(c) A pedestrian overpass should be

considered for pedestrians to cross-over Chester Pass Road (eg. to go to North Albany High School).

(d) The developer is to install intersection treatments at Catalina and Hudson roads to accommodate additional traffic.

(a) This issue has already been dealt with in the ODP. It has been recognised that the development will add additional traffic to Chester Pass Road and that Range Road is a priority road; its alignment and contributions to its future construction have been identified in the ODP.

(b) It is accepted that a school site adjacent to the intersection of Range Road and Catalina Road would not be appropriate. Refer Submission No. 7.

(c) It is considered that a pedestrian overpass is an unreasonable request given the distance of the subject land from the High School and would not pass the nexus test.

(d) There is a condition in the ODP that requires the construction of Catalina and Hudson Roads to an urban standard. The ODP has been designed to divert vehicles to the Catalina Road intersection which has recently

(b) Requests a school site be located straddling the boundary of Lots 32/33 or 33/34, or include Lot 1000 (east of the subject land within ODP area and take steps to rezone this land accordingly).

(b) Suggested that these two indicative locations be referenced in the ODP, however it is considered that a site to the east of the Range Road extension will need to be considered as part of wider Yakamia Structure Plan (Cells A and B), and when the final site is selected the Catalina Road ODP can be updated accordingly. (c) Noted, however given the land within the locality is fragmented and under various ownership early acquisition ahead of need is considered vital to securing a site for the benefit of the community – without this commitment the suggested option by staff is considered to be a reasonable approach.

“Land to the north and east of this ODP area is likely to be subject to future structure planning by the City of Albany (Yakamia Structure Plan Cells A and B), which will require the identification of a primary school site. The Department of Education is responsible for the acquisition and development of all public school sites and in the event that this Department wishes to pursue acquisition of a primary school site within the Catalina Road ODP area, particularly over Lots 32, 33 and/or 34 Catalina Road (as per its indicative sketch plan), this will be subject to negotiation and agreement between the Department and

(a) Hudson Road is a long straight road and although the conversion into an urban standard road and increased density in the area will have the effect of reducing traffic speed, some traffic calming measures should be included in detailed road design.

(b) Although standard condition that is applied at subdivision stage it is recommended that requirement for a dust management plan be highlighted within the ODP.

(a) Uphold. Refer to Submission 1(d) which incorporates requirement for traffic calming measures on Hudson Road.
