

As I reflect on the completion of another season of service to our community on our beach my thoughts are drawn to the tragic events of Easter Sunday at Port Campbell in Victoria with the loss of two valued members and the serious injury to a third in the line of duty from the Port Campbell Surf Life Saving Club.

While my patrol was on duty and treating a member of the pubic; a tragedy was unfolding for the Surf Life Saving family at club many miles away that has highlighted to me the potential dangers we all face volunteering on our beach with an activity we all love.

The thoughts and prayers of myself and our members are with the Powell family and members of the Port Campbell Club and community.

This season has been a year of learning for me as president of the club who is looking into the future to ensure we have a sustainable and viable future as a Surf Club in our community. Going forward I would like to focus my efforts in the development of our junior members so they have the opportunities develop important life skills. We are in the process of developing a new strategic plan that will guide us into the future and provide us with the framework for a successful future both on and off the beach and ensure our club as leader in our community.

The Hervey Bay Surf Life Saving Club thanks our valued supporters who have continued to support Hervey Bay Surf Life Saving Club. Director of Life Saving Report – Lynne Messer

Although I have now been in the role of Director of Lifesaving for a couple of seasons, I am certainly still on a learning experience. To be your representative on the State Lifesaving Committee continues to be very rewarding. To be a part of the State Lifesaving Committee Meetings and to see how our Branch is respected at these meetings is an honour and is testament to the hard work and dedication of all our patrolling members.

As part of my role I have been able to visit all Clubs to undertake the Patrol Inspections, and I apologise to those couple of patrols that were fortunate (or unfortunate) enough to be inspected on each occasion. This was certainly a great opportunity for me to meet other patrolling members within our Branch. I would like to take this opportunity to congratulate all Wide Bay Capricorn Branch patrolling members and thank you for your dedication and efforts throughout the season. With over 130,503 people visiting our Beaches during volunteer patrol hours and with 7,920 Preventative Actions, 587 Marine Stings, 204 Minor First Aid and 12 Major First Aid cases attended to we have certainly upheld the “Vigilance and Service” motto of our organisation.

This season was certainly a very busy summer season on our beaches and we have seen a couple of major rescues and first aid cases undertaken by our members with successful outcomes. Without the effort by our members these rescues would certainly have ended with different results. One that certainly can’t go unnoticed was to Emu Park member, Max Tapp for winning the State and National Rescue of the Month Award for July/August 2018. While holidaying at the Gold Coast Max used his resuscitation skills to save a man's life. He was at the Currumbin boat ramp with a friend his sister and mum. They noticed two men standing around their friend lying on the ground. Max went over and saw that he was unconscious, non-responsive and not breathing. Max cleared the airway, checked for breathing and then commenced CPR and told his friend to do the breathing. He kept this going until the arrival of QAS around 10 mins later and they then took over with oxygen and defibrillation and he began to breathe again. It was having his Bronze Medallion training that allowed him to save this man's life. Well done Max.

Another major rescue took place at Tannum Sands on Christmas Day with Nicole Lowe and Allana Buck performing an IRB Rescue of three family members (two boys and their father) and the family dog who were swept out in a rip at Wild Cattle Creek. Without the actions of Nicole and Allana this family may have spent an entirely different Christmas Day.

Also thank you to Gary Craig who spent quite some time talking to and assisting a member of the public in distress in the water at Nielsen Park. This was undertaken outside patrol hours and Gary’s efforts were vital in the safe return to shore of this person.

On behalf of our Branch, I would like to thank the volunteers and paid staff at SurfCom for the invaluable service they provide. Although we may only need to utilise their services on the odd occasion, knowing they are available if required is certainly a huge benefit to our Patrol Captains.

I would also like to take this opportunity to congratulate Moore Park, Bundaberg and Elliott Heads members for their continual support and running of the joint Seahorse Nipper Program. What a wonderful initiative and to be able to be a part of the program allowing all children a chance at being a nipper is a very humbling experience.

On behalf of everyone we must also thank Craig, Julie, Jamie, Benjamin and Jacki for the continued advice, support and assistance that they provide to each and every one of us.

As always the season seems to have flown by and I guess it won’t be long and we will all be back on the beach. Let’s hope next season continues on as this season has ended, with beautiful weather and beach conditions. I hope to see you all again during the coming season.

Branch Education Officer Report – Kirsty Glithero The 2018 season has once again seen our members take full advantage of their training opportunities to enhance and upgrade their skills.

Along with the normal Skills Maintenance the following new awards were successfully completed as voluntary members or through the lifeguarding service.

Thanks goes to everyone involved within the branch for their hard work this season in achieving these awards.

Thanks also go to all our volunteer trainers, assessors and endorsed persons for their work in putting all our members Skills Maintenance this season, not to forget the membership for turning up and going through these assessments to allow us to continue to deliver our vision of zero preventable deaths in Queensland public waters.

This year also saw the first ever CTO conference which was attended by representatives of all clubs within the branch and much enjoyed by all. We hope this will become a regular event helping us to network within the State and improve our knowledge and skills.

TAF proficiencies this year were conducted by our volunteer Cert VI holders following the promotion of our Lifesaving Development Officer. Our assessors this year have also been required to upgrade their VET qualifications to continue as qualified assessors. This has involved a considerable investment by the State education team and our assessors with an upgrade course being held at branch office in April/ May which was well attended. A number of assessors have also used outside RTO’s to upgrade their skills. Thanks go to all who have completed or are in the process of completing the upgrade allowing us as a branch to maintain sufficient assessors to continue educating members.

At present we are still awaiting the release of the new Public Safety package which was due this season. This is now due within the next few months and our lifesaving awards will then be updated in order to meet the requirements of the new package. Whilst this will not affect current Bronze and SRC holders it will require all TAF’s to upgrade to any new award in order to train and assess it.

I thank our Emergency Care Facilitators professional and volunteer both within the branch and across the state who are responsible for facilitating CPR, First Aid and ART awards.

Finally I welcome our new Lifesaving development Officer Ben Davis to the education team and look forward to his continued support in the new season ahead and the new challenges it may present.

Director of Surf Sports Report - Bob Cremer

Overview

Welcome to the Sports Report for 2018.2019.

This season has been a bit of a mixed bag. While achieving great success in some areas, as a Branch we disappoint and struggle in other components that combine to make a complete Surf Sports season.

Having said that, it is still rewarding to all who contribute to the sports programme. Seeing people testing and improving their skills, whether they are in a competing or support role. Regardless of their roles, these members are having a crack, and in the main are having a fun time with their mates, friends and fellow members.

So to everyone that did have an active role this season and did their bit in Competing, Officiating, Water Safety (Orange Shirt & IRB), Workforce, Mentoring, Coaching ,Managing or being a Parent/Guardian, thank you for your contribution and support.

A special thank you to those who have gone above and beyond in their role this season. Whilst too many to name, and at the risk of forgetting someone, your contribution is highly valued and appreciated.

A snapshot of the season that was, follows

All club members need to take an active interest in these trends.

- Fires in the area impacted on Tannum Sands and Agnes Water Carnivals.

- Cyclone OMA resulted in Senior Branch being postponed, with a 25% drop in competitor numbers.

- Support continues to wane for the Premiership Series, Senior Branch (U15-Masters), both Junior & Senior Pool Rescue and Branch Surf Rescue Championships.

- Junior Branch Competitor Numbers were on par with the last couple of years.

- Junior Carnivals continue to be the mainstay of Carnival participation. Seasonal trends totals are:

- North numbers (-9% ) ^

- South numbers (+17%)

- An additional 67 Competitors from Burleigh Heads Mowbray Park Club were involved in the Hervey Bay Junior Carnival.

- ^ Numbers impacted by fires and non-participation by a club due to insufficient Officials.

- Notably Junior One-Day Carnivals, are ‘No Cost Carnivals’. No Nomination Fees, No Accommodation required, Minimal Travel Expenses. Is this why they are popular?

- North Aussie (NAC) competitor numbers were identical to season 2017, with Wide Bay Branch contributing 33% of participants over a 7 year period. Prior to this season numbers had been in steady decline.

- A suggestion by SLSQ to conduct NAC at Townsville was firmly rebuked by WBC Clubs.

- The New Officials programme - introduced so poorly by SLSA - has gained some traction with Officials’ Branch Facilitator Warren Massey and his team of Mentors. However, there is concern surrounding the poor conversion rate of Expression of Interest (EOI) to Accredited Official. This is not unique to WBC Branch.

- Branch Competitors participated at all levels of competition, from Junior Carnivals through to National & World Titles.

Looking Forward:

- Board of Surf Sports, with specific input from Club Surf Sport Officers

(on information gleaned from their members) have provided the following feedback:

- Possible reduction in the number of Carnivals/Events

- Hold more Carnivals centrally at Agnes Water with all Clubs participating

- Combine Junior & Senior competitors in Carnivals to cover all age groups

- Scrap North v South, and U11-U17 Carnivals

- Calendar of Events to be completed in line with review, subject to ratification by Branch Councillors.

- The State Officials Advisory Board are looking for ways to improve the (EOI) conversion rate and training delivery.

Club Sports Officers to assist/liaise with Mentors in driving the Officials process to greater success.

- The three Regional Directors of Surf Sports (NQ/NBB/WBC) to liaise and discuss future options available for the successful delivery of the NACs.

- Review all Clubs coaching resources and implement plans to ensure all Coaches-new and old- have the tools to maximise the efforts and results of their members.

In ‘Looking Forward’ our direction as a Branch in Sports shall be greatly influenced by the Sports Strategic Review 2019-2022 which is currently being undertaken by SLSQ. This was presented to all SSOs earlier in the year, should you require a copy please let me know.

While embracing any changes coming down from on high, at the end of the day we need to do what is best for our Branch. That is why it is so important that Club Members voices are exercised by SSOs at regular meetings.

Once again to everyone that played an active role in Sport this season and did their bit, thank you for your support, your contribution was truly appreciated.

Deputy Director of Membership Development Report – Gary Churchward

Membership recruitment and development is one of the hardest parts of running a Surf Lifesaving Club but without a focus on these areas Clubs rely too much on just a few to do the majority of the running of the Surf Clubs.

Being able to retain our younger members develop and get them trained with the needed awards will allow for clubs to better utilise their youth in better roles.

We are developing future leaders in not only Surf Lifesaving roles but the wider community and as such we should be supporting our U17-U19 members to take on important roles in the Clubs.

With a focus on retaining our members though the U11-U17 ages we can have the support for many years to come to build healthy clubs on.

Retention of the youth needs to be done in a way that is appealing to their age brackets this is mostly through the social side if they are having fun and engaged they are more likely to stay involved.

Membership numbers across the branch are steady with some clubs having a big jump in junior activities members.

We need to ensure as clubs we have enough senior members to help with the smooth running of nipper days and support the increase in numbers.

Camp Commando was held in January this year after missing last year from all reports everyone who attended from cadets to leaders had a great time and got a lot from the Surf Lifesaving bases activities massive thank you to Ben Davies for getting it up and running again.

We had many members attend the Breaka Youth Excellence Program from across the branch congratulations to those who attended hopefully they bring what the learnt back to their clubs.

Only a few clubs have a dedicated Youth and Membership Officer this is one role that can be overlooked but is critical in the Nipper and Youth programs within the clubs and we would encourage all clubs to look to appoint on for the 2019/20 season.

Few Clubs in Branch have a dedicated Youth and Membership Development Officer, and largely this area has been neglected. Ironically, the Youth are the most challenging demographic to retain, and also recognising and developing the needs of the general membership would seem to be two of the greatest priorities we have as an organisation. I would like to call on all Clubs to look to appoint Youth and Development Officers in 2018-2019 with a view to expanding our commitment in these areas.

Junior Activities Another busy season for Junior Activities through the branch with the many nipper days, social events and carnivals throughout the season.

Membership numbers across the branch have remained steady with some clubs have a big increase congratulations to these clubs.

Hats off to the clubs that have kept the Seahorse Nipper program running again this season Bundaberg, Moore Park and Elliott Heads this is a fantastic program and all the clubs in the branch should get involved in a program like this in some way.

Camp Commando was back on the calendar this year and gave our U14 nippers a look into what they can look forward to as they move out of our Junior Activities Program and into the senior clubs.

I would encourage all clubs to keep these Youth Members engaged next season to help with the retention of these members.

The surf sport calendar was busy a busy one but with great attendance to these carnivals it shows club spirit is still strong.

This was show with great numbers, from all clubs to Junior Branch at Tannum Sands SLSC.

Without the commitment of the Surf Sports team, Branch, our volunteers and Officials, these events would not be successful, so many thanks.

The JACs and Junior committees from all clubs deserve a mention and thank you for all your hard work in the weekly running of the Nipper Program though the season with the knowledge, enthusiasm and life skills you are passing onto our Nippers.

To Jacki and the team at Wide Bay Capricorn Branch head office you have been an amazing support to the running of the Junior Activities program we really do appreciate the hard work you do behind the scenes.

Breaka continue to support Junior Surf Lifesaving with the Nipper of the Week Awards, which all Clubs are implementing. These awards are held in high regard by the nippers each week, so I would encourage all Clubs to continue to embrace and promote this partnership and celebrate it each week through your Club’s social media.

Looking towards the 2019/20 season every club has different items to work on if you get a good committee and volunteer base, we can all look towards another fantastic year on the beach.

Remember it’s a RIPPER TO BE A NIPPER.

Branch Safety Officer Report – Jason Thompson Safety is still the number one agenda item at all lifesaving sanctioned events and at all lifesaving meetings from club right through to national level. Hence the importance of safety now lays with us all as club members not just the management team or the lifesaving movement. This is due to the huge changes to the Workplace Health and Safety Act over the past few years in which all workers paid or voluntary have an obligation to their safety. Please record any safety items or areas that are unsafe and send them to your club president ASAP. These items should be able to be actioned by your management committee and reported to me monthly as action items completed. Obviously if there are any unresolved or global issues please copy me in on the item or email the branch and they can forward it to me. I am available for advice via email any time. I would like to compile safety action items and sharing the experiences learnt to all club as a safety share so please send in your monthly reports and management committee safety action items. Remember your safety is of upmost importance if it is unsafe to do so then stop, take a few moments to think about the consequences and if still unsafe fix the issue or report it to your Patrol captain or safety officer or myself so that it can be tagged out of service and/or promptly repaired safely. Email all safety concerns or issues to me at [email protected] and I will action them ASAP. Lastly, I would like to thank all members who learnt a new skill or were involved in providing a safe environment in our clubs and on our beaches focusing on our ultimate goal of no deaths on Queensland beaches.

Surf Life Saving Queensland Staff Report

Yet another season – this time 2018-19 – has passed us by quickly and it seems that these seasons just seem to be passing us by even more quickly each year – either we are having too much fun? Or we are too busy to notice?

All of our various lifesaving services across the region – whether they be volunteer surf lifesavers, Operations Support personnel, 24-Hour Emergency Response Group members or paid Lifeguards – have once again performed at an optimum level and have ensured that no lives were lost between our red and yellow flags! For this, the WBC region has certainly played its part in striving to achieve the SLSQ strategic vision of ‘zero preventable deaths in Qld waters’.

Our Clubs and their many volunteers – most of whom are contributing enormous amounts of time to the movement – continued to ensure their future sustainability and relevance with their countless hours of commitment and devotion to patrolling our beaches, coaching and developing our future lifesavers, training and educating our patrolling members and providing strong governance to their various committees. These volunteers truly are the real champions of the Surf Life Saving movement!

It would be remiss of me not to mention Elliott Heads SLSC surf lifesaver, Fletcher Ericson, who was recently recognised for his bravery during a rescue performed in the Elliott River Mouth back in 2017. Fletcher was awarded a ‘Commendation for Brave Conduct’ from the Queensland Governor at a ceremony in Brisbane only a few short months ago.

Whilst mentioning awards and recognition, my congratulations also goes out to the following WBC Branch members who were awarded SLSA National Rescue of the Month Awards during the past season – John & Riley McGregor (Bundaberg SLSC) and Max Tapp (Emu Park SLSC).

Also, well done to the following members and Clubs that were recognised at the 2018 Surf Life Saving Queensland Awards of Excellence by receiving prestigious awards:

The SLSQ WBC Regional Staff Team continues to amaze me with their passion, enthusiasm and dedication to their roles, but more importantly to our many stakeholders, including the WBC Branch, the Clubs and their members. I realise at times that it must seem like we are piling more work on to you, and that we are hiding behind more and more red tape and beuacracy, but believe me when I say that we are truly here for you with your issues at the front of mind and that we constantly strive to offer and deliver our support in order to assist you and your Clubs.

A pivotal part of our WBC Regional Staff Team departed during the past season as well, with former Regional Development Officer (RDO), Jamie Findlay, deservingly accepting a promotion that saw him to move to Brisbane to be the SLSQ Membership Development Manager, based at Surf Rescue House. Whilst this has been a big loss to the WBC Region, and we sincerely thank him for his contributions over the time he was working with us, it has also created an opportunity for another local surf lifesaver, Benjamin Davis, to enthusiastically accept the challenge to be our RDO moving forwards. Already, in the 9 months he has been in this role, Benjamin has shown that he is up to the task and he continues to grow and develop within this role.

The below will provide a very brief summary of activities across the region for the previous 12 months as seen from the eyes of the SLSQ Team, but please remember that it is brief as a lot of this information will have been already covered in the relevant Branch Directors and Officers reports elsewhere in this Annual Report.

Lifesaving Operations (Julie Davis)

Another successful season was had by our Wide Bay Capricorn Clubs patrolling our beaches with zero lives lost between the flags. Unfortunately though, there have been two drownings within the region during the past season, with a surfboard rider at Agnes Water and a snorkeller at Lady Elliott Island both tragically passing away.

Our volunteer lifesavers have had a busy season with a combined total of 16 Rescues, 7920 Preventative Actions, 204 Minor First Aid Treatments and 12 Major First Aid Treatments. Visitors to our Region reached a staggering TOTAL of 130,503!

Our RWC Operations Support Service at Hervey Bay (Waverunner 30) was again run over our peak holiday periods and again proved it to be a valuable exercise, with the service documenting rescues and preventative actions through out the season. Well done to Hervey Bay SLSC.

Once again this season, we have also been involved with Community Crime Prevention/Back Packers meeting. This incorporates managers from our local Back Parker Hostels, managers from some of our larger rural farms, Bundaberg Regional Council, customs officers and of course the Bundaberg Police. These meetings are set up to talk about our tourists/back packers that visit our area and some of the problems, not only that we encounter with back packers on our beaches, problems that they have as well. This meeting is a great way to get our message out about swimming between the flags, not drinking and swimming etc.

During our season Elliott Heads, Moore Park and Bundaberg Surf Clubs come together again in a joint venture rolling out our Seahorse Program for Children with disabilities. This has proven to be a great success and we have people waiting to join the fun. This program has enabled 20 wonderful kids with various disabilities to learn valuable surf & beach skills with qualified lifesavers from all 3 clubs. The program was run at all 3 beaches over 3 different weekends with a constant number of volunteers and participants. With the great feed back and smiling faces, we are all looking forward to running 2 similar programs next season. We would like to thank the Bundaberg Regional Council for their continued support and also the Gladstone Port Authority.

Late in the season saw the introduction of Drones to Wide Bay Capricorn. Both myself and Benjamin Davis spent a week on the Gold Coast being put through our paces leaning how to fly a Drone as well as all the rules and regulation that go along with the responsibility of being a Drone Operator. There will be more to come regarding Drones in Wide Bay Capricorn the near future.

I would like to take this opportunity to thank our Director of Lifesaving Lynne Messer, our Club Captains and all of our volunteers over the past season and look forward to working with them in the future.

Australian Lifeguard Service – Queensland – Wide Bay Capricorn Region (Julie Davis)

The Australian Lifeguard Service – Queensland (ALS-QLD) continues to operate on our local beaches within the respective Local Government areas, and we continue to utilise and work with our local clubs, utilising local members to fulfil our commitment to our community on our beaches.

Sam Groom from Bundaberg and Jeremy Dickson from the Sunshine Coast were our Permanent Fixed Term Lifeguards this season. Both boys were put through their proficiency’s during our Lifeguard Training weekend that was held at Agnes Water under the watchful eye of Cal Lovitt (State Lifeguard Co-ordinator). All Lifeguards where put through their yearly proficiencies and also new awards were achieved. I would like to thank Jamie Findlay and Lynne Messer, who without their help to run the courses and award proficiencies, the end result would not have been achieved.

Throughout the season Lifeguards performed 51 rescues through out all of our beaches in Wide Bay Capricorn. I would like to thank the 40 or so Lifeguards in Wide Bay Capricorn for the smooth running of our service during the season. Your Vigilance and Service that you have all shown over the season, some days have not been as easy as others but you have all shown your Professionalism and commitment to your responsibility while lifeguarding. I have received very positive feedback from the public and club members, on behaviour and presentation during this season. Well done and thank you!

To meet the increasing demand, and enabling us to expand our Lifeguard Service across the region, we were able to provide 2 Lifeguards at Nielson Park, 2 Lifeguards at Kelly’s Beach and 2 Lifeguards at Torquay Beach during the busy Christmas Holiday period (both thanks to the Bundaberg Regional Council and Fraser Coast Regional Council). We are currently underway with the he expansion of winter weekend Lifeguard Services at both Kelly’s Beach and Agnes Water – commencing Saturday 11th May, 2019, and hopefully continuing right through until the start of the 2019/20 patrolling season (Saturday 21st September, 2019).

With the help of SLSA Black Spot Funding, we have been able to again deliver our Fraser Island Lifeguard Information Service to the Western Side of Fraser Island during December 2018 and January 2019. This saw us completing numerous marine stinger drags from Wathumba Creek south to Moon Point and beachers/camp sights. Over 1000 information flyers have been handed out along with many conversations with campers/charter boats and the like. During this exercise we managed to catch 7 species, all confirmed to be from the Irukandji family. I would also like to thank the wonderful people from VMR Hervey Bay as with out their support with transport during this time we would not be able to deliver this vital service. When our Lifeguard where unable to go across to the island due to weather conditions they where busy handing out flyers at the local boat ramps, barge sights, information centre’s and motels.

Membership Development (Jamie Findlay/Benjamin Davis)

The Wide Bay Capricorn Region continued its representation at State Youth Development or Leadership Programs as well as hosting its own Youth Development program – Camp Commando.

The 2019 State Breaka Youth Excellence Program was held in April with Jasmine Dooley, Harry Packwood, Lachlan Barrett (Elliott Heads), Caitlyn Pape, Telissa Hansford (Moore Park), Meli-Lisa Eayrs (Tannum Sands), Alicia Blamires, Charlie Elliott and Kade Goudie (Yeppoon) attending. This was a great opportunity for these members to attend a program to collaborate with members from across the state and learn from a range of guest speakers about themselves, teamwork and surf life saving.

It was great to have representation at the 2018 Leadership Excellence Program from Katie Gray (Moore Park) and Benjamin Davis in November. This was a great opportunity for these members to attend a program to collaborate with members from across the state and learn from a range of guest speakers about the inner workings of Surf Life Saving and address issues across the state.

The WBC Branch Camp Commando Program was conducted at the Cooee Bay PCYC Education Centre Yeppoon for our members in the Under 14 and Under 15 age groups. This year the program was held in January with 23 participants, 3 leaders and 2 mentors. Although numbers decreased the participants still received a lot out of the 3 day program – forming friendships, learning about what it means to be a volunteer surf life saver and the possible pathways in our great organisation. The participants were also exposed to world class advice from professional athletes and Australian Lifesaving Team representatives, Matthew Davis and Jacob Loughnan, who both shared their tips on nutrition, training regimes, goal setting and skills required in each event.

Julie Davis attended the 2018 SLSA Masterclass in September where they attended a week at the Adelaide University. The Masterclass provided the opportunity to learn new skills and create opportunities of personal growth and open new networks with other like-minded and passionate members across the country, which are committed to making a difference within Surf Life Saving.

We also saw the continuation of the Family Participation Program, Membership Statistic Reporting and Junior Activities Health Checks this year. These initiatives are all driven from the State Junior Activities Advisory Panel and State Membership Services Committee with volunteer representatives from across the state – positive feedback has been received about all as well as some areas of improvement which we will implement into the upcoming seasons.

Thank you to everyone involved in developing and engaging our members – from the Junior Activities Chair and Membership Development Officers to the Water Safety and parents cooking the BBQs; every bit counts in assisting in delivering programs. A special thank you to Junior Activities Chair, Gary Churchward, who in Sam Milfull’s absence from the Branch Director of Youth and Membership Development role, stepped up whilst also looking after the Tannum juniors.

It is great to see so many positive changes across the Branch and within each club. We look forward to seeing this further develop and grow.

Community Awareness (Jamie Findlay/Benjamin Davis)

Throughout Throughout this season Surf Life Saving QLD have again conducted numerous beach safety programs to educate members of the community or school groups on how to be safe when going to the beach and hopefully make the job of our Lifesavers and Lifeguards easier.

As well as the educational talks a number of practical based programs were conducted for school and community groups to give them basic lifesaving techniques and an introduction into what it is like to be a Nipper or a lifesaver.

For the first time Hervey Bay Special School joined the Beach Smart Program and had 15 participants throughout Term 1, learning about Water Safety Skills and how to swim safely in Public Waters.

As part of the Beach Safety messaging, the Breaka Beach to Bush Program was conducted in the Bundaberg Region. It was great to have Emu Park SLSC’s enthusiastic volunteer, Gavin Reynolds, assist in delivering water safety messages to over 1,550 students at 16 schools. The program is aimed at educating those who would not normally be exposed to beach safety through their normal schooling curriculum with elements of river, dam and pool safety as well.

This season the Community Awareness staff engaged 423 students in the Beach Safe Programs and activities as well as 974 students through the QHealth Beach Safety Talks. With so many participants enjoying the Programs we hope that they find their way to a Surf Club closest to them next season.

A sincere thank you to the Community Awareness Team for their assistance in delivering quality programs and ensuring that community groups are being educated and having fun at the same time. I look forward to the continued success next year

Training and Education (Jamie Findlay/Benjamin Davis)

This Trainers and Assessors from across the region travelled to Bundaberg to attend a Cert IV workshop in April and May this year, updating the TAEASS502 and the TAELLN411 units. These units covered design and development of assessment tools and address adult language, literacy and numeracy skills. Well done to those who upgraded, and a big thankyou to Tonya Pade and Ken Clark for traveling to Bundaberg both weekends and conducting the Upgrade.

It was great to see that the clubs in close proximity to each other were working together to achieve the same goal again this year. Emu Park SLSC provided an IRB Driver Course in the early part of the season, which saw members from Yeppoon SLSC and Tannum Sands SLSC attend. I hope this will prosper and continue in coming seasons and bring our area closer together.

The end of season Patrol Gap Calculator hit some speed bumps with issues to the SurfGuard Server but with help from Lynne Messer and Julie Davis, all clubs were able to access the information and allow them to identify shortfalls, have a structured Training Plan and a targeted approach to course participants for the next season. Going into next season we will once again build on this and keep reducing the stress of ‘Chief Training Officers’, Trainers and Assessors

The SLSQ Secondary School Surf League competitions in Wide Bay and Central Queensland were again well supported by local schools and continue to be a success, with great support from regional secondary schools, teachers and students once again this season. Congratulations to Shalom Catholic College (Bundaberg) and to Emmaus College (Rockhampton) for being crowned Champion Schools at the Wide Bay and Central Queensland events respectively!

The WBC Branch also continued with its implementation of the Carnival Safety Officer Workshop, with a focus on the role of the Carnival Safety Committee at Surf Sport events. This season saw the course rolled out at Tannum Sands to complete the training for all respective areas within the Branch. The purpose of the workshop is to inform every one of the positions within the committee and their specific roles at a carnival to ensure that a carnival can run safety and smoothly.

Administration (Jacki McDougall)

The 2018/19 season began with the 65th

Annual General Meeting held at Tannum Sands SLSC on 21 July, 2018. 42 members and guests attended the meeting, followed by Combined Boards’ meetings and the Branch Junior Activities Forum. After a short break, members and guests returned to the club for Annual Dinner and Presentation.

This season will also be the last for our longest serving Director (of Property and Finance), John Sunner, who has recently moved away from the region, and will be stepping down after being in the position since 1994. It has been a pleasure working with John whom I get on very well with, and who is always very organised and reliable in getting done whatever needs to be done. Thank you for all that you have done and I wish you all the best in your ‘retirement’ (although I am sure we will see you around).

On the award processing front, more than 809 Assessments (Awards, proficiencies and Juniors) have been processed, and with a total of over 3720 enrolments, it certainly made it a busy season! Thank you to all Assessors and JAAOs who assisted by being timely and accurate with your paperwork submission – this is very much appreciated!!

The Surf Sports area has had another busy season with a total of 15 days of carnivals/competitions, with 18 different carnivals/championships, and 2042 nominations (with 1138 nominations from Junior 4 point Carnivals). 83 officials (down from 87 last season), time keepers and judges contributed 195 days collectively for the smooth running of our Branch carnivals and championships (not forgetting many other helpers, volunteers and officials who contributed to the club carnivals). This is by no means forgetting the tireless efforts and commitment from our Orange shirt Water Safety personnel and IRB Driver/Crew – because without these people the events would not take place.

SEMS (the new SLSA Carnival Management System), which some clubs would have used for nominations for the recent Australian Championships, will be the next ‘Carnival Manager’ this coming season. Some SEMS Webinars which will be available, should make learning more accessible. By all accounts it is easy to use at the front end, but a bit tedious at the back end.

After a slow start, the revamped Surf Sports Officials’ Course was rolled out and picked up by Clubs, and with additional assistance from Official Facilitators and Mentors, enabled the members to gain the following Official Accreditations:

To conclude, it has been a season of change within SLSQ, with two long serving and committed staff members, John Brennan OAM (Chief Executive Officer) and George Hill (Chief Operating Officer) both departing the organisation as paid employees. This has led to a period of change and no doubt there will be more change to come in the near future, but please be assured that the regional staff team here in WBC are committed to continue our support of the Branch and our wonderful Clubs.
