1. INTRODUCTION

• The Cambridge Assessment International Education, the Ministry of Education, Singapore (MOE) and Singapore

Examinations and Assessment Board (SEAB) are the joint examining authorities for the examinations.

• The Singapore-Cambridge General Certificate of Education [Normal (Technical) [N(T)], Normal (Academic)

[N(A)], Ordinary (O) and Advanced (A) Level] Examinations are administered by SEAB.

• Before registering for any examination subject(s), you are advised to read carefully the information contained

herein regarding the GCE N(T)-, N(A)-, O- and A-Level Examinations. By registering for the examination(s),

you agree to comply with all examination instructions and regulations stipulate by SEAB.

• SEAB may issue additional instructions for the conduct of specific examinations (for example, written papers,

coursework, oral, and practical) at any time leading up to the date of examination. Any new or updated

instructions are part of the examination instructions and regulations, and will take immediate effect unless

specifically stated. You will be informed of any new or updated instructions via email, which will be sent to the

email address you have provided to SEAB during registration. These instructions will also be updated on the

SEAB website at www.seab.gov.sg.

• The national examination question papers are copyrighted. You are not allowed to post online, publish or reproduce the national examination question papers in any form without permission from SEAB. SEAB will take all necessary actions, including penalties against candidates if there are any copyright infringements.

• No part of this document, whether image, text or otherwise, may be copied, reproduced, published, adapted,

modified, distributed, transmitted, communicated and/or stored in any form or by any means without the prior

2. REGISTRATION

2.1. REGISTRATION PERIOD AND ELIGIBILITY

You may register for the GCE N(T)-, N(A)-, O- and/or A-Level examinations through the SEAB website at www.seab.gov.sg from 9 - 23 March 2020.

You must read the announcement in the SEAB website at www.seab.gov.sg as you will find details about the registration procedures and important dates which needs to be taken note of for private candidates.

The minimum age requirements and maximum number of subjects allowed for each examination level are as indicated below:

2.2. EXAMINATION SUBJECTS

School candidates who are enrolled in Government/ Government-Aided/ Independent/

Specialised schools must not register as private candidates. If you have registered as a school

candidate, your registration as a private candidate will be invalidated and any paid examinations fees will

be forfeited.

Science Subjects with Practical components

If you are registering for a Science subject with a practical paper, you must:

• have sat the same Science subject(s) previously, OR

• are currently attending or will be attending a course of instruction in Science practical at any institute/school.

You are required to declare that you have fulfilled the above requirements at the point of registration. Registration for the subject may be cancelled without refund of the examination fees if a false declaration is made.

Mother Tongue Language Subjects

(a) You may choose to sit for the GCE O-Level and/or A-Level Mother Tongue Language (MTL) subjects during the Mid-Year and/or Year-End examinations. You are required to indicate your selection during the online registration period.

(b) If you have sat for the GCE O-Level and/or A-Level Mid-Year MTL Examination, you may register to re-sit the written papers for the GCE O-Level and/or A-Level Year-End MTL Examination after the release of the Mid-Year results in August 2020.

(c) You will be advised on the registration procedures when the Mid-Year MTL examination results are released.

(d) You will only receive one results slip reflecting all the subjects for which you are registered in the examination year, regardless of whether you sit for the Mid-Year examination, the Year-End examination, or both. If you sit for your MTL subject in both the Mid-Year and Year-End examinations, the better result of the two sittings will be reflected on your results slip.

2.2.1. You may refer to the list of subjects and incompatible subjects for the GCE N(T)-, N(A)-, O- and A-Level Examinations in Annex A.

2.2.2. Details of the examination requirements for each subject are found in the syllabus documents published

on the SEAB website at www.seab.gov.sg.

2.2.3. A subject may not be offered if there are less than 20 candidates who registered for the subject. You will be duly informed in such situations and asked to choose another subject. Refund(s) will be given accordingly under such circumstances.

2.3. EXAMINATION FEES

2.3.1. The amount of examination fees payable will be based on your citizenship at the point of registration.

2.3.2. The examination fee for each subject includes both the basic fee and subject fee, which may differ between subjects. The basic fee structure is as follows

2.3.3. A Goods and Services Tax (GST) of 7% applies to both basic and subject fees.

2.3.4. Examination fees are not transferable from one examination year to another, or from one candidate to another.

• It is compulsory for you to sit for all registered components of a subject, such as Oral, Listening

Comprehension, Coursework, Practical and Written Papers. You will be recorded as ‘Absent’ for the

subject if you do not sit for one or more components, unless you have been granted prior exemption

by SEAB for the component(s).

• Only one of the subject results can be used in the aggregate computation for progression if you sit

for the examinations of duplicate subjects in the same examination year or across different

examination years. Duplicate subjects refer to the same subject or subjects with content overlap

offered at different levels. An example of the same subject offered at different levels is Mathematics

Syllabus A and O-Level Mathematics. An example of subjects with content overlap offered at different

levels is Science Syllabus T and N(A)-Level Science (Physics, Chemistry).

2.3.5. Mode of Payment You may pay your examination fees via the different payment modes listed in the table below. Please note that your registration will be cancelled if you do not make your payment by the payment deadline.

2.4. AMENDMENTS TO REGISTERED SUBJECTS

2.4.1. You are advised to check your registration details and the examination subjects carefully before submitting them online.

2.4.2. You may refer to the information below on the amendment of subjects:

3. WITHDRAWAL AND REFUND

3.1. WITHDRAWAL FROM THE ENTIRE EXAMINATION

3.1.1. You may withdraw from the entire examination if your completed withdrawal form and supporting

documents reach SEAB before the start of the year-end written examinations.

3.1.2. The “Application for Withdrawal from Entire Examination Form” can be obtained from SEAB website (www.seab.gov.sg).

3.1.3. The withdrawal form and supporting documents must be submitted via email to

[email protected]. SEAB will send you an acknowledgement within 5 working days upon receipt of the withdrawal form and documents.

• You will NOT receive any results, including result slips and/ or certificates for any subjects or components of subjects that you have sat for if you withdraw from the examinations.

• Your results will be invalidated if the examination results have already been released to you (for example, the mid-year written examination results).

Before the end of the registration period and any online payment of examination fees

After 23 March 2020 or upon online payment of examination fees during registration

• An amendment fee of S$20.00 is payable for any changes to subjects or papers.

• Pay the subject fees for any new subjects added.

• Email the completed “Subject/ Paper Entries Amendment Form” to

[email protected].

• This form can be obtained from the SEAB website (www.seab.gov.sg).

• For GCE O, A-Level Mid-Year subjects, no amendments will be accepted after 23 March 2020.

• The deadline for amendments to registration for GCE N(T)-/ N(A)-Level, GCE O-Level and GCE

A-Level Year-End subjects is 3 July 2020.

• For GCE N(T)/N(A),O, A-Level Year-End subjects, no amendments will be accepted after 3

July 2020.

3.2. REFUND

3.2.1. A 50% refund of the subject fee(s) paid (inclusive of GST) may be refunded to you if you submit your

withdrawal request to SEAB by:

You will receive the refund in approximately one month after your withdrawal request is approved by SEAB.

3.2.2. There will be no refund of your examination fees (basic fee and subject fee) if you:

• Submit your withdrawal request after the respective deadlines as stipulated above, or

• Have sat for a component of the registered subject.

3.3. APPLICATION FOR ADMISSION TO TERTIARY INSTITUTIONS

3.3.1. If you are in the process of applying for admission to tertiary institutions but wish to re-sit the GCE O- or A-Level examination, please register during the registration period from 9 to 23 March 2020 to avoid incurring late registration fees. You may apply for a full refund (less subjects which you had sat for) of the examination fees if you subsequently gain admission to the tertiary institutions.

3.3.2. You must submit the completed withdrawal forms, along with supporting letters of acceptance issued by the tertiary institutions to SEAB via email [email protected] by 3 July 2020.

4. ACCESS ARRANGEMENTS

Access Arrangements (AA) are examination arrangements granted to candidates with specific learning and physical needs, to enable them to sit for the national examinations without compromising the assessment objectives. These arrangements are not intended to give the candidates an unfair advantage over other candidates taking the same examination. If you require AA to sit for the examination(s) due to specific learning and physical needs diagnosed before the examination, you may apply for AA by following the instructions below.

4.1. APPLICATION FOR ACCESS ARRANGEMENTS

4.1.1. The outcome of your AA application will be made known to you by the following times, if you submit your application by 31 March 2020:

• May 2020 for the Mid-Year MTL examinations

• June 2020 for the Year-End examinations

4.1.2. You must bring and present the approved AA outcome letter to the Examination Personnel before the start of the examination, to verify the AA granted by SEAB.

4.1.3. To withdraw from any AA granted, please submit a letter of withdrawal to SEAB at least five working days before the date of the examination. SEAB will not re-instate the provision of AA once the request for withdrawal had been approval by SEAB.

• Please download and complete the AA application form from the SEAB website. Your application and the supporting documents must reach SEAB by 31 March 2020 via email to [email protected].

• SEAB will acknowledge your AA application within five working days upon receipt of your application.

• AA applications may take up to three to four months to review. Late applications may not be accepted or approved due to insufficient time for review.

4.2. ANNOTATION ON RESULT SLIP AND CERTIFICATE

4.2.1. If a letter of withdrawal is not submitted at least five working days before the date of the examination,

your result slip and certificate will still be annotated, even if you do not make use of the approved AA

during the national examinations.

Types of Access Arrangement

with Annotation

Your result slip and certificate will be annotated for the following AA:

• Extra time allowance (including preparation time for oral examination);

• Exemption from satisfying the full range of assessment objectives in a

subject (e.g. exemption from oral, listening comprehension etc.);

• Modification of examination papers;

• Use of word processor facilities and other computer aids;

• Use of Reader or Scribe; and

• Practical assistance in areas such as handling of apparatus during the practical examinations, using instruments or graph plotting.

Types of Annotation Symbols

There are two types of annotation symbols. The explanations for the symbols (provided on the reverse side of the result slip and certificate) are as follows:

• Exemption Symbol (#) ‘The candidate was exempted from satisfying the full range of assessment objectives in this subject.’

• Access Arrangement Symbol (+) ‘The candidate sat the paper under access arrangements.’

Application for Withdrawal from Entire Examination

(Applicable for Private Candidates only)

1. This application form may take you approximately five minutes to complete and will require the Candidate's Personal Particulars.

2. All fields are mandatory and must be completed in English in clear BLOCK LETTERS.

3. Application for withdrawal must reach SEAB before the start of the year-end written examination.

4. You may be given a 50% refund of subject fee paid (inclusive GST) if you submit your withdrawal request to SEAB by 03 July 2020. There will be no refund for request made after the deadline.

5. If you are entitled to a refund, the amount will be refunded to you approximately 30 days after approval by SEAB, via: a) cheque (if you have paid your examination fees through Sing Post/ SAM/ NETS/ Cash/ Internet Banking) will be sent to the address you have provided during registration OR b) the credit / debit card that you have used to pay for your examination fees
