Summary of Submission Officer Comment Staff Recommendation
1. Main Roads WA PO Box 503 ALBANY WA 6330
(a) Development of this magnitude will further inundate Chester Pass Road/Albany Highway Roundabout. An alternative north-south distributor road needs to be built.
(b) A new north south distributor road
should not be built alongside a school due to safety and traffic flow issues.
(c) A pedestrian overpass should be
considered for pedestrians to cross-over Chester Pass Road (eg. to go to North Albany High School).
(d) The developer is to install intersection treatments at Catalina and Hudson roads to accommodate additional traffic.
(a) This issue has already been dealt with in the ODP. It has been recognised that the development will add additional traffic to Chester Pass Road and that Range Road is a priority road; its alignment and contributions to its future construction have been identified in the ODP.
(b) It is accepted that a school site adjacent to the intersection of Range Road and Catalina Road would not be appropriate. Refer Submission No. 7.
(c) It is considered that a pedestrian overpass is an unreasonable request given the distance of the subject land from the High School and would not pass the nexus test.
(d) There is a condition in the ODP that requires the construction of Catalina and Hudson Roads to an urban standard. The ODP has been designed to divert vehicles to the Catalina Road intersection which has recently

(b) Refer Submission No. 7. (c) Dismissed. (d) Uphold in part. Point 1 under
Development requirements being amended to the following:
“Catalina Road and Hudson Road will need to be

constructed to an urban standard at the time of subdivision, including drainage to be piped, road to be kerbed, road surface to be upgraded and traffic calming devices (Hudson Road) to be installed. Treatment of the Hudson Road and Chester Pass Road intersection to be to the satisfaction of Council and Main Roads WA.”
2. Department of Water PO Box 525 ALBANY WA 6331 (Most recent letter dated 3rd February 2011).
(a) The DOW is prepared to accept identified shortcomings in the LWMS for the ODP as long as an UWMP is submitted at the time of subdivision to address the following: • Winter water table levels; • Detailed design of the proposed
stormwater infrastructure, and • Details on the management of the
POS area, with particular reference to how irrigation will manage post vegetation establishment period when no scheme water is to be used.
(a) Agreed that outstanding matters should be addressed in the more detailed urban water management plan at the subdivision stage.
(a) Uphold. Insert new point 10 under Development Requirements:
“At the time of subdivision, an Urban Water Management Plan is to be submitted addressing the following requirements: i. late winter groundwater
testing; ii. the use of groundwater
and/or stormwater (not scheme water) to irrigate areas of POS; and
iii. Infiltration at site rather

than the standard pipe to detention basin.”
3. Department of
Environment and Conservation 120 Albany Highway ALBANY WA 6330 (Most recent letter dated 28th January 2011)
(a) No objection. There are large trees within the south west corner of the ODP area which are frequented by White Tailed Cockatoo’s. Request that where trees correspond with POS areas they be conserved.
(a) The ODP indicates an area of POS in the south-west corner where a number of the trees referred to will be accommodated.
(a) Uphold. Update planning report an insert the following additional text at end of Condition 8 under Development Requirement:
“In the areas identified as POS on the ODP, existing mature jarrah and marri trees are to be retained.”
4. Water Corporation PO Box 915 ALBANY WA 6331
(a) No objection. The subdivision will be required to connect to reticulated sewerage and water at subdivision stage.

(a) Is not supportive of school site close to intersection of Range Road and Catalina Road (ie. eastern portion of Lot 34 and western portion of Lot 35).
(a) Accepted that school site should not be positioned adjacent to intersection of Catalina Road and Range Road.
(a) Uphold. Remove annotation regarding Lots 34 and 35 that was placed on advertised version of ODP.

2011 and 18 August 2011)
(b) Requests a school site be located straddling the boundary of Lots 32/33 or 33/34, or include Lot 1000 (east of the subject land within ODP area and take steps to rezone this land accordingly).
(c) Is not supportive of annotation which
does not give certainty to the Department in relation to securing a school site.
(b) Suggested that these two indicative locations be referenced in the ODP, however it is considered that a site to the east of the Range Road extension will need to be considered as part of wider Yakamia Structure Plan (Cells A and B), and when the final site is selected the Catalina Road ODP can be updated accordingly. All options available are detailed in the officer report.
(c) Noted, however given the land within the locality is fragmented and under various ownership early acquisition ahead of need is considered vital to securing a site for the benefit of the community – without this commitment the suggested option by staff is considered to be a reasonable approach.
(b) Uphold in Part. Identify the suggested sites as per DoE sketch plan as ‘indicative sites’ with the following annotation:
“Land to the north and east of this ODP area is likely to be subject to future structure planning by the City of Albany (Yakamia Structure Plan Cells A and B), which will require the identification of a primary school site. The Department of Education is responsible for the acquisition and development of all public school sites and in the event that this Department wishes to pursue acquisition of a primary school site within the Catalina Road ODP area, particularly over Lots 32, 33 and/or 34 Catalina Road (as per its indicative sketch plan), this will be subject to negotiation and agreement between the Department and

the landowner concerned and will not affect the rights of individual landowners to subdivide in accordance with the adopted ODP.”

PO Box 372 Albany WA 6331
(a) Need traffic calming measures along Hudson Road (long straight road).
(b) Concerns over dust issues arising during subdivision works.
(a) Hudson Road is a long straight road and although the conversion into an urban standard road and increased density in the area will have the effect of reducing traffic speed, some traffic calming measures should be included in detailed road design.
(b) Although standard condition that is applied at subdivision stage it is recommended that requirement for a dust management plan be highlighted within the ODP.
(a) Uphold. Refer to Submission 1(d) which incorporates requirement for traffic calming measures on Hudson Road.
(b) Uphold. Add new Point 11 under Development Requirements stating the following:
“At the time of subdivision a dust management plan is to be prepared and implemented to the satisfaction of Council.”
9. W. Spannderman 12 Hudson Road Albany WA 6330
(a) There is a need for traffic calming measures along Hudson Road (long straight road).
(a) Refer Submission 8(a).

schedule identified in the
Yakamia Structure Plan (Cells A
and B) as per Clause 7.5.
(b) It is considered that any
contribution plan within the
Yakamia Structure Plan (Cells A
and B) would focus primarily on
contributions for the construction
of Range Road to its ultimate four
lane construction. The previous
draft structure plan prepared in
2005 did not identify a cost
contribution scheme. A detailed
and complex cost contribution
scheme is not anticipated or
recommended. This issue will be
considered as part of the the
Yakamia Structure Plan (Cells A
and B). It is considered
unreasonable to defer the
finalisation of the ODP pending
consideration as to whether a
cost contribution scheme will be
required in the future. The
existing subdivision of Yakamia
has proceeded without such a
scheme in place.
