1. KEY FOCUS AREA – Refugee Welcome Zone on World Refugee Day - Ref. AF15/329
The Manager Community Services & Development reported:
(a) Signing of the Refugee Welcome Zone Declaration and announcement thereof was done by Cr Richardson, Deputy Mayor and aligned with the celebration for World Refugee Day held at the Sir Robert Helpmann Theatre on Saturday, 20th June 2015.
(b) Notice received from the Refugee Council of Australia (RCA) advised that Onkaparinga and Adelaide Hills have also signed.
(c) Administration are finalising an area profile and outline of community initiatives to be submitted to the RCA for promotion on their website. Currently only two South Australian Councils have done this, Marion and Murray Bridge.

2. KEY FOCUS AREA – Reconciliation Action Plan - Community Engagement & Social
Inclusion Sub Committee Report No. 6/2015 - Ref. AF15/341 (a) A workshop to plan the Reconciliation Action Plan (RAP) process has been
scheduled for Tuesday, 7th July 2015 from 9:30 am – 12:30 pm, in the Operations Conference Room and will be facilitated by Mark Waters, State Manager Reconciliation South Australia;
(b) The workshop will be guided by Reconciliation Australia’s ‘Getting Started’ model to
identify the relevant RAP focus for Mount Gambier and determine the next steps in the City of Mount Gambier RAP development;
(c) Invitations have been extended to all Members of Council, the Chief Executive Officer
of Pangula Mannamurna, Chief Executive Officer of Burrandies Aboriginal Corporation and a representative from the District Council of Grant;
(d) The cost for the half day workshop is $500 + 2 nights accommodation and will be
charged against the GL Account 6630.1128 (Aboriginal Cultural Survey). (e) In preparation for the workshop, subcommittee Members and participants are asked
to review the ‘Getting Started’ web notes (attached) and visit and review the information available at the Reconciliation Australia website at http://www.reconciliation.org.au/raphub/program/getting-started/

SUBJECT: RECONCILIATION ACTION PLAN

Goal: Building Communities Strategic Objective: Recognition of our different cultural communities. Building respectful
partnerships with those communities and acknowledging the traditional custodians of this area. Recognition of our indigenous communities as traditional custodians of the land. Build respectful partnerships with our indigenous persons.
Goal: Diversity Strategic Objective: Celebrate the positive contributions of all members of our communities, to
our collective social, economic, cultural, health and overall well-being. Facilitate the community’s active involvement in meeting the varied aspirations, diverse needs and special services that are required (including those for marginalised and vulnerable groups). Develop the capacity of Council to effectively communicate and engage with our communities, other agencies and service providers.
BACKGROUND
The inaugural Reconciliation Action Plan (RAP) development workshop was facilitated by Mark
Waters, State Manager Reconciliation South Australia during NAIDOC Week on Tuesday, 7th July
2015. The workshop was attended by Elected members, Community Engagement and Social
Inclusion Sub-committee members and a representative of Pangula Mannamurna Inc. The Mayor
of the District Council of Grant was invited to attend but was an apology.
The purpose of the workshop was to determine the relevant RAP focus for Mount Gambier, whilst
working through Reconciliation Australia’s recommended ‘Getting Started’ process and
determining the next steps in the City’s RAP development.
DISCUSSION
The workshop identified existing strong relationships which exist between Council and the local
Aboriginal and Torres Strait Islander Community. It identified areas for improvement, focusing on
relationships, respect, tourism, land, heritage and cultural contexts. Mark Waters identified that
there has been a 30% ATSI population increase locally in the past 5 years, the largest in the state.
The need to develop the RAP is reflected in this growth. It was identified that the City of Mount
Gambier are around 6 to 12 months away from having a RAP.
Following a burst of activity model which harnesses current enthusiasm to develop the RAP is
important, as is getting collective minds and stakeholders engaged. It was identified there will be
many synergies with the RAP and both the Strategic and Regional Health Plans.
RECOMMENDATION (a) That the Community Engagement and Social Inclusion Sub-Committee Report No 7/2015 on

The workshop was broken into the following activities:
Session 1
1. Relationships Exercise (see areas identified in the table 1. attached)
2. RAP Working Group
This activity focused on what type of project group is best going to serve thedevelopment and implementation of the RAP. It was decided this should includeElders and RAP champions to work with the Elders. CESI will look at the workinggroup and will consult with Elders to seek representation on the working group,seeking appropriate gender balance. The group will also consist of ElectedMembers, CESI members, key cross-divisional staff, community members andyoung people. (see table 4 below)

(It was identified that City of Mount Gambier probably already have reach in theInnovate RAP area and would benefit from developing a Stretch RAP - in order toset measurable outcomes, targets and activities for the organisation includingemployment strategies.
