2020-2021 BUDGET & DISTRICT REPORT CARD A remote public hearing on the school district budget will be held on May 26, 2020. For the upcoming vote there will be no physical polling sites. Instead it is to be held entirely through the use of absentee ballots. Malone CSD District will mail qualified voters an absentee ballot to be returned via a postage pre-paid return envelope. Dear District Resident, I hope that you and your family are in good health. We are operating in uncharted waters during the COVID-19 crisis. I thank all of you for your support of our district during these troubling times. During the crisis, our district has remained committed to provide remote instruction to our students, foodservice delivery to families and childcare for first responders and health care professionals. We are brokenhearted that we could not end the 19-20 school year on a normal schedule. We look forward to and are actively planning for our students to return after this crisis is behind us. The Board of Education has completed its work on the 2020-2021 budget. This was a difficult budget to prepare as our State Aid was frozen at last year’s levels while our expenses continue to rise. We have modified our budget in order to trim expenses where we could and consolidate services to improve efficiency. Our district enjoys a strong productive working relationship among the dedicated administrators, teachers, support staff and Board of Education. In addition, it thrives on great community support. The Board of Education is committed to delivering the best possible education to every student in our community by offering a rigorous course of study delivered by a highly competent staff. We are proud that we are able to continue supporting the many opportunities our students have to participate in co-curricular and extra-curricular activities as we feel it leads to a more well-rounded experience. We are presenting our total budget of $54,741,777, which is an actual decrease in our budget from last year. Our board members are aware of the economic troubles in our country and for that reason we are setting the tax levy at a 0% increase. The format of this newsletter has been prepared to provide an overview of the proposed budget, and to answer what we believe will be your most important questions about that document. It is not our intention to present all the details of the 2020-2021 spending plan in this publication. Please be assured that, should you desire additional details, you may visit our website at www.malonecsd.org and click on Budget and Finance. You may also contact our Superintendent Jerry Griffin or our Business Manager Cynthia Reyome at 483-7800. According to Governor Cuomo’s Executive Order all voting will be done by mail in ballot this year. Enclosed in this mailing is the ballot along with a prepaid postage envelope for your convenience. ADMINISTRATIVE

A. BOARD OF EDUCATION

The Malone Central School Districts Board of Education's job is to determine the policies by which theSchool District will function. The Board consists of nine (9) members who serve without salary for term offive (5) years each. The Board of Education has to deal with a broad range of matters relating to the entireoperation of the School District. A major responsibility is described in the following proposed annual schoolbudget. The Board of Education budget category is comparatively small in amount to the entire budget.There are certain expenditures required for the yearly operation of the Board and District Clerk. Theseexpenses include general materials and supplies, the cost of the annual meeting and any special meetings,attendance at seminars and workshops, school board association dues and other related cost items.

This expense category contains a large number of expenditures that deal with the day-to-day operations andadministrative functions of the District. The budget sub-divisions enumerated below contain the costs for allstaff members within the Superintendent and Business Office. In addition, expenses for the mandatedauditing of financial accounts, the treasurer's office, tax collection, district-wide purchasing, financialplanning and reporting, legal affairs, labor contract negotiations, central printing and mailing, and otherbusiness administration responsibilities are provided in this area of the budget.

Full disclosure rules require us to indicate that the salary budgeted for the Superintendent of Schools is $165,256 and related fringe benefits for this salary approximate $38,009.

This segment of the proposed budget consists of two major items of expenditures: district-wide insuranceand the District's share of BOCES operating costs. The insurance referred to here is for catastrophic andgeneral liability, fire insurance for buildings and contents, student accident, and boiler liability. BOCESoperating costs are those costs attributed to all aspects of the BOCES operation excluding educational costsfound in the instructional portion of the budget. Central Administration insurance and debt service expensesincurred by BOCES are also provided in this budget category.

Refunds on real property taxes reflect court ordered refunds, which follow the grievance and tax certiorariprocess. The transfer to Capital Fund of $100,000 is for capital expenses for replacement, repair and/orreplace exterior and interior doors, hardware, framing, glazing, ADA accessibility and security access.Repair and/or replace exterior steps, ramps, guardrails at Franklin Academy and costs relating to the SmartSchools Pre-K project at Davis Elementary School.

**Expenses for 20-21 are attributable to the door and stair repair/replacement for Franklin Academy andDavis Pre-K projects as referenced above in the "Capital" description.

While the primary function of the district is to educate students, having facilities that are clean, comfortableand properly maintained is a priority for the Board of Education. Included in this section are utility costs,expenses for cleaning, custodial and maintenance staff as well as costs necessary to maintain life safetydevices and contractual obligations for fire alarm, heating/cooling, and security systems.

The district allocates monies each year for maintenance projects to keep the buildings safe and efficient. Each year operational costs are tracked closely and initiatives to lower our energy consumption are aprimary focus.

This budget also reflects bond and other debt payments payable for previous capital projects approved bydistrict voters. These projects include the 2009 District-wide project, and the Transportation Facility projectas well as other various smaller capital initiatives.

The District's buses transport approximately 2,300 pupils daily to the five public schools. The buses log acombined annual mileage in excess of a half million miles.
