▪ We are losing life on Earth

▪ The issue is complex

▪ We need more and better scientific information, but we know enough

to act

▪ Awareness is low, political will insufficient

▪ Society at large including businesses therefore needs to embrace

the issue of biodiversity

▪ The sequence to 2020 provides a unique opportunity to bring the

issue of biodiversity at the same level as climate change

Biodiversity: What is the issue?

▪ Started its work in 2014

▪ IPBES’ mission:

To strengthen knowledge foundations for better policy through science, for the conservation and sustainable use of biodiversity, long-term human well-being and sustainable development.

▪ An independent intergovernmental body, established in 2012 by Governments, with currently over 130 Members

▪ Collaborative partnership arrangement with UNEP, UNESCO, FAO and UNDP

The Thematic assessment on pollinators,

pollination & food production

▪ Completed in 2016 (IPBES-4, Kuala Lumpur, Malaysia)

▪ Result of 2 years of work by 80 experts

▪ Co-chairs: Simon Potts (UK), and Vera Imperatriz Fonseca (Brazil)

▪ Assessed about 3,000 scientific papers

▪ Includes indigenous & local knowledge from more than 60 locations

▪ Provides a range of actions that can be taken to safeguard

pollinators

Decision 14/6:

▪ the Conference of the Parties adopted the Plan of Action 2018-2030

for the International Initiative for the Conservation and Sustainable

use of Pollinators, which references the IPBES Assessment of

Pollination, Pollinators and Food Production.

The Thematic Assessment on Pollinators, Pollination &

Food Production

▪ Examples of Findings & Key Messages:

- Up to $577 billion in annual global food production relies on

pollinators.

- Agricultural production dependent on animal pollinators increased

300% over past 50 years.

- Nearly 90% of wild flowering plants depend on animal pollination.

- 16% of vertebrate pollinators are threatened with global extinction.

- Pesticides threaten pollinators worldwide, although long-term

effects still unknown.

- Range of actions that can be taken to safeguard pollinators such

as:

- Promoting pollinator-friendly habitats

- Reducing risks from pesticides

- Improving management of pollinators

- Research and monitoring

• Few of the Aichi targets will be met anywhere in the world, and a continued loss of biodiversity, especially when coupled with projected changes in climate, is likely to undermine achievement of many of the Sustainable Development Goals (SDGs).

• Biodiversity can be conserved and sustainably used with more multi-sectoral policies, appropriate financing, better management, use of appropriate technologies and behavior changes leading to sustainable production and consumption. Choice of healthy diets, coupled with a reduction in food and water waste, relieves pressures on biodiversity.

• Better participatory governance systems (polycentric), at national, regional and global scales, involving governments, private sector, civil society and IPLCs, are likely to result in the development and ownership of more sustainable practices.

• The bottom line is that while the loss of biodiversity is an important environmental issue, it is also an ethical, moral, social, economic and development issue.

Perspectives and options for action

biodiversity and ecosystem services will:

▪ Provide the latest trends in biodiversity and in nature’s contributions to people (with

distributions across regions)

▪ Examine trends in direct and indirect drivers of change and their respective

importance over the past 50 years

▪ Provide an analysis of progress towards the Aichi Targets, and several SDGs

▪ Examine future trends in biodiversity and NCP until 2050 depending on different

scenarios

▪ Analyse options for transformative change, to achieve societal goals

The new IPBES draft work programme up to 2030 (#IPBES7)

▪ For approval at IPBES-7 (Paris, 29 April-4 May 2019)

▪ About 110 requests received (9 Conventions, 45 from Governments, UN partners and other

organisations)

▪ 3 topics proposed initially as priorities:

1- Promoting biodiversity to achieve the 2030 Agenda for Sustainable Development: Deliverables

under this topic will look at the interlinkages (Nexus) among biodiversity, water, food and health and

between biodiversity and climate change, with a view to informing the development of policies and

actions;

2- Understanding the underlying causes of biodiversity loss and determinants of transformative

change to achieve the 2050 vision for biodiversity: Deliverables related to this topic are aimed at

understanding and identifying factors in human society at both the individual and collective levels,

including behavioural, social, cultural, economic, institutional, technical and technological dimensions,

that can be leveraged to bring about transformative change in favour of biodiversity while taking into

account broader social and economic imperatives in the context of sustainable development;

3- Measuring business impact and dependence on biodiversity and nature’s contributions to

people: Deliverables under this topic include categorization of the ways in which businesses depend

on, and impact, biodiversity and nature’s contributions to people, and work related to criteria and

indicators for measuring this dependence and impact.

and food diversity. Syngenta is promoting and enabling action and advocacy for

biodiversity conservation. Long history of participation at UNCCD and UNCBD COPs

Business case for getting engaged on the biodiversity agenda

● In 2010, CBD COP 10 adopted Aichi Biodiversity Targets - although some progress has been

made in implementing the plan, society is not on track to meet these targets. From business

standpoint they :

• Lack relevance for integration into business practices ‘written by Governments for Governments’

• Broad scoped

• Too many in numbers

● In 2020 the CBD will adopt a post-2020 global biodiversity framework to replace the Aichi

Biodiversity Targets.

- Private sector should be engaged to ensure that targets, indicators and M&R are :

• More appropriate, applicable and implementable for businesses

• Targeted, linked to other targets such as the SDGs and Climate Change

• Few in number and, ideally, harmonious to report

Page 51: 2020 and a New Deal for Nature - World Business Council for … › ... › 04 › WBCSD_2020_and_a_New_Deal_fo… · 2020 and a New Deal for Nature. 1. Present the ‘New Deal for

Post-2020 global biodiversity framework

● Invitation for views on the preparation, scope and content of the post-2020 framework – CBD invited Parties, other

Governments, relevant IO, and other stakeholders including private and financial sectors, to input on the scope and

content of the post-2020 framework.

● The negotiations to develop the post-2020 framework, prior to COP 15, will be undertaken by a dedicated open-

ended intersessional working group under the leadership of its two co-chairs:

- Mr. Francis Ogwal (Uganda) and

- Mr. Basile van Havre (Canada)

● The parties sets out a comprehensive consultation process, including provisions for regional consultation

workshops:

- Asia-Pacific regional consultation workshop in Nagoya, Japan, January 28 – 31,

- Western Europe and Other Groups (WEOG) consultation in Bonn, Germany in March 2019

- Africa, Latin America and the Central and Eastern Europe in April and May 2019, locations TBD

- Meeting of the Open-Ended Working Group to address thematic issues will follow then

● A discussion document synthesizing all of the submitted views of Parties and observers has been made available for

regional consultation meetings

to discuss critical B&B issues with Member States, UN entities and NGOs.

● Business case studies and Tools and Mechanisms relevant for business - CBD Secretariat publish them.

information and good practices, and cooperate on common projects for greater business engagement on biodiversity-

knowledge, best practices and enable stakeholder engagement to input into the CBD’s mechanisms, incl. Subsidiary

Body on Scientific, Technical and Technological Advice (SBSTTA)

● Develop position papers, and organize side events/workshops/press release, outside the formal programme of CBD

COP 15,
