Extension Office Youth & 4-H website. Entries must be made on or before July 15. It is the participant’s

Kossuth County Fair 4-H Objectives

For 4-H Youth:

To encourage 4-H youth to learn and apply practical methods of production, management,

and/or marketing of their projects.

To assist 4-H youth in their personal development and character growth in honesty, integrity,

responsibility, citizenship, and leadership skills.

To provide an opportunity for 4-H youth to measure their progress and skills against accepted standards.

To provide an opportunity for 4-H youth to participate in a wide variety of program opportunities.

To provide an opportunity for 4-H youth to gain personal satisfaction, meet new people, share ideas

and learn to work cooperatively with others.

Member Conduct Policy

THE POLICIES BELOW APPLY TO ALL 4-H/FFA MEMBERS WHO ATTEND THE FAIR, INCLUDING THEIR FAMILIES

AND NON-FAMILY WHO MAY HELP THE YOUTH EXHIBITOR.

1. If an illegal act is conducted at a 4-H event, the adult volunteer will call the implicated 4-Her’s parents and ask that they be

removed from the event ASAP and contact the appropriate legal authorities, as necessary. The adult volunteer must contact the

Extension Office about the incident. The 4-H’er will be required to provide a written explanation or apology for this incident to

the Youth Committee (or sub-committee) within one month of the incident. If the essay or personal interview is not conducted

within a month of the incident, the Youth Committee may impose restrictions on participation in future 4-H events.

2. Iowa Exhibitor Youth Code of Ethics (page 7), Code of Conduct for Iowa 4-H Youth and Families (page 8-9) will be enforced.

Codes of Ethics and Conduct include non-family who help 4-H exhibitors.

3. Violation of the Code of Ethics shall receive a verbal warning then a written warning before severe action is taken. WITH THE

EXCEPTION OF FAIR WEEK - when violations will be dealt with on a case by case basis decided by the grievance committee.

4. Grievance committee: File a written explanation of your dispute with $50 at the 4-H Livestock Office. If it is a founded

grievance, your $50 will be returned. The grievance committee will meet and address the issue. The committee is made up of

members of the fair board, youth committee, 4-H staff, County 4-H Council, FFA staff or officer, and superintendent of the

department of the infraction. Names of the committee members will be identified before the fair begins.

5. Members who miss a Livestock ID deadline or have a late Fair Entry must submit a written reason for missing and must appear in

front of the Youth Committee to present request for approval. Youth Committee has the right to decide on a case by case basis

each scenario, however, habitual offenders will not be allowed to show.

Livestock Department

4-H/FFA General Rules & Regulations 1. The Kossuth County 4-H/FFA Fair is open to all youth enrolled in 4-H and FFA projects whose club, chapter, or school is

located in Kossuth County, or who resides in Kossuth County, and who were in 4th grade during the last school year. Eligibility

continues through the calendar year of their high school graduation; FFA members in good standing do have the option to show

beyond high school if all forms and deadlines are met.

2. Junior, intermediate, or senior refers to exhibitor's grade. A junior exhibitor is one in grades 4-5; intermediate is in grades

6-8; and senior exhibitor is in 9th grade or older in the last school year, unless otherwise noted in specific project rules.

3. All animals must be positively identified and entered into 4-H Online by May 15 (except rabbits and poultry which are July 1). It is

the member's responsibility to complete this requirement. Ear tag numbers, tattoos and other identification are subject to being

checked at the county fair.

4. All exhibitors (except dog, horse, and pet exhibitors) must have current YQCA (formerly FSQA) certification, achieved by taking

the online training yearly. Contact the Extension office at 515-295-2469 before July 1 if you are unsure of your

certification status.

5. All 4-H and FFA livestock entries must be made by using the FairEntry online program by July 15.

(http://www.extension.iastate.edu/kossuth/4h) It is the exhibitor’s responsibility to complete this online process, as well as the

code of ethics form through 4-H Online by July 15.

6. Arrival of livestock can start at Noon on Monday but must be stalled by 6 pm on Wednesday.

7. All exhibits will be released between 8:00 a.m.- Noon on Sunday but no earlier than 8:00 a.m. unless otherwise stated within the

species rules of this rule book. This will be enforced. Violations will result in being barred from showing in that

department the following year. In addition to being barred, the 4-H member will also forfeit ribbons, trophies, and premium

auction privileges in the current year. Early release is allowed only on written approval of the department superintendent or

designee. Animal illness requires county fair veterinarian verification and department superintendent verification for early

release.

8. Exhibitors have a choice to compete in the North Central Showdown. If exhibitors choose to go, only the placings below may

leave. All other animals owned and shown by the exhibitor must stay at the fair. If exhibitors choose not to go, their Grand

Champion animal must stay at the fair. Attendance at the show will be monitored. Exhibitors who leave early but do not go to

the North Central Showdown will be penalized according to rule number 7.

The following Kossuth County Grand Champion Exhibitors will be released on Friday at 3:00pm to compete in the North

Central Showdown in Britt: Grand Champion Market Steer, Grand Champion Breeding Heifer, Grand Champion Breeding

Doe, Grand Champion Market Goat, Grand Champion Breeding Ewe, Grand Champion Market Lamb, Grand Champion

Breeding Gilt, and Grand Champion Market Hog. If Grand Champions opts out, Reserve Grand Champion will be eligible.

Exhibitors who qualified outside of the Kossuth County Fair are also eligible for 3 pm release with proof of qualification

(animal ID and letter of qualification from fair species superintendent).

9. All livestock exhibitors are required to wear a Kossuth County Fair exhibitor t-shirt while showing their project. If an exhibitor

shirt is needed, shirts must be ordered through your leader/advisor by June 15. Horse exhibitors should wear appropriate

clothing as described in their division. Exhibitors are advised to wear proper footwear in livestock areas.

10. All exhibits are required to be raised and fitted by members themselves. Assistance from others is acceptable if 4-H’er is

actively participating.

11. All exhibitors are responsible for the care of animals until loaded for market or going back home. Ownership of market

animals does not change hands until delivery at the packing plant. Members may want to insure their animals against loss in

route to the plant.

12. Livestock trailers may be parked on the fairgrounds on show day until 3:00 p.m. Parking is available anytime in the south lot,

outside the south gate.

13. Pens and stalls are free to members who enter in each department. Exhibitors must furnish their own feed and bedding. No

straw or hay bedding is allowed. The Kossuth County Cattlemen will provide a base bedding for the beef barns.

14. All exhibitors must clean pens and stalls on a daily basis & remove bedding after release time. Beef & Bucket Calf need to

scrape bedding 2 feet from the wall towards center alley.

15. Members must show their own animal project if at all possible. They may obtain another eligible member to show for them if

necessary. Substitute showman, when eligible, must be from Kossuth County and be of equal or lesser ability. Contact the

Extension staff and show superintendent for prior approval.

16. Decisions of all superintendents and fair officials are final in regards to the fair.

17. Livestock will be placed blue-red-white in all division classes. Champion of the class will receive a purple single streamer

rosette; Reserve Champion will receive a lavender single streamer rosette. Grand Champion will receive a purple triple streamer

rosette and a trophy or special award where applicable and Reserve Grand Champion will receive a lavender triple streamer

rosette.

18. No fair premiums are paid on livestock exhibits. Livestock exhibitor’s achievements may be sold at the Premium Auction (see

rules on page 13).

19. Health Requirements for Exhibition of Livestock (page 5-7) will be enforced.

20. Showmanship: All exhibitors in their division are eligible according to grades (see rule 2) each year. This will be followed in

all species. Pre-entry in showmanship classes is not required except with horses and dogs.

21. There is no limit to the number of times an exhibitor can win a division.

22. All rules are superseded by committee and Extension staff discretion.

23. CAMPING OVERNIGHT - 4-H/FFA families must check in and get information from the Fair Office located at the front gate of the

Fairgrounds. Check the fair website for details.

24. A night time cattle tie out area will be designated by the fair board.

25. All carcass beef, some pen cattle and market swine will be loaded direct to the packer.

26. All superintendents are in charge of their own stall assignments. Stall entry deadline: July 15th

27. Due to health concerns, pigs are encouraged to be slaughtered; however, this show is an optional non-terminal show and hogs

can be returned to the farm.

28. Corporate or business sponsorship or logos on any banner or decorations of any 4-H/FFA Exhibits are not allowed.

Livestock Premium Auction

1. The achievements of the livestock exhibitor are being rewarded at auction.

2. The ribbon sale is held in the show arena.

3. Each member is allowed to walk through the ring once per species and twice total. Members who exhibit in more than two

species will have to choose and notify Extension staff by the Friday of fair at 5 pm which two species are selected. All ribbons

earned for the species chosen will be listed in the program.

4. 4-H/FFA members who do not want to walk through the show ring must inform Extension Staff or Livestock Office volunteers by

4pm Friday to be removed from the program.

5. In special circumstances, exhibitors may find their own replacement to walk ribbons/trophies through the sale ring. Prior

approval with the superintendent, Youth Committee representative, or County Youth Educator must be received prior to

4 p.m. Friday. It will be announced during the sale why the exhibitor is not there and who is walking through in their place.

6. List of Species eligible for the premium auction: Beef, Horse, Meat Goats, Sheep, Swine, Dog, Poultry, Pet, Rabbit, and Dairy.

2019 PREMIUM SALE ORDER WILL BE DETERMINED AT A LATER DATE. ONCE ORDER IS DETERMINED THE

ORDER WILL BE RELEASED.

Contest is Saturday at 9:00 a.m.

1. Open to individual 4-H and FFA members.

2. Top 10 individuals will be placed with ribbons presented.

3. Four to six classes will be judged. Oral reasons will be optional.

DIVISION 201: INDIVIDUAL MARKET BEEF

Superintendent: Kim Ruby

Enrollment Requirements:

Animal ID: 4-H Ear Tag

Maximum of six head may be weighed and identified

Must be weighed and tagged at 4-H sponsored weigh-in

ID verified in 4-H Online by January 31

Exhibitors must be YQCA certified

Fair Requirements:

Entry must be made into FairEntry Online by July 15

An exhibitor may enter a maximum of three head of market beef at the fair

(Beef carcass, second year bucket calf and bucket calf entries will not be included in this limit.)

Check-in is Tuesday 2:00 - 8:00 pm. All animals must be checked in, weighed-in, and stalled by 8:00 pm.

Weigh-in is Tuesday following lamb weigh-in

Show is Thursday 10:30 a.m. following breeding beef & prospect calf shows

Release is Sunday 8:00 a.m. - Noon

Show Rules:

1. Market beef animals will qualify for class champion or reserve ONLY if they have an average daily gain for heifers of

2.20 lbs. and steers 2.40 lbs. or more per day from the beginning weigh date to the fair weigh date.

2. Minimum weight for market classes is 950 lbs. for steers and 900 lbs. for heifers.

3. Purebred and crossbred steers and market heifers are eligible.

4. Only polled and de-horned (with regrowth not to exceed two inches) animals will be eligible for show.

5. Any animal having the permanent central incisor teeth in is not eligible to show. Such animals are considered as

having reached an age beyond that consistent with the intent and purposes of this show.

6. Lost animal identification tags must be reported and replaced prior to the fair to be eligible to show.

7. The superintendent will determine weight classes.

8. Market steers and heifers are eligible to compete for weight division championships and grand champion.

9. No false tail heads and no surgical alterations will be allowed; no foreign material may be added to animals.

10. No painting, coloring, powdering, or dying above the hoof that changes the color or pattern of the calf.

11. Champions of each division will be selected before judging the next division.

12. No generators in cattle barns.

13. Limit one fan per animal (overhead fans only).

14. No grooming chutes are allowed in the cattle barn.

15. A base bedding will be provided by the Kossuth County Cattlemen for beef barns.

Exhibitors can add a preference of wood based shavings at their own cost.

16. One tie ring per calf.

17. All stall dividers to be placed on center of tie rings. This will be enforced to make sure there is enough room.

18. All Beef divisions, except bucket calf, are eligible to enter showmanship. Entry is the day of the show.

enrolled and identified.

2. Second year bucket calf steers may be shown with market steers, or may be shown in the special second year

bucket calf steer class. Second year bucket calf heifers may be shown with market heifers, in the special second year

bucket calf heifer class, or as breeding (class 20751) or dairy beef.

3. All second year bucket calves entering the market division must be weighed at county weigh-in in January and ID’d by

February 1. Daily rate of gain is required.

4. Breeding and Dairy beef must be enrolled and ID’d by May 15.

5. In order for a 4th grade 4-H’er to show a bucket calf as a second year project, they must have used a 4-H ear tag and

identified the animal in 4-H online by May 15 the prior year.

2. Must be in possession of member within two weeks of birth.

3. Calf must be bucket or bottle fed. (No nursing permitted.)

4. Entries are eligible to be shown only in the Bucket/Bottle class.

5. Entries will not be weighed at fair. Calves will be shown by the exhibitors grade not the weight of the calf.

6. Bucket calves can be put in tie outs with first come, first serve.

7. Calves will be shown with a halter.

8. (Required) Interview judging will be based on:

a. General appearance of interview form

b. Presentation

c. Knowledge of project

9. (Required) Showmanship class judging will be based on:

a. What the exhibitor has learned about care and the raising of the calf.

b. The fitting and showing of the calf (only washing and brushing, no clipping or blow drying) with emphasis on

what exhibitor has learned. Interview forms are to be handed in at check-in.

c. General health, conditions and management of the calf and exhibitor’s knowledge of this area.

d. Conformation or quality of the calf will not be considered since purchase should not be on that basis.

e. See Health requirements (page 5).

10. (Optional) Mentor class judging will be based on:

i. 4-H exhibitor and a non 4-H exhibitor in 3rd grade and under

ii. Showmanship (with younger non 4-H exhibitor leading calf in ring and 4-H exhibitor beside them).

iii. How well the 4-H exhibitor interacts with younger non 4-H exhibitor.

iv. What the 4-H exhibitor learned about being a mentor.

v. What the younger non 4-H exhibitor learned from their mentor (non 4-H exhibitor will be required to help in

the care and raising of the calf).

vi. Sign-up for class based on age of 4-H mentor.

11. (Optional) Costume class judging will be based on:

i. Presentation—Exhibitor will create a costume for both exhibitor and calf to wear.

ii. Creativity of costume.

iii. Technique--How well exhibitor controls their calf wearing a costume.

12. The classes may be divided or combined depending on number of entries at the discretion of the superintendent.

5. The carcass show will be judged by retail product per days on feed, average for pen. Member must designate at fair

weigh-in their intent to participate in pen carcass class.

3. Times to verify all tattoo numbers and registration papers will be posted by superintendent at 4-H Livestock Office on

Wednesday morning. Tattoo numbers will not be checked in May; however, the tattoo can’t be fresh or a bangs tag.

Exhibitors needing assistance may contact the office for help.

4. All beef breeding heifers are eligible, and exhibitors have the option to enter an animal under a different class area

than what was designated on the May 15 ID deadline as long as all necessary identification was provided with the ID.

Example: ID’d a heifer as market but entered it as breeding heifer (this is acceptable).

5. All registered heifers and cows must be registered with their respective breed associations. Registration papers must

be presented before the show and must be registered in the exhibitor or immediate family member's name. Heifers

and cows not having correct verification for their breed must show in the crossbred class.

6. Registered heifers will be shown by birth date. Crossbred heifers will be shown by hip height.

7. All breed champions, crossbred champions and cow/calf champions will show for the Grand Champion and Reserve

Champion Female.

8. Only polled and de-horned (with regrowth not to exceed two inches) animals will be eligible for show.

9. Classes will be broken down if more than eight in an individual class or five pairs in cow/calf classes.

10. A base bedding will be provided by the Kossuth County Cattlemen for beef barns. Exhibitors can add a preference of

1. An exhibitor may not show more than six head of dairy animals in the dairy division, nor may the exhibitor show more

than one purchased animal in any one class.

2. Purebred and crossbred animals of the same age and breed will be exhibited in the same class. Exhibitors must have

proof of date of birth of calves.

3. Lactating cows must be enrolled in 4-H or FFA production contest or have production records to be eligible for all cow

classes. These production records must include the entire lactation record since freshening and are to be submitted

when the cow enters the show ring. Lactating cows are eligible for breed championship classes.

4. Must have positive identification such as purebred registry number or tattoo, or ear tag.

5. Only polled and de-horned (with regrowth not to exceed two inches) animals will be eligible for show.

6. Cows in 2, 3, & 4 year old and Aged Cows classes must have been identified as a 4-H project last year.

7. Dairy exhibitors should wear a Kossuth County Fair exhibitor T-shirt.

8. When fewer than three animals are shown in any class, one or more classes will be combined.

9. All exhibitors are allowed to show in showmanship. Judge will be observing showing skills during the entire show.

1. Health requirements: Must have a current rabies certificate; must show no evidence of any infectious condition.

2. Members will receive dog exhibitor number at the show ring.

3. Entries are open to purebred and mixed breed dogs.

4. The dog must have been trained, cared for, and managed by the exhibitor.

5. Any female in season may only be shown at the judge’s discretion.

6. Dogs may be entered in no more than two obedience classes.

7. Immediate family members (siblings/step-siblings) can co-identify the same dog. The shared dog must be enrolled and

identified under each sibling’s 4-H Online account. The dog must still only be identified either as 4-H OR FFA. Siblings

sharing the dog must both be enrolled in 4-H. The shared dog may only be shown in a particular class by one sibling,

not both. For example: a 5th grade 4-H’er cannot show a dog in Pre-Novice A AND the 8th grade sibling show the

Horse and Pony Department

Horse and Pony Show Rules:

1. Exhibitors may not add classes after July 15 but may scratch entries or make substitutions until one class prior on the day

of the show. Remember the fair is your opportunity to demonstrate what you have learned in 4-H. Please select classes

accordingly. They should be classes that you have been practicing.

2. Only one ID’d horse, entered in at least one 4-H/FFA class, may be stalled on the fairgrounds during the fair. If there are

any empty stalls a drawing will be held.

3. Horses may NOT leave early without vet recommendation or submitted request on or before July 15 and approved by fair

board and superintendent. Violators will forgo the ribbon sale and not be able to show next year.

4. Immediate family members (siblings/step-siblings) can co-identify the same horse. The shared horse must be enrolled

and identified under each sibling’s 4-H Online account. The horse must still only be identified either as 4-H OR FFA.

Siblings sharing the horse must both be enrolled in 4-H. The shared horse may only be shown in a particular class by one

sibling, not both. For example: a 5th grade 4-H’er can not show a horse in barrels AND the 8th grade sibling show the

same horse in barrels; however, the other sibling could show that same horse in pole bending. Each 4-H member will still

be allowed to ID a maximum of 5 horses; and of those 5, 2 may be leased.

5. Ownership: To exhibit in classes in which the primary emphasis of evaluation is the skill level of the 4-H’er, ownership is

not required; however, the 4-H’er must take an active role in the care of the animal (including feeding, cleaning, training,

health care, farrier care, exercising, etc.) Horses listed in the conformation (halter) classes must be owned by the 4-H’er

or in partnership with a family member. Any horse that is not owned by the 4-H’er or his/her immediate family (parent,

siblings or guardians) is a leased horse. So horses owned by a distant family member (grandparents, aunts, uncles or

cousins) will be considered leased horses. Proper paperwork and all rules for a leased horse must be followed. Leased or

borrowed horses may be shown in showmanship and riding classes only. If the horse is leased or borrowed, attach a

signed lease agreement with ID info in 4-H Online. If an exhibitor leases or borrows a horse, that horse shall be the only

riding horse the exhibitor may identify and show as a project. Lease forms are available at the Extension Office.

6. All State 4-H Horse Guidelines rules will be followed, including wearing 4-H armbands. Any exceptions are listed in this

rule book. State rule books & armbands may be purchased at the Extension Office.

7. All exhibitors will be required to wear ASTM/SEI approved horse helmets at all times when mounted and participating in a

4-H activity (practice, show, parade, clinic, etc.).

8. Exhibitors must be dressed neatly in any color shirts with solid, plain front button or snap long sleeved and collar (will be

enforced) and dark blue jeans or attire appropriate for the class. Prohibited: personalized logos or embroidery, zippers,

sheer or lace fabric, embellishments or bling of any kind including but not limited to sequins, rhinestones, chains, etc.

Shirts must be tucked in. No vests or jackets. Hats/helmets, belts, and boots are required. The judge will not give extra

credit for special, costly attire.

9. Stalls will be assigned and posted by superintendent by Monday evening. All feed stall doors/access doors must be shut

at all times. Stalls must be wiped down and dusted prior to stalling horse. All horses must be groomed and saddled in

their stalls. Horses cannot be tied outside of stalls in the barn for any reason during the fair this includes during feeding,

cleaning, tacking, and grooming. All horse stalls must be cleaned daily and cleaned completely out before you leave at

the conclusion of the fair.

10. No mounting horses in the horse barn, and no riding allowed in barns or north of the horse barn.

11. Only exhibitors may ride or warm up their horses at any time during the Kossuth County Fair. If anyone else (including

parents or trainers) ride or warm up the horse, the horse and exhibitor will be disqualified from the show.

12. Cheering and support is encouraged; however, instruction is not allowed once exhibitor enters the arena.

13. Any age group with less than 3 entries may be combined with another age group of the same class.

14. Exhibitor ages are determined from the last grade completed. Horse ages are determined as of last Jan 1.

15. Exhibitors may show only one horse per class.

16. All animals must be treated humanely and be vaccinated for Eastern, Western Encephalomyelitis; Influenza; and Tetanus

Toxoid - and wormed at least sixty days prior to fair show. Bring a receipt or proof of vaccination along with health

certificate completed within 30 days of the show to check in Tuesday night. Superintendents will make arrangements

with a veterinarian to complete health certificates at a practice prior to the fair.

17. In order to show in timed events, youth must attend 2 game event practices. In order to show in the halter and

performance events, exhibitors must attend 2 performance practices. Superintendents may waive all or part of these

requirements upon evidence of lessons or higher-level exhibition. (Get opt out forms from the Extension Office.)

18. FFA members who have graduated, but are under the age of 21, may compete in the oldest age division.

4. All patterned classes will be given a new pattern for the Grand Champion class with the exception of Trail.

5. Entries in the halter classes will be judged on conformation, general appearance and way of moving.

6. Properly fitted halters should be used.

7. Entries in the performance classes will be shown under saddle and judged in manner, way of going and performance

(at walk, trot and canter). Proper equipment should be used.

8. For halter and performance classes equipment should show evidence of proper care. The judge will be advised not to

consider expensive equipment.

9. Stallions, yearling or older, are ineligible. Baby colts can be shown.

10. Showmanship will follow the last halter class. All members are asked to lead their animals in this class.

7. This class will be conference judged.

8. The entry cannot be exhibited in any other show at the current fair.

9. Classes will be broken by Junior (4-8) and Senior (9-12). If there are enough entries, Intermediate will be added and age

breaks will be as stated in 4-H/FFA Livestock Department Rule #2, page 6.

10. Exhibitors intending to sell a pet ribbon must sign up at the Livestock Office within one hour following the show.

Show Rules:

1. This project provides an opportunity to feed lambs on a businesslike and practical basis. Three lambs will be judged in

the pen with emphasis on rate and economy of gain, return per dollar invested and market value, uniformity, etc.

2. Lambs will be designated for the Performance Pen class at weigh-in.

3. 4-H exhibitors can weigh-in/enter a maximum of 2 pens with a minimum of 3 and maximum of 5 lambs per pen. If

more than one pen is entered, exhibitors must declare by ear tag the lambs designated for each pen. Pens can be

wethers, ewes or mixed – no ram lambs allowed to be weighed.

4. Animals identified for the Performance Pen class can be shown in the Performance Pen class only.

5. Feed records, including amounts fed and consumed and costs for feed and other products used, should be kept for use

in judging the Performance Pen class. 4-H record forms will be provided. It is suggested that 4-H lambs be penned and

fed separately from non-4-H lambs to maintain the integrity of the feed records.

6. Lambs in the Performance Pen class will be shown in fleece to maintain pelt value. All performance pens of 3 lambs

must be shorn uniformly over the entire body no later than June 10. If needed, arrangements may be made to shear

Performance Pen lambs at a common site.

7. Lambs do not need to be halter-broken as the Performance Pen will be shown loose in a pen at the fair.

8. The exhibitor will complete a summary of feed usage, costs, beginning and ending weight, and value of each pen and

other pertinent information. (Ending market value will be determined by Alta Livestock LLC and provided to sheep

superintendent one week prior to the Kossuth County Fair Performance Pen show.) The judge may discuss the project

with the exhibitor. Rate and economy of gain, management, market acceptability, and return per dollar invested will

be emphasized. The judge will use the information provided on the summary and in the interview, plus his own

discretion, in placing the class.

9. ONLY the Performance Pen class has the option to leave immediately following the sheep show.

10. ALL exhibitors are required to take down their pens after release so the area may be cleaned mechanically.

8. Individual market lambs must weigh a minimum of 87 pounds. Under and overweight lambs will be able to show in a

special class but will not be eligible for awards beyond a blue, red, or white ribbon

9. Exhibitors are expected to care for and show their lambs in an acceptable manner. No muzzles are allowed. No icing of

lambs allowed. Only tap water may be sprayed or applied to lambs. No ice allowed in spray bottles or blankets.

10. Spray painting is not allowed, this will be enforced.

11. Any abusive care or excessive modification of lambs will be grounds for disqualification.

12. All lambs must have four feet on the floor in the show ring at all times. Lifting feet off the ground or placing on any

support or altered ring surface is not acceptable. Exhibitors will receive one warning if found lifting or slapping.

Second offenses will result in an automatic disqualification from the sheep show.

13. ALL exhibitors are required to take down their pens after release, so the area may be cleaned mechanically.

4-H Static (Non-Livestock) Department

General Exhibit Rules

This department is open to youth who are participating in 4-H Youth Development Programs conducted by Iowa State University

Extension and Outreach. All exhibitors are responsible to read and comply with the Kossuth County Fair 4-H General Exhibit

Rules, 4-H General Rules and Regulations, and all 4-H department exhibit class rules and regulations.

1. All exhibits must be entered into FairEntry Online by July 15.

2. 4-H'ers who have completed 4th grade through 12th grade (or that equivalent) are eligible to exhibit at the Kossuth County Fair.

Iowa State Fair selections must be from exhibitors in 5th -12th grade. Exception: group exhibits from an entire club may include

4th grade members. Junior Recognition selections will be made for youth in 4th grade. Youth involved in an Extension Clover

Kids program during the year may exhibit in the Clover Kids class.

3. Eligible exhibits are an outgrowth of work done as a planned part of the 4-H’ers participation in 4-H projects or programs during the current 4-H year. Exhibits can be done by an individual or group and may represent all or part of the learning in the project or program.

4. A 4-H'er may enter a maximum of FIVE entries per project area (must be different exhibits & goals).

5. Exhibitors in 4-H classes are not eligible to exhibit in a similar department of the FFA divisions or vice-versa. See also “4-H Department General Rules and Regulations”.

6. Exhibits previously entered in an FFA Ag Science Fair or any other FFA event or competition may not be entered in any 4-H exhibit class.

7. Corporate or business sponsorship or logos on any banner or decorations of any 4-H/FFA Exhibits are not allowed.

11. Copyrighted materials and designs may not be used in an exhibit that is presented as original work by the exhibitor. Exhibitors must include permission from the copyright holder/owner when using copyrighted materials. Exhibitors must give proper credit to the original source of all materials/designs used in exhibits. (See also special rules for Visual Arts and general copyright information for 4-H’ers.)

12. If the exhibitor chooses a display to illustrate what was learned:

a. Posters may not exceed 24” x 36” in size.

b. Chart boards, graph boards, project presentation boards, model displays, etc., may not exceed 48” x 48” in size. Maximum size is determined by measuring the flat (unfolded) dimensions.

c. Display boxes may not exceed 28” x 22” in height or width and 12” in depth.

13. Exhibits that do not comply with the class description, size guidelines, copyright restrictions, safety and approved methods will be disqualified and not put on public display.

14. Endangered and threatened plants and animals (includes insects), or songbird feathers and nests may NOT be used in any exhibit.

15. The 4-H’er’s goal and applicable exhibit standards will form the basis of the evaluation process. Evaluation criteria will include demonstrated learning, workmanship and techniques, and general appearance and design. Exhibitors will receive a blue, red, or white ribbon. 16. Due to security, 4-H’ers are discouraged from sending items that have special meaning and historical value as the exhibit or part of an exhibit.

8. All static exhibits will be judged the Monday of fair week. Clubs will be given a specific time block to be judged. Entries will be

put in place for display upon completion of judging. Only the 4-H'er is to respond to questions from the judge during conference

judging, except in extenuating circumstances. If a member is unable to be present for judging, arrangements need to be made

with the club leader and the Extension Office.

9. If any special equipment such as electricity, computer, and display aids etc. is needed for your exhibit you must bring with you

on judging day or visit with the Extension staff.

10. Judges have a limited amount of time to evaluate exhibits. The information requested needs to be well organized and brief.

11. All judges’ decisions are final.

12. All exhibits must remain until Sunday, last day of the fair and must be checked out with the club leader or representative

before being removed from the 4-H Exhibits Building. Release time is Sunday 8:00 a.m. - Noon. Exhibitors removing exhibits

before 8:00 a.m. will lose all premiums and recognitions. The exhibitor will not be able to exhibit in that area next year.

13. Static exhibits will receive blue, red, or white ribbons. Junior Recognition will receive purple single streamer ribbons, State Fair

Alternates will receive lavender triple streamers, State Fair Selections will receive purple triple streamer ribbons. Exhibitors

receiving the award of Junior Recognition, State Fair Alternate or State Fair Selection will only receive one ribbon.

14. Fair premiums will be paid for all static entries: $2.50 -purple/lavender: $2.00 –blue or green: $1.50 – red: $1.00 – white.

Exhibit Preparation 1. FairEntry Cards are to be picked up at the check in desk of the 4-H Exhibits Building upon arrival for judging.

2. Each item in an exhibit must be securely labeled, and label should include exhibitor’s name, club, and class number before

arriving for judging. IF THE EXHIBIT IS NOT PROPERLY LABELED, IT WILL NOT BE JUDGED UNTIL A LABEL CONTAINING THIS

INFORMATION IS SECURELY ATTACHED! Proper labeling of items and exhibits will help in the event something should get

misplaced.

3. A written explanation, audio recording, or video recording is to be included as part of each exhibit, and must be securely

attached. The exhibitor should respond briefly to the following questions about the exhibit:

a. What did you plan to learn or do? (What was your exhibit goal(s)?)

b. What steps did you take to learn or do this?

c. What were the most important things you learned?

d. Exhibitor’s name, club, and class number should also be included on this write up.

4. Any additional story or explanation may be taped separately on the exhibit or written on the back of the exhibitor card.

5. Some departments and classes have additional requirements so be sure to check the rules of each department!

Iowa State Fair Exhibit Information State Fair selections are to be properly prepared as indicated by State Fair Exhibit rules and may be left at the 4-H Exhibits building

for transfer to the Iowa State Fair. If adjustments need to be made, exhibits must be delivered to the Kossuth County Extension

Office by noon on Monday following the fair. A meeting for all exhibitors with a state fair selections will be held in the 4-H exhibits

building (armory) on the Wednesday of fair at 5:00 pm. All exhibitors are responsible for properly packing their exhibit and for

reading and complying with the fair rules for the exhibit, to be eligible for state fair participation. Exhibitors with large items, or

items that cannot be carried by 1 person, selected for State Fair will be responsible for transporting their exhibit to and from the

Iowa State Fair. Check with the Extension staff on details and requirements.

4-H Static and Clover Kids Department

Division 101: Animals

CLASS 10110: Animal Science

An exhibit (other than the animal itself) that shows the learning about a large or small animal including beef, dairy cattle,

dairy goats, dogs, horse & pony, meat goats, pets, poultry, rabbits, sheep and swine. Ownership of any animal is not

required.

CLASS 10120: Veterinary Science

An exhibit that shows learning about keeping animals healthy.

Division 102: Ag & Natural Resources

CLASS 10210: Crop Production

An exhibit that shows learning about the growth, use, and value of field crops.

CLASS 10220: Environment and Sustainability

An exhibit that shows the connections between humans and their environment including energy, stewardship, conservation,

entomology, fish and wildlife, or forestry. Includes collections.

CLASS 10230: Horticulture and Plant Science

An exhibit that shows learning about the growth, use, and value of plants, soils, small fruit production, vegetable and flower

gardens, plant nutrition, careers, etc. (Garden crops and herbs are exhibited in classes in the 4-H Horticulture Department

under 4-H Livestock.)

CLASS 10235: Home Grounds Improvement

An exhibit that shows learning about landscape plans, selection of landscape plants, ornamental garden features, home yard

improvement, storage sheds, careers, etc.

CLASS 10240: Outdoor Adventures

An exhibit that shows learning about backpacking, biking, camping, canoeing, fishing, hiking, or other outdoor activities.

CLASS 10250: Safety and Education in Shooting Sports

An exhibit that shows learning about safe and responsible use of firearms and archery equipment or wildlife management.

(The exhibit may not include actual firearms; archery equipment allowed if tips are removed from arrows.)

CLASS 10260: Other Agriculture and Natural Resources

An exhibit that shows learning about agriculture or natural resources and does not fit in any of the classes listed above.

Division 103: Creative Arts

CLASS 10310: Music

An exhibit that shows learning about musical performance, composition and arrangements, instruments,

musical styles or history.

CLASS 10320: Photography

An exhibit, either photo(s) or an educational display that shows learning about photography from choosing a camera to

modifying your photo. Still photos only, not video.

Photography Special Rules:

1. Photographs may be either black and white or color. They may be processed from negatives, slides, or digital cameras

and computer manipulation programs. Photographs must have been taken since your county fair of the previous year.

2. Photographs should be a minimum of 4” x 6”. Finished size (including mounting/matting) of single photographs may

not exceed 11” x 14”. Exception: Panoramic photos must not exceed 24” in length.

3. All photographs must be printed on photographic paper.

4. Mounted photos can be (a) flush-mounted [no board showing] on mounting board, or (b) with mount borders [window

mat or flat mount directly on board]. Exhibitors may cut their own mounting boards, use ready-cut window mats or

have matting done professionally.

5. 4-Hers are responsible for design decisions such as border, color and size. Framed photographs (including floating

frames) will not be judged.

6. Non-mounted photos may b exhibited in a clear plastic covering.

7. A series is a group of photographs [3 to 5] that are related or tell a step-by-step story. Photographs must be mounted

together in story order or sequence. Finished size of individual photographs in a series should not exceed 6” x 8”.

8. Digitally altered photos should include a copy of the photo before changes.

9. Subject matter of photographs must be in good taste and be appropriate for public display in a 4-H setting.

10. Photographs depicting unsafe practices or illegal activities will not be displayed.

11. Iowa State Fair 4-H photography exhibitors must use the Photo Exhibit Label to provide required information for photo

exhibits.

12. Exhibitors entered in 4-H Photography are not eligible to exhibit in the FFA Photography show and vice-versa.

CLASS 10325: Digital Photography Exhibit

A photo or series of photos submitted electronically, not printed. Photos in this class will be submitted, viewed, evaluated,

and displayed electronically.

Digital Photography Exhibit Special Rules:

1. Photographs may be either black and white or color.

2. Photographs will not be printed.

3. Entries may be a single photo or a series of photos. A series is a group of photographs (3 to 5) that are related or tell a step-by-

step story. Series photo entries must have all photos in the series viewable at the same time.

4. Photos entered should be submitted in the highest resolution possible. A finished file size of 1 MB –3 MB is

recommended.

5. Photos should be submitted in an acceptable and commonly used format for ease of viewing.

6. Subject matter of photographs must be in good taste and be appropriate for public display in a 4-H setting.

7. Photographs depicting unsafe practices or illegal activities will not be displayed.

8. Iowa State Fair 4-H photography exhibitors must use the Photo Exhibit Label to provide required information for photo

exhibits. The Photo Exhibit Label may be submitted electronically with the photo entry.

9. Photos entered in this class will be evaluated on the same evaluation criteria used for printed photographs.

10. Exhibitors entered in 4-H Photography are not eligible to exhibit in the FFA Photography show and vice-versa.

CLASS 10340: Alternative/Creative Photography

A single photograph or photographic image that has been created with an alternative photographic process, or a

photograph that was creatively edited or modified beyond reality in a creative, imaginative and experimental way to make

it more interesting and visually engaging. Could be a composite of multiple overlapped photographs.

Alternative/Creative Photography Special Rules:

1. Photograph/Image must be mounted on foam core no smaller than 4”x4” and no larger than 10” x 10” in height and

width. No matting and no framing is allowed, put your creativity into the photography!

2. Photograph/Image can be created from film negative, digital negative, or digitally manipulated in computer.

3. Photograph must be on photo paper, canvas, or other flat material.

4. Exhibit must have Photo Exhibit Label on back with required information for photo exhibits. Include information about

the processes used.

5. Subject matter must be in good taste and be appropriate for public display in a 4-H setting, photographs depicting

unsafe practices or illegal activities will not be displayed.

CLASS 10345: Photography Idea/Educational Display

An exhibit that demonstrates learning about photography that does not fit into any previous photography class. This class

includes photos printed on canvas, fabric, ceramic, etc. as part of an educational display showing learning about printing

techniques, display, merchandising, etc.

CLASS 10350: Visual Arts

An exhibit that shows learning through original art, exploration of an art technique, or study of any other visual arts topic.

Visual Arts Special Rules:

1. Exhibits made from kits or preformed molds will not be accepted. Exception: Preformed molds (greenware,

whiteware) may be used to provide the appropriate surface for a process technique or application of original design.

2. If the exhibit is a finished art object, the source or inspiration of the design, design sketches, or other process for

creating the object and design must be included.

3. Original works of art must be a creative expression of a design unique to the artist, or represent a significant

modification to an existing design to make a new and original statement by the artist.

4. Exhibition of derivative works created by a 4-H’er is prohibited without the written permission of the original copyright

holder/owner. Use of copyrighted or trademarked designs, images, logos, or materials in 4-H visual arts exhibits is

prohibited unless written permission has been obtained from the copyright or trademark holder/owner. For additional

Division 104: Family & Consumer Sciences

CLASS 10410: Child Development

An exhibit that shows learning about children. Examples: child care, growth and development, safety and health, children

with special needs, and careers in child development.

CLASS 10420: Clothing and Fashion – Constructed/Sewn Garments & Accessories

A constructed garment or accessory (sewn, knitted, crocheted, or other process) that shows learning about style, fashion,

design, thrifty spending, wardrobe planning, types of fabrics, and clothing care. Exhibits must be intended to be worn by

humans.

CLASS 10422: Clothing and Fashion – Purchased Garments & Accessories

Purchased garments or accessories that shows learning about style, fashion, design, thrifty spending, wardrobe planning,

types of fabrics, and clothing care. Exhibits must be intended to be worn by humans.

CLASS 10424: Clothing and Fashion – Other Ideas/Educational Exhibits

Any other educational exhibit that shows learning about clothing and fashion including but not limited to design

illustrations, exploration of clothing styles, careers, clothing care, etc.

Clothing and Fashion Special Rule:

1. Outfits or accessories which will be worn during the Awardrobe Clothing Event may not be entered as a 4-H Iowa State

Fair exhibit.

CLASS 10430: Consumer Management

An exhibit that shows learning through savvy budgeting, comparison shopping, money management, and consumer rights

and responsibilities.

CLASS 10440: Food & Nutrition – Prepared and Preserved Product

An exhibit of a prepared or preserved food product that shows skills or learning about cooking, baking, eating and choosing

healthy foods, safety practices, or food preservation through the making of a prepared or preserved food product. See Food

& Nutrition Special Rules below and HS 76 “Foods for Iowa 4-H Fairs – Quick Reference Guide” at

https://store.extension.iastate.edu/product/6434 for additional information regarding prepared and preserved food

products.

CLASS 10445: Food & Nutrition – Educational Display

An educational exhibit (poster, report, display) that shows skills or learning about cooking, baking, eating and choosing

healthy foods, safety practices, or food preservation.

Food & Nutrition Special Rules:

1. Any exhibit considered to be a food safety risk or portray a food safety risk will not be accepted, judged or displayed.

2. All food products/exhibits should be appropriate for human consumption.

3. Food product exhibits must be prepared, baked or cooked using only food grade utensils and containers.

4. Products that require refrigeration will not be accepted, judged or displayed.

5. Meat jerky products are prohibited.

6. The recipe must be included for any prepared food exhibit; credit the source of the recipe.

7. Preserved foods must include the Food Preservation Exhibit Label. Only food processed after August 1, 2017 is

acceptable. Current USDA and/or Iowa State University guidelines for home food preservation must be used.

8. Preserved food exhibits must include two product samples. One will be opened for evaluation and discarded; the

second will be placed on display and returned to the exhibitor. All perishable food products will be discarded when

removed from display.

9. Prepared foods should be placed on a firm disposable plate or flat cardboard. Place food product exhibit in a

reclosable plastic bag with entry tag fastened outside the bag.

10. The use of alcoholic beverages in the preparation or production of 4-H food exhibits is NOT permitted.

CLASS 10450: Health

An exhibit that shows learning through food choices, safe activities and skills such as first aid and CPR, careers, and healthy

lifestyle choices.

CLASS 10460: Home Improvement

An exhibit that shows learning in planning, improving and caring for your home living space,

including extended personal living areas immediately adjacent to the home. Exhibits may include new or

refinished/reclaimed/restored items.

CLASS 10470: Sewing and Needle Arts – Constructed item

Sewn, knitted, crocheted, or other process that shows learning and skill in sewing, knitting, crocheting, or other needle arts.

May include the construction of household items such as pillowcases, curtains, table runners, quilts, wall hangings, or other

items. Exhibits in this class are not intended to be worn by humans.

CLASS 10472: Sewing and Needle Arts – Other Ideas/Educational Exhibits

Any other educational exhibit that shows learning about sewing and needle arts including but not limited to construction

techniques, use and care of fabrics and fibers, design illustrations, decorative processes, careers.

CLASS 10480: Other Family and Consumer Science

An exhibit that demonstrates learning about a family and consumer science topic that does not fit any previous Family &

Consumer Science class listed.

Division 105: Personal Development

CLASS 10510: Citizenship and Civic Engagement

An exhibit that shows learning about or contributing to your community, your country or your world.

CLASS 10520: Communication

An exhibit that shows learning about written, oral, and visual communication skills in their many forms.

CLASS 10530: 4-H Poster Communication Exhibit

Special poster exhibit to visually tell a story or idea about 4-H to the general public. Exhibitors must use one of the following

themes:

Poster Communication Special Rules:

1. Only one poster per 4-H’er may be entered.

2. All posters must be designed on, or affixed to, standard poster board or foam core board—size minimum of 14” x 20”

or maximum of 15” x 22”.

3. Posters may be vertical or horizontal. Posters may be any medium: watercolor, ink, crayon, acrylic, charcoal, oils,

collage.

4. Posters cannot be 3-dimensional. Materials used to make the poster may not extend more than 1/8 inch above the

poster or foam core board.

5. Each poster must have the completed Poster Exhibit Entry Form attached to the back.

6. Posters cannot use copyrighted material or exact copies of other promotional designs, such as the Iowa 4-H Youth

Conference theme logo.

7. 4-H’ers may include the 4-H clover in the poster.

8. All 4-H Communication Poster participants will be given Certificates of Recognition and written evaluation comments.

Outstanding posters will receive Seals of Merit. Superior poster will receive Seals of Excellence.

CLASS 10540: Digital Storytelling

Any exhibit that demonstrates the application of technology to produce a creative movie/film/video. Exhibits may include a

finished movie or video, creation of a detailed storyboard, editing techniques using digital video software, production

techniques, or other display to share what was learned. Copyright permission must be obtained for any non-original

material included as part of a film/movie/video.

CLASS 10560: Leadership

An exhibit that shows learning about leadership skills and influencing others in a positive way.

CLASS 10560: Self-Determined

An exhibit that shows learning as part of your 4-H adventure and does not fit any other class.

Division 106: Science, Engineering, And Technology

CLASS 10610: Mechanics

Any exhibit that shows skills or learning about general mechanics or engineering solutions or that involve a combination of

skills.

CLASS 10612: Automotive

Repaired or restored vehicle (Note: vehicles will be on display at the Iowa State Fair one day only,

Thursday August 9.)

CLASS 10614: Electric

Constructed or repaired article or educational display that shows skills or learning about electric wiring,

appliances, lighting, electrical energy sources, safety, etc.

CLASS 10615: Small Engine

Repaired or restored operating engine or educational display or other type exhibit that shows skills or learning about small

engines. This class includes repaired or restored lawn tractors, small motorcycles, go-karts, etc.

CLASS 10616: Tractor

Repaired or restored tractor (Note: A conference judging opportunity for exhibitors in class 10616 will be offered during

exhibit check-in. Tractors will be displayed outside throughout the Iowa State Fair. Release time Sunday, August 19, after

7:00 p.m.)

CLASS 10618: Welding

Constructed item or educational display that shows skills or learning about welding.

CLASS 10620: Woodworking

Any exhibit that shows learning about wood, woodworking techniques, and safe uses of woodworking tools and machines.

Exhibits may include newly constructed or refinished/reclaimed/restored wood items.

CLASS 10630: Science, Engineering & Technology

Any exhibit that shows learning about or helps explain how science and technology help us interact with the world. Topics

include aerospace, biological and chemical sciences, computers & networking, earth & climate, geospatial mapping

(GPS/GIS), robotics, or any other application of Science, Engineering, or Technology.

Science, Engineering & Technology Special Rule:

1. Exhibitors entered in the 4-H Science, Engineering & Technology classes may not enter in similar FFA Ag Mechanics

classes and vice-versa.

Division 107: Other Opportunities

CLASS 10701: 4-H CLUB BOOTH DECORATION CONTEST

Booth Construction: Saturday or Sunday before the Fair

Booth Tear Down: Sunday after the Fair

Rules:

1. All 4-H clubs, except clubs with 100% livestock projects only, must exhibit a booth at the fair in the 4-H Building.

2. The theme for the booths will be the same as the current year 4-H Conference. Be original and creative – this is

important for judging. 2019 Theme is A Universe of Possibilities

4. When constructing a booth:

a. NO TAPE OR STAPLES may be used on walls or dividers.

b. Nails are not permitted.

c. No spray paint is to be used inside the 4-H Building. All spraying should be done before booth set up. No

spraying is to be done on pavement or near a building.

5. Clubs will receive: $50 for first place, $30 for second place, $20 for third place.

6. 4-H Booths must be removed Sunday after the fair. Booths CANNOT be removed Saturday of the fair.

7. BOOTH JUDGING CRITERIA:

a. Theme and Originality

b. Clearly shows: Club name, 4-H pledge and/or motto, appropriate 4-H emblems and logos

c. Attracts interest

d. Appearance - projects are well arranged and labeled

CLASS 10702: HOBBIES, KITS & CRAFTS

1. This class is for exhibits resulting from the use of kits or pre-formed molds to make or develop a product or item.

2. Kits are defined as any prepackaged item where the materials and the design are predetermined by the

manufacturer.

3. Examples of pre-formed molds would be purchased green ware or white ware.

4. Items may be constructed of any medium. Examples include model rockets, collections, cross stitch or needlework,

bird houses from a kit, etc.

5. An exhibitor goal card is required.

6. No specific project enrollment is required.

8. Evaluation will be based on craftsmanship and choice of design in relation to the information required in General

Exhibit Rule 7.

9. These exhibits will not be considered for State Fair.

CLASS 10703: CLOVER KIDS PROGRAM

Clover Kids is a special program designed to get youth in Kindergarten through Third grade involved in 4-H. Members that

belong to a Clover Kids group will be allowed to bring up to three static fair entries. Open class shows (ex. bucket calf, pet or

bottle lamb) are not counted in the total of three.

Division 108: Challenge Classes

CLASS 10801: FOOD & NUTRITION CHALLENGE

1. Any 4-H member is eligible to enter. Member does not have to be enrolled in the 4-H Food and Nutrition project.

2. Goal questions do not need to be completed.

3. Members may enter one entry online in FairEntry by July 15. This entry is an additional entry to the quota of Family &

Consumer Science exhibits.

4. All entries in the challenge class will be judged on non-livestock judging day by a specifically identified judge. Ribbon

placing will be given.

6. This recipe makes two loaves, only one is required for judging.

Zucchini Bread

(Recipe courtesy of Better Homes and Gardens New Cookbook, 15th Edition)

Ingredients: Directions:

3 cups all-purpose flour 1. Preheat oven to 350 degrees F. Grease bottom and ½ inch up sides of

two 8x4x2-inch loaf pans; set aside. In a large bowl, stir together the

flour, baking powder, cinnamon, and salt. Make a well in center of four

mixture; set aside.

2. In a medium bowl, combine eggs, sugar, shredded zucchini, oil, and

vanilla. Add zucchini mixture all at once to flour mixture. Stir just until

moistened (batter should be lumpy). Spoon batter into prepared pans.

3. Bake about 55 minutes or until a wooden toothpick inserted near center

comes out clean. Cool in pans on a wire rack for 10 minutes. Remove

from pans. Cool completely on wire rack. Wrap in foil or plastic wrap

and store overnight before slicing.

2. 4-H’er does not have to be entered in the 4-H Photography project.

3. The photograph entered in the challenge cannot be entered into another class at the fair.

4. 4-H’er can have only one entry in the Photography Challenge Class.

5. The photograph must follow the theme. Photos must be the work of the 4-H’er during the current project year and

10. Entry tag should be included in the plastic bag, but the goal section does not need to be completed.

11. Entry will be judged on how it meets criteria, creativity, technical quality, exhibitor’s evaluation, and overall

appearance.

Clothing Event Department

DIVISION 121: 4-H Fashion Revue

1. Any eligible Kossuth 4-H member (boy or girl) may enter.

2. Entry deadline is July 15 and will be entered through FairEntry Online.

3. This division will be judged prior to the fair on Wednesday, July 24 (Time is TBD). A style show will take place on

Wednesday of the fair at 2 pm. Participation in the style show IS REQUIRED, with the exception of those who are

completing in a conflicting show.

4. Model a garment or outfit the entrant has constructed, hand-knitted, machine-knitted, or crocheted

during the current 4-H year.

a. A garment or outfit consisting of one to three pieces such as party clothes, tailored suits, vest, slacks, skirt,

active sportswear and/or coats are acceptable as Fashion Revue entries.

b. Blouses, shirts, and sweaters are usually considered as garments. If they are used to complete an outfit, they

may be constructed or selected.

c. All other accessories and undergarments may be made or selected.

5. Submit the day of the county judging:

a. 4-H Clothing Event Report Form (available at the Extension Office)

b. Color photo of entrant wearing outfit to be modeled (attached to the form in the space provided). This is

optional for Intermediates and Juniors.

6. Outfits or accessories which will be worn in the State Clothing Event program may not be entered as a State Fair exhibit

from the county (Seniors only).

7. Four Fashion Revue Senior participants will be eligible to represent each county at the State Fair with no more than two

(2) participants from any one category (female, male, or minority). Participants must be in the 4-H Senior designated

level (grades 9-12).

8. Junior 4-H’ers (grades 4-6) and Intermediate 4-H’ers (grades 7 & 8) cannot compete at the State Fair but a Court of

Honor selected in each grade division will be chosen at the county level (as long as there are at least four participants in

the division). Winners will be announced at the style show.

9. Participation ribbons will be given to each entrant. Premiums will be given.

Division 122: 4-H Clothing Selection

including consignment shops, used clothing stores, etc. Clothing items which are home-sewn are not eligible unless the

completed garment was purchased from a used clothing source. Clothing items which are custom sewn

specifically for the participant are not eligible.

7. Submit the day of the county judging:

a. 4-H Clothing Event Report Form (available at the Extension Office)

b. Color photo of entrant wearing outfit to be modeled, (attached to the form in the space provided). This is

optional for Intermediates and Juniors.

Communications Department

General Rules:

1. 4-H clubs/groups will not be limited on the number of entries in this division. All entrants must be members in good

standing in a 4-H group or program. Any 4-H'er who has attended college or its equivalent is ineligible.

Participants are limited to one entry per class.

2. Communication presentations will be given and judged on the Tuesday of fair at 1:30 pm at the Farm Bureau Stand.

3. Entry deadline is July 15.

4. Entrants who have completed fifth grade may represent the county at the State Fair with Educational

Presentations, Working Exhibits, 4-H Poster Communications or Share the Fun, if selected. Preference may be given to

Intermediates and Seniors. Extemporaneous Speaking is open to Senior members only on the county and state level.

All entrants are eligible for the Clay County Fair.

5. There is no limit on the number of times a 4-H'er may represent the county in the communications department at the

State Fair.

6. A communications entry may represent the county in only one event beyond the county (i.e., Clay County or State Fair)

in any given year. Preference may be given to those who have not previously represented the county at a

specific level.

7. To represent the county at the State Fair, up to six educational presentations, four Working Exhibits, three Share the

Fun acts, two Extemporaneous Speaking contestants and two 4-H Poster Communication exhibits may be selected. For

the Clay County Fair district program, one educational presentation, one working exhibit and one Share the Fun act

may be selected. All entries representing the county must be blue ribbon winners.

8. All exhibits, activities and programs must represent appropriate safety procedures in the development of the

exhibit and during the evaluation process. This includes static exhibits and activities revolving around the

communications program. 4-H'ers doing a communication entry that involves food must be concerned for the safety of

the food they are using. 4-H'ers should use sanitary and safe procedures and methods at all times.

9. Endangered and threatened plants and animals (includes insect), or songbird feathers & nests should NOT be used in

any exhibit.

10. For Educational Presentations and Working Exhibits, the topic selection should be an outgrowth of the presenter’s 4-H

experience or 4-H project work.

11. Dress Code: 4-H'ers participating in the 4-H communications programs are encouraged to wear appropriate

clothing representative of the 4-H Youth Program and/or the topic of the presentation. If clothing contributes to the

topic being presented, such as wearing a bee keeper’s outfit while doing a presentation or working exhibit on bee

raising, the 4-H'ers should be encouraged to wear such clothing. Where distinctive clothing is not involved,

clothing that alerts the public that it is a 4-H'er giving a presentation, working exhibit or extemporaneous speech is

strongly encouraged.

12. Presentations, working exhibits, poster communications entries will be rated with a blue, red, or white ribbon. Share

the Fun entries will receive participation ribbons.

Division 111: Educational Presentations

Purpose: Provide an opportunity for 4-H’ers to demonstrate communication skills by presenting knowledge, information, or a

process to an audience in order to gain a desired response.

1. Presentations may be given by one or more 4-H'ers and may be about any 4-H related subject which is an

outgrowth of his/her 4-H experience. A team made up of mixed ages must be entered in the class of the

oldest team member.

2. The topic of the presentation should determine its length, but Intermediate and Senior presentations should not

exceed 20 minutes. Juniors should not exceed 15 minutes.

3. Educational presentation participants at the state level are expected to include an introduction, body,

and summary/conclusion.

4. A 4-H member may participate in only one educational presentation per year at the state level.

CLASS 11101: Educational Presentations (Junior)

Must have completed 5th or 6th grade in 2019- must not exceed 15 minutes

CLASS 11102: Educational Presentations (Intermediate/Senior)

Must have completed 7th -12th grade in 2019-must not exceed 20 minutes

Division 112: Working Exhibits

Purpose: Provide an opportunity for 4-H’ers to communicate, interact with, and teach an audience in an informal and experiential

way.

1. Working exhibits provide an opportunity for youth to communicate and interact with an audience in an

informal way.

2. Many stages of the exhibit or product should be ready so that any step can be discussed. No set format should be

used. Questions that might be asked as starters are: Have you seen...? Would you like to know how to...? May I show

you how...?

3. The best subjects involve action by the youth or involve the audience in some doing, feeling, tasting, smelling, or

judging. The youth's subject should be an outgrowth of his/her 4-H experience. It is important that the subject used in

the working exhibit be of interest to fair audiences.

4. Working exhibits will be scheduled for 25-45 minutes.

5. A 4-H member may participate in only one working exhibit per year at the state level.

CLASS 11201: Working Exhibit (Junior)

Must have completed 5th or 6th grade in 2019- not to exceed 25 minutes

CLASS 11202: Working Exhibit (Intermediate/Senior)

Division 113: Share the Fun Program

Purpose: Provide an opportunity for 4-H’ers to share their skills and talents before an audience purely for the sake of enjoyment.

1. Share the Fun is to provide an opportunity for 4-H'ers to improve presentation skills, to share the fun and

fellowship of other 4-H members, to encourage and help leaders put fun into the 4-H & Youth Program, to

afford an opportunity for Kossuth County to be represented in the State Fair and District Share the Fun

Programs, and to get young people involved.

2. There will be no age divisions- members of any 4-H club or 4-H special interest group in Kossuth County are eligible to

participate.

3. All participants will be given participation ribbons. Entries will be evaluated on the basis of quality, audience

appeal, and appearance.

4. All entries are limited to a maximum of 8 minutes. There is no minimum length.

5. Presentations may be given by one or more individuals (including an entire club) and may be anything

appropriate for entertaining the variety of ages that attend the fair, including (but not limited to) skits, songs, stunts,

short one-act plays, dances (folk, square, modern, tap), etc. Presentation space will be somewhat

limited; if there is a question on this contact the Extension Office prior to entry.

6. It is expected that entrants who have participated previously not repeat the same performance.

CLASS 11301: Share the Fun

Division 114: Extemporaneous Speaking

Purpose: Encourage the development of communication skills by providing an opportunity to think, organize thoughts, prepare a

speech, and respond to questions when given a limited amount of preparation time.

1. All participants must have completed 9th grade.

2. Each speech shall be the result of the 4-H'ers own effort using approved reference materials, which the contestant may

bring into the preparation room. No other assistance will be allowed. Plain 3" x 5" note cards will be provided and may

be used during the speech.

3. Each speech shall be not less than four or more than six minutes with five minutes additional time allowed for related

questions.

4. Contestants are not permitted to use any props, gadgets, posters or audio visuals of any sort. A podium will not be

provided.

5. All speeches will be judged and two entries may be selected for the Iowa State Fair.

Program format:

1. Thirty minutes before the program, each participant will draw three of the available topics, selecting one to speak on.

2. The selected topic will not be available to the other participants in the speaker’s assigned room. The general nature of

the topics will relate to 4-H. The other two topics drawn but not chosen will be returned to the available topics for the

other participants.

3. A preparation room is to be used with one participant per speaking site admitted initially and one additional participant

per speaking site admitted each 15 minutes as the program progresses. A participant may not leave the preparation

room until it is time to speak, nor may a participant receive help from a parent, leader, other adult or any other youth.

A program official will assist participants with the time requirements.

4. All reference material will be screened by a program official on the following basis:

a. Participant may bring his/her own books, magazines or newspaper clippings for reference during the thirty

minutes of preparation.

b. Reference material must be printed material such as books or magazines (cannot be notes, outlines or

speeches prepared by the participant or by another person for use in this program).

c. Some relevant reference material will be available in the preparation room. This material will consist of

historical material related to the 4-H program.

5. Each speech shall be the result of the 4-H’ers own efforts using approved reference material that a participant may

bring to the preparation room. No other assistance may be provided. Plain note cards will be provided for each

participant in the preparation room. If notes are used, the note cards provided must be used in delivering the speech.

6. Only notes made during the preparation period may be used.

7. Each speech shall be not less than four but no more than six minutes with five minutes additional time allowed for

related questions, which shall be asked by the judge. The participant will be shown time cards in an ascending order

(1, 2, 3, 4, 5) by the time keeper. “Stop” will be said at six minutes.

8. The program timekeeper will introduce each participant by name and the county he/she represents. The participant

will be expected to introduce his/her speech by title only.

9. Participants are not permitted to use any props, gadgets, posters or audiovisuals of any sort. A podium not will be

available.

10. Speeches will be evaluated using the following criteria:

e. Knowledge of the subject.

f. Organization of material.

g. Power of expression.

h. Voice.

17. A judge’s critique/conference with each participant will be included as a part of the program.

From one to three different kinds of vegetables displayed in one appropriate size container (box) no larger than 15” x 30” x

recommendations will be discounted one ribbon grouping. Each kind or variety will be evaluated separately. Please list

each vegetable separately on the fair exhibit entry form.

CLASS 40101: FLOWERS

One or three stems as appropriate. Note: Intermediate and Senior exhibitors must know the variety of their specimen or

they will be lowered one ribbon placing.

CLASS 40102: MOST UNUSUAL

Vegetable or flower. This is a fun class that the exhibit could be odd shaped or unusually large.

CLASS 40103: HOUSE PLANTS

Started and potted by a 4-H member during the past year (limited to one container). To be judged on general condition of
