The State Transportation Improvement Program (STIP) lays out the N.C. Department of Transportation’s plan for transportation projects during the next 10 years. The STIP is updated approximately every two years. The 2020-2029 STIP includes 104 projects in Division 9. Among the improvements planned are:
In Forsyth County, construct Winston-Salem Northern Beltway western sections between U.S. 52 and U.S. 158, construction of various segments to start 2023-2029.
In Forsyth and Guilford counties, widen nearly 12 miles of U.S. 158 between Business 40 in Winston-Salem and Anthony Road in Guilford County to multi-lanes, construction to start in 2022.
In Rowan County, construct Airport Parkway on a new location connecting Jake Alexander Boulevard to U.S. 29 in Salisbury, construction to start in 2027.
In Rowan County, widen Julian Road in Salisbury between I-85 and Jake Alexander Boulevard.
In Davidson County, widen N.C. 8 (Winston Road) to multi-lanes in Lexington, construction to start in 2022.
In Davidson County, convert the U.S. 29/70 intersection with Old Greensboro Road to an interchange with bridge, construction to start in 2021.

Local and regional transit systems provide public transportation service for residents of all 100 North Carolina counties. The NCDOT Public Transportation Division manages federal and state public transportation grant programs and supports transit agencies with planning, training and technical assistance.

Rural Planning Organizations (RPOs) and Metropolitan Planning Organizations (MPOs) are North Carolina’s local transportation planning agencies. They develop transportation projects for their communities and help NCDOT decide which projects will receive public funding.

The local highway division is one of two to test out new technology that reduces backups in work zones where two lanes of traffic merge into one lane. The Dynamic Zipper Merge uses speed sensors to feed data to message boards that change the signs that drivers see based on the traffic patterns approaching the work zone. Work zones on I-40 East and I-40 West in Davie County are among four in the state where a Dynamic Zipper Merge has been implemented.
The Winston-Salem Business 40 Improvements Project hit a major milestone when the 1.2-mile section of highway reopened to traffic in early 2020 with a new name, Salem Parkway. NCDOT closed Business 40 in downtown Winston-Salem in November 2018 to upgrade it to current standards. Nine vehicular bridges were replaced and pedestrian bridges were added create new connections for the communities historically divided by the highway. Full project completion was scheduled for the spring.
Work continues on the project to complete an interstate loop around Winston-Salem. A major section on the eastern side of the project, between U.S. 311 and just west of N.C. 66, began taking shape in 2019 and should be complete by late 2021. This side of the Winston-Salem Northern Beltway will one day carry the I-74 designation and is mostly expected to be complete by 2024. Some work on the western side of the project is underway, but completion of most of the western sections is several years out.
