25 APRIL /10/ PRESENTATION TO THE PORTFOLIO COMMITTEE ON THE STRATEGIC PLAN OF DWCPD 2012/ /17 Background Mandate, Vision and Mission International Obligations of the Department 2 Outline of Presentation The department has reviewed the 2011/ /16 strategic plan in line with the National Treasury Monitoring & Evaluation requirements and Government Planning processes; To achieve strategic alignment with all strategic documents of DWCPD. 3 Background A 5-year plan Focuses on strategically important issues (goals & objectives per programme) including the departments Strategic Outcomes which are aligned to the 5 key priorities and National Outcomes of government Part A: Vision, mission, values, strategic goals Part B: Strategic objectives, resource implications and risks Part C: Links to other plans 4 Strategic Plan Based on 3 Statements by the President 5 Mandate of DWCPD May 2009 Aug Feb The mandate of the department is to promote, facilitate, coordinate and monitor the realization of the rights of women, children and people with disabilities. 10 May 2009: President announces that a new ministry has been created for women, children and persons with disabilities to emphasize the need for equity and access to development opportunities for the vulnerable groups in our society. August 2009: the department was instituted to monitor other government departments to ensure the mainstreaming of gender, childrens rights and disability considerations into all programmes of government and other sectors. This will help government to respond to issues of these targeted groups in an integrated and coherent manner February 2010: the department aims to integrate gender equity measures into governments programme of action and ensure that women, children and persons with disabilities can access developmental opportunities. 6 Mandate cont 7 Vision A fully inclusive society free from unfair discrimination, inequality, abuse and exploitation. 8 Mission To drive Governments equity, equality and empowerment agenda for women, children and people with disabilities through an integrated approach to accelerate the realisation of their human rights. 9 Strategic Priorities The DWCPD has identified the following key priorities advocating for the promotion and protection of the rights of women, children and people with disabilities; monitoring and evaluating gender, disability and childrens rights by ensuring that the national compendium of macro-indicators integrate targets for women, children and people with disabilities; ensuring that mainstreaming of gender, disability and childrens rights happens at Cabinet, FOSAD, cluster, departmental, provincial and local government levels, as well as public funded institutions, the private sector and the community at large; strengthening institutional capacity to deliver quality service; and strengthening participation in strategic bilateral and multilateral initiatives that contribute to the empowerment and equality for women, children and people with disabilities. 10 International Obligations The DWCPD has a major share of international obligations and such obligations cannot be ignored because the country is bound to such agreements. As signatories to various conventions and protocols, South Africa, through the Department is compelled to present country reports in these international fora. The DWCPD has to report on the following: UN Charter on the Rights of the Child African Charter on the Rights and Welfare of Children UN Protocol for Children in Armed Conflict UN Protocol on Sale and Trafficking of Children Beijing Platform for action 11 International Obligations cont CEDAW Beijing Platform of Action Commonwealth plan of action on Womens Empower ILO Conventions MDGs AU Protocols for women AU Heads of State Solemn Declaration on Gender Equality in Africa 12 International obligation cont SADC Protocol on Gender and Development Addendum on the Prevention and Eradication of Violence Against Women and Girls UN Convention of the Rights of Persons with Disabilities AU Charter for People and Human Rights African Decade of Persons with Disabilities These are planned for as per the National Treasury planning frameworks. The departments main focus is on Women, Children and People with Disabilities. In its third year of establishment, the department has reviewed the strategic plan in line with the National Treasury Monitoring and Evaluation processes. The Department has intervened in various incidents where the rights of the three groups continue to be violated. The budgetary challenges has seen the Department strengthening its collaboration with other partners. 13 Points to note Presents performance indicators with targets to measure achievements of department/entity Part A: Recent developments in the environment and MTEF estimates Part B: Performance indicators with MTEF & quarterly targets (as appropriate) Part C: Details of related plans 14 Annual Performance Plan 15 DWCPD PROGRAMMES The activities of the department of Women, Children and People with Disabilities are organised in the following programmes: Programme 1: Administration This programme was non-existent in 2010/11 since department was reliant on the Presidencys Corporate Services support, however since 2011/12 the Programme is up and running. Programme 2: Womens Empowerment and Gender Equality Programme 3: Childrens Rights and Responsibilities Programme 4: Rights of People with Disabilities 16 DWCPD PROGRAMMES Programme 1:Administration Purpose: Provide effective leadership, management and administrative support services. Objective: Provide comprehensive and integrated strategic leadership, management and governance support to ensure that the goals and objectives of the Department are effectively executed. The programme accelerates the development; advancement and empowerment of women through coordination and facilitation of mainstreaming; advocating; monitoring compliance; lobbying; raising awareness; strengthening institutional mechanisms; building capacity development and training. 2/10/ Programme 2: WEGE 1. Sub-programme: Advocacy and mainstreaming gender equality and women empowerment The Advocacy and Mainstreaming Sub-programme will focus on the following Strategic Objective: To facilitate and coordinate womens empowerment and gender equality through mainstreaming in all Governments policies, programmes and governance processes as well as advocating, lobbying and awareness raising Performance will be measured against the following indicators: Number of Departments and provinces work-shopped and supported on implementation of National Policy on WEGE Number of National Departments work-shopped and supported on the implementation of Gender Mainstreaming Strategy Number of programmes on womens economic opportunities coordinated Number of Programmes on rural womens development coordinated Number of Advocacy and Social Campaigns coordinated GoalTo promote, facilitate and monitor the realisation of the rights and dignity of all women to enable them to reach their full potential in an inclusive and equitable society. The programme is committed to advancing and promoting the survival, growth, development, protection and participation of all children through coordinating, facilitating and monitoring the mainstreaming of the rights and well-being of children into Governments policies, programmes and governance Processes. 2/10/ Programme 3: Childrens Rights & Responsibilities 1. Sub-programme: Advocacy and Mainstreaming Childrens Rights & Responsibilities The Advocacy and Mainstreaming Sub-programme will focus on the following Strategic Objective: To mainstream childrens rights considerations into governments policies and governance processes Performance will be measured against the following indicators: National Plan of Action for Children (NPAC) developed Integration of mainstreaming strategy into policies and governance processes facilitated Sanitary Dignity Programme coordinated Number of Social Campaigns coordinated Child participation and self advocacy strengthened GoalTo promote, facilitate and monitor the realisation of the rights and dignity of all children to enable them to reach their full potential in an inclusive and equitable society. OutcomeChildren are reaching their full potential in an inclusive and equitable society. 36 DWCPD PROGRAMMES Programme 4: Rights of People with Disabilities Purpose of the Programme To facilitate the translation of national and international instruments into empowerment and socio-economic development programmes, and to oversee and comprehensively report on the realisation of the rights of people with disabilities to equality. The programme coordinates, facilitates and monitors the mainstreaming of the rights of people with disabilities into Governments policies, programmes and governance processes. This is done through the establishment and support of machinery that includes government departments, provinces, the disability sector as well as private sector, awareness campaigns, advocacy and support for mainstreaming initiatives as well as monitoring and evaluation of the impact of these efforts on the progressive realisation of the rights of people with disabilities. 2/10/ Programme 4: Rights of People with Disabilities 1. Sub-programme: Advocacy and Mainstreaming The Advocacy and Mainstreaming Sub-programme will focus on the following Strategic Objective: Advocacy and mainstreaming to promote the rights of people with disabilities Performance will be measured against the following indicators: National Disability Policy published National Disability Awareness Campaign Coordinated Universal Access Strategy approved Participation by disability sector in key sector policy development processes & government programmes facilitated SA Country Plan of the African Decade Continental Plan implemented and coordinated Statements made by the SA delegation to the UNCRPD Conference of Parties are published and circulated GoalTo contribute to the realisation of the rights of people with disabilities by raising awareness on the status and rights of people with disabilities, and by developing and popularising norms and standards for mainstreaming of disability considerations into legislation, policies and programmes through consultative processes. GoalTo monitor, evaluate and report on progress and impact made on the realisation of rights of people with disabilities through an integrated monitoring and evaluation system.
