The people of the soviet union began to feel uncertain of Stalin's leadership as a result of the famine caused by the disturbance to agriculture production. Over seven million people died and Stalin used the famine to try and eradicate Ukraine nationalism.

When Stalin realized that even members of the politburo were disagreeing with his ideas he put into action the great purge which was a period of political repression.

Lost support of the People

To what extent should governments ignore the will of the people

I don’t believe there is any time when the government should completely ignore the will of the people. Like of course if there is one individual who wants something you can most likely ignore it, but when it is the majority of people who want something then it should not be ignored. If the majority of people are fighting for something then it is probably an important issue that should be addressed.
