    Above stated information was desired by Secretary, P&D Department and

    same is placed below at Flag A.

    There is an allocation of Rs. 100.00 million during current financial year

    and overall estimated cost is Rs. 3.033 billion at G.S.No. 1422 of MTDF.

    In case clearance for above concept is awarded detailed PC-I may be

    submitted by PD, D.G. Khan, Rural Development Project same concept paper is also

    desired by DFID to explore possibilities for its financing.

    Kindly refer to noting para.

    It is submitted that the information regarding base line, vision of the project,

    action plan and proposed interventions are to be worked out in detail. Some spade work

    already done. However, Ex-Secretary, P&D Department desired to re-thrash all this

    information and prepare a visionary paper after assessing the actual requirements of thearea in consultation with local leaders. Mr. Ikramullah Khan, PD, BRDP/MD, CDA who

    had already worked as P.A. in the Tribal Areas was assigned to prepare fresh concept

    paper and also to translate it into PC-I forms in consultation with the undersigned and staff

    of D.G.K. RDP. The same was done and concept paper was submitted.

    Now this paper is to be translated into PC-I and we also have to look into

    other requirements of the area in view of the existing working of NB Deptts in TADP. To

    asses the need and to know the exact requirements of NBD, this section has written a letter

    to NBD, which includes EDOs of Agriculture, Works and Services, Health Departments,

    SE, PHED, CE, I&P. Copies were also forwarded to DCO D.G.Khan & Rajanpur with the

    request to provide the base line data, details of activities planned each department and

    development schemes to be under taken with reference to objectives, cost lay out and

    physical targets (F/A).

    Letter was sent to all concerned on 20 th September 2008 but only one

    department i.e. I&P (F/B). Responded Information from all remaining is still awaited and

    we have again forwarded a reminder to do the needful before 12th October 2008 (F/C).

    Mr. Aftab, DPD, DGK-RDP is working on the base line data and tailoring

    same in the form of PC-I. This still needs a lot of work and skill to make it standard

    documents acceptable to donors (as DFID has also indicated its willingness to explore its

    financing in a tele-conference held in office Chamber of Secretary P&D Department.

    Task is urgent. Work needs full time focus, concentration and skill at

    appropriate level is also inevitable to accomplish this task. It is, therefore, requested

    suggest as under:-

    i). I may please be relived from the task of Chief (Ind.) & Chief (Env.) and

    only works of regional Planning may be look after by me in addition to

    working on PC-I of TADP & Punjab Poor Districts Development

    Programme of DFID.

    ii). Allow me to visit D.G. Khan for four days w.e.f. 13.10.2008 to 16.10.2008.

    iii). Interim report may be submitted to Secretary P&D Department on 18th

    October 2008.

    iv). Remaining days i.e. 20th to 24th October 2008 may be utilized at P&D office

    to look after the issue of R.P section only.

    v). Meanwhile, Mr. Muhammad Awais, Assistant Chief (R.P), may co-opt mein the accomplishment of this task.

    vi). Mr. Ikramullah Khan, and the undersigned may again visit to D.G. Khan

    from 25th to 28th and PC-I may be submitted on 29th October 2008 in

    accordance with the guidelines given by you.

    vii). Second visit with Mr. Ikramullah Khan, may also provide an opportunity to

    exchange views on proposed schemes with the leading person of Tribal

    Area and District Administration of D.G. Khan and Rajanpur.

    Subject:- PREPARATION OF PC-I/PROJECT FORMULATION FOR TRIBAL

    AREA DEVELOPMENT PROJECT (TADP)

    Programme Director, Punjab Devolved Social Services Programme (PDSSP)

    was requested vide this office letter at page 251/C to approach Technical Assistance

    Management Agency (TAMA) for the hiring of consultants for the preparation of PC-

    I/Project Formulation for Tribal Area Development Project (TADP). Secretary, P&D

    Department also had a telephonic discussion with D.G., ABAD for same assignment.

    However, no response has been received from both sides so far.

    If approved, we may send a reminder to P.D., PDSSP and a separate letter to

    D.G., ABAD to process it further.

    As per direction of Secretary P&D, I have discussed issue for formulation of

    PC-I on Tribal Area Development Project with the DG, ABAD and subsequently with Chief,

    ABAD. Chief, ABAD has stated that he has no funds for preparation of such documents and

    Rs. 1.50 million are needed to do such work. He was of the view that in his budget there was

    no provisions for POL, TA, Stationery etc. Chief, ABAD is perhaps not aware of the nature

    of problem and its solution.

    In these circumstances, it is proposed that staff of D.G. Khan, Rural

    Development Project may be utilized under the supervision of Chief (RP). Chief (RP) may

    be relieved from the assignment of Industries, TEVTA, Mines & Minerals, Environment and

    Information Culture & Youth Affairs. In this way three or four days of each week are to be

    devoted at D.G. Khan and remaining thee days at P&D headquarter. Mr. Khalid Basir

    Sheikh, Assistant Chief (Industries) who has recently joined in P&D Department and

    working as AC (Industries) may also co-opt as he has extensive experience in RP.

    If above proposal agreed, PC-I on Tribal Area Development Project may be

    prepared within 20 days.

    Another modus operandi is to contact again PD, PDSSP and to remind him

    for hiring a consultant at the earliest. DFA is placed below for that purpose.

    Subject:- OUTLINE FOR PREPARATION OF PC-I/FORMULATION FORTRIBAL AREA DEVELOPMENT PROJECT (TADP)

    I have following submission on this issue:-

    i. A lot of work is done and its updating, tabulation and analysis is required.

    It can easily be done by utilizing the staff available in D.G. Khan Rural

    Development Project Office (Flag A).

    ii. Concept for proposed interventions for TADP is also prepared (Flag

    B). These interventions, which are feasible after visit of project area,

    may be incorporated in PC-I document.

    iii. Lessons learned from implementation of BRDP, D.G. Khan Rural

    Development Project and ABAD projects are also over asset which can be

    looked into. However, all the inputs are scattered and to be presented inlogical sequence and in accordance with the requirement of the PC-I.

    Implementation framework and criteria evolved for execution of physical

    works and community development may be replicated after incorporating

    some changes incurred due to evolving recent changes in administrative

    setup.

    iv. PC-I already prepared by D.G. Khan Rural Development Project

    on this issue is also available (Flag C). These inputs can be used in PC-

    I.

    v. PC-I may be ready for presentation before you If above work plan

    is adhered.

    My personal vision on this issue is as under:-

    INTERVENTIONS MAY BE CATEGORIZED INTO TWO PARTS

    a. Interventions regarding development of physical

    infrastructure

    It includes:

    i. Track roads,

    ii. Rural roads,

    iii. Link roadsiv. Water conservation and storage works

    For this purpose two or three persons of BRDP and D.G. Khan Rural

    Development Project having experience in preparation of road cost estimate may be

    utilized to prepare rough cost estimate. Estimated cost may be Rs. 1.00 billion.

    Engineering staff may also help to scrutinize scheme submi8tted by

    Irrigation Department (page 209 to 222). Interventions regarding provision of water

    development storage are also prime need of the area. This water may be utilized for

    drinking purposes, livestock needs and in some cases for Irrigation. Estimates of about 10

    prime spaces may be a part of PC-I. Cost may be Rs. 5 billion.

    b. Development of small ponds

    It is prime need of the area. With the involvement of community

    development component in D.G. Khan Rural Development Project some estimation in

    specific location may be prepared for pond development where desired.

    PRODUCTION / INCOME GENERATING ACTIVITIES:-

    To initiate such activities prime emphasis may be on skill generation. Skill

    to be provided in accordance with the requirements and need of the area. For this

    purpose, some training programs may be chalked out at least 4 to 5 prime location in each

    union council and D.G. Khan Office may be directed to work out details.

    PROVISION OF BASIC FACILITIES:-

    For this purpose, EDO (Education) and EDO (Health) may be co-opted

    and missing facilities in the institutions already available may be included in the PC-I.

    DO (Planning) in D.G. Khan and Rajanpur may be consulted regarding activities to be

    planned in that area.

    Thus this visit may enable to propose framework of activities to be

    initiated and tentative implementation plan of these activities. Brief resume on the work

    performed during this visit may be presented to Secretary, P&D Department and detailed

    implementation plan, phasing of these activities and implementation mechanism may

    thus be tailored accordingly in the PC-I documents.

    Subject:- WORK PLAN FOR TADP (D.G. KHAN AND RAJANPURDISTRICTS) FOR FINANCIAL YEAR 2008-09

    Project Director, D.G. Khan Rural Development Project vide PUC at page

    145/C has submitted the Annual Work Plan for Tribal Areas Development Project

    (TADP) for the year 2008-09. The work plan has following parts:-a. Para 3 of the work plan

    Activities proposed for identification, survey, estimates, community

    organizations, briefing and orientation of the line departments,

    prioritization of the needs, preparation for training of unskilled personsand coordination with border military police check post for

    implementation of the components of the project included in the approved

    PC-I.

    b. Para 4 of the work plan

    Administrative, management and financial decisions including:-

    i. Arrangement for posting of Project Director.

    ii. Issuance of Administrative Approval.iii. Release of funds and use of assignment account of Project

    Director DGK-RDP for this project.

    iv. Advertise posting of staff and also to notify committee for

    it Rules and qualifications for different posts in DGK-RDP may beapplied for this project too.

    v. Notifications for different committees for execution,

    approval and monitoring of project.vi. Shifting of assets of DGK-RDP to this project.

    c. Para 5 of the work plan

    Tentative schedule for final clearance of PC-I, issuance of administrative

    approval, constitution of the different committees and opening /switchover of assignment account.

    The work plan has been examined in RP Section and following

    observations are made:-

    i. No financial expenditure has been proposed during current financial year.

    ii. The preparation activities proposed in para 3 of the plan for

    implementation of components of physical infrastructure development,

    community development, social infrastructure and livestock are found to

    be according to the provisions of PC-I. The approval of the proposed work

    plan is however required to be obtained from Project Steering Committee

    which is yet to be constituted.

    iii. Action regarding administrative arrangements requested vide para 4 (1, 2,

    3, 4, 6) of the work plan may be initiated by Admn Wing of P&D

    Department. The action on para 4 (2, 5) will be taken by RP Section.

    iv. The project authority can however go ahead with incorporation of

    amendments in the PC-I as per observations of PDWP, clearance of PC-I,clearance of posts and issuance of administrative approval.

    It is proposed that Project Director, DGK-RDP may advised to initiate the

    action regarding amendments of the PC-I, issuance of administrative approval and

    clearance of posts. The project steering committee may also be notified as per

    implementation arrangements provided in the PC-I and minutes of PDWP placed at Flag

    A. The necessary draft notification for project steering committee is being prepared in

    RP Section and will be submitted shortly.

    There is no proposal for inclusion of Tribal Area

    Development Project in ADP 2009-10. The one approved by PDWP will

    be considered under Southern Punjab Development Programme during

    the currency of the next financial year.

    CM Directive (98/C) is addressed to Secretary Local

    Government Department. Further action on the issue will, therefore, be

    taken after the receipt of reference from Local Government Department.

    Subject:- PROVISION OF FUNDS FOR TRIBAL AREADEVELOPMENT PROJECT (TADP) D.G. KHAN &RAJANPUR IN THE ADP OF PUNJAB GOVERNMENTBUDGET FOR THE YEAR 2009-10

    Project Director, D.G. Khan Rural Development Project has

    informed that the scheme Tribal Area Development Project was approved

    for the cost of Rs. 3380.840 million for implementation in D.G. Khan and

    Rajanpur Districts. The scheme was proposed for inclusion in ADP 2009-

    10 but was subsequently dropped from the programme with the

    understanding that the identified schemes of Southern Punjab will be

    funded out of Southern Punjab Development Project.

    Currently 56 numbers of employees are working in DGK-RDP

    which has been conceived to be continued in Tribal Area Development

    Project as such initiation of Tribal Area Development Project from 1st July

    2009 is very important for continuation of the staff already working as

    D.G. Khan Rural Development Project which is scheduled to be closed on

    30.06.2009.

    Project Director, DGK-RDP has therefore requested for

    allocation of Rs. 469.110 million to the scheme Tribal Area Development

    Project in D.G. Khan and Rajanpur Districts during 2009-10. Allocation

    may therefore be provided out of available allocations of Rs. 5,000.00

    million in Southern Punjab Development Project appearing at Gen. Sr. No.

    2287 of ADP 2009-10.

    Subject:- PROVISION OF FUNDS FOR TRIBAL AREADEVELOPMENT PROJECT (TADP) D.G. KHAN &RAJANPUR IN THE ADP OF PUNJAB GOVERNMENTBUDGET FOR THE YEAR 2009-10

    As desired I have discussed the case with Chief

    (Coordination) and Project Director, D.G. Khan Rural Development

    Project. The minimum requirement for the establishment of the project

    and office building / POL charges for the period of 4 months are Rs. 7.108

    million (Flag X). Out of this amount, Rs. 4.948 million is meant for

    salaries.

    The scheme Tribal Area Development Project (TADP) was a

    part of ADP 2008-09 and appeared at Gen. Sr. No. 1422 with an allocation

    of Rs. 100.00 million but could not be included in ADP 2009-10.

    It is, therefore, proposed that an amount of Rs. 7.108 million

    may be provided to Tribal Area Development Project during 2007-08 out

    of block allocation of Rs. 1,300.000 million meant for unfunded schemes

    appearing at Gen. Sr. No. 4432.

    Subject:- APPROVAL FOR PAY PACKAGE OF STAFF OF TRIBAL AREADEVELOPMENT PROJECT (TADP) FOR D.G. KHAN & RAJANPUR

    DISTRICTS

    Tribal Area Development Project (TADP) approved for the cost of Rs.3380.94

    million is under implementation for the gestation period of five years. During 2009-10 anamount of Rs.20.00 million has been provided to the project for initiating surveys and

    different activities for implementation of the project (Flag A at page 132/C).

    While clearance of 124 posts (of contractual basis) envisaged for

    implementation of the project, Finance Department has desired to seek the approval of pay

    package of the posts from Chief Minister through a summary.

    Project Director, TADP has accordingly submitted a draft summary for

    approval of pay package of 120 posts in Administration Wing and Social Mobilization Wing

    of the project. The pay package stands approved by PDWP in the form of PC-I.

    Subject:- FIRST PROJECT STEERING COMMITTEE MEETING OF

    TRIBAL AREA DEVELOPMENT PROJECT D.G. KHAN AND

    RAJANPUR DISTRICTS

    Tribal Area Development Project (TADP) approved for the cost of

    Rs.3380.94 million is under implementation for the gestation period of five years. During

    2009-10 an amount of Rs.20.00 million has been provided to the project for initiating

    PC-I Steering Committee of the Project was constituted under the chairmanship of

    Chairman, P&D Board (Flag X).

    Project Director, TADP vide PUC has now requested for convening the

    first meeting of the Project Steering Committee notified under the chairmanship of

    Chairman, P&D Board to discuss the following agenda items:-Agenda item No.1

    i. Introduction and objectives of the project

    ii. Physical and financial phasing of project activities

    iii. Work Plan for the year 2009-10 (both physical and financial)

    Agenda item No.2 Implementation issues and options

    i. Requirements of additional funds for the year 2009-10.

    ii. Staffing of the project for TADP D.G. Khan & Rajanpur.

    iii. Suggestion for changes in implementation methodology.

    iv. Recommendations of the meeting held by the Minister, LocalGovernment and Community Development Department.

    v. Socio Economic conditions of Tribal communities of District

    Rajanpurwaving off, upfront contribution by poor communities.

    vi. Filling of posts through transfer.

    vii. Issues regarding identification of intervention by Line Departments.

    Agenda item No.3 includeany other item with the permission of Chair.

    Chairman, P&D Board may, therefore, be approached for indicating the

    date and time of the Project Steering Committee.

    Project Director, TADP has informed that PC-I of Tribal Area

    Development Project D.G. Khan provides for constitution of the following Committee:-

    1. Senior recruitment committee for recruitment of officials of TADP

    BS-16 and above.

    2. Staff recruitment committee for recruitment of official in BS-1-15.

    3. Special Purchase Committee for procurement of

    equipment/vehicles.

    He has, therefore, requested for notification of the above said Committee.

    The case has been examined in RP Section and it is observed that the

    constitution of Committees is in accordance with the objective and provisions of the PC-I.

    Further necessary action regarding notification of the Committees as per drafts enclosed

    with the PUC may kindly be taken by Admin Wing.

    Subject:- TRIBAL AREA DEVELOPMENT PROJECT (TADP)

    Observations of Sr. Advisor to Chief Minister Punjab regarding Tribal Area

    Development Project (TADP) have been examined in Regional Planning Section in

    consultation with Project Director, TADP (Flag X). The annotative comments of the

    department on the observations are as under:-

    1. My first and foremost concern is that

    in the entire process of conception,

    identification of schemes and

    prioritization of the project, public

    representatives of the area have not

    been consulted. It is beyond my

    understanding as to how can any

    project of public welfare beimplemented, without the input of

    public representatives. It is further

    observed, that the identification of

    initiatives in Education, Health and

    Livestock are also to be identified by

    the respective departments, and not

    through public representatives.

    The project is continuation of ADB funded

    Bahawalpur Rural Development Project

    which expired in 2007-08. The project was

    rated as very good by Asian Development

    Bank (ADB) and the interventions of the

    D.G. Khan Rural Development Project have

    been continued in the Tribal Area

    Development Project. The project basicallyoffers the following interventions:-

    Physical Infrastructure Development

    (Jeepable tracks, metalled roads,

    water resource development,

    electrification, drinking water

    supply) Cost Rs. 2,290 million.

    Community Development (project is

    open for the facilities to be identified

    by Communities) Cost Rs. 600

    million. Social Infrastructure (school council

    support, health support, livestock,

    skill generation, boarder military

    police, institutional support and

    consultancy) Cost Rs. 490.940

    million.

    As per implementation methodology

    approved in the PC-I.

    o Physical infrastructure

    development projects will beidentified in consultation with

    representatives of tribal area and

    will be implemented by PMU,

    Irrigation, Public Health, Local

    Government Departments and

    TEVTA.

    o Community Development

    Projects will be identified by the

    communities and implemented

    by themselves.

    o Social Infrastructure Projects

    will be identified by the

    departments of education,

    livestock, TEVTA and in

    consultation with communities.

    available for the project. A part time

    project director will have bearing on

    the execution of the project.

    Moreover, it is also proposed that

    for the successful completion of the

    project, office of the project director

    should be located in Dera Ghazi

    Khan.

    Case for posting of full time Project Director

    is under process. As per design of the

    project the office of the project is

    established in D.G. Khan.

    3. Construction of jeep able tracks (300

    kms) needs to be undertaken

    vigilantly, as there is a possibility of

    misuse of funds.

    Jeepable tracks will be approved by the

    Steering Committee. Due vigilance will be

    exercised while identification and

    construction of jeepable tracks so as to

    benefit maximum population/ area.

    4. Electrification of remote areas

    through alternate energy sourcerequires clarification. Any alternate

    energy source introduced in the

    tribal area should be having

    minimum O&M cost.

    As per information provided by Project

    Director, TADP electrification throughalternate energy source is the most popular

    demand of the area and so far applications

    for 3,000 households have been received by

    the project from the communities of the

    project area cost of which is 5 times more

    than the provision of the PC-I. While

    procurement of solar panels the suppliers

    will be made responsible for maintenance of

    solar panels for 20 years, battery for two

    years and other accessories for one year. As

    such O&M expect of the alternate energysource will be taken care of.

    5. Provision of a Mobile Dispensary is

    should be worthy of the tribal area

    mountainous terrain.

    During the proceedings of Steering

    Committee meeting held under the

    chairmanship of Secretary, P&D on

    03.02.2010, the representative of Livestock

    Department informed that the department is

    providing 14 mobile dispensaries for

    functioning in the project area. These mobile

    dispensaries have been provided with 4x4

    double cabin vehicles suitable formountainous terrain. Project authorities are

    exploring with Livestock & Dairy

    Development Department to support these

    mobile dispensaries (already in pipeline)

    through the missing requirements.

    6. Skills training to tribal area

    inhabitants has to be in line with the

    local economic conditions and

    needs. Identification of types ofskills, and medium of imparting

    these skills, has not been explained

    in the project documents.

    The issue was discussed in the Steering

    Committee meeting and programme based

    on need assessment is being devised with

    the help of TEVTA.

    7. Eight numbers of Consultancies

    are to be awarded for the project.

    Details of these consultancies are

    not known.

    A provision of Rs. 48 million has been

    provided for consultancies for baseline

    survey, third party validation, ground water

    studies, seismic surveys etc. The provision

    will be utilized after approval by the

    Steering Committee.

    8. Keeping in view the economic

    conditions of the tribal community

    of both, Dera Ghazi Khan and

    Rajanpur, reduction in their share in

    community development projects

    may be considered.

    The issue of economic conditions of the

    tribal community was discussed in the

    Steering Committee meeting and it was

    decided to contain their contribution in case

    of community development project to 20%

    which will be paid by them in shape of

    labor, material, O&M etc.

    9. It is observed that more than 50

    posts in the PMU are under the

    unskilled category. I would urge thatrecruitment against unskilled/ semi

    skilled positions may be made from

    local tribesmen. This proposal is

    very much in line with one of the

    objectives of the project i.e.,

    employment generation. Moreover,

    being part of the project, ownership

    of the project by the tribesmen will

    also be facilitated.

    Out of 120 posts, 70 posts are vacant which

    include 40 posts of clerical and 18 posts of

    support staff. While recruiting the un-skilledand semi-skilled positions local tribesmen

    will be given the first preference.
