4A East Regional Tournament Director DATE: October 15, 2019 RE: 4A East Regional Volleyball Tournament Cheyenne Central High School is pleased to host the 4A East Regional Volleyball tournament on Friday and Saturday, November 1st and 2nd, 2019. If you have any questions or concerns regarding the tournament, please don’t hesitate to call. SEEDING Please email the Team Record Report Form for Regional Tournament Seeding (WHSAA Form S1, included) to Chad Whitworth at [email protected] by noon on Sunday, October 27th, 2019 to facilitate seeding. TEAM PICTURES AND ROSTERS Please send official roster and team photo to Chad Whitworth at [email protected] no later than Thursday, October 24th, at 3:00 pm. This will allow us enough time to finalize the program for print upon the start of the tournament. WHSAA Rule 7.15.61 – Rosters for Volleyball Tournaments: 7.15.61 No more than twelve players can be in uniform for any tournament contest. The

twelve players whose names are entered on the official scorebook for the first tournament contest shall be the only players used for the entire tournament. Violation of this provision shall cause forfeiture as per WHSAA Rules 5.0.7 and 1.4.0.

The required rosters can be submitted to MaxPreps.com. The Rosters must be submitted and updated no later than October 25th, 2019. You can enter/update your roster by logging into MaxPreps.com, going to your main sport page and clicking Roster at the top of the page. Please contact Scott McCash at the WHSAA office if you need assistance. A digital team photo should also be submitted to MaxPreps.com no later than October 25th, 2019.


BUSES Teams will enter the gym through the doors on the North side of the building at the entrance across from the football/practice field. Please use the bus lane for drop off between the school and the fields. It is parent/teacher conferences, so busses are free to park in the bus lane. LOCKER ROOMS Locker rooms will be available for dressing purposes. Please take personal items to your team area in the stands. Locker rooms will not be secured. Central High School will not provide towels. TEAM WARM-UP We only have one gym so there will be limited space to stretch and get loose behind the bleachers on the ends of the court. ATHLETIC TRAINING ROOM The athletic training room will be open and available for use throughout the tournament. TL Espinoza is Cheyenne Central’s certified athletic trainer, will be available for all matches. Please bring your own training supplies. WATER Central High School will provide water and cups for the tournament. HOME TEAM DESIGNATION The top team listed on the bracket will be the home team. The home team will start on the right of the scoring bench and will be the designated as HOME team on the scoreboard. Teams shall occupy the bench located on the side of the net adjacent to their playing area throughout the match. LINE JUDGES/SCORERS Central High School will provide line judges, bookkeepers, clock operators, and libero trackers for all the tournament games. We will try to use Certified officials with the WHSAA as line judges for the tournament. WARM-UP PERIOD Twenty (20) minutes will be allowed for warm-up (5-6-6-3). VIDEO TAPING There will be a videotaping area in the middle of the main set of bleachers opposite to the scorer’s table.

2019 4A East Regional Volleyball Tournament AWARDS All-Conference Medals, Coach of the Year Plaques, and Conference Champion Plaques will be given at the head coaches meeting. The Regional Place Winner Plates will be presented immediately following the Championship Match on Saturday. MATCH MANAGEMENT

Ø Pep clubs, parents, and fans are reminded that pep posters, banners, and noise makers are not allowed at Regional or State sites.

Ø Bands are allowed to play at Regional and State culminating events but are reminded that they are not allowed to play during live ball situations.

Ø Administrators will be assigned for supervision during each session, but we would welcome any school administrator’s assistance during their team’s competition.

TOURNAMENT PASSES Each team will receive an envelope containing the following passes for the tournament: 12 player passes 3 manager passes 3 coach passes 1 bus driver pass Cheerleaders’ passes must be obtained by contacting the Tournament Director WHSAA TICKET PRICES

ADULT STUDENT Friday $4.00 $3.00 Saturday $6.00 $4.00 All Session Pass $9.00 $6.00 High school students must present their WHSAA Identification Cards or high school ID card in order to purchase tickets at the student price. If no identification card is presented, adult prices will be charged. High school graduates and older are considered adults. Please pass this information on to your student body and your fans.

NO ONE WILL BE ADMITTED INTO THE GYM WITHOUT A TOURNAMENT PASS. CONCESSIONS Concessions will be available starting at 3:00 PM on Friday and all day on Saturday.

2019 4A East Regional Volleyball Tournament T-SHIRTS T-shirts will be available throughout the tournament. They are long sleeved grey as seen below and are $20.00.

HOSPITALITY ROOM A hospitality room will be set up in a classroom adjacent to the gym. It will be for coaches, bus drivers, tournament workers, and school administrators; please no students. COACHES MEETING The head coaches meeting will be on Friday evening, 30 minutes following the conclusion of the last match and will be held in the hospitality room. The meeting agenda will include:

1) Select All Conference Team 2) Select Conference Coach of the Year 3) Other business to be determined

ALL CONFERENCE SELECTIONS

5. The coaches will select an All-Conference team at 8:00 a.m. on Friday of the Regional Volleyball Tournament. All State voting will be held at the All-Class meeting during the state volleyball tournament. The meeting will be held in Casper and will be run by the commissioner of that sport. The all-conference and all-state selections will be determined in accordance with the following guidelines:

1. All Conference nominations shall be submitted to the commissioner by Wednesday prior to the State Tournament. Only all-conference selections will be considered for the all-state team.

2. The Head Coach may nominate no more than seven (7) players for all conference but may not vote for their own players.

3. At the selection meeting lots will be drawn to determine the order in which nominees are presented. Each coach will then, in turn, present their nominees.

4. There will be only one (1) ballot. Each head coach shall vote for seventeen (17) nominees. Coaches may not vote for their own players. Roll call voting for All Conference and All State will take place on a rotational basis by school and by descending point order. Since there are sixteen (16) positions to be selected, voting will be 17-16-15-14-13-12-11-10-9-8-7-6-5-4-3-2-1. Point totals will be tabulated with the sixteen (16) highest totals being First Team and all other point recipients being Second Team.

5. The highest point getter will be selected as the conference player of the year.


6. Coaches will nominate and vote on a defensive player of the year. 7. A press release of All Conference and All State players shall be made on the

Wednesday following the State Tournament. 8. Coaches will distribute medals to their First Team All-Conference players after

the press release.

Coaches will select a Coach of the Year by ballot (included), which will be voted on at the Regional Tournament. All WHSAA and National Federation rules will be followed. Spine Boarding Procedure:

Athletic Trainer will take control of the head/neck and will instruct a coach or administrator to call 911 or retrieve EMT (if they are onsite) to come with spine board and gurney. The Athletic Trainer will take lead while spine boarding and instruct coaches and administrators to help as needed. The coaches and administrators that are not hands on with the athlete will keep athletes and spectators away from the injured athlete so we may keep the athlete as safe as possible. Under NO circumstance will we let ANYONE other than uniformed EMT on site around the athlete to assist.
