Message from the Conference Chair

Looking forward to meeting you!

ALL ROADS LEAD TO PEEL REGION!

Welcome to the 2019 OPBA Conference! The

Region of Peel is centrally located where

highways 400, 401, 403, 407, 410, 427 and

QEW intersect. With a population of almost

1.4 million, Peel Region is the second-largest

municipality in Ontario. Its growth can be

credited largely to immigration and its

transportation infrastructure.

This year’s conference is being co-hosted by

the Procurement Divisions of the Town of

Caledon, City of Brampton, City of Mississauga

and the Regional Municipality of Peel. These

four divisions facilitate the spend of approx.

$1.5 billion in support of the numerous

community services including Peel Regional

Police, Peel Paramedics, Emergency & Fire

Services, Transit, Public Health, Housing, Long

Term Care and Public Works. Peel’s diverse

population requires that these services be

delivered to meet the need of all its residents.

In 2016, Peel had the highest percentage of

visible minorities within the GTA (62%). This

majority was further reflected in Brampton and

Mississauga, with 73% and 57% of their

populations respectively identifying as a visible

minority. Caledon’s visible minorities comprised

18% of the population.

The role of public procurement is ever changing

and evolving. Recent trade agreements,

changes in the Construction Act, Regional

Government Review, changes to Public Health

and Paramedic services are just a few

examples of how public procurement

professionals must rethink and adapt their

approach and methodology.

The theme for the 2019 Conference is

‘Procurement Reimagined’. The speakers

and topics at this year’s conference will explore

how our roles are changing and will help to

prepare us to better support the procurement

needs of our agencies.

We look forward to seeing you in September

for a fun-filled, educational and informative

three days in Peel Region.

The Ontario Public Buyers Association (OPBA)

is a not-for-profit professional association

representing public procurement professionals

throughout Ontario. We promote the ethical and

effective expenditure of public funds and

encourage excellence in public purchasing

through our continuing professional

development opportunities, the encouragement

of certification programs and through networking

among our members.

Our volunteer-driven organization includes

procurement professionals from local, regional

and provincial government, as well as from

school boards, universities, public safety

agencies and other entities entrusted with the

prudent and responsible spending of public

funds. Our members manage and/or authorize

the expenditure of millions of tax dollars on

behalf of these agencies and work at all levels

of responsibility in the public sector.

OPBA members are committed to sharing

experience, expertise and their dedication to

excellence through cooperative efforts, high

ethical standards and continued professional

growth through education.

OPBA History

Founded in 1958 as the Ontario Municipal

Purchasing Agents Association, an arm of the

Ontario Municipal Association, the organization

became a chapter of the Canadian Purchasing

Agents Association in 1969 and was known as

the Municipal Purchasers.

In November 1974, at the group's conference in

Hamilton, the name was changed to the Ontario

Public Buyers Association (OPBA) and became

an independent professional organization.

Three years later, OPBA affiliated with the

National Institute of Governmental Purchasing

to provide its members with opportunities to

obtain a professional designation, becoming

NIGP's first Canadian provisional chapter.

On February 18, 1982 OPBA received its letters

of patent, incorporating the association.

Expected Behaviour

Event Participants are expected to

communicate and present themselves in a

professional and constructive manner, whether

feedback, and be open to alternate points of

view. Refrain from demeaning, discriminatory or

harassing

behavior or speech. We expect all Participants

to abide by this code of conduct at all Events.

Consequences of Unacceptable Behavior

Any perceived harassment and/or unacceptable

unwanted / uninvited behavior will not be

tolerated by any Participant. Anyone asked to

stop any harassing behavior is expected to

comply immediately. If a Participant, either in

real or virtual space, engages in unacceptable

behavior, the OPBA may take reasonable

actions in the best interests of the OPBA to

protect the safety and security of its Event and

Participants; including the expulsion from the

Event and/or actions taken by appropriate local

law enforcement officials.

Giving Back

ErinoakKids Centre for Treatment and Development

As public agencies, our membership values

social responsibility and how our profession has

the ability to influence positive change. Each

year the OPBA identifies a local charity within

the host community as a focus of a Community

Giveback Program to provide the opportunity to

highlight and donate to a social issue. In

considering the many deserving charities in

Peel Region, the OPBA selected ErinoakKids

Centre for Treatment and Development as

part of our Give Back commitment.

To help support the work ErinoakKids does, the

OPBA will be selling t-shirts as part of our Give

Back program. Attendees are encouraged to

wear these t-shirts during the conference to

bring more awareness to this cause. More

details to come. Keep an eye out!

About ErinoakKids:

Founded in 1971, ErinoakKids Centre for

Treatment and Development has grown to

become Ontario’s largest children’s treatment

centre – annually supporting nearly 17,000

unique children and youth from Halton, Peel and

Dufferin county. Our clients are children with a

wide range of physical and/or developmental

disabilities, autism, communication disorders,

hearing loss, and children who are deaf and/or

blind. Our goal is to help each child build on his

or her unique strengths and maximize

opportunities for growth and development. Our

family-centred approach of care ensures that

our team of professionals understands each

family’s unique strengths and goals.

About the Course:

This course is the pre-requisite for the Principles

of Effective Public Purchasing certificate

program, giving an introduction to policy and

procedures, authority and agency, the public

purchasing cycle and other aspects of the

function of purchasing. Candidates will be given

an overview of legal considerations purchasing

staff need to know when developing and

handling bid documents, deciding the best

procurement option (tender and RFP

processes), as well as discuss centralized

versus decentralized procurement systems.

Certification Note: If you plan to apply this semi-

nar toward the “Principles of Effective Public

Purchasing” certificate program, you must enroll

in the program within 9 months of completing

this seminar. Completion of the full certificate

program is required within 3 years of enrolment.

About Carl:

Carl Bonitto has over 15 years of procurement

experience and received his CSCMP

designation through the Supply Chain Manage-

ment Association of Canada in 2009. He

currently is on the Ontario Public Buyers

Association Certificate program advisory board

as an instructor teaching courses since 2010.

He also sits on the business faculty advisory

committee at Loyalist College and is currently a

Chapter Ambassador for the National Institute

for Government Purchasing (NIGP). He gained

his procurement experience in a variety of

business sectors including Automotive, Technol-

ogy, Food, Sporting Goods and Municipal

government.

Carl’s current role as the Manager of

Purchasing and Risk Management Services for

the County of Northumberland allows him to

procure a variety of goods and services for their

seven diverse departments. Items include

Construction, IT and consulting services. On the

risk management side he manages all the legal

challenges and claims received by the County.

Choosing the right contract is as important as

choosing the right commodity. Targeting the

purchase to the contract type can protect the

agency and improve results. This course will

address the principles and techniques for

developing contracts which are appropriate and

targeted to the particular purchase being made.

About Omid:

Omid Ghamami, MBA, CPSCM has 18 years’

experience with Intel Corp, holding responsibility

for $1B + in annual expenditures as a

procurement executive, and also managing In-

tel's global procurement operations. He was

also responsible for the negotiation planning,

execution, & training processes for the entire

$16B global procurement organization. Omid

specializes in helping public procurement

professionals generate better performance re-

sults, better influence results with end users and

bid committees, the ability to better drive best

value decision making within the constraints of

the public procurement environment, and the

skills needed to prevent supplier performance

excursions instead of being able to respond to

them. His passion is helping public procurement

professionals find new ways of driving

procurement excellence.

Omid holds a Bachelor’s degree in Business

from California State University Sacramento and

a Master’s Degree in Business Administration

(MBA) from the University of California, where

he was Class President. He is also a Certified

Purchasing and Supply Chain Manager

(CPSCM™) and is the founder of the Center for

Purchasing and Supply Chain Management

About the Course:

This course examines the various issues with

managing risk when purchasing goods and

services in the public sector. Candidates are

given an overview of common risk issues,

including those of ownership and copyright, the

right to privacy, competitive bidding

irregularities, occupational health and safety,

environmental responsibilities and accountability

in terms of personal and corporate liability.

This seminar is required for those who wish to

obtain OPBA’s “Principles of Effective Public

Purchasing” certificate. NOTE: In order for this

course to count toward obtaining your

certificate, you must have a program enrolment

form on file with OPBA Central Office and com-

plete the program within 3 years of enrolment.

Also available as a distance education course.

About David:

David Allan has been working in the Supply

Chain industry for over 30 years and has a

diverse background from both the private and

public sector. David’s background includes 20

years of service as a Supply Technician with the

Canadian Forces, supporting military opera-

tions, and humanitarian and disaster assistance

missions both at home and worldwide; and is a

recipient of the Canadian Peacekeeping Medal.

David spent 10 years in the private sector bid-

ding on and managing federal government con-

tracts; that included a multi-million-dollar repair

and overhaul sourcing contract where he had to

find repair sources for highly specialized and

unique equipment and parts. More recently Da-

vid spent over 10 years managing municipal

procurement and successfully implemented a

comprehensive procurement governance frame-

work, while at the same time improving overall

procurement efficiencies and effectiveness. He

has served on the governing board of the Ontar-

io Public Buyer’s Association for many years.

David currently teaches various Principles Cer-

tificate courses on behalf of the OPBA.

Karl Subban is a former school principal in one

of Toronto’s toughest neighbourhoods, and the

father of five children, including three NHL

players. He’s dedicated his life to helping others

reach their potential—to be better at their

careers, and as people. In his gregarious,

How We Did It—he explores teamwork and

leadership and offers a fresh take on what it

About Karl:

In his thirty years of coaching, teaching,

parenting, and leading, Karl Subban has

learned how to inspire people. “Your greatest

gift is your potential,” he often says, “and your

greatest gift to the world is the development of

that potential.” Hailing from the Caribbean,

where he never played hockey, Subban has

nonetheless raised three NHL players, including

About Sandra:

Transforming Public Procurement from ‘Price Taker to Market Mover’

Sandra Hamilton is a Strategic Procurement Advisor and Canada’s First Social MBA.

She serves as an advisor to the Ontario Public Buyers Association (OPBA) and to

CBSR – Canadian Business for Social Responsibility. Her current work involves

leading demonstration projects in BC, Alberta and Ontario designed to transform the

role of public procurement from ‘Price Taker to Market Mover’.

Hamilton foresees a future where all taxpayer funded contracts are designed to move

markets toward the 2030 UN Sustainable Development Goals; to align and support

key environmental, social and economic public policy goals.

Known for her progressive, trade agreement compliant approach, Hamilton designed both

British Columbia’s & Alberta’s first Social Procurement Frameworks and, in 2017, she was nominated by

Global Affairs Canada to profile her work at the World Trade Organization (WTO) Symposium on

Sustainable Government Procurement in Geneva.

In addition to working with CBSR and OPBA to re-imagine the role of public procurement in creating a

more circular and socially responsible economy, Hamilton is currently exploring the role and responsibility

of public procurement in Poverty Reduction with The City of Hamilton, ON; in building more inclusive

workplaces and fostering Indigenous Reconciliation with the Fort McMurray Construction Association in

NE Alberta and in promoting skills development/apprenticeships and Indigenous Reconciliation within a

large infrastructure project with the District of Tofino, BC.
