Jerome Begot wanted to be a helicopter pilot ever since he was seven. “My dad, asked what I wanted to do. He thought I wanted to take over his business – a hotel and restaurant, and I said ‘No.’ He said, ‘Then what do you want to do?’ and I just drew a picture of a helicopter in the dirt, and he said, ‘O.K’ and that’s what I did.”

Mr. Begot has run Cayman Islands Helicopters with his wife, Nathalie Legras from a waterfront office and helipad in George Town ever since 2003. The company takes tourists, and locals too, for helicopter rides where they will be able to see the world from a different point of view.

Their very first helicopter was destroyed during Hurricane Ivan, and they had to start from scratch, but people love the rides so much they come back and visit him for more, year after year, he says.

His helicopter is able to take up six passengers at a time. They can opt for different tours: The Seven Mile Beach tour costs $69 and lasts for just under ten minutes.

“We go over Seven Mile Beach, we look at the Kittiwake and all the hotels and come back over George Town, fly over the cruise ships and come back to the base,” Mr. Begot said.

Then there is the very popular Stingray Tour for $120which lasts between 15 and 20 minutes and takes tourists for a glorious bird’s eye view of the Sand Bar and Stingray City, The Reef and the Wall, before flying back to George Town via Seven Mile Beach. The most expensive tour costs $295, lasts for just under an

hour and takes tourists around the whole of Grand Cayman.

Since he first flew a helicopter by himself in Russia, French-born Mr. Begot has flown helicopters all over the world doing all kinds of work. Sometimes, it has been helping geologists prospect for valuable minerals, out in the wilderness areas of Canada. Other times, he has helped inspect power lines, and still other times, he has taken cameramen up to get those aerial shots you often see in action movies in Los Angeles.

Recently, he helped look for Nathan Clarke who went missing around Seven Mile Beach. “That was very unfortunate. The family asked me to look in the water and on land in case he had been bitten by something or something else

happened to him. We flew on Tuesday after he was missing,” he said.

From time to time, he is asked to help out with similar work, and always tries to help when he can. “I always try to be kind to people – that’s my philosophy. I think it’s worked pretty well for me for the last 25 years,” he says.

The tourists he takes up are amazed to see the world from a bird’s eye view. One of the highlights of the tour is seeing the beautiful colours of the sea and the North Sound. “This is my office. Not a bad view, eh?” he likes to tell them.

Two events this month have brought renewed optimism to the issue of youth rehabilitation in the Cayman Islands.

On Thursday (16 March), the Ministry of Community Affairs, Gender and Housing held a groundbreaking ceremony for a purpose-built youth rehabilitation facility – the Cayman Islands Youth Centre.

This was preceded by the Ministry’s launch of a new Therapeutic Community Programme at the Bonaventure Boys Home (BBH), in partnership with the Children and Youth Services (CAYS) Foundation, on Wednesday (14 March).

Both facilities will follow the Therapeutic Community Programme - based on the renowned Missouri Model which focuses on rehabilitation and resolving issues in

peer-group settings. Acknowledging the importance

of these developments, Hon. Mark Scotland, JP presented remarks on behalf of Premier McKeeva Bush, OBE, JP and said, “With these steps, we meet the constitutional requirement to separate juveniles from adult prisoners, and, in so doing, enhance the opportunity for delinquent youths to become productive members of our country.”

The BBH facility was also renovated, with enhancements to the classrooms and living areas, as well as a new meeting room. BBH Programme General Manager Sydney Williams said, “This new setting and programming have enhanced treatment services in an effort to get these young people back into the mainstream of society.”

“Youth rehabilitation has

always been at the forefront of my priorities, for I believe that all young persons deserve second chances,” said Minister of Community Affairs, Gender and Housing, the Hon. Mike Adam, MBE, JP.

The Cayman Islands Youth Centre is located in George Town. When completed, it will be the residential treatment centre for juvenile offenders and youths ages 12-18 who are held on court remand. It will offer therapeutic, educational and aftercare services.

The Ministry’s Chief Officer, Ms.Dorine Whittaker congratulated the BBH staff, and all those involved with the renovations of the West Bay facility. “Staff members have reported significant improvements amongst the young men, especially with their inter-personal interactions,” she said.

“It’s still a little tenuous and won’t be for everyone, but a lot of people who were holding out are now going ahead with that construction or that investment for small projects – and there are big projects in the pipeline.”

Mr Kirkaldy, not only managing director of Massive Equipment Rentals and Sales, but also the owner of three other companies, pointed to Cayman Enterprise City (CEC) and Dr Devi Shetty’s Narayana Medical Centre as the drivers of the recovery, underpinned to a lesser extent by George Town port development and the Dart-government ForCayman Investment Alliance (FCIA).

“The CEC is a reality. The law was passed and the first trade applications are going through. The hulk of businesses are enterprises that don’t normally come to the Cayman Islands, and having them here means more renting and buying of apartments and homes, people going to restaurants, shopping, businesses holding board meetings, people staying in hotels and fully exposing Cayman to others,” he said.

Reinsurers, certain captives and other businesses not normally familiar with Cayman may find a congenial environment, helping to build a kind of critical economic mass.

“What is so encouraging is that while not much has started in the last four years, there has been tremendous work on the regulatory side, and while it is not perfect, this year there will be a lot of exciting things,” Mr Kirkaldy said.

Apart from last September’s Special Economic Zones Law, legislators have also amended

the Immigration Law, the Companies Law, the Stamp Duty Law and the Registered Lands Law. They have also passed most of the changes sought by Dr Shetty to ensure construction of his $2 billion, 15-year Narayana Hospital, which will include a 2,000-bed hospital, after-care facilities, a medical college and a hotel. Phase-one groundbreaking for the medical-tourism facility, intended to draw patients from across the Americas, is set for August.

“We have seen Dr Shetty transition from a concept to reality, and it will create new opportunities outside of what is being done now,” he said, addressing the idea of economic diversification, long a goal of successive administrations, and most recently a subject of local concern as part of the UK’s recent survey of overseas territories.

“There will be a hotel and the exposure of Cayman to people not otherwise here. Everyone that comes will bring at least one family member. This can only increase, and in 20 years,

when our kids are thinking about careers and wish to remain on island, there will be quantities of [opportunities] as doctors, nurses, technicians, lots of things,” he said.

Mr Pineau pointed to the Chamber’s July 2011 launch of its public-private five-point Future of Cayman initiative, conceived to improve “the quality of life, business climate and create jobs and business opportunities”, saying “these two projects represent the diversification of our economy”, away from routine Caribbean “sun, sand and sea” attractions.

Both declined to elaborate on port development and FCIA investments, saying insufficient information was publicly available, but clearly hoping to avoid the projects’ attendant political controversy.

“Cayman needs cruise berthing, and it will offer benefits and more competition,” Mr Kirkaldy said. The chamber supported the FCIA, but looked to concerns for good governance and transparency, while hoping the reconstruction of the old

Marriott Courtyard Hotel would boost stay-over tourism.

“Having a large hotel sitting derelict does not assist ‘Brand Cayman’,” Mr Kirkaldy said. “Given the limitations on government financing, you have to find pragmatic ways of making trade-offs that benefit all parties.”

He paid tribute to a civil service improving under the leadership of Deputy Governor Franz Manderson and pointed out that nearly all Chief Officers were part of the five Future of Cayman “driver” groups.

The outlook was not without challenges, Mr Pineau said, pointing to education, prisons and recidivism, high business costs, new and untested customs regulations and the pace of “modernising the legal framework” for new financial products and services.

“We need a sort of advocate,” Mr Pineau said, “an ombudsman in government to take care of business applications, get licences, help navigate the system, and get things moving much faster.”

Ministry of Education officials have advised that the Sir John A. Cumber Primary School (SJACPS) has become the first government school, not only in the Cayman Islands, but in the entire Caribbean region, to receive their International Baccalaureate (IB) Authorisation for PYP. This stamp of approval by one of the most respected education organisations in the world is truly a historical achievement.

The school has achieved the criteria to be called an IB World School within the IB’s Primary Year’s Programme (PYP). As outlined on the IBO website, “The PYP draws on research and best practice from a range of national systems and wealth of knowledge and experience from international schools to create a relevant, engaging, challenging and significant educational framework for all children.”

Minister of Education, Hon. Rolston, Anglin, JP, offered his endorsement saying, “My ministry and I, along with the Department of Education Services and all the schools, have committed to achieving a world-class education system, and this announcement is a true testament to the significant progress we are already making towards that goal.”

Minister Anglin continued, “As a member of the West Bay community and a past student of the school, I am extremely proud to recognise what has been achieved. I congratulate Mr. Joseph Wallace, his team and all the students and parents of Sir John A. Cumber Primary School on this outstanding accomplishment.”

Offering her praise, Chief Officer Mrs. Mary Rodrigues noted that authorization by the International Baccalaureate is a mark of quality assurance. “Achieving this IB World School status enables us to say that SJACPS has been measured up against schools across the world, and has met comparable standards. We look forward to more of our primary schools achieving this international recognition in the near future,” she stated.

Mrs. Rodrigues explained that to become an IB World School, there is much more to the process than simply filling out forms and ticking boxes. The first stage involves the school applying for candidate status where they submit evidence of curriculum planning, staff development plans and commitment to international mindedness. Once candidate status is awarded the school is given targets and a Link Consultant who helps them to meet the requirements to apply for authorisation.

Once the school feels that they have reached the targets and are ready to apply for authorization, IB visits to ascertain the schools preparedness to implement the IB programme. This involves watching lessons, attending several meetings and interviewing the whole school community.

Through the visit to SJACPS, IB found matters arising which the school then had to address before authorisation could be achieved. “The school did just that,” Mrs. Rodrigues noted, “and through the hard work and dedication by the staff and students of SJACPS they achieved this most prestigious certification”.

Going forward, SJACPS will have an evaluation visit in three years, where the International Baccalaureate Organisation (IBO) will ensure the quality of their programme. This again is a most rigorous process where the schools will have to achieve further requirements.

A most proud principal, Mr. Wallace offered his comments, “This is a very proud moment for us. We’ve worked very hard over the last three years to meet the standards set by the IBO and I thank those teachers, parents, students, Ministry and DES staff, past and present, whose efforts and contributions helped us to achieve this milestone. I am very excited about the challenges we will face as we not only work to maintain our status as an Authorized IBO school but to improve the learning experiences of our students. I look forward to the continued support and encouragement from all our stakeholders as we continue the journey toward excellence.”

The annual Digicel Kick Start training programme sees over 800 aspiring young footballers from across the Caribbean and Central America put through their paces by England and Liverpool football legend, John Barnes. From the initial 800, 40 of the best footballers are chosen to train at the Digicel Academy under football coaches from the esteemed Sunderland Academy from the English Premier League.

Spearheaded by Digicel – and produced in conjunction with

OGM Communications and Advance Dynamics Ltd. – the mini-documentary follows the journey through the week - long Academy and is set to an inspirational music score. The mini-documentary topped the “TV Self-Promotion” category of the respected annual advertising awards.

LONDON (AP) — Britain’s finance minister has cut the rate of tax the country’s wealthiest citizens will pay but insisted the rich will pay more through a raft of measures to prevent tax avoidance and a punitive new charge on expensive property sales.

In his annual budget statement Wednesday, George Osborne said he was cutting the top rate from 50 pence in the pound to 45 pence by April next year, arguing that the original higher rate did not yield as much as expected — partly because the rich were able to avoid tax.

Osborne sought to deflect any criticism that any largesse was confined to the wealthy by announcing a big hike in the level that Britons start paying tax to 9,205 pounds ($14,500). The cost of that measure will cost the Treasury around 3.3 billion pounds ($5.3 billion) in 2013-14.

“Together, the British people will share in the effort and share the rewards,” Osborne said at the conclusion of his hour-long statement. “This country borrowed its way into trouble, now we’re going to earn our way out.”

The 50 pence tax rate was introduced by the previous Labour government in response to the sharp deterioration in the country’s public finances in the wake of a banking crisis that led to the country’s deepest recession since World War II.

Osborne insisted that the rich should pay a bigger proportion of their income than the poor and said he was offsetting the cut in the top rate by other taxes on wealth, including a new 7 percent charge on the sale of houses valued over 2 million pounds.

Most of those are primarily located in London, which has been the favoured second home of choice for many of the world’s super-rich — Russian oligarchs and hedge fund managers have all converged on the capital, driving up the cost of homes to levels that are unaffordable to the vast majority of Londoners.

at London Chartered Accountants Blick Rothenberg, said the changes will have “a major effect on the London housing market, potentially driving away overseas buyers.”

The leader of the Labour opposition Ed Miliband pounced on Osborne’s decision to cut the top rate of tax, mocking him for his oft-repeated mantra that “we’re all in this together” and that he had failed the fairness test.

“After today’s budget, millions will be paying more while millionaires pay less,” Miliband said.

Overall, the budget measures were broadly neutral — Osborne has little room for manoeuver, given the government’s primary plan to dramatically reduce borrowing and the recent warnings from credit ratings agencies that the country risks losing its cherished triple A credit rating if the public finances don’t improve as planned.

Osborne has also been constrained by the muted recovery from recession. He said Britain’s economy would likely to grow by 0.8 percent this year, according to independent forecasts from the Office for Budget Responsibility, which is tasked by government to come up with economic projections. That’s slightly higher than the 0.7 percent increase it forecast as recently in November.

Osborne said Britain, the biggest European economy that doesn’t use the euro, was likely to avoid a technical recession, officially defined as two consecutive quarters of negative growth. In the last three months of 2011, Britain contracted by a quarterly rate of 0.2 percent.

In 2013, Osborne projected that Britain’s economy would grow 2 percent, slightly lower than the previous forecast of 2.1 percent. The projected growth rates being forecast are still lower than the country’s long-run average of around 2.5 percent.

Osborne also said that Britain would borrow 126 billion pounds ($199 billion) in the fiscal year to end-March, 1 billion pounds less than previously projected. He also said the peak in the country’s debt will be lower than previously anticipated at 76.3 percent in 2014-15.

Osborne said the budget “reaffirms our unwavering commitment to deal with Britain’s debt.”

Analysts said the statement was a bit brighter than those that have been previously issued from the dispatch box but that the British economy had a long way to go before it had recovered from the shock of the last few years.

“The vast majority of the cuts in public spending lie ahead,” said Ian Stewart, chief economist at accounting and consultancy firm Deloitte. “There’s still a long haul ahead for the U.K. economy.”

Osborne outlined a range of measures he hoped would kick-start growth. His decision to cut the rate of corporation tax by a further penny in the pound in April takes the rate down to 24 percent. By 2014, he said the rate would be 22 percent, and within earshot of the 20 percent basic rate of income tax.

“This was generally a steady, but business-friendly, budget,” said Andrew Goodwin, senior economic advisor at the Ernst & Young ITEM Club. “It is clear that the government is trying to improve the climate for business and it’s now up to businesses themselves to deliver the goods.”

Osborne also announced that tax relief now given to film productions would be extended next year to producers of video games, animation and “high-end” television programmes such as “Downton Abbey.”

TOULOUSE, France (AP) — An official says French police plan to storm an apartment building shortly if a gunman suspected in seven killings and claiming allegiance to al-Qaida doesn’t surrender.

Cedric Delage, regional secretary for a police union, said the suspect has promised to turn himself into police by 2:30 p.m. (1330GMT). Delage says if that doesn’t happen, police will force their way in to try to take him by force.

Hundreds of riot police are surrounding the building in the southwestern city of Toulouse.

They launched a raid well before dawn and a gunfight erupted, wounding three officers. They have been negotiating with the gunman for hours.

The gunman is suspected of killing three Jewish children, a rabbi and three French paratroopers in recent days.

Kidnapped British woman freed in SomaliaMOGADISHU, Somalia (AP) — A British tourist snatched by Somali gunmen from a resort island in Kenya was freed on Wednesday after more than six months in captivity, Britain’s Foreign Office said.

Judith Tebbutt was taken in September. Gunmen killed her husband, David Tebbutt, during the attack.

Tebbutt told Britain’s ITV in Somalia that she was relieved to be released after such a long time in captivity. She said she is in good health and slept well during

the kidnapping. She got sick three times but was given medication and healed each time.

She said her captors made her “feel as comfortable as possible.”

“The circumstances — with my husband passing away — made it harder,” she told ITV. “I’m just happy to be released and I’m looking forward to seeing my son who successfully secured my release. I don’t know how he did it, but he did which is great.”

An official with the Somali militia Ahlu Sunnah Wal Jama who asked not to be named said a ransom was

paid to pirates for Tebbutt’s release. No figure was given. Pirates have long earned multi million dollar ransoms for taking ships and crew hostage. Families of individual hostages or hostage families have reportedly paid far less.

Britain’s Foreign Office said: “Our priority now is to get her to a place of safety.” Tebbutt was expected to fly to Kenya on Wednesday.

“We are so pleased to hear of her release. The prime minister was actively engaged in and pressured elders for negotiations to release her.”

MEXICO CITY (AP) — A strong 7.4-magnitude earthquake hit southern Mexico on Tuesday, damaging some 800 homes near the epicentre and swaying tall buildings and spreading fear and panic hundreds of miles away in the capital of Mexico City.

One of the strongest to shake Mexico since the deadly 1985 temblor that killed thousands in Mexico City, Tuesday’s earthquake hit hardest in border area of southern Oaxaca and Guerrero states, where a Guerrero official confirmed that some 800 homes

had been damaged, with another 60 having collapsed.

Hours after the shaking at noon local time (18:02 GMT), there were still no reports of death or serious injury, even after a less powerful, magnitude-5.1 aftershock was felt in the capital and several other aftershocks near the epicentre in a mountainous rural region. “It was very strong, very substantial,” said Campos Benitez, hospital director in Ometepec, about 15 miles (25 kilometers) from the epicentre.

Guerrero Gov. Angel Aguirre, who is from Ometepec, was headed

there to survey the damage and ordered emergency crews and civil protection to the area to help with the damage. The state did not say how many were displaced.

In Mexico City, frightened workers and residents poured into the streets of the capital. Telephone service was down in the city and throughout the area where the quake was felt and some neighbourhoods were without power, according to Mexico City Mayor Marcelo Ebrard, who set up a hotline for people to report damage.

David MacLean, Baron Blencathra, a Scot and a Conservative Party life peer, is coming here for a visit with three MPs from the all parliamentary party group (APPG) for Cayman.

Baron Blencathra will be arriving next week and will have some 35 meetings while visiting the islands. The three MPs will be arriving the following week.

His famous quote when exclaiming of beggars is, ‘I always give them something – I give them a piece of my mind.’

Another of his quotes was after he turned down a cabinet post after the Conservative Party’s defeat at the 1997 general election. He said, “I am a round peg in a round hole.” He made the UK headlines in 2007 when he proposed a private member’s bill that would have exempted the Houses of Parliament from the Freedom of Information Act. The bill proved

controversial, with the government unofficially supporting the bill. MacLean said, “My bill is necessary to give an absolute guarantee that the correspondence of members of parliament, on behalf of our constituents and others, to a public authority remains confidential.”

He was given a life peerage after he stepped down from his political seat representing Penrith and The Border for the Tory party from 1983 to 2010 due to ill health. He has multiple sclerosis.

Baron Blencathra seems a very good choice to be director of the Cayman Islands London office as according to Labour MP Maria Eagle he is opposed to further regulation of what she called offshore tax havens when there was a push in the UK for more regulation of such jurisdictions.

He has already caused some controversy (albeit not from me) when he recently criticised Caymanians who he said are writing negative things online. As we reported at the time, he said

they were undermining efforts to promote the jurisdiction’s financial services sector overseas. He said in an email interview to CNS that his aim was to “keep selling the positive messages about Cayman, again and again and again. But it cannot be done if it is undermined by things said and written by Caymanians. I am saddened by negative comments on the web as the Internet is read not just by local people but by politicians and global financial players as well. What appears on the web and the reality are poles apart but observers sitting thousands of miles away might be fooled into think that life is awful in Cayman.”

The three MP’s joining Baron Blencathra are Graham Brady, Conservative MP for Altrincham and Sale West, Brian Donohoe, Labour MP for Central Ayrshire and Andrew Rosindell, Conservative MP for Romford. Brady is Chairman of the APPG and Donohoe is Deputy Chairman.

APPG are informal, cross-party,

interest groups that have no official status within the UK parliament and have no powers or funding from it. They act as a forum for contact and discussion with members of parliament and for action on behalf of the Cayman Islands.

Let us hope Baron Blencathra’s visit will be a successful one and pave the way for the APPG members who will leave with a very positive message to bring back to the UK.

Baron Blencathra said, “The meetings cover both the private and public sectors, and span subjects such as business and commerce, biodiversity, tourism and culture, and Cayman’s political and legislative system. By the end of our visit we should all be in a much better position to reinforce a very positive message about the successes of the Cayman Islands in the UK Parliament and media.”

Maybe our bloggers will help by stating all the good things there are in living here in the Cayman islands, but I wouldn’t bet on it.

My friends at Care2 sent me this interesting article written by Jake Richardson

A very large solar power plant in Spain produces electricity even at night. It does so by storing heat produced in the day with its 2,600 mirrored heliostats, in molten salts which reach temperatures of 500 degrees Celsius. The molten salt battery storage system can retain heat for 16 hours. Energy held in the salts is used to make steam, which turn turbines to generate electricity.

In summer, so much heat is

generated and stored the plant can run twenty four hours a day. The amount of energy produced at the plant powers about 30,000 households. What makes such power generation possible are thousands of heliostats which concentrate sunlight by 1,000 times. One of the chief criticisms of solar power is the limited availability of sunlight, but energy storage systems like molten salts are one answer.

A subsidy of five million Euros from the European Commission supported construction of the plant

and it is expected to make back the total investment of over $200 million Euros in 18 years.

Spain is a world leader in solar power due to abundant sunshine, and cooperation between the government and private sector to move the country forward. Regardless of politics, renewable energy is the wave of the future, because fossil fuels do too much damage to public health and the planet’s climate. Drilling and mining also can cause far too much destruction of wild habitats,

which are already shrinking due to overpopulation. Additionally, the human population is growing and even more energy will be consumed in the future, but it makes zero sense to use the worst fossil fuel energy in the future and produce even more pollution than we have now.

Women’s month brings families together

The duo of National Gallery buildings has been operational for just over a month. However, with the larger facility comes additional overhead responsibility. One of the areas the National Gallery of the Cayman Islands (NGCI) has anticipated will help bring in revenue, is the new Gallery Gift Shop where visitors can purchase items exclusive to the shop like prints of select images in the NGCI Permanent Collection, jewellery by Xie Xie Designs, t-shirts, art supplies and now—thanks to PwC—coffee mugs.

Having partnered with the NGCI in donating to its Capital Building Project and resulting in the naming of the “PwC Pavilion”, the private sector company continues to show its support to the arts entity. By donating the mugs, PwC has provided the shop with another unique item up for sale. The beautifully glazed two-tone ceramic mugs adorned with the National Gallery logo, comes in three colors; red, orange and yellow.

No one can be happier than Deputy Premier and Minister of District Administration Hon. Juliana O’Connor-Connolly to hear the Cayman Islands Airports Authority (CIAA) formally announce its plans to expand the terminal facilities at the Gerrard-Smith International Airport on Cayman Brac.

The launch event took place last Friday (16 March) evening at the Brac Reef Reach Resort, with Government Officials and invited guests from the business and tourism sectors witnessing the unveiling of the proposed plans to expand the airport and eventually accommodate direct international flights to and from Cayman Brac.

The Hon Deputy Premier, who also addressed the gathering, applauded the Hon Premier McKeeva Bush, CIAA Chairman, other Board Members, the Director, CIAA staff and architects for their outstanding efforts and involvement in the design process.

“This move is to accommodate direct international flights. I have long waited for this moment for the plans to be revealed publicly and to reach for this stage. The

expansion will be good for the Brac’s economy both in short and long term. We will truly have an international airport and this will put Cayman Brac on the aviation map,” she said.

Chairman of the CIAA’s Board of Directors, Mr. Richard “Dick” Arch, made the announcement. “The CIAA is delighted to announce that over the next few months, subject to approvals by the Central Planning Authority, our Board will oversee the commencement of enhancements and expansion of the Gerrard-Smith International Airport’s terminal facilities.”

The enhancements will allow scheduled non-stop service between Cayman Brac and the United States and elsewhere. Phase one of the project will accommodate a larger Ticketing Hall, enhanced Passenger Screening and Hold Baggage Screening facilities and the addition of outgoing Immigration counters. The Departure Lounge will also be expanded to create additional retail space and a larger restaurant. Office space is also being created for Cayman Airways as well as the airport’s Security unit. Phase two of the project will

see enhancements to the Arrivals Hall (Immigration and Customs) as well as the creation of space for Public Health and Agriculture.

Ms. O’Connor-Connolly also noted an important reason for the expansion was to enhance security and passenger experience when travelling to and from Brac.

“Since the events of 9/11, the demands of air travel have changed significantly and therefore the scheduled improvements include an upgraded security area. The new terminal is designed to be user-friendly and to make the passenger experience more comfortable and efficient.”

She also cited the projects positive impact on Cayman Brac’s economy and Little Cayman.

“As more tourists fly into the Brac, we have high hopes that this will spin off into seeing that visitor go over to Little Cayman either by boat or by plane,” she added.

The CIAA appointed Mr. Nicholas Johnson as Project Manager for the expansion. Mr. Johnson, who will be working in conjunction with Mr. Donal McGrath of BDCL Architects, advised that, “Once the design and planning phases are completed the

project will go out to tender for the submission of contractor bids. As the terminal facility is to remain operational during the construction phase, efforts will be made to carry out the additions to the facility with minimal interruption to passenger processing. The terminal building will extend to the east and west and there will be some temporary relocation, to allow for refurbishments to be carried out on the existing facility.”

CIAA’s CEO, Mr. Jeremy Jackson, remarked, “The expansion of the Brac terminal is being funded by the Cayman Islands Airports Authority. This project will undoubtedly provide a much-needed boost to the island’s economy which has seen its fair share of challenges since the passing of the devastating Hurricane Paloma in November 2008. We are confident that the ability to attract direct international flights, without the stopover on Grand Cayman for passenger and baggage screening, will provide even greater opportunities for local businesses in the years ahead. The CIAA looks forward to playing its role in the continued economic development of Cayman Brac.”

There are many happenings on island for kids to become active in, including sports, music, volunteerism and the arts. The National Gallery’s Family Fun classes on Saturday mornings are no exception; however as the name suggests, it is devised for both parents and children!

The Family Fun classes encourage quality time spent between parents and children and best of all, it is one hour of solid fun and interaction. The classes include materials and with no set curriculum, there is no limit to the imagination when creating a masterpiece!

Before that time, I’m not sure if I could have even told you exactly what the crisis is. Now I hold the knowledge of the enormity of this issue in developing nations worldwide.The factsChildren: Every 20 seconds, a child dies from a water-related illness — probably since you started reading this article. This is a horrifying statistic, especially since these are completely preventable given clean water, access to a toilet, and proper hygiene. The incredible news is that this is an improvement over a few years ago, when the statistic was every 15 seconds.

That amounts to 1440 lives saved every day.Women: Women walk an average of 3.7 miles each day to fetch water for their families. It was in a home where anger was used to control everything where Andrew grew up. Not only was anger used to control the children but also Andrew’s parents used it even to control each other. Andrew and his siblings would often get physically hurt when the anger also erupted into violence. Andrew never knew when one of his parents would suddenly become enraged, so the threat was always there.

Being the eldest of four children, Andrew was often put in charge of taking care of them. He often took out on his siblings his fear and rage at being abused by his parents. While some part of Andrew didn’t want to be like his parents, this was all the life he knew.

As an adult, Andrew has struggled with his frequent anger that has been aimed at his wife and children. His wife threatened to leave him if he didn’t get some help, which is what led him to a counsellor. Andrew has given me a copy of the transcript of his taped conversations and has asked me to publish them in the hope it might be useful for other people who have problems with anger management. I am happy to do so.

Counsellor: Anger is often used to cover up another, more painful feeling. What do you think you are covering up with your anger?

Andrew: I don’t know. I just

get so frustrated and then out comes the anger.

Counsellor: What did you feel as a child, besides scared, when your parents were angry and violent with you?

Andrew: I guess I felt pretty much alone.

Counsellor: You must have felt very alone and uncared for and also helpless over what was happening.

Andrew: Yes, I felt so helpless! I hated feeling so alone and helpless. It was so scary. I couldn’t wait to get bigger so I wouldn’t feel so helpless.

Counsellor: What triggers that helpless feeling now?

Andrew: Humm. I guess it’s when my wife and kids don’t do what I want them to do or what I think they should do.

Counsellor: So rather than feel and accept your helplessness over them, which is the reality but is a difficult feeling to feel, you avoid feeling that old helplessness by trying to control them with your anger, just as your parents did. Is that right?

Andrew: I guess so. I guess I try to control them rather than feel helpless. But why should I feel helpless? It’s an awful feeling.

Counsellor: When you were a child, you were helpless over your parents’ brutality, and you were also helpless over yourself in many ways. You couldn’t just leave and go live with someone else. You couldn’t walk away without further punishment. However, today, while you are still helpless over others, you are not helpless over yourself. You can walk away from a situation that doesn’t feel good, or you can speak up for yourself. You can also explore difficulties with your family. You didn’t have any of these options as a child. But unless you accept your helplessness over others, you will try to control them, and anger is the way you’ve learned to do it. Anger is your automatic controlling, addictive response

to protect against feeling that old helplessness. You will continue to be angry until you accept your helplessness over others - over what they choose to do and whom they choose to be.

Helplessness over others is a very hard feeling to accept. For many people, it feels like a life or death feeling, because as infants we were completely helpless and if no one came we would die. Some of us cried and cried and no one came and we felt helpless over living or dying. While today helplessness over others is not usually a life or death experience, the feeling can trigger our infant terror. Most people will do anything to avoid the feeling of helplessness, even though we are no longer helpless over ourselves. Yet until we accept our helplessness over others, we will try to control them, and anger is a major way many people have learned to attempt to control.

It took Andrew time to learn how to take care of himself - how to embrace and accept his helpless feelings rather than ignore them or cover them up with anger. As he learned to take loving care of himself and his own feelings and needs, he became more accepting of other people’s feelings and needs. As a result of accepting himself and others, and of learning to feel and manage his painful feelings, his need to control others gradually diminished.

In the course of working with his counsellor, Andrew learned to access a personal source of spiritual guidance to help him not feel so alone and to know how to take loving care of himself. Andrew found that when he was connected with his spiritual guidance, he was much less likely to act out in anger. He found he could manage his difficult feelings of aloneness and helplessness far more easily when he felt the love and support of Spirit.

There have been a lot of books written about how to sell, how to succeed in business, and other similar titles. Many of them give complicated formulas for success. I came across a book that broke it down really simple.

The book said, there are two types of people in the world, rhinos and cows. There are happy and sad rhinos and there are happy and sad cows.

Let’s start with the sad rhino. He or she is the workaholic. They are very successful at what they do but they are miserable doing it. They have a drive to succeed and make everyone around them miserable, but succeed they do. They yell a lot, stress out over deadlines, and think the world is coming to an end if they don’t succeed at every little thing they do. When they fail it’s someone else’s fault. They are also the people who tend to die young of a heart attack or a stroke because of the enormous pressure they put on themselves.

Then there’s the happy rhino. These people are just as driven as the sad rhino to succeed, except they enjoy every minute of it. They know success is an elusive prey, but it’s the actual hunt they love more than the success itself. They will always succeed because they do enjoy the hunt, not just the achievement after the hunt. It’s not even about the money. They enjoy succeeding and pushing those around them to succeed.

A happy rhino gets up every morning way before they need to because they look forward to every day and want to get a head start. A happy rhino doesn’t need to yell at and bully others because they will follow the happy rhinos lead out of respect and because they want to be like them. A happy rhino leads by example. He lets nothing get in his way. In the wild, a real rhino charges at its prey in a straight

line. If weeds and brush scratch at him, he has a thick skin and ignores it. If he falls down, he will get right back up and immediately begin charging at his prey. He is single-minded of purpose, looking straight ahead and will not lose focus on his goal.

If success in your home business is your prey and you want to be a happy rhino, you have to do the things a happy rhino does. You have to charge after your success, not just do a daily grind. You have to enthusiastically charge! You

cannot let the little things equal to the brush and weeds bother you. You must have a thick skin and ignore those as just distractions. If something knocks you down, you have to immediately get back up and charge after your successful home business. So, are you really a happy rhino?

There is absolutely nothing wrong with a happy cow. Happy rhinos need all the happy cows they can get. Everyone has their own idea of success and not everyone wants to be a rhino at all. A happy cow is one

who is happy working for a happy rhino. He (or she) loves to help his boss succeed as long as he/she is treated well. The happy cow won’t work for a sad rhino for too long. He just wants a good life, a good family, and a good job. He might have a moderately successful home business, and be self-employed. He is happy with a little less and just wants to enjoy life.

Then there is the sad cow. He stands around chewing the cud, not doing very much, kind of biding his time. Then he sees the happy rhino driven in his Rolls Royce and says, “Look at that lucky rhino (or something like that)! Then he lowers his head and goes right back to grazing, accepting whatever is given to him. He grumbles that anyone who is successful is just lucky and he can’t seem to get a break.

I expect you know at least one sad cow. Do you like being around the sad cow? Are you the sad cow? If you are, stop thinking everyone else is just lucky. Stop blaming other people for your own mistakes and laziness. Sit down and truthfully list your bad habits.

Admit these mistakes and bad habits and immediately begin to change them one by one. You’ll be amazed at how fast you will become a happier cow, or even a happy rhino!

The saying ‘it’s lonely at the top’ was meant for sad rhinos. There will come a day when you are all alone with your success and you will find success alone is not a very good companion.

If you are a happy rhino, find a sad rhino and teach him to be a happy one. He will listen only to you. Take a happy cow to lunch. Try to sit a sad cow down and teach him what he is doing wrong.

Colombian military: 39 rebels killedBOGOTA, Colombia (AP) — Colombian troops have killed 39 rebels, most of them in a bombardment of a guerrilla camp, the defense minister said Wednesday.

The military bombed a rebel camp in northeastern Arauca state early Wednesday, killing 33, Defense Minister Juan Carlos Pinzon said at a news conference. Other rebels were killed in the past two days in operations in Arauca and other parts of the country, Pinzon said.

He described the bombing of the rebel camp as the biggest blow against the Revolutionary Armed Forces of Colombia, or FARC, in the past five years. The military has not yet publicly shown the bodies.

Twelve alleged rebels were also captured during the military operations on Tuesday and Wednesday, Pinzon said.

The bombardment in Arauca, near Colombia’s border with Venezuela, came in the same region where 11 soldiers were killed Saturday in an attack blamed on the FARC.

“A great blow to the FARC in Arauca, where they killed our

soldiers,” Colombian President Juan Manuel Santos said in a message on his Twitter account, congratulating the military.

The military say an estimated 600 to 700 members of the FARC and the smaller National Liberation Army, or ELN, operate in the area.

Five air force Super Tucano planes participated in the bombardment of the camp in a rural area near the town of Arauquita, said Gen. Ernesto Maldonado, commander of the Army’s 8th Division. Troops stormed the camp after the bombing, Maldonado said.

Maldonado said the rebels attacked weren’t believed to have been involved in Saturday’s attack by rebels, though they were also part of the FARC’s 10th Front, which the military blamed for that attack.

The FARC had earlier announced it would release 10 soldiers and that process will begin on Monday, former Colombian senator Piedad Cordoba said Wednesday.

“The FARC announced that it would free them on March 26,” Cordoba told a news conference. The rebel group has held several of the soldiers for as long as 14 years.

With hat trick, Messi sets Barcelona goals recordBARCELONA, Spain (AP) — Step aside John Cruyff. Move over Laszlo Kubala, Romario and Ronald Koeman. And, please, don’t even mention Ronaldinho.

If anyone doubted who is the best scorer to don Barcelona’s burgundy and blue, Lionel Messi ended the debate in emphatic fashion on Tuesday night with a hat trick to become the club’s career goals leader.

Messi broke Cesar Rodriguez’s 57-year-old Barcelona record, getting his eighth hat trick of the season, in a 5-3 Spanish league win over Granada that increased his goals total to 234.

“We are before the best player in absolutely every facet,” Barcelona coach Pep Guardiola said. “He is capable of everything that a football player must do and he does it every three days. I am sorry for those who want to dethrone him, but he is simply different from all the rest. Messi has entered the history of the club at just 24 years of age. If he continues like this in the coming years, he will score so many goals that he will never be surpassed.”

Guardiola said that Messi was to soccer what Chicago Bulls great Michael Jordan was to basketball.

“Jordan dominated his sport and Messi dominates this one,” the former Barcelona midfielder said. “The first thing about Messi to point out is his mentality. He has great quality, of course. But the important thing is his mental strength.”

While Cesar set the mark in 13 seasons from 1942-1955, Messi needed just under eight campaigns to pass his milestone.

“He is defining an era. He is the best,” Barcelona goalkeeper Victor Valdez said.

Nicknamed “The Flea” for his headlong, goal-bound bursts, Messi made his Barcelona debut in 2004.

He tied Cesar’s record on a left-footed shot in the 17th minute for his 232nd goal, then, chipped the goalkeeper for a 3-2 lead in the 67th. He added a goal from a tight angle in the 86th, increasing his season total to a career-best 54.

A three-time FIFA player of the year, Messi has 17 goals during a seven-game scoring streak and leads La Liga with 34 goals, two ahead of Real Madrid’s Cristiano Ronaldo.

The hat trick was Messi’s 18th for Barcelona and gave him 154 goals in his last 153 games over three seasons. His six hat tricks in La Liga this season tie the record set by Ronaldo last year.

Messi has scored 153 goals in the Spanish league, 49 in the Champions League, 19 in the Copa del Rey, eight

in the Spanish Supercup, four in the Club World Cup and one in the European Supercup.

Late Monday, Barcelona announced Cesar’s total from 1942-55 was three fewer than the team previously said. A review by Barcelona’s Center of Documentation and Studies and the La Vanguardia newspaper determined Cesar did not score goals attributed to him during the 1947-48, 1948-49, 1949-50 and 1952-53 seasons and also credited

him with an additional goal in 1945-46.

Barcelona’s sixth consecutive league win, cut first-place Real Madrid’s lead to five points ahead of its game at Villarreal on Wednesday.

“Messi was calm as always after the game and thanked us all for our efforts,” said Cristian Tello, who also scored for Barcelona. “I have no doubt that he will end up as the best to have ever played this sport. Each game he shows that he is on another level. He doesn’t stop surprising us.”

Dartmouth University kicked off their spring tour to the Cayman Islands with the Dartmouth 2nd XV taking on a Cayman Club side select made up of good mix of Iguana RFC, Buccaneer RFC, Pigs Trotter RFC and Cayman Storm RFC players.

The Club Select Side, captained by Chris Kennedy started well and with good ball retention found themselves 10-0 up before the tide turned firmly in favor of the young Americans as speed and agility overtook the more experienced Cayman side.

3 unanswered Dartmouth tries shocked Cayman into gear who changed tactics and played a much more forward dominated game. The Cayman “pick n go” from the base of the rucks kept Dartmouth on the back foot and the college students could not compete at the breakdown due to the size and weight of the Cayman forwards.

Whilst the Dartmouth 2’s never gave up the Cayman select maintained the lead and built towards a 41-27 victory.

The top billing of the day was the Cayman National Men’s XV vs. Dartmouth 1st XV match. The National Side suffered an embarrassing setback to their 2015 World Cup qualifying preparations with a 29-25 loss. The cavernous difference in quality of play between the Dartmouth 1st and 2nd team was evident as Dartmouth started strongly and kept the Caymanians camped in their own half for the first 40 minutes and built up a 15 point lead before Cayman finally responded.

The Cayman National Side featured a mixture of experience and size up front and youth out wide

with 4 of Cayman’s U19 Caribbean Champion players in the back line.

Whilst Cayman found themselves camped in their own half for the first 40 minutes attempts to relieve pressure by kicking the ball deep only resulted in feeding the ball directly to the Dartmouth fullback who had little difficulty in running the ball directly back into Cayman territory.

Eventually the Cayman side found some reprieve when their first venture into Dartmouth territory resulted in a Tom Mann try in the corner which Morgan Hayward duly converted.

The Cayman score started a comeback which featured two Ben Blair tries but the Dartmouth composure under a new found Cayman resilience belied their

young years. Whilst Cayman did come close

LONDON (AP) — Bolton will return to the field in the English Premier League on Saturday, a week after midfielder Fabrice Muamba suffered cardiac arrest during a match and needed 15 shocks to recover.

With Muamba improving in a hospital, Bolton decided to go ahead with the match Saturday against Blackburn. The game Tuesday at Aston Villa was postponed.

Bolton manager Owen Coyle spent much of his time since Muamba collapsed at Tottenham last Saturday at the player’s bedside. Coyle returned to practice on Wednesday.

“We spoke together with the players as a group this morning and I talked with Fabrice’s family last night,” Coyle said. “Fabrice’s father Marcel and his fiancee Shauna were keen that we fulfill our fixtures. Once the players knew this, there was no doubt in our minds that we would play the matches.”

Bolton also will return to Tottenham on Tuesday and replay the abandoned FA Cup quarterfinal.

It likely will be an emotional return to White Hart Lane, where Muamba suddenly fell to the ground on Saturday just before halftime. Attempts were made to revive him in front of more than 30,000 fans and a global television audience.

Bolton team doctor Jonathan Tobin revealed on Wednesday that doctors tried unsuccessfully to revive Muamba for 48 minutes before he arrived at the London Chest Hospital. It took another 30 minutes before the 23-year-old Muamba’s heart started beating

again after 15 shocks.“In effect, he was dead in that

time,” Dr. Tobin said.Dr. Andrew Deaner, a Tottenham-

supporting cardiologist, leapt from his seat in the crowd Saturday and rushed on to the field to help Muamba.

“If you’re going to use the term miraculous, I guess it could be used here,” he said.

On Monday, Muamba started breathing independently again and communicating in intensive care.

“I’m glad to say that the early signs of recovery have continued,” Tobin said. “I went to see Fabrice last night. I went in and he said ‘Hi doc.’ I asked him how he was and he said ‘Fine.’”

Dr. Tobin said Muamba has been discussing cardiac arrest, which prompted an outpouring of concern throughout the soccer world.

“I explained to him what had happened,” he said. “That’s the sort of level of communication I have had with Fabrice.”

The Krys Global Buccaneers retained the DART knockout Vase on 3 March with a 24-0 drubbing of the Queensgate Pigs Trotters.

The Pigs Trotters, coming off a resounding victory over the DHL Storm could not get out first gear throughout the game as a mixture of big game nerves and the absence of talisman Marco du Plessis handed control to the Buccaneers.

Whilst against the Storm, the Pigs Trotters were able to turn over ruck ball and steal ball in the lineout the Buccaneers were able to stifle the Pigs around the pitch and a frustrated Pigs Trotters pack found no joy on the day.

The Buccaneers, who in last year’s knockout final defeated the John Doak Architecture Iguanas were elated with their first trophy of the season but the league trophy has eluded the team since 2009 when they won the double.

Next season will provide the Buccaneers a renewed chance at the Triple when they will have a chance to compete for the Heineken Charity Shield, the Alex Alexander Memorial Trophy and DART Knockout Vase.

Batting first By Rite totaled 191 for 5 against Esso Tigers with Captain Wright scoring 47n.o and getting good support from Omar Willis, Omar Bryan and Adrian Wright. Although Darren Cato continued his great start to 2012 following up his 103 last week with another sound knock of 64, By Rite restricted Esso Tigers to 153 winning by 38 runs. Leading wicket takers for By Rite were Kenute Tulloch, Conroy Wright, Omar Bryan and Adrian Wright.

IN DIVISION 2 - action it was the battle of the hundreds with Cayman Brac coming out the winner in a 90 runs victory against UCCI/West Bay. Leading the runs spree was Cayman Brac Desrick Dawson
