SkodaAutoIndia’slatestlaunchof the Rapid TSI, which is anautomaticmid-size sedanwitha petrol engine, reinforces thefirm’s commitment towardsgrowing its footprint in thecountryandistheextendedpartof the launch of three cars thatwere rolledout inMay.

The Skoda Superb, SkodaRapid, and Skoda Karoq wererolled out earlier as part of thecompany’s~8,000crore invest-ment inIndiawhichZacHollis,Skoda Auto’s director of salesandmarketing, said remainedunchanged despite the Covidpandemic.

The Czech-origin brand —which is owned by the Volks-wagen Group worldwide and

runs under the newly formedcompany Skoda Auto Volks-wagen India here — is also ontracktolaunchthreemorevehi-cles next year. These are thebrand new Skoda Octavia, amid-size SUV, and a mid-sizesedan— both of which will beheavily localised,Hollis said.

Themid-sizesedanwillrep-lace the Rapid. “We are com-mitted to India and confident

ofthecarmarketforthefuture,”hesaid.Thefirmisnotplanningtobringbackdiesel engines forsmaller cars, where petrol isclearlythepreferredchoice,butit is relooking at diesel enginesforbiggervehicles.

“Larger SUVs, which areheavierandwhereweightplaysastrongerroleinfuelefficiency,couldpotentially bebrought inwithdieselengines,”Hollissaid.

“SalesforSkodahavepickedupinrecentmonthswiththePunefactoryinfulloperationatmax-imumcapacity.”

SalesforSkodainAprilwerezerobutincreasedtoover1,000units in August; September ison track to witness 1,200 unitsales,hesaid,adding,saleshavebeencomingbacktopre-Covid-19 levels. Last year, Skoda hadsoldaround15,000cars.

I n the goods and services tax (GST)regime, India leviesoneofthehigh-est taxes on vehicles among key

worldmarketswhencomparedwiththeGST equivalent value-added tax (VAT)levied inother countries.

Carsandtwo-wheelersattractaGSTrateof28percentinIndiaandacessthatranges from3 to 22 per cent, taking theeffective tax rate toup to 50per cent.

The GST was implemented in July2017 and subsumed a host of indirecttaxes, including excise duty, VAT andentertainment tax.

The GST issue on automobiles —thathasoftenbeenacontentious issuebetween auto firms and policymakers—was back in the spotlight last week.

Anotebyanunnamedfinancemin-istryofficial spurned theproposal for arate cut put forth by the industry. GSTrates on automobiles under the cur-rent tax regimeare less thanwhatVATand excise duty rates used to be, saidtheministryofficial, justifying turningdown the proposal to cut tax.

“Thetotalcostofownership inIndiais the highest among key markets ofthe world. India is today the fifthbiggestmarketbut it’smainlydrivenbylow-priced vehicle as taxes on big carsare too high. The penetration of vehi-cles is low at 33 cars/1,000households

and is expected to increase to 110cars/1,000by2050,” saidPuneetGupta,associatedirectorat IHSMarkit, a salesforecast andmarket research firm.

AmiddwindlingsalesandtheCovidpandemic, which dented volumes fur-ther,automakershavebeenpitchingforaGSTratecut formorethanayearnow.

Most recently,ShekarViswanathan,vice-chairman at Toyota KirloskarMotor, said the unviable tax structurein thecountryneeds tobe rationalised.At auto industry’s annual conference,Kenichi Ayukawa, managing director(MD)andchief executiveofficer (CEO),Maruti Suzuki India, also batted for aduty cut to boost demand.

For the sake of comparison, thestudy includes only the taxes leviedbeforethevehicle leavestheshowroom.It excludes charges borne by buyersafter purchase. This includes registra-tion, road tax, insurance charges andownership tax, amongothers.

Countries such as South Korea,China, Russia, the US, the UK, Japan,FranceandGermany, inaddition to thebasic VAT, have their own taxationframework, shows a study on tax ratescompiledby theEuropeanAutomobileManufacturers Association (ACEA).

For instance, South Korea, in addi-tion to a VAT of 10 per cent, attracts aconsumption tax of 5 per cent of the

factory price and an acquisition tax ofup to 7 per cent.

Russia levies a 20per centVATandan excise taxwhich is governed by thehorsepower of the vehicle. The specif-ic rate increasesaccording to thehorse-power. The UK levies a VAT of 20 percent.Automobiles alsoattract taxesonownershipandanexcisebasedonCO2emissions.Similarly, Japanleviesa ton-nage tax based on the vehicle weightand a consumption tax of 10 per centplusanenvironmentperformance levy.

Favouring the argument of a GSTcut by auto companies in India, taxexperts said, in the current times, theobjective should be to improve aggre-gate demand in the economy.

“An increase in demand wouldimprove the overall economic activityandgenerateemploymentwhichwouldfurtherpushthedemandupinasnow-ballingeffect.Speed is theessencehereso that base economic activity is pre-servedandnotallowedtodrydowndueto lackofdemand,”saidWamanParkhi,partner, indirect tax at KPMG.

A decade back, in equally challeng-ing times, a reduction inexcisedutyoncars from 24 per cent to 8 per cent overthe period of 2006-2009 had helpedrevive demand in the economy, saidParkhi.“Insteadoffocusingtoomuchontaxrevenuesorwhethercarsareaneliteconsumption, the focus could be ondoing everything that rejuvenates eco-nomic activity,” he added.

Tax on automobiles in Indiaamong highest in the world

HowwillCovidimpactEVadoption?Companies — OEMs, tier-I firms, and infra-structure firms — have slowed down invest-ments slightly as their sales have decelerated.Thatsaid,greenshootsareemergingbecauseofthepushbythegovernment,B2Bplayersadop-tion,andanincreasingnumberofpartnerships,all ofwhichwill helpboostEVadoption.

E-commerce companies, such as Amazon,Flipkart, and BigBasket have publicly anno-unced that they are going to increase focus onEVs, and are aggressively pursuing phasedplans aswell.

Thegovernmentonitsparthasmadeimpor-tant announcements amid the pandemic. Themost recent is the one by theMoRTH (Ministryof Road Transport & Highways) under whichvehiclescanbesoldwithoutbatteries,alongwithanoteonenergy for charging infrastructure.

YousaidalevelplayingfieldisneededinGST.WhataretheotherissuesimpactingEVadoption?TheGSTonabatteryis18percent,butonanEVit is5percent.GSTonacharger is5percent,buton charging or swapping, it is 18 per cent. GSTshould be uniform at 5 per cent. Thegovernmentrecognisesitandjustneedsto implement it. Another issue iswhilepolicies are announced, we need oper-ating on guidelines and mechanisms.

Againstthisbackdrop,wheredoyouseedemandcomingfrom?Demandfordeliveries ishigh; tenders forbuseshave started coming in. Two-wheelers havestartedgainingmomentum,butdemandgrowthforcars isstill slow.Therewillbelotsofproductsandoptionsforcustomers. Indeliveries—three-and two-wheelers — companies are planningthat EVsmake up 30-40 per cent of their fleet.

Ithasbeenthree-and-a-halfyearssinceyoustartedSUNMobility.Howhasbeenthejourney,sofar?Our focus is on two-wheelers, three-wheelers,andbuseswhichaccountfor81percentofauto-mobile volumes in the country.

Thecompanyhasdevelopedsmartbatteries,quickinterchangestations,smartnetworks,andplug-and-play docks.We have developed tech-nology and piloted it successfully, and haveentered intopartnershipswithnearly 10OEMsto scale business.We’ve set up in-housemanu-facturingforthebatterysystem.Exceptforcells,

wehave indigenised everything.Todate,oursolutionhaspowered2.3million

emission-free km across e-three-wheelers andbuses, andenabledover 160,000 trips. In three-

fiveyears,wewantatleast1millionvehi-clesonourplatform.We'dwant togrowfrom20cities to 30-40 cities.Wewouldhave far more OEM platforms. Today,we are working with 10 OEMs, andwilllookatexpandingto30-40.We'veabout

1,000 vehicles on the road and are getting intocertainother segments, includingB2C.

Howwill therecentpartnershipswithBoschandIOChelp?Boschhasalong-termvisionandtechnology.Weget access to technology and resources. It alsoallows us to expand our network and look atglobalmarkets, where our a long-term strategyis to expandour footprint.

The partnership with IOC is to set up bat-tery-swappingstationsat its fuelpumps topro-vide instant swapping services to EV owners.The plan includes gradually scaling it up to 20fuel pumpsandaddingnewcities.

Areyouplanningtoraisefurthercapital?We continue to look for capital as we are anasset-based company and need to invest a lot.We are looking at long-term financial partners,since it is like an investor-driven project. Wewould be looking at raising equity at the assetand technology levels.
