Background

• The complexity of statistical development needs more sources, whether from census/survey or through generating data from administration records

• The administative data play important role in completing the statistical information and has to be one of official statistics

Administrative Data : Why Important?

• Data produced is richful and very strategic information due to the continuity, completeness, and representation of small area statistics

• Statistics derived from the administrative data is intensively used by various government agencies.

• Permanent cooperation between Statistics Office and Government Agencies dealing with administrative data is a key point to guarantee continuity of the administrative product

Administrative Data : Weaknesses and Limitations (1)

• Less in using statistical concept and standard, but more on technical and operational approach due to the daily practice in delivering the public services

• Management / anthorities of administrative data do not always have statistical awareness and capabilities

• Considering the statistical purposes may disturb the mechanism of service delivery

• Disconnecting, incomparable, and inconsistent data may happen during the change of management

• Data are mostly not collected through solid sampling design

• Time coverage and completeness may unpredictable

Producing Statistics from Administrative Data : Role of BPS

• Processing and accalerating the raw data to meet statistical purposes

• Introducing and influencing a better concept, classification, standard and system to match with international recommendation

• Bridging the producers of administrative data to the main users of its statistics :

• Export and Import data are considered as one of the oldest administrative data, though the system is improved from time to time

Population Registration• Based on the Law No 23 in 2006,

population registration is the responsibility of population registration office, under the Minister of Home Affair.

• The earlier research funded by USAID in 1973-1977 indicated that population registration is possible but needed additional laws and much higher budget, specifically to hire a registrar specialist in each subdistrict.

Other administrative data

• Each line ministry, of course, generates administrative data

• Those data are mainly used for internal purposes.

• BPS regularly collects administrative data and transfer to the statistical format that can be utilized by public, then, publishes them in the statistical year book as an official statistics

The Main Issue of Administrative Data

• Administrative data do not necessarily follows international standard

• Administrative do not cover informal/ illegal activities data and tend to under estimate

• Most administrative data havedisaggregation to sub-national levels (island, province)

Managing the Quality of Administrative data

• The quality of administrative data is the main objectivie

of BPS in cooperation with line ministries

• BPS has developed and implemented many MOU’S with

many line ministries in utilizing administrative data

• The line ministries always report and inform their

performances using their administrative data

• The weekly meeting of economic ministries uses the

results of BPS Surveys for cross checking the data from

the line ministries
