Greetings,
The Lone Star College Resource Development and Administration (LSC RDA) Department provides leadership, support, coordination, and development for all external grants of Lone Star College. The purpose of LSC RDA is to advance the mission, vision, and strategic goals of Lone Star College through securing and grants and fostering grant compliance in awarded grants.
The LSC RDA team strives to be:
An Informational Resource in soliciting external funding opportunities and in monitoring legislation and appropriations that impact grant programs
A connection with local, state, and federal agencies that secures funding and facilitates identification of, and agreements with, project partners
Research Experts to ensure that all research projects comply with federal human subject research requirements and funder guidelines
Process Experts in the development, submission, and negotiation of proposal applications
A Convener that provides grant management support to project directors and monitors project goals, deliverables, and outcomes
This LSC RDA Annual Grant Report for Fiscal Year 2019 provides an overview of the activity over the past year, discusses major grant project undertakings. Most importantly, the report details LSC RDA’s successful obtainment of 47 new awards totaling $6,789,627, including nine grants secured in partnership with the LSC Foundation, and the management of 95 grants totaling $27,246,423.

These supports are provided to ensure that program staff understand basic grant requirements (including the grant budget) and to serve as a resource for program implementation.
Conducted a desk review process with nine grant programs, ensuring that funded programs were operating according to program guidelines and LSC procedures and producing the required deliverables.

PROMOTING A GRANT CULTURE
LSC RDA seeks grants that ensure the success of Lone Star College students, align with the LSC Strategic Plan, and strengthen the LSC commitment to the community. FY 2019 grants supported academic success for underrepresented students and veterans, scholarships, wraparound services, and workforce education.
In aggressive efforts to meet these and other needs, LSC RDA sought funds from federal and state government, local agencies, and foundations.
LSC RDA continued its forward progress this year by:
Expanding the Grants ServiceNow module for LSC RDA to include a Knowledge Base that houses department procedures. This is a training tool for RDA staff that is accessible from anywhere. Since RDA staff work throughout the LSC system, such a tool is useful.
Hosting the fourth LSC Grant Summit for faculty and staff to learn how to apply for grant opportunities and how to manage awarded grants. Thanks to widespread interest, summit participation again reached full capacity. In fact, it “sold out” in two days. Grants Accounting and the LSC Foundation joined LSC RDA in the Grant Summit this year to present sessions. The 2020 Grant Summit is moving to the Lone Star Community Building at LSC-System Office, The Woodlands to allow a larger capacity for the event.
Securing Three Grants for LSC-Houston North. LSC named Dr. Quentin Wright the founding president of LSC-Houston North, effective June 15, 2019. The community immediately rallied around Dr. Wright and the new college, resulting in grants from Wells Fargo Texas Community Grants and Chase Foundation in partnership with the Greater Houston Community Foundation and the City of Houston. The Chase Foundation funds sponsored two cohorts of the Healthcare Scholars initiative, targeting opportunity youth in the Acres Homes area to earn Nursing Assistant certifications.
Hosting A Salt Lake Community College Site Visit. Salt Lake Community College (SLCC) identified LSC as a model for the redesign of their grant department. They are a multi-campus system with similar completion rates and a similar faculty-student ratio. LSC was honored to host and mentor SLCC.
Administering the LSC Grant Advisory Council (GAC). All campuses and many Lone Star College-System Office departments are represented on the GAC. Its purpose is to evaluate grant opportunities, use experience to inform future grant priorities, and to enhance grant systems within LSC.
Collaborating across LSC to optimize funding opportunities and facilitate the management and compliance of funded grants. The RDA-LSC Foundation collaboration continues to secure funds at a rate that neither RDA or the LSC Foundation could achieve alone. Grants Accounting and LSC RDA continued to work jointly in the desk review process, providing funded programs with a more complete assessment of their grant progress. RDA was recognized by LSC AIR in its annual report as partners in utilizing and benefitting from Power BI reports.

The number of newly funded grants increased from 28 in FY2018 to 44 in FY2019.
One of the most productive partnerships of FY2019 was the partnership between RDA and the LSC Foundation. The two departments initially teamed up in FY2016. FY2019 yielded the best results to date with nine new awards valued at $893,775.

LSC continued to enjoy high levels of funding success in FY2018. While there were fewer opportunities available for federal funding, 57% of the proposals that LSC submit-ted were funded.

$45,122,758 in grant funding has been awarded to LSC in the last five years.
Grant activity was alive and well in FY2019. While the average grant award amount was smaller, the total amount and number of grants were ahead of FY2018.

FEATURED GRANT AWARDS & HIGHLIGHTS
Addressing Food Insecurity With the Houston Food Bank
One third of North Harris students are age 25 or over. Many have family responsibilities and work while attending college. Reduced work hours and low pay can result in food insecurity, making it difficult for students to remain in school. The Food for Change grant is a project of the Houston Food Bank that provides food scholarships to 150 full time students who maintain a GPA of 2.0 or higher, make satisfactory academic progress and enroll in the program. Students receive an average of 60 pounds of groceries twice a month. Groceries are distributed via a mobile food truck.
Scholarships for Tomorrow’s Workforce
LSC workforce education students benefitted from several scholarship grants in 2019. LSC was one of 10 U.S. community colleges to receive $100,000 in workforce scholarship funds from Metallica’s All Within My Hands Foundation. The Gene Haas Foundation granted $38,000 in scholarships for CNC Machine Technology and Engineering students at LSC-North Harris, LSC-University Park and LSC-CyFair. The Houston Livestock Show and Rodeo granted $25,200 to LSC for process technology, electrical technology, industrial diesel technology, oil and gas floor hand roustabout, welding technology and mechatronics students.
Introducing Tomorrow’s Students to STEM and College
TWC awarded $85,565 to LSC for the Governor’s Summer Merit Program to conduct summer camps at LSC-Tomball, LSC-Montgomery and LSC-North Harris. The grant provided disadvantaged students ages 14-21 the opportunity to gain exposure to STEM careers and the college experience. Students engaged in hands-on learning in Three-Dimensional Summer Camp (LSC-NH), RoboTech Camp (LSC-T), and Minorities and Mathematics in STEM Summer Institute (LSC-M).
Active Learning Classroom
Steelcase, the furniture corporation, granted a flexible classroom to LSC-CyFair. The grant included furniture, design, onsite training, and installation for a classroom that will incorporate active learning activities into the co-requisite mathematics courses.
Hispanic Serving Institution
Continued growth in the LSC Hispanic student population resulted in six campuses being declared eligible to apply for Title III and Title V grants. That eligibility also waives cost share requirements for student workers, allowing LSC to provide work opportunities for more students. LSC-Houston North was not yet established at the time of application.

The Lone Star College Institutional Review Board (LSC IRB) is a key function under the purview of LSC RDA. The LSC IRB exists as a safeguard to ensure the ethical and responsible treatment of human subjects in research and helps to encourage research within LSC. The LSC IRB does not give permission to conduct research. It only approves the method by which
research is performed as it relates to the protection of human subjects. The LSC Institutional Review Board consists of a representative from each campus and at least one community member.
RDA provides support to researchers who submit LSC IRB applications, reviews all submitted applications and facilitates the approval process. This includes providing training tools on the protection of human subjects in research, responding to questions, providing guidance about the LSC IRB approval process, and requesting revisions to research protocols to ensure the comprehensive protection of human subjects. LSC RDA recommends expedited reviews for applications that meet the criteria and forwards applications to the LSC IRB Chairperson, Professor Brian Shmaefsky, LSC-Kingwood.
There were 99 research protocols submitted in FY2019 that led to a total of 640 information exchanges. Ultimately, 86 of the 99 protocols were approved, two were declined and 11 were missing information or the submitter did not complete the required actions for approval.
The majority of IRB applications are submitted by Lone Star College Honors College students. Honors College students are encouraged to conduct or participate in research as part of their academic experience.
