This report includes data acquired from U.S. Bomb Data Center (USBDC) Bomb and Arson Tracking System (BATS) database and Naval Surface Warfare Center Indian Head EOD Technology Division (NSWC IHEODTD) data warehouse. This report may not include all incidents. The data includes those reports pulled on a specific date from both BATS and JEOD portal. This summary report presents basic data at the time it was produced. As data management systems are updated, the possibility exists that the resulting information may differ from previously or future reported data.

A total of 786 incidents (Fire, IED, Ordnance, etc.) were reported in BATS.

Between 25 November and 1 December 2018, BATS and JEOD portal indicate approximately:

10 – ACTUAL: Improvised Explosive Devices (IED), Improvised Incendiary Devices, chemical over pressure devices, and modified or improvised ordnance.

6 – EXPLOSIONS: Intentional explosions, chemical over pressure device functioning.2 – HOAX: IED related incidents that involved a device fabricated to look like an IED and

that is intended to simulate one in order to elicit a response.

9 – ORDNANCE: These incidents involve ordnance (not on military installations), public safety Bomb Squad, and military EOD.

This report may contain the following information:AWARENESS: Unique suspicious package incidents, additional ordnance/explosive

information, etc. RECOVERY: Explosive, homemade explosive, improvised explosive, and precursors.

PURPOSE: Disseminate current CONUS IED and ordnance

incident information.

25 NOVEMBER: MOUNT VERNON, WA –ACTUAL

BATS ID # 945993: (U//FOUO-LES) ". . . located a sparkler bomb in car parked in front of the residence. . . . The sparkler bomb was approximately six inches long and one inch in diameter. The sparklers were wrapped in blue vinyl tape and silver duct tape."

25 NOVEMBER: COMMERCE CITY, CO –HOAX

BATS ID # 946645: (U//FOUO-LES) “. . . [Device was an] M67 styled grenade. The drilled-out hole in the bottom had been filled with JB Weld or similar epoxy. An X-ray showed a possible powder material and a multiple BBs inside the grenade. . . . It was found to be inert. The device was filled with multiple BBs and then expandable insulation was sprayed inside."

28 NOVEMBER: COLORADO SPRINGS, CO –ACTUAL

BATS ID # 946479: (U//FOUO-LES) "The X-ray . . . image depicted what appeared to be a broken PVC pipe with a small amount of cast material towards one end; another pipe was placed end to end with this pipe. This second pipe had two end caps. . . . I found that the two pipes appeared to be held together with a combination of grey duct tape, black zip ties, and popsicle sticks. The device on the end appeared to be constructed of ½” in diameter PVC pipe with two end caps secured with blue PVC cement. The length of that pipe was approximately 3 inches. The overall length of the device in its entirety was approximately . . . [6] inches. I also examined the green hobby fuse which was on the exterior of the pipe. . . . one section of the fuse went into the cracked section of PVC which had the white cast powder . . . the other end went into the enclosed pipe with the flash powder in it. The white cast powder had the appearance of what is referred to as “rocket candy.” Based on the orientation of the popsicle sticks, I believed this item to be a small improvised rocket. . . . the pipe with the white cast powder would act as a motor with the pipe on the end designed to function and explode after the rocket had been launched. The sticks appeared to hold everything together and provide standoff . . . while it was launched."

29 NOVEMBER: SILVERDALE, WA – ACTUAL

BATS ID # 946562: (U//FOUO-LES) ". . . located a small flash powder style IED. . . . The item was manufactured out of a silver-colored heavy cardboard tube approximately 6" long and 1" in diameter. Primed in the center of the tube was a piece of red/white/blue colored hobby fuse, which protruded about 3" out of the device. Each end of the device was sealed off with internal cardboard end caps."

30 NOVEMBER: TAHOLAH, WA – ACTUALBATS ID # 969221: (U//FOUO-LES) ". . . recovered a 4 inch by 3 inch IED wrapped in electrical tape with green hobby fuze sticking out of one corner. . . . confirmed to have been a viable IED consisting of: green hobby fuse [and] 2 cardboard tubes filled with a black powder that field-tested positive for energetic properties. Both tubes tightly wrapped in electrical tape. Several lead BB gun pellets wrapped within the electrical tape."

1 DECEMBER: NASHVILLE, TN – HOAX

BATS ID # 970445: (U//FOUO-LES) "HDU officers responded . . . on a possible suspicious device sitting on top of a toilet in the restroom. A series of diagnostic tests were conducted on the device and several items of concern were observed. . . . Items of concern that were recovered were a circuit board and a WiFi board, lithium battery and the vape coil from an e-cigarette. Also the empty area in the device was stuffed with toilet paper."

BATS ID # 946521: (U//FOUO-LES) ". . . dispatched . . . on a grenade that was found by construction workers remodeling an apartment building. . . . The bottom of the grenade appeared to be glued closed. I took an X-ray of the grenade and it appeared to have a cap inside. . . . The military EOD looked at the grenade and determined that it was tape over the hole and it was hollow."

Fuze was a M228 practice. Per the publications, this fuze was not consistent with the body." NOTE: The fuze lever has the M228 nomenclature but the body may be an M205-series fuze. The M228 fuze is not normally used on this grenade and there are slight differences in the body of the fuze.

However, 2 of the rockets allegedly were buried during the dig and were not able to [be] recovered. One of the rockets was recovered and secured prior to arrival. . . . (U//FOUO) NSWC IHEODTD has been designated as the EOD Incident Data Repository for the DoD EOD community. The Data Warehouse is continually populated with EOD mission reports from multiple data bases and historical files. Current sources include the Explosive Ordnance Disposal Information Management System (EODIMS) and Combined Information Data Network Exchange (CIDNE). (U//FOUO-LES) The Bomb Arson Tracking System (BATS) serves as the national repository for explosives and arson-related incidents as established by the Federal explosives laws. In 2004, the Attorney General mandated that "all of the Department's arson and explosives incident databases [be consolidated] into a single database, which is now known as the Bomb Arson Tracking System (BATS)”. This was reinforced in 2010 by the Deputy Attorney General's Office. Each participating agency administers their BATS account.
