Although burning coal for electricity generation is lessening in many countries, the Bangladesh story is
somewhat different. Being a new market, Bangladesh is an exciting country in terms of its coal narrative. While
the high horse Western countries have heightened attention on the environment amid concerns about the
adverse effects of climate change, emerging economies like India, Pakistan and Bangladesh are planning to
increase reliance on fossil fuels – mainly imported coal – to fuel their growing power generation systems.
The rise in coal imports in Bangladesh has made the country a lucrative market for overseas coal suppliers. As it
happens, India’s Coal India Limited (CIL) too is in the process of crafting a blueprint for exporting coal to its
neighbour.
In Bangladesh, coal imports have gone up remarkably on the back of the material’s rising demand in the
country, thus increasing business opportunities for overseas coal suppliers. Notably, the government has laid
stress on usage of coal over other fuels in generation of electricity. To ease imports into the country, the
government is also mulling over elimination of import duty on coal.

Towards the end of FY 2018 the
Bangladesh Power
Development Board had
highlighted that gas-based
power plants accounted for a
lion's share in the overall
installed capacity. However,
under the Power System Master
Plan 2016, the country is aiming
to increase the share of coal-
fired projects at the expense of
gas-based plants by 2041, as
evaluated under five possible
scenarios.

Limited Domestic Availability
Bangladesh sources domestic coal
from the Barapukuria coal mine,
which is the sole operational mine
in the country. Apart from
Barapukuria, four coalfields
namely Khalaspir in Rangpur,
Phulbari and Dighipara in Dinajpur
and Jamalgonj in
Joypurhat/Naogaon have
combined estimated reserves of
more than 3 BnT. However, the
remaining mines are under
preliminary consideration, wherein
production is slated to begin in
2025.

Domestic Supply Off-Balance
Consequently, sales to local buyers
witnessed a steep decline of 39%
Y-o-Y to 273,287 MT in the
Bangladeshi FY18.
Bangladesh's limited domestic
coal reserve was further exposed
by the country’s decision to
suspend coal sales to the local
industries from 19 March 2018 in
order to augment supplies to
government-owned coal-fired
utilities.

Domestic Scarcity, Proposed Power Plan Aimed to Boost Imports:
Coal shipments to Bangladesh have
spiralled by 79% year-on-year to
3.02 million tonnes (MnT) in the first
nine months of this year compared
to a total of 1.69 MnT imported in
the corresponding period last year,
as per the latest vessel line-up data
compiled by CoalMint Research.
Amid suspension of coal supply to
local buyers and as a consequence
of plans to expand coal-fired power
plants, imports are expected to
boom to cater the growing
demand.

Major Hurdles for Power Sector:
Besides, environmental concerns
resulting from emission of
greenhouse gases also pose a
threat to the growth in power
sector.
Bangladesh Power Development
Board (BPDB) has been acquiring
domestic coal at a subsidized rate
in order to keep a check on the cost
of electricity generation. However,
with more imported coal-based
plants supposed to come online, it
would be a challenge for the
country to provide electricity at
affordable tariffs.
