n Solve the existing network problems according to the different areas
n Remarks Divide the network into clusters and there are no more than 19
BTS for one cluster. Overlap is needed between the neighbor clusters.
Cluster division should be according to the practice which is usually based on the terrain and clutter or the existing problems during the assessment stage. The area that has special requirement for data or voice service is recommended to be divided into one cluster.
The optimization for different clusters can be done at the same or different time according to the resource and time needed.Un
