1 Pirate activity: General overview
The total number of maritime piracy and terrorism increases in January. While pirate activity in
the Indian Ocean and the incidents in the Mediterranean Sea remain nearly on the same level,
piracy in the Southeast Asia area diminishes significantly. As in the previous month the reported
incidents in West African waters surge.

- All three types of robbery also include cases of intended robbery. According to experience specific approaches or boardings
are counted as robbery.
- “Approach“ also includes reported sightings of suspicious crafts. The reporting vessel does not have to be approached at
all.
- “Dead“, “injured” and „hostages“ only lists the number of cases not the actual number of dead, injured or hostages.

2 West Africa
Maritime piracy and terrorism reaches the highest level since AGEMA-Services started to com-
pile its own statistic of pirate activity. Twenty-two incidents occur in January 2016. This is highly
remarkable after the decrease during the autumn period. But the development is not surprising
at all. In the previous month the rebound of incidents had already started. It must therefore be
concluded that the regional fight against piracy is not that successful as regional authorities
have pretended in the last months.
Most of the incidents are of high intensity. Eight attacks (e.g. B, C, K, M and S)) took place. All
of them are located in Nigerian waters or within the 12-nautical-mile zone. Most of them are of
brutal nature but refer to the typical pattern of “attacks”. Only the incidents B and C differ from
the others and are likely not piracy related. It can be assumed that they are politically moti-
vated. The three kidnappings F, G and I are also of typical type. The hostages kidnapped in inci-
dent I are already released. In the other two
cases ransom demands have to be expected.
Additionally, several robberies are recorded.
Thereby it appears that the anchorage areas of
the Democratic Republic of Congo could become
a new hot-spot. The robberies A, J and R are sit-
uated there while H and T occurred nearby Nige-
ria as well. Moreover two low-impact assaults (L
and N) were reported from the Ivory Coast.
Taken all together piracy is still a pressing issue that should be address directly and without
reserve.

2.1 Incident reports West Africa, January 2016
A Pointe Noire Anchorage, Congo
Date: 04.01.2016 An anchored vessel was boarded by 3 men, they were spotted on the deck by on-duty watchmen who starting shouting at the men and informed the Bridge. The men then jumped over board and into a small dark colored boat and paddled away. No weapons were sighted and no items were stolen.

B Conoil Oil Field, Bayelsa State, Nigeria
Date: 09.01.2016 A speedboat with 8 armed men on-board attacked platform Aunty Julie within the Conoil Oil Field. The security vessel for the platform spotted and inter-cepted the approach. The embarked navy person-nel exchanged gunfire and repelled the attack. The speedboat fled towards an unknown location. No casualties have been reported.

Date: 09.01.2015 A fire fight took place between The Nigerian Navy and suspected militants during the morning hours. Local residents witnessed the incident. It is not clear what led up to the cause of the exchange of fire or the events surrounding the incident.

Date: 12.01.2016 A Master sighted 2 suspicious vessels near the sin-gle buoy mooring, Lagos. At the time of the suspi-cious approach, his vessel was stationary due to discharging being suspended. Immediately upon sighting the approaching vessels all crew were in-formed and the embarked Naval armed guards made their presence known and informed the Na-val patrol boat. Upon seeing the crews alertness and the on board security the suspicious vessels aborted their approach and left the area. Once the patrol boat arrived to offer assistance a search was carried out of the area and no suspicious vessels were seen.

E Lagos, Nigeria
Date: 12.01.2016 A Master of a tanker sighted that stowaways man-
aged to board his vessel. The tanker had departed
the Lagos Capital Jetty and was approaching the
breakwater when crew members carried out a
stowaway search. During this search they found
14 stowaways in the rudder trunk. Due to the
metal barrier welded in the trunk the stowaways
could not gain further access. The Master con-
tacted his agent who informed him to contact the
Navy, the Master was advised to wait for daylight
hours and contact the agent again. At 0730 LT, the
agents confirmed a boat will be deployed to col-
lect the stowaways. At 0948 LT, the stowaways
were transferred and the tanker was able to con-
tinue to her final destination of Gibraltar.

F Dodo River, Bayelsa State, Nigeria
Date: 13.01.2016 A fishing trawler, FT Kulak IX was boarded by pi-rates at Dodo river, Bayelsa State. After the pirates' boarding they kidnapped the Captain and Chief Of-ficer. The trawler belongs to a Lagos based com-pany and the abductees have been identified as Captain Omodaji Awobu and Chief Engineer Ab-bukkudan manikuggan. After the incident the Kulak IX was later discovered in one of the creeks within the coast of Dodo River, none of the cargo ap-peared to be stolen.

Date: 15.01.2016 A passenger boat was attacked whilst voyaging be-tween Brass and Port Harcourt. An unknown num-ber of armed men boarded the vessel which had approximately 20 passengers on board when she had difficulties and broke down. A total of 16 pas-sengers and 2 crew members have been kid-napped.

Date: 15.01.2016 10 pirates in a speedboat chased and fired upon a tug underway. The crew retreated and locked themselves in the safe area. The pirates boarded the tug, damaged its navigation equipment, stole crew's personal effect and cash and escaped.

Date: 18.01.2016 A passenger boat was boarded by unknown group of kidnappers. They abducted 12 passengers after intercepting the boat close to the Obama rice farm in Nembe. The boat was then diverted to the Okorama creeks where the passengers were taken to an unidentified location. [Update] 12 passengers have been released. The kidnap-
pers released their hostages once they realised
they were not of higher stature and unable to re-
quest a large ransom demand. The hostages had
their mobile phones and money taken from them
and dropped off at a fishing point.

Date: 19.01.2016 A robbery has occurred on a tanker whilst at an-chor. On duty crew members spotted the robbers who boarded on the vessel with knives and raised the alarm. Upon hearing the alarm the robbers fled with ship's stores. No crew were injured during this piracy incident.

K 64 nm Southwest of Bayelsa, Nigeria
Date: 19.01.2016 The RoRo vessel, SILVER SKY, was fired upon by the pirates who are chasing the vessel in an attempt to board. 1 crew member has been shot. All authori-ties within the area have been notified to provide assistance. The pirates have aborted their chase and the vessel is now continuing to her final desti-nation. No further information regarding the casu-alty has been released.

Date: 19.01.2016 A report has been issued stating that robbers man-aged to board an anchored vessel. 2 robbers who were armed with large knives were spotted on the aft deck. The alarm was raised resulting in the rob-bers escaping with a quantity of rope.

Date: 21.01.2016 Exact position unknown. A surveillance vessel came under attack in the vicinity of Oron, Ibaka. 2 speedboats reportedly exchanged fire with the sur-veillance vessel and are reported to have been sighted sailing from the Bakassi area. The incident was first received and recorded on VHF. Surveil-lance vessel described as having armed local volun-teers from the local community and permitted to protect their assets and villages.

Date: 22.01.2016 A Master of a bulk carrier sighted a suspicious
speedboat approximately 70 nm off Lagos. As the
speedboat began an approach the Master in-
creased speed and changed course. The speed-
boat aborted the approached.

Date: 23.01.2016 SEA ADVENTURER had been attacked approxi-
mately 32 nm off the coast of Nigeria. The Initial
reported position was in close proximity to Pen-
nington Oil Terminal. Local sources report that the
authorities were made aware of the situation and
were monitoring the incident closely.

Date: 23.01.2016 According to the report from NNS Victory, Naval base Calabar, a VHF distress call was made by RoRo Cargo Ship AUSTRHEIM stating she was under pi-rate attack, she is known to be carrying out opera-tions between Nigeria and Cameroon. The vessel was sighted and reported as safe later that evening in TIKO, Cameroon.

R Matadi anchorage area in Democratic Republic of Congo
Date: 24.01.2016 Product tanker SEA LION I at anchor was boarded and robbed. 2 men armed with large bolo knives were sighted on the port side main deck, the alarm was immediately raised, upon hearing the alarm the men fled. A full search was conducted by the crew and the rope had been stolen. No crew were harmed in this incident.

Date: 25.01.2016 Exact time and position unknown. An unknown number of armed gunmen have been reported to have boarded and robbed 3 passenger boats. The passengers are said to have been disembarked to the creeks bank and robbed of all their valuable be-longings. The whereabouts of the 3 vessels is unde-termined at this time.

Date: 30.01.2016 A container ship was attacked whilst underway ap-proximately 70 nm South of Bayelsa, Nigeria. The Master sent a distress call via VHF as 3 speedboats approached and attacked. Anti-Piracy procedures including evasive maneuvers were carried out. This resulted in the pirates aborting the attack and leav-ing the area.

Date: 31.01.2016 There were 4 robbers hidden in the rudder trunk space of a vessel whilst drifting. The vessel's last port of call was Lome for bunkering operations. All of the robbers are Togo citizens and were not car-rying any weapons or other equipment.

Maritime piracy and terrorism in the Indian Ocean region remains on the same level as previous
month. Six incidents are recorded in January.
As usual, the reported robberies B, C and E are located at the Kandla Anchorage (India). All of
them are of typical type. The robbers board the respective vessel and try to steal something of
value. When they are recognized by crew members they try to escape as soon as possible. In
some cases the “pirates” are armed with long knives as in the incidents B and E. But usually
they do not use them.
The approach F was does not represent a bigger threat as well. Due to the reaction of the Vessel
Protection Team (VPT) a menacing assault could be deterred.
The other two incidents are classified as “at-
tacks”. Thereby it should be taken into account
that incident A is definitely not piracy related.
The attack on the Egyptian Bella Vista Hotel was
conducted by terrorists who were connected
with the Islamic State (IS). The attack D is hard
to determine. Due to the fact that the attackers
boarded the vessel and stole navigation equip-
ment and radios the assault was conducted by
pirates. However, it is of brutal nature because one fisherman has been killed in the incident.
Due to media reports the attack is linked to an ongoing pattern of piracy on the Bahraini, Saudi
and Qatari maritime borders with Iran. There are advises for fishermen to stay within proper
fishing areas in Bahrain and to avoid crossing any maritime borders, which could lead to legal
actions. Hence, the Omani coastline, the Gulf of Oman as well as the anchorage areas of India
belong to the piracy hot-spots in the Indian Ocean albeit this classification is inappropriate
taken the overall-statistic into account.

A Hurghada, Egypt
Date: 08.01.2016 2 assailants arriving by boat attacked the Bella Vista Hotel. They were carrying guns and knives. 3 tourists, 1 Swede and 2 Austrians received knife in-juries in the incident. The 2 assailants were killed by Egyptian security forces who state that they were also wearing suicide vests and carrying IS (Is-lamic State) flags.

Date: 11.01.2016 Duty watchman onboard anchored tanker BOW KISO spotted a small boat loitering near the tanker. Eight robbers were spotted near the forecastle store armed with knives. The alarm was raised and crew mustered on bridge. Seeing the alerted crew the robbers fled empty handed. Incident immedi-ately reported to Port Control and Coast Guard.

Due to the crew sighting and reacting in a timely manner the robbers only managed to escape with fire-fighting equipment and butterfly nuts from the tank hatches. 4 Southeast Asia
The total number of the statistically recorded incidents further diminishes in January. Five pi-
racy related encroachments are counted in the Southeast Asia region. All of them are robberies
that are located in anchorage areas. In none of the cases the attempted boarding or successful
boarding of the vessel has represented a real danger for the respective crew and vessel. None
of the incidents could have end-up in a worse assault.
However, the piracy hot-spot is shifting towards Vietnam. The robberies A, B and C occurred
there. Usually most of the robberies are located in the Singapore Straits area or in the Malacca
Strait. But only incident D is situated there. There are two possibilities of interpretation. Either
the hot-spot is indeed changing or the media coverage does not reflect reality.
It is difficult to imagine that the pirate activity
in the region has reduced that much within
such a short time.
The robust action taken by the Indonesian and
Malaysian authorities in the arrest and prose-
cution of two gangs that hijacked tankers
could have contributed to the current devel-
opment.

Date: 01.01.2016 A Singapore flagged bulk carrier was robbed in Tianjin Outer Anchored. The robbers boarded un-noticed. It was first discovered at 1600 LT when the watchman found that the Diesel Oil Storage Tank Port manhole cover nuts had been removed. The bridge was immediately informed of the inci-dent and the crews were mustered and con-ducted an investigation immediately. On investi-gation it was discovered that 39 metric tons of Low Sulphur Marine Gas Oil was stolen from the storage tank.

As he approached to investi-gate, he spotted three men with knives approach-ing him. The A/B managed to safely retreat to the accommodation and informed the duty officer who sounded the ship’s whistle and raised the alarm. Seeing the alerted crew, the robbers fled with sto-len ship’s stores. Local authority informed.

5 Mediterranean Sea
The two incident reports A and C document rescue operations of frigates that are part of the
EU NavForMed-operation in the Mediterranean Sea. Nevertheless nummerous people
drowned in January as e.g. in incident B. The bodies of nine people were found on Turkey's
western coast. Five men and a woman were found washed up on the shores of Seferihisar in
the coastal province of Izmir. Moreover, the coastguard detected the bodies of a girl and two
women near Ayvacik, further north, after a boat part-capsized. It rescued 13 people, but some
are still missing. Although the seaway is even riskier in winter than in summer, thousands are
still attempting to reach Europe.
More than a million migrants arrived in the European Union last year fleeing war or poverty in
the Middle East, Africa and Asia, and nearly 3 700 died or went missing en route.
The great majority came via Turkey to Greece.
A deal that the EU and Turkey agreed on at the end
of November has not yet been sufficiently success-
ful. According to the arrangement, Turkey should
restrain refugees from their plan to pursuit a new
life in Europe. The efforts undertaken by the Turk-
ish government are not far-reaching enough. In-
stead the government tries to stop the refugee in-
flux into the own country by step up controls on
its side of the Turkish-Syrian border. Moreover, reports indicate that Turkish authorities started
to deport Syrian refugees into the war-torn country.
