2. MISSIONPLANNING:

a. Selection of Tar,ets: The remaii1der of the 160 Japanese

Sl:lall urban industrial cities marked for attack that had not been bombed

successfully on previol:ls strikes were considered in the selection of

the targets for these missions. Selection of these cities for o.ttnck -ccn-.1:'Ol'1le(: to the easiG requirements of having adequa",-e radar scope photos,

b. Importance of Tarset§:

(1) The City of Hachioji is located in a mountainous Area

23.miles west of the Tokyo Imperial F~lacq. It controls all of the Tokyo

ra11 ~raff1C to the northern half of Honshu. Eachioji is a housing area

for V tal outlyi~g districts and although its own industries formerlyVletrec0nnected wlth textile manufacturing, war tir oduct.Lon is now be tnge ressed, •

(2) Toyama. the third largest city OR the west coast of

Honsbu, is located inland from TOYaJIlaBay, 5 miles south of the Jinsu

River port of Higas,hi-Iwase and 110 miles nc rbh of Nagoya. The city

is an ii'1}:lortant producer of ball 8.11(\ roller be ar Lngs, machine and pre-

oisi00 tools and special steel products. A magnesium plant along w i t h

the largest aluminum company in Japan is loc ate d there. Toyama is not

compact. being cut by several canals.

(3) Nagaoka. a city of 70,000 p"'pulation, is located

in north central Honshu. 35 miles south of .~ii.:;ata and 12 miles from

the shore of the Japan Sea. Nagaoka is a roa.il and service center for

the surrounding oil fields and an important pr-oduce r of machine and

i;lachine tool products.

with each aircraft to carry 1 47 white phosphorous bomb, were specified

craft. The M47 white phosporous bombs wer-a to be carried for the same

reasons as in Missions Number 306, 307, and 308. The above were selected

to give a maximumuniform density, proper penetration and efficient

functioning of both bombs and clusters,
