Canadian External Quality Assessment Laboratory - CEQAL (Vancouver,

Canada), founded in 1988, operates a series of credentialed reference

methods that are used to assign reference value targets in support of

proficiency testing and standardization programs offered by collaboration

members. ceQal is a member of the cholesterol reference method

laboratory network (crmln) of the cDc and its operations are monitored by

the ifcc - Jctlm (Joint committee on traceability in laboratory medicine).

pt provider pursuant by the centers of medicare and medicaid services

(cms). accutest’s pt programs fulfill the proficiency testing and accreditation

requirements of cms, cola, JcaHo, aoa, aabb and state accreditation and

regulatory agencies. the college of american pathologists (cap) has approved

accutest as an alternative proficiency testing provider and has audited and

accepted Digitalpt as fulfilling the pt requirements for cap accreditation.

National Serology Reference Laboratory, Australia – NRL (Melbourne,

Australia) is recognized by the australian government as a national

centre of excellence and has been designated a world Health organization

collaborating centre on HiV | aiDs. nrl is accredited to management

standard as/nZs iso 9001:2000, laboratory management standard iso/

iec 17025: 1999 and the code of good manufacturing practice - Human

blood and tissue: 2000 and its pt program is accredited to ilac guide 13.

National Laboratory for HIV Reference Services – NLHRS (Ottawa

Canada) is an agency of the federal government of canada. nlHrs is part

of the public Health agency of canada’s national HiV and retrovirology

laboratories. nlHrs provides HiV and HtlV proficiency testing programs

to canadian and international laboratories. it also provides serology and

molecular reference services in support of testing programs conducted

by provincial ministries of health and the canadian blood services.

Human Quality Assessment System – HuQAS (Nairobi, Kenya) is a not-

for-profit organization that commenced pt in 2000 in kenya with programs

in clinical chemistry and hematology. HuQas has since grown to be the

largest pt provider in east africa. HuQas, with the support and endorsement

of east african stakeholders has now expanded its scope of operations

to become a full service pt provider for the east african community

(eac). HuQas is the first pt provider is east africa to be accredited. it

achieved accreditation from kenya accreditation services (kenas) in 2009.

Projet Retro-CI, Ministère de la Santé Publique de la Côte d'Ivoire

(Abidjan, Côte d'Ivoire) was formed in 1988 with funding from the us

cDc to study the epidemiology of HiV-1 and the less understood HiV-

2. retro-ci has established a topflight laboratory, a clinic that provides

free healthcare to sex workers and a training program for african

researchers. initial proficiency testing will be used to monitor antiretroviral

therapy among HiV infected patients. this proficiency testing will be

expanded over time to serve the broader public needs of the country.

Thistle QA (Johannesburg, South Africa) was founded in 1989 with a single

program provided to laboratories in the Johannesburg region. it has since

grown to be the largest proficiency testing provider in southern africa with a

comprehensive offering. thistle Qa is the first proficiency testing provider in

africa to be accredited. it first achieved iso guide 43 accreditation from the

south african national accreditation system (sanas) in 2000. thistle Qa

followed that up in 2005 by adding sanas accreditation to ilac guide 13.

africain de recherche sur le siDa (african aiDs research network) and

lbV - the laboratoire bactériologie Virologie of the aristide le Dantec

Hospital and the university cheikh anta Diop. rars and lbV actively

collaborate on a number of significant HiV-aiDs initiatives with the

world Health organization, the french government (estHer - network

for therapeutic solidarity in Hospitals) and private organizations (such

as secure the future funded by the bristol-myers squibb foundation).

Ministries of Health for these 7 Caribbean nations joined the collaboration on the invitation of CROSQ (CARICOM Regional Organisation for Standards and Quality). STD AIDS Cooperative Central Laboratory – SACCL (Santa Cruz,

Philippines) serves as a national reference laboratory for HiV, aiDs,

Hepatitis b, c and syphilis. saccl was formed in 1996 with assistance

from the Japanese government to assist the philippine Department

of Health in their efforts to prevent and control HiV and sexually

transmitted infections. membership in the collaboration will assist

saccl in its complying with its national mandates, which includes

a sustainable quality assurance program for HiV and sti testing.
