About Our Speakers

Sir Hugh Orde, OBE, QPM is a former senior UK Police

Officer. With 38 years of policing experience, Sir Hugh first served from Constable to Deputy Assistant Commissioner in London’s Metropolitan Police Service. In 2002 he was appointed Chief Constable of the Police Service of Northern Ireland, which he led during a key period of organisational transition until 2009. In 2009 Sir Hugh was elected by his senior peers from across the 44 police forces of England, Wales and Northern Ireland to be the President of the Association of Chief Police Officers, where he led the transition of the organisation into the National Police Chiefs Council (NPCC). Chairing the NPCC he coordinated national police resources during times of emergency and major pre-planned national events and advised government and government agencies and departments as senior police adviser. Sir Hugh now works as an independent consultant specialising in international Policing Advisor with a particular focus on Leadership, Terrorism and Peace Processes. He is a Police Advisor to the UK Ministry of Defence MOD, an Associate; of the College of Policing, Chair of the Police Arboretum Memorial Trust and President, Police Mutual Assurance Society. In 2015 Sir Hugh was appointed as a patron of the Association of Security Consultants.

***** John Vine, CBE, QPM is a Director, Law Enforcement , Europe

for IBM, a former UK Chief of Police and formerly the Independent Chief Inspector of Borders and Immigration, reporting to three UK Home Secretaries, including the current UK Prime Minister, Theresa May MP. In 2005 as Chief Constable of Tayside Police in Scotland, he led the security operation for the G8 World Leaders’ Summit at Gleneagles. He was President of the Association of Chief Police Officers Scotland, Vice Chair of the Scottish Police Services Authority and Chair of the Risk and Audit Committee of the Ombudsman Service in Scotland. In addition, he led on the operational policing, roads policing and personnel and training business areas for the Scottish Police Service from 2000 to 2007. In 2008 he was appointed by the Home Secretary as the first Chief Inspector of Borders and Immigration in the UK and established the Inspectorate from inception. He inspected the efficiency and effectiveness of every aspect of Immigration, visas and Border Control in the UK making over 500 recommendations for improvement. His reports were high profile, attracted considerable media attention and his investigation into Border Control, known as the’ Vine Report’ led to a new standard of Border check being implemented across the UK and the creation of Border Force as a stand-alone organisation buy the UK government. John was awarded the Queens Police Medal for distinguished police service and was made CBE in 2007. John regularly appears in the media and speaks to a broad range of events and institutions and is now an independent consultant providing advice and inspection services in respect of law enforcement, border security and immigration.

***** Jane Cannon, MBE has spent 26 years in industry and the last 12

years in the Security and Defence sector. She joined OSCT from Amadeus Capital Partners where she was their Executive in Residence, helping to develop and enhance Amadeus’ presence in the cyber security sector as well as pursuing some freelance consultancy work. Previously Jane was a Partner in Ernst & Young’s Advisory team specialising in the Defence & Security, Information Security and Resilience sectors; she was Group Managing Director for Lockheed Martin UK Information Systems & Global Services and Managing Director of QinetiQ’s Security Solutions business. Before that Jane worked for BT where she held various leadership roles including Head of International Operations and Head of Transformation for BT Wholesale. In her earlier career she worked as Technical Director of a small engineering firm that specializes in automation and control systems for manufacturing industry. Jane is currently Vice-Chair of the Engineering Council. Jane has been Chair of the ADS Security & Resilience Network (a Trade Association) and was a founder member of RISC (UK Security and Resilience Industry Suppliers Community). Jane holds a bachelor’s degree in Electrical and Electronic Engineering from University College London and an MBA (Technology Management) from the Open University. She is a Fellow of the Institution of Engineering and Technology and is a Fellow of UCL. In 2003 Jane was awarded an MBE for services to business and engineering.

***** Dr Alison Wakefield, FSyI is Senior Lecturer in Security Risk

Management at the University of Portsmouth, where she is course leader of the BSc Risk and Security Management and the Professional Doctorate in Security Risk Management. Alison also serves in a voluntary capacity as Vice Chairman of the Security Institute, the UK's main member association for security professionals with over 2000 members, and she is a Fellow of the Institute. In 2010-11 she chaired an Institute working party that devised the

pathways to becoming a Chartered Security Professional, and now serves as Academic Adviser to the Chartered Security Professionals Registration Authority. Alison currently serves on the editorial boards of Security Journal and the Journal of Criminological Research, Policy and Practice. Prior to joining the University of Portsmouth in January 2010, Alison taught at the University of New South Wales, Sydney. She has previously lectured at City University London and the University of Leicester, and worked for PriceWaterhouseCoopers as a management consultant. Alison was also Executive Secretary of the British Society of Criminology from 2004 to 2008.

***** Richard Walton is an adviser, writer and speaker on terrorism. As

Director of Counter Terrorism Global Ltd Richard assists governments, private companies and NGOs design and implement solutions for countering terrorism and extremism. He was appointed Head of the Metropolitan Police Counter Terrorism Command (SO15) between 2011-2015, having spent most of his policing career in counter terrorism roles. He has travelled extensively to countries affected by terrorism, providing advice to governments in South and South East Asia, the Middle East and East Africa and speaking at international conferences on the subject of combating terrorism. He holds a BSc Hons degree in Policing and Police Studies from Portsmouth University and a MSc in International Relations from the London School of Economics (LSE) and is also a Senior Associate Fellow at the Royal United Services Institute (RUSI), the world’s oldest independent think tank on international defence and security. He is an on-air Counter Terrorist Consultant for CBS News. Richard featured in the Debrett’s 500 of the most influential people in Britain in recognition of his contribution to countering terrorism in 2015 .

Bill Butler LLB, CPFA, CSyP was Chief Executive of the

Security Industry Authority from 2009 until his retirement in May 2015. He has spoken on regulation and the security industry in the UK and internationally and has extensive regulatory, audit and finance expertise, having previously been a director at the Gambling, Healthcare and Audit Commissions. He is a Chartered Public Finance Accountant and was proud to be admitted as a Chartered Security Professional in 2014. He is the Chair of the Audit Committee at the Gangmasters Licensing Authority and a member of the Regulatory Panel of the Chartered Institute of Public Finance and Accountancy. In retirement, he plans to spend more time on his hobbies, in amateur theatre and sailing.

Dominic Cockram is a director of Regester Larkin and managing

director of Steelhenge Consulting, a Regester Larkin company. He has more than 20 years’ experience in crisis management and is an expert in business resilience, crisis preparedness and continuity programmes. Dominic leads programmes to build crisis readiness across organisations – developing crisis management frameworks and policies, and training and exercising senior leaders and executive teams. Recently he has been particularly focused on preparing FTSE 350 businesses – from the retail, transport and infrastructure, energy and financial services sectors – to respond to cyber risks. He specialises in supporting the integration of the cyber technical response with the strategic cyber response, ensuring the coordination of technology, security, strategy and communications. An early pioneer of strategic-level immersive simulation exercises, Dominic has directed the delivery of several Tier 1 national, and hundreds of international, simulation exercises involving government and department responses. Prior to setting up Steelhenge Consulting in 2004, Dominic had a 16 year career in the British Army. He has published a number of articles and white papers on crisis management and organisational resilience, and was an editor of British Standards; BS 11200: Guidance on Crisis Management and BS 65000: Organisational Resilience.

Frances Nobes MA (St Andrews), MA (KCL) is

Global Operations & Research Analyst at World Vision, one of the largest NGOs operating across 90 countries worldwide. Security is a key enabler to achieving World Vision’s mission of delivering critical aid to over 150 million sponsored children, their families and communities. Frances’s combination of extensive academic study and professional experience in the fields of intelligence and security has honed her skills to lead and manage intelligence and analysis in the provision of end-to-end security capabilities. Frances is a post-graduate student of St Andrews (MA International Relations) and Kings College London (MA Intelligence & International Security. She has published on many security related articles including Women Terrorists, Kidnap & Ransom, Security Risks in Oil Gas & Mining, and she has produced a range of commercial threat assessments and forecasts.

Terms and Conditions Booking conditions If you have requested an invoice one will be sent to you. Payment must be received before the conference date. If payment is not received, delegates will be asked to guarantee payment with a credit/debit card. Cancellations / substitutions Cancellations and substitutions must be made in writing. Cancellations made four weeks before the event will be charged at 20% of the invoice total (minimum charge £30). Cancellations made between four weeks and two weeks will be charged at 50% of the invoice total. Cancellations made after this period will be charged the full invoice amount. However, you can send a substitute delegate at any time. Bookings received less than two weeks before the conference date can only be paid by credit card. Cancellations and substitutions must be made in writing. Non-attendance at the event will be considered a late cancellation and the full fee will be payable. It may be necessary for reasons beyond the control of the organisers to alter the content and the timing of the programme or the identity of the speakers. In the event that the conference has to be cancelled you will be entitled to a full refund of your delegate fees. The ASC will not be responsible for the reimbursement of any other costs incurred by potential delegates. Special arrangements If you have any additional requirements, such as wheelchair access or special dietary needs, please let us know in advance. General Nothing in these Terms and Conditions shall restrict or exclude any liability that we have to any party that cannot be excluded by law. These Terms and Conditions shall be governed by English law, and the courts of England and Wales shall have exclusive jurisdiction over any disputes arising. Submission of this booking constitutes a legally binding agreement. UK delegates may request an invoice and requests must be endorsed with either a purchase order number or by an authorised signatory.
