A petition to push the federal government to address Passaic River Basin flooding has passed the 5,000 signature mark and con- tinues to gain support from local residents and people from around the country who acknowledge that severe flood- ing of the Passaic River Basin deserves federal funding of a long-term solution. Dear Mark: My husband

and I are 40 something with

two girls ages 3 and 5. We feel

like we are doing everything

right, contributing monthly to

529s ($200 per child), auto-

matically contributing to my

husband's 401k and maxing

out his company match. Werefinanced our mortgage down

to 4%, which paid for itself in

7 months. We carry no credit

card debt, though we use them

to pay for EVERYTHING we

can, but we pay them off each

month. Our only other debt is

one car payment, our mort-

gage and a student loan pay-

ment of $200/mos. Despite

being what we feel is finan-

cially responsible (we can

account for every dollar spent

in the past 10 years!) we areanxious about paying for col-

lege, having enough for retire-

ment and knowing the right

amount of life insurance we

should be carrying on each of 

us. Any help in how we can

work towards ensuring our

you for writing, what a pleas-ure to read your financial

report card; I grade you and

your husband an “A”. Not an

A+ though, because of the

529 plans which, as I’ve writ-

ten before, I do not like them

at all. In concept and theory

they sound good, 2 kids and

the abhorrent future price of 

college, the 529 plan created a

vehicle to accumulate wealth

for that purpose. The problemis, the success you will enjoy

in the plan will hurt or hinder

the availability for financial

aid packages available to you

for college when the girls

apply. 529 assets are part of 

the EFC, Expected Family

Contribution. There is a bet-

ter way that will accomplish

the goal of accumulating capi-

tal for college and at the same

time, maximize your aid eligi-

bility, in other words, have

your cake and eat it to.Interestingly, the solution ties

into your second question,

ample life insurance coverage

for you and your spouse. To

elaborate, I will need a bit

I can do some work for you

and create some fascinating

that will completely satisfy all

Bridesmaids are an impor-

tant part of the wedding

party, and most brides

opt to have a handful of close

friends and family members

play a special role in the wed-

ding. Choosing a gown and a

color that will flatter all of the

bridesmaids typically takes a

little work.

An overwhelming majori-ty of couples choose to have a

formal wedding. The average

number of bridesmaids for

these formal weddings is four.

Considering around two mil-

lion weddings take place in

  North America every year,

that's a lot of bridesmaids for

whom gowns and other attire

must be planned.

Many bridesmaids worry

about the gowns they will wearcome the big day. Horrible

bridesmaid dresses have been

the butt of jokes for years, and

many people have their own

stories of garish gowns they've

been asked to don for a wed-

ding. Some have said that

brides intentionally choose

ugly gowns for their brides-

maids to ensure they're not out-

shined come the wedding day.

Although this may be the case

for some, most brides aspire to

select gowns that will be flat-tering for all. And color

scheme is integral in the choice

of gown.

Every well-planned wed-

ding carries a color scheme

throughout. This includes the

color a bride selects for her

bridesmaids to wear. But not

every color accentuates every-

one's features. Therefore, some

experimentation might be nec-

essary to find a color that is flat-tering to all and fits with the

color scheme.

Depending on hair color

and skin shade, there are many

flattering hues available for

gowns. When making this

decision, consider bridesmaids'

ethnicity and skin tone.

African-American: Women

with dark skin and hair may

really shine in jewel-colored

gowns, including silver, gold,

purple and salmon. Very pale

colors may be daring and con-spicuous.

Asian and olive-skinned

women: Those with a slight

yellow tone to their skin will

look good in many colors,

including red, navy, peach, and

fuchsia. However, avoid colors

in light yellow, aqua, gray,

taupe, or mint, which may

make the bridesmaid look

washed out.

Fair skin: Ladies with paleskin will benefit from richly

colored gowns in jewel tones.

Pastels may work, but be care-

ful about those depending on

hair color. Pink or red-hued

gowns may clash with someone

with auburn hair. Yellow and

green may not work with a fair

brunette. Gray and silver may

wash out someone who is pale

and blonde.

Once a color is chosen,

brides also need to consider the

season. Certain colors may lookout of place depending on the

season. For example, an ever-

green or deep blue may seem

wintry during a summer wed-

ding. Similarly, russet or brown

may work for the autumn but

not for a spring wedding. Many

brides gravitate toward mid-

level blues, greens, pinks and

purples for their weddings, sim-

ply because those colors tran-

scend the seasons.After colors are worked

out, the style of the gown

deserves consideration.

Because not every bridesmaid

has the same physical attrib-

utes, many brides are now open

to selecting a color and length

and allowing the bridesmaid

herself to choose the exact

style. This way someone who is

busty won't feel uncomfortablein strapless, and someone who

is thin won't be overwhelmed

by a lot of ruffles. The intent is

to have bridesmaids feel beau-

tiful and comfortable, and dif-

ferent styles can help achieve

this.

that is flattering to all in the

rgonomics is the study of 

the relationship between

people and their work-

place. Its fundamental purpose

is to improve the work environ-

ment in order to reduce unnec-

essary stress and strain on the

human body. Ergonomics has

now come to include not only

the workplace, but any envi-

ronment where one may do a

task or activity: the home, the

workshop, driving the car, and

so on. Whatever environment

one is in, being aware of body

positioning and continually

seeking to improve the design

of the environment to mini-

mize stress and strain on the

body will help to ensure a

healthy spine.

The following are some

key points to remember when

learning to "think ergonomi-

cally":

Whenever possible, posi-

tion your environment toreduce strain on your body

rather than straining your body

to accommodate the environ-

ment. For example, if you work

at a desk, do not place heavy

objects that you regularly use

(like heavy files or books) in

the drawer on the side of the

desk. In order to get them you

are forced to bend and twist at

the same time, a motion

responsible for many back dis-

orders. To avoid chronic neck

and upper back problems, posi-

tion computer and T.V. moni-

tors so that, when sitting nor-

mally, you are not forced to

look down. Monitor and adjust

your environment to ensure

your body positioning and

motions are balanced.

Be "posturally aware" at

all times. Posture is vital to

spinal well-being and health in

general. Think optimum, bal-

anced posture as it relates to

everything you do. Question

how you can improve your

work or leisure environment so

that optimum posture can be

best maintained. For example,

does your environment allow

you to "think tall"?

Design your environment

so that your three basic spinalcurves are maintained as close

to normal as possible. While

you are sitting or standing, does

your environment force you to

slouch, rounding your mid-

back and pushing your head

forward? When you sit, is your

back supported so that the nor-

mal arc is maintained without

you feeling strain? Does your

job or recreational activities

require you to look down or

bend forward for prolonged

periods?

What a thrilling time

for parents watch-

ing their baby tak-

ing their first tentative steps.

Sure it’s cute when they begin

to roll, sit up and crawl, but

walking is different. The baby

is now able to venture out and

explore their world. What an

exciting and daunting time for

new parents when the baby

proofing must commence.

When a baby is late with a

milestone like walking it can

be difficult to tell whether it is

a justified concern or just a

matter of time before they will

start taking steps.

Babies typically acquire

motor skills in a predictable

sequence, but the timing of the

attainment of those skills may

vary widely. Many factors

affect the timing of first steps

from heredity to body size.

About half of all babies are

walking by their first birthday,

but most pediatricians do not

consider a child to be a late

walker until they are 15

months old. Walking later

than 15 months is not very

uncommon; one in ten chil-

dren takes their first steps

between 15 and 18 months.

Regardless of how old your

baby is catching a problem as

early as possible offers the best

chance for improvement.

Listed below are several red

flags that may signal an early

motor problem that can cause

late walking:

Your baby does not have a

large movement repertoire.

Children that are not moving

and may just stay in a sitting

position, or may only roll to get

their toys and are beyond the

age at which they should have

begun to crawl or pull up to

stand, may have an underlying

issue that should be addressed.

This type of child that is not

crawling or pulling up to stand

probably won’t be walking in

the near future and should be

evaluated by a professional.

The baby appears to be

lazy and uninterested in walk-

ing. Babies are not lazy.

Sometimes they may appear

uninterested in one area of 

development when they are

refining their skills in another.

For example, a baby who has

just had a big burst in language

may be working on refining

these skills leaving their motor

skills on the back burner.

When the language improves

the toddler will most likely pay

more attention to the motor

skills. On the other hand, a

child may appear to have a

lack of interest in walking, but

the infant may be physically

unable to do so and may not

have the necessary strength to

perform. A child may require

intervention to appropriately

strengthen the necessary mus-

cles utilized for walking.

The baby is not only a

late walker, but never crawled

and scooted on his bottom to

get around. Scooting is an

asymmetrical activity that typ-

ically utilizes one side of the

body to get around the envi-

ronment. If a baby is primarily

using one arm and leg, the side

that is not being used will

become weaker. In addition

the muscles on one side of the

body may be less flexible and if 

not addressed, may cause skele-

tal and muscular problems into

adulthood. Crawling is an

important developmental

sequence because it not only

builds strength in the trunk,

shoulder girdle and hips neces-

sary for stability during stand-

ing and walking, but also uti-

lizes both right and left hemi-

spheres in the brain in a com-

plex action of neurological

coordination.

The baby seems very floppy

and has a hard time maintain-

ing upright positions. The

baby may feel this way because

of weakness of the trunk and

extremities. The baby may

have low muscle tone (hypoto-

nia,) a condition that causes

difficulty activating the appro-

priate muscle groups required

to sustain upright positions.

Although walking is a skill

with many variables it is

important that late walking is

not overlooked. Not all chil-

Old age happens. Our

dogs are no excep-

tion. As our dogs

become senior citizens, their

physical and mental capabili-

ties change and their needs

change too. Being aware of 

these changes and knowing

what to expect will help your

pet’s golden years be happy

and comfortable.

Some common changes

that you may expect to see in

your senior dog are: loss of 

hearing or vision, decreased

activity and/or weight gain,

changes in skin or fur, dental

disease, more sensitive stom-

ach, lumps and bumps, or

even dementia. These

changes don’t happen at the

same time for all dogs because

in general, smaller breeds live

longer than larger dogs. A

good rule of thumb is that, on

average, a dog is considered a

senior at 7 years of age.

Senior dogs may act dif-

ferently and may require dif-

ferent care but age is not a dis-

ease. These dogs aren’t lost

causes and minimal effort can

add years to their lives. The

main focus should be on pre-

vention. Whenever possible,

it is better and less costly to

prevent a problem from occur-

ring, rather than wait for a

problem to develop. Detecting

diseases in their early stages

greatly improves the out-

come. Advancements in vet-

erinary medicine have kept

our pets alive longer, healthier

and happier. If there is a prob-

lem with your dog, don't

assume it’s just because he/she

is old, and nothing can be

done. With the appropriate

treatment, which can be sim-

ple and non-invasive, many

conditions can improve.

Geriatric care for your

dog and prevention begins

with routine visits to your vet-

erinarian. Most pets visit

their veterinarian once a year

but it is recommended that

senior pets be seen every 6

months. Mainly because dogs

age approximately seven times

faster than us and early detec-

tion of problems is key. Your

veterinarian may do the fol-

lowing to assess and maintain

a healthy senior dog: take a

thorough medical history not-

ing changes in behavior and

physical abilities, a complete

physical examination, early

detection blood work and uri-

nalysis, aspiration of any new

lumps or bumps, x-rays, glau-

coma checks and blood pres-

sure checks.

Based on the veterinari-

an’s findings, treatment

options and care can be dis-

cussed. One of the most

important aspects is nutri-

tion. In general, a high quali-

ty senior food is recommended

once your dog reaches 7 years

of age but there may be very

individual nutritional needs.

The best food to feed depends

on the specific problems or

nutritional requirements of 

the individual animal. For

instance, obesity is a very

common problem of older ani-

mals and will shorten their

lifespan. A lower calo-

rie/higher fiber diet

would be recommend-

ed for these dogs.

Other diets would be

advised for dogs with

GI disorders, kidney or

liver disease, arthritis,

skin problems, etc.

Home care is also essen-

tial. Close observation of any

changes in mobility, drinking,

eating, etc should be noted

and reported to your veteri-

narian early. Potential prob-

lems may also be uncovered

by getting your hands on your

pet to inspect them periodi-

cally.

Feed a good quality dog

food that is appropriate for

your dog's specific needs. Do

not allow your pet to gain

excessive weight which is very

common when your senior

dog’s metabolism slows down

and they don’t exercise as

much. It can make them

more prone to arthritis, heart

disease and diabetes. Follow

your veterinarian's recom-

mendations as to exercise,

nutrition and any medications

that may be needed.

Our senior dogs may not

be able to do what they used

to but with a little prevention

and early detection they can

still live a happy, fulfilling life

and still be wonderful com-

panions to us.

If you're kept awake at night

by someone who snores,

you're not alone. It’s esti-

mated that 70 million

Americans snore; and, it

becomes more common as we

age — by age 60, more than

half of adults snore.

The log-sawing vibrations

are often the result of air trying

to move through narrowed or

floppy, soft passages in the

mouth, throat and nose. Other

times, the air is obstructed by

anatomical abnormalities, such

as over-sized tonsils or uvula —

that “punching-bag” like thing

that hangs in the back of the

throat.

Ramtin Kassir, M.D., an

ear, nose and throat doctor and

Chairman of the Department

of Otolaryngology at St.

  Joseph’s Wayne Hospital in

Wayne, NJ, says lots of patients

come into his office at the urg-

ing of their partners. They

report being "kicked out" of 

their bedrooms for their loud

snoring.

Many men don't even

realize they're doing it, Kassir

says. And, yes, men are twice as

likely as women to snore.

"The reason men are

affected more than women is

likely due to fat distribution.

When men gain weight, it is

usually in the neck, upper torso

and abdomen," he says. "On

the other hand, women usually

gain weight in the hips and

thighs.”

Fat in the neck area can

constrict airway passages and

lead to increased snoring. And,

as we age, the soft tissue inside

the mouth and palate can sag,

just as wrinkles develop with

aging skin.

HOME REMEDIES

Weight Loss and Sleep

Position

Weight loss is one of the

most important elements in the

treatment of sleep apnea.

Sleeping on your side and ele-

vating the head with an extra

pillow "may help prevent col-

lapsing in the back of the

throat," says Kassir.

Avoiding Alcohol

Alcohol and sedatives can

relax the palate of your mouth

and decrease the opening in

the throat, which leads to snor-

ing.

"I tell people to avoid

alcohol for the three to four

hours before going to bed," says

Kassir.

Treating A Stuffy Nose

If you have trouble

breathing through your nose,

over-the-counter deconges-

tants or breathing strips that

adhere to your nose could help.

"There can be a narrowing or a

collapse in your nose, and

[breathing strips] can keep that

area open, but if you have a

septal deviation or nasal

polyps, they need to be

addressed”, says Kassir.

When Snoring Turns

Dangerous

Sometimes, snoring can

be a sign of sleep apnea, a

potentially serious disorder in

which breathing repeatedly

stops and starts. Sleep apnea is

more common in overweight

people, though normal weight

people can also develop it.

For someone who is

already prone to sleep apnea,

weight gain can increase the

risk, says Kassir. Fat "pads" can

constrict the airway and lead to

snoring, or in cases of sleep

apnea, a complete collapse of 

the airway.

Obstructive sleep apnea

increases the chances of stroke,

heart attack, and high blood

pressure. A few studies have

also found an association

between snoring and higher

rates of cardio-vascular risk fac-

tors including high-blood pres-

sure.

"The important thing is to

do a take home sleep study to

find out if you have sleep apnea

in addition to just snoring”,

says Kassir.

When Is Surgery

Recommended?

Doctor Kassir recom-

mends surgery when anatomi-

cal problems are causing exces-

sive snoring.

The Nose

For example, some people

have a deviated septum, which

is when the thin wall that sep-

arates the right and left side of 

your nose is displaced to one

side. When a deviated septum

is severe, it can block one side

of your nose and reduce airflow.

ENTs also perform surger-

ies on people who have over-

sized "turbinates," or bumps on

the inside the nose.

"These bumps or shelves

help warm and clean the air"

says Kassir, "but if they're big or

become enlarged they can

crowd the nasal cavity."

The surgery shaves the

bone in the nose down to a

normal size. After the surgery,

the reduced turbinate ridges

open up space so air can move

through unobstructed.

It's the season for spring

cleaning, and homeowners

no doubt have a slew of 

projects on tap in the weeks to

come. Clothes will be sorted

and donated and unnecessary

items thrown in the trash.

Sometimes, however, there's

little time for a thorough clean-

ing, so a quick tidying up is

done when guests are coming

to visit. There are many ways

to tackle the clutter and get a

home presentable in no time at

all. When you're short on time,

consider these ways to give liv-

ing spaces the appearance of 

cleanliness.

Kitchen

•Assess the kitchen sink and

move all the dishes awaiting

washing into the dishwasher.

Wipe down the inside of the

sink with a disinfecting wipe or

a clean sponge.

•Wipe down the countertops

quickly with a wipe or sponge.

Wet a paper towel or rag and

attack any errant spots on the

stove and floor, which will

become sticky and attract more

dirt.

•Fold or hang dish towels in a

way that camouflages any

stains.

•Place a small pan of water on

the stove with some nutmeg

and cinnamon and bring to a

simmer. This will disguise any

smells lingering from last

night's dinner.

•Take down magnets and notes

stuck to the refrigerator and

temporarily place them in a zip-

per-seal bag.

•Use a static-charged sweeper

sheet to grab any hairs, dust or

pet fur from the floor.

•Go to the sofa and turn the

pillows to the side that is not

often facing outward. Consider

this the "company side" that

may not have any stains or mars

in the fabric. Fluff the pillows to

clear out dust.

•Use a handheld vacuum to

clean up any crumbs or dirt on

tables or in the sofa cushions.

•Wipe down coffee tables with

a damp cloth to clear away dust

1 cup celery, diced

1 cup carrots, diced

Salt and pepper to taste

Directions:Rub steak with olive oil and

coat with salt and pepper.

Let steak sit at room tempera-

ture in bean pot while prepar-

ing all other vegetables. Chop

and dice everything, then add

to bean pot. Add beef broth

(or stock), thyme, bay leaves,

diced tomatoes and salt andpepper. Cover and bake in 375

F oven for 3 to 4 hours until

best benefits in line with the

purchaser’s individual goals

and objectives. The finest

LBR’s share in common, a life-

time income guarantee for sin-gle or joint annuitants, a step-

up mechanism to lock in per-

formance gains if any and an

annually increasing “roll-up”

feature that will increase your

income base in periods of 

declining or negative market

performance. Most school

sponsored 403(b)’s do not

offer living benefit riders

which is truly a shame! It
