The building consists of three floors and a large open area drill floor. The total square footage isestimatedat72,667squarefeet,moreorless.Thebuildingissteel-reinforcedconcretefacedwithbrick.Thebuildinghasbeenclosedtothepublicsince2010andiscurrentlyusedfordrystorage.

Threepre-submittalbuildingtourswillbeheldfrom1-4p.m.onOct.18,Oct.25,andNov.1,2017,atthe site located at 200 N.E. 23rd St., Oklahoma City, OK. Prospective redevelopers are advised toattendapre-submittaltourandinspectthepropertypriortosubmittingaproposal.RFPpacketswillbeavailableatthepre-submittaltoursoruponrequest.

Apublicpre-bidmeetingwillbeheldonNov.8, 2017, from10-11a.m. in theWillRogersBuilding,2401N.LincolnBlvd.,ConferenceRoom214,OklahomaCity,OK73105.WrittenquestionsabouttheRequestforProposalscanalsobeemailedto [email protected],2017.Thepurposeofthepre-bidmeetingisforOMEStoreceivequestionsinwritingabouttheRequest for Proposals. Allproposalsforthepurchaseorleaseandredevelopmentwillbeacceptedbymailorhanddeliveryandmust be received and date stamped or postmarked before 5:00 p.m. onMarch 15, 2018. Anyproposals received after this time will be invalid and returned unopened. Theevaluationoftheproposalshallinpartbebasedupontheprinciplecriteriaof:

a. CommunityBenefits(Economic,Historical,CulturalandJobCreation),b. QualificationsandExperienceoftheRedeveloper(s),andc. FinancialCapacityoftheRedeveloper.

Salepriceandthestate’sdevelopmentobjectiveswillbeconsideredaspartoftheevaluationcriteria.

Preferencewillbegiventoproposalsthatpreservetheexistingbuilding,inwholeorinpart.ProposalsmayincludepurchaseorleaseofotherancillarybuildingsshownonAppendixA;however,preferencewillbegiventoproposalsthatdonotrequirethestatetovacateanyfullyutilizedbuildings.

TheRequest forProposalsprocessdoesnotguaranteenorcreateany legalobligationstoenter intoacontractforredevelopment.Itisbeingissuedforthesolepurposeofidentifyingpotentialinterestintheproperty.Upon receipt of theproposals,OMESmay enter into negotiationswith oneormoreof theprospectiveredevelopersinordertoidentifythemostdesirableprojectandterms.OMESreservestherighttorejectanyorallproposals.
