Presentation Purpose

● Why is this topic on the Board agenda?○ To provide the Board and community with an update on APS’s Recovery Plan for returning to learning

and operations during the 2020-21 school year in the context of the COVID-19 Pandemic.

● What are we asking the Board to do with this information?○ We are asking the Board to decide Who will decide upon school model transitions and How those

decisions will be made.

● How is this linked to the Strategic Plan, Vision, Mission, Goals & Core Beliefs?○ The Recovery Plan is focused on returning to learning and operations for the 2020-21 school year so

that APS can carry out its Strategic Plan Vision, Mission and Goals

● Which Board policy does the presentation address?○ This presentation covers a wide range of policies including, but not limited to the following: IC/ICA:

School Year/School Calendar and ID: School Day. This presentation also addresses Board Policy 2.3: Authority of the Superintendent.

COVID Guidance

▪ Guidance from various entities has evolved over the last several months. At present there are three primary guidance documents which APS considers as its benchmarks.

▪ Public Policy Guidance - On July 20th, CDPHE, CDE and the Governor’s Office published guidance related to achieving five goals set forth on page 2 of the document.https://www.cde.state.co.us/planning20-21/healthguidancebycovidphase#goals

▪ Public Health Guidance - On June 25, 2020 the Metro Denver Partnership for Health (MDPH) published new health guidance, COVID-19 Strategies for Schools: Recommendations from the Metro Denver Partnership for Health. The guidance was updated on August 24th to provide key metrics for schools districts to monitor (MDPH is a collaboration of the six local public health agencies serving the seven-county Denver metro area, including Tri-County Health Department which serves Adams, Arapahoe, and Douglas counties).

▪ Outbreak Guidance - On August 13th, CDPHE published detailed guidance defining terms like “outbreak” and directing schools how to respond to the same. It is expected that this guidance will be updated on a regular basis.

Moving from Guidance to Decision-making

▪ While helpful, the guidance documents do not offer specific decision-making criteria.

▪ In Colorado’s local control framework, those decisions are under the authority of local boards of education (unless they would violate Executive or public health orders).

▪ Per the Board’s direction, APS Administration has drafted proposed decision-making metrics in the form of a Decision Matrix.

▪ The draft Matrix has been reviewed by Dr. John Douglas of Tri-County Health and Danette Lippman, APS Director of Health Services. The point system, and the cut points, are based upon the guidance of these health professionals.

▪ The draft Matrix is multi-dimensional (9 indicators) but relies heavily upon public health measures which are publicly available on either CDPHE’s or Tri-County’s website .

The draft APS COVID Decision Matrix attempts to answer these key questions:

1. What is the state of the virus in Colorado?

2. What is the state of the virus in our community?

3. Has APS implemented the appropriate mitigation measures?

4. Can the local and national supply chain support APS’ mitigation measures?

5. What is health status of staff?

6. Is there a need for students to have a more intense level of engagement?

7. What is the health of students?

Recommendation

The Superintendent recommends that the Board:

• Approve the draft Matrix

• Authorizes the Superintendent to implement a Model aligned with the Matrix (recognizing that the various Phases within a Model will be determined based upon ongoing review of implementation by the Superintendent)

• Maintain Board oversight by setting a regular agenda item where the Superintendent can provide an update on the Matrix data and ongoing implementation
