Mission

Special Children Services Centre supports children, teenagers and young adults with intellectual disabilities by respecting their dignity and independence and the achievement of their life goals.

Purposes

Special Children Services Centre provides a wide range of programs and activities to people with disabilities, their families and carers to realise their full potential, to promote their wellbeing and to support them to fully participate in the community.

Objectives

For more than ten years, Special Children Services Centre has been supporting people with intellectual disabilities, their families and carers to take part in different activities for leading them to fulfilling lives.

In working with the participants and their families, we aim to

• support their wellbeing by delivering a wide range of activities• maximise the ability of the participants and to realise their potential• support the participants in community participation• develop their daily living and social skills• support the parents and carers to cope with their demanding caring roles

A Message from our President John Zhang

I am honoured to serve as president of Special Children Services Centre (‘SCSC’). The year of 2018-19 was a year of change and progress.

We started the year with our annual signature charity fundraising dinner together with TVB and The Zilver Group. The dinner was attended by approximately 400 guests from the community and famous artists from Hong Kong. It was an important event for us to raise fund for the coming year’s operation. It also provided a stage for our participants to perform to a large crowd. I am pleased to report that the charity fundraising dinner was a huge success and must thank all the families that participated at this annual event.

Through ongoing funding from local councils and associations, SCSC had been able to continue providing ongoing funded programs to our participants and their families. We now operate regular classes at Burwood and Cabramatta.

SCSC also provides services under the National Disability Insurance Scheme (NDIS) to more participants. The management of SCSC takes great care in the provision of NDIS services. Through close dialogue with the National Disability Insurance Agency (NDIA) over service provision processes, SCSC management gained further insight into how to better provide services within the NDIA framework. The management took quick action in implementing the correct framework as dictated by and displayed good corporate governance principles in handling the NDIS matters. The quick actions taken by the management were to ensure continuation of NDIS service provided to participants and to minimise disruption to service delivery.

The coming year 2019-20 marks SCSC’s 12th birthday and SCSC’s services are benefiting more families. As our administration team’s experience grows, I am confident that we will develop more service areas as well as perfecting our service provision.

On behalf of SCSC, I thank the efforts of our Management Committee in contributing to SCSC’s growth with their voluntary efforts. The leadership displayed by our committee colleagues in times of need was phenomenal and every one of them had placed many hours of hard work into developing SCSC to the organisation it is today. I thank our office staff and contracted workers who share SCSC’s vision and invest their time to continually provide services to service participants. I also thank members’ continued support to SCSC and look forward to a great year ahead.

A Message from our Operations Manager Chris Ng

The last financial year has certainly been the most challenging and yet transformation year in our history. The impact of the National Disability Insurance Scheme (NDIS) was immersed. We went through a steep learning curve of new processes and procedures. We experienced some difficulties and change of personnel while we were adapting to this new environment that required us to follow new regulations and fit in the new system. After taking up the role of Operations Manager and going through some difficult months, we were able to settle in the system. Thankfully we received an enormous support from our participants, families and supporters in this challenging period which allowed us to excel further. We received a lot of positive feedback from our families who praised the change and we have already seen a growth in terms of the number of participants and our NDIS services.

Despite of the NDIS environment, we continued to open our programs and activities to those participants who do not have NDIS plan or have insufficient fund for getting NDIS supports. We extended our activities to participants’ families including their parents and siblings, as family harmony and cohesion are a key to participants’ well-being. Thanks to our sponsors and volunteers, we were able to ensure everyone who came to us would have access to our programs, regardless their NDIS status.

We continue to rely heavily on income from fundraising to ensure the continuation and improvement of our programs and services. This income is also important for us to develop some new programs to meet the needs of our participants who have entered into different life-stage.

During the 2018-2019 financial year, we had income from funding and donations of more than $265,000. Amongst this, we would like to specially thanks for the support from Strathfield Sports Club who has donated $69,780 in the last financial year. Strathfield Sports Club has been generously supporting us since 2015.

Another major source of our fundraising income was our charity event which was jointly organised with TVB Australia – TVB All Stars Charity Night 2018. We raised a total of $57,480 in the event. Thanks for the kind donations from all the guests who attended the event.

In the year ahead, we will embed the learnings of this year to continue to consolidate and grow. We will consult with our participants, parents, families and supporters to understand their needs more clearly, and with them we will further strengthen and secure the sustainability of the organisation.

I would like to thank everyone who supported us during this turbulent year and their trust in Special Children Services Centre. I also wish to thank the Management Committee collectively for their confidence in my work, and individually for the important role each member plays in the success of our organisation.

And of course, I also thank the tremendous effort and commitment of our workforce, including support workers, instructors, volunteers and my teammate Ricky Lieu. It is the strength of this team that allows us to overcome all the difficulties and to end the financial year with success.

Performance

Funding and grants

We received a total of $132,831 through funding and grant to help us meet the cost of delivering different activities and programs.

Programs and activities

We supported our participants and families through a range of programs and activities to meet their different needs. By taking part in these programs and activities, our participants were able to participate in the community more actively, gain new experiences, learn new skills, create art, become fitter and healthier, play games and meet new friends, and our carers and parents were able to have some respites and gain social, emotional and informational support.

Saturday program at Burwood

This is a regular program that has been held at Burwood Community and Welfare Services every second, third and fourth Saturdays of the month during school terms. Activities included art therapy, music therapy, dance and yoga. A birthday party has been held on the fourth Saturday which has always been a favourite of our participants.

Saturday program at Cabramatta

This is a regular program that has been held at Cabravale Senior Citizens Centre every first and third Saturdays (and first, second and third Saturdays from February onwards) of the month during school terms. Activities included art and crafts, dance, music therapy, yoga and fitness. A birthday party has been held on the first Saturday of each month.

Technology and music program

This was a program combining technology learning with musical activities to inspire our participants to be more creative and to motivate them to learn technology in a new way.

Kung Fu and kid’s yoga program

This program provided Kung Fu and yoga sessions to our participants during school holidays to enhance their health by strengthening their muscle, increasing their flexibility and promoting their social interaction in a group setting environment.

Virtual reality gaming program

This was our new program. Through playing virtual reality games, participants’ motor functioning has been enhanced and their body coordination has been improved. The participants also gained some new experience from the virtual reality environment.

Carers support program

This program provided monthly activities (yoga, workshops, Zumba dancing, bay walking) to parents and carers of people with disabilities to enhance their wellbeing and promote their resilience.

Volunteer training program

We provided training program to our existing and new volunteers to strengthen their knowledge on working with people with disabilities. The program included workshops covering the topics of disability services, volunteers’ roles and responsibilities, person-centred approach and disability code of conduct. It also included a first aid training delivered by St. John.

Excursions and outings

In the 2018-2019 financial year, we organised numerous day excursions and tours to our participants and their families.

• Two days family tour to Southern Highland

• Cruise trip at Sydney Harbour

Events and parties

We organised different events and parties for our families to celebrate our diverse cultures.

• Moon Festival Carnival • Christmas Party • Chinese New Year Party • Mother’s Day Party

NDIS supports

The introduction of the NDIS has meant that our participants now have greater choice and control. They are able to tailor their pick of activity around the goals that they wish to achieve. Being a registered provider, SCSC has provided different supports to the NDIS participants in 2018-2019 under the NDIS support categories of:

• Assistance with Daily Life • Assistance with Social & Community Participation • Support Coordination • Increased Social and community Participation • Improved Health and Wellbeing • Improved Daily Living

Partnership programs

SCSC was partnered with Anglicare SW Community Care Centre CRCC to deliver programs and activities to carers of people with disabilities in Cabramatta area, including:

• iPad classes • Family tours • Recreation camps

Our work has heavily relied on the contribution of volunteers who have generously donated their time to support our participants in the activities. All our major events would not be able to run smoothly without the work of our volunteers. We thank for their kindness and consideration, and the way that they enriched our participants.

Treasurer’s Report Khanh Van Mach

The audited accounts for the year ended 30 June 2019 are presented for your consideration and adoption.

A full set of Financial Statements is available on request.

The 2018-2019 financial year finished with an operating surplus of $13,060 compared to a surplus of $84,045 for the previous financial year, a decrease of $70,985.

Income

Total income increased by $69,753 on the previous year mainly due to the receipt of NDIS funding. However, it is important to note that there is an issue related to NDIS claims and this income might be subject to adjustment once the issue has been clarified.

Expenditure

Expenditure increased by $140,738 on the previous year. This is mainly due to the increases of contractor expenses and salaries and wages (including salary rate increases) which are the main components in providing the NDIS services. Another major contribution to the increases was the rectification of withheld wages in the previous years due to some errors of the organisation’s payroll system.

Financial position

The Balance Sheet shows a strong financial position.

Current Assets exceeded Current Liabilities by $491,147 at 30 June 2019 indicating a healthy cash position to reinforce the view that Special Children Services Centre is financially sustainable and a going concern.

The balance sheet includes $216,010 in Bank Term Deposits set aside for working capital reserves as at 30 June 2019.

INDEPENDENT AUDIT REPORT TO THE COMMITTEE

Scope

We have reviewed the attached financial report, being a special purpose financial report of

SPECIAL CHILDREN SERVICES CENTRE INC for the year ended 30 June 2019. The

representatives of the management committee are responsible for the financial report and have

determined that the accounting policies to the financial statements which form part of the

financial report are consistent with the financial reporting requirements of the association’s

constitution and are appropriate to meet the needs of the management committee. We have

conducted an independent review of the financial report in order to express an opinion on it to the

members of SPECIAL CHILDREN SERVICES CENTRE INC. No opinion is expressed as to

whether the accounting policies used are appropriate to the needs of the management

committee.

The financial report has been prepared for distribution to the representatives of the management

committee for the purpose of fulfilling the financial reporting requirements under the association's

constitution. We disclaim any assumption of responsibility for any reliance on this report or on the

financial report to which it relates to any person other than the representative of the management

committee, or for any purpose other than that for which it was prepared.

Our review has been conducted in accordance with Australian Accounting Standards. Our

procedures included examination, on a test basis, of evidence supporting the amounts and other

disclosures in the financial report, and the evaluation of significant accounting estimates. These

procedures have been undertaken to form an opinion whether, in all material respects, the

financial report is presented fairly in accordance with accounting policies, so as to present a view

which is consistent with our understanding of the its financial position, and performance as

represented by the results of its operations and its cash flows. These policies do not require the

application of all Accounting Standards, Auditing Standards and other mandatory professional

reporting requirements in Australia.

The opinion expressed in this report has been formed on the above basis.

Opinion

In our opinion, the financial report presents fairly in accordance with the accounting policies, the financial position of SPECIAL CHILDREN SERVICES CENTRE INC as at 30 June 2019 and the results of its operations and its cash flows for the year then ended.
