CHAPTER 11.1 Introduction to the Project and proponent
M/s. SNF Flopam India Pvt. Ltd., is subsidiary of SPCM SA France, holding company of SNFFloerger group; a Leader in manufacturing and processing water-soluble polymers, SNF hasdeveloped a range of more than 1000 products that help to preserve the natural resources,encourage recycling and improve efficiencies of industrial processes. The said polymers haveseveral complementary functionalities: flocculation which enables solids to be separated fromLiquids, viscosification and friction reduction.
The products are used in all the fields in which water present: drinking water production,wastewater treatment, sludge dewatering, oil and gas extraction, mining, agriculture, and themanufacture of paper, textiles and cosmetic preparation.
The company is backed by the support of hardworking professionals who hold immenseexperience and knowledge of the domain. They understand the varied industrial applications andadapt innovative approach to serve exact requirements of the clients/customers. CHAPTER 3Site Analysis3.1 Connectivity
The site is only 1 km away from National Highway 8A connecting Bhachau to Gandhidham.Nearest Airport is Bhuj, which is approximately 55 km away from site. Nearest railway stationis Bhachau, which is approximately 12 km away from site. Nearest port is Kandla, which isapproximately 25 km away from site.
3.2 Existing Land Use Pattern
Currently the land (42.02 Acres) is occupied by Project Proponent. No agricultural activities aredone on this land. Further, adjoining land of 28.31 Acres have been occupied and will beconverted to industrial land as per prevailing norms. The same shall be merged in layout for finalutilization.
3.3 Topography
The area is flat in nature. It is a build up plot. The average elevation above mean sea level is 12m. Toposheet of the area covering site is as follows:

The land has been recently procured by client and hence it is too early to plan CSRactivity. However, during the EIA study and based on baseline study, required gapanalysis would be carried out and appropriate CSR activity will be carried out.

The unit will establish Emergency response team to take care of emergency. Periodical mock-drills will be arranged and people will be trained. Assembly points will be defined on layoutmap and awareness on this will be created.
3.7 Rehabilitation & Resettlement Plan
The land is already in the possession of the project proponent. The NA permission will beobtained for additional land. There is no human settlement on newly proposed land. Therefore,resettlement and rehabilitation is not involved.

CHAPTER 1: INTRODUCTION
1.1. PURPOSE OF THE STUDY This Environmental Impact Assessment Study Report is prepared for M/s. SNF Flopam India Pvt Ltd, M/s. SNF Flopam India Pvt. Ltd., it is a subsidiary of SPCM SA France, holding company of SNF Floerger group; a Leader in manufacturing and processing water-soluble polymers, SNF has developed a range of more than 1000 products that help to preserve the natural resources, encourage recycling and improve efficiencies of industrial processes. The proposal by M/s. SNF Flopam India Pvt. Ltd. falls under category 5(f) of schedule attached to EIA Notification 2006 and need prior environmental clearance. It is stated that 5 (f) industries located in a non industrial area are classified under Category ‘A’ and would be appraised by Ministry of Environment, Forests and Climate Change.
This Environmental Impact Assessment (EIA) is to provide information on the potential positive and negative environmental and social impact of the project. It also aims to make recommendations for the mitigation of the potential negative impacts and enhancement of the positive one. A field survey of the project site was conducted and potential environmental impacts of project activities were identified, assessed, and documented. The EIA team carried out consultation with local authorities and the affected people. The Environmental Protection Act (1986) policies have been considered during the assessment. The EIA has been proposed according to the EIA format regarding the guideline of the Ministry of Environment Forest & Climate Change.
1.2. IDENTIFICATION OF THE PROJECT AND PROJECT PROPONENT
M/s. SNF Flopam India Pvt. Ltd. is new unit & will be located at Survey No 141/1/2, 142/1 and S. no. 139/1 of Varsana and 147/1 of Padana, National Highway 8A, Varsana, PO: Gopalpuri, Ta: Anjar, Kutch, Gujarat. The project proponent wishes to install a large scale chemical manufacturing unit. Project proponent has purchased old cylinder manufacturing unit (Everest Kanto Cylinder), where required modification will be done after getting Environment clearance.
The main product to be manufactured will be Acrylamide and Polyacrylamide, in powder, liquid or emulsion form as per the requirement. The products are used in all the fields in which water present: drinking water production, wastewater treatment, sludge dewatering, oil and gas extraction, mining, agriculture, and the manufacture of paper, textiles and cosmetic preparation. Now, SNF is coming forward to install a plant in Gujarat for manufacturing of PolyAcrylamide with the production capacity up to 2,58,000 MTPA. This project is being set up to cater Indian market as well as other clients in nearby countries. According to market researches undertaken, market of Polyacrylamide is growing in India by 6.8-7 % CAGR in India. Overall market of polyacrylamide in india and surrounding region is 2,00,000 TPA. Location of the project
The project is being set up at Survey no. 141/1/2 and 142/1, S. no. 139/1 of Varsana and 147/1 of Padana of village: Varsana, Ta: Anjar, Dist: Kutch. The geographical location of the site is as follows: the copy of land ownership is attached as Annexure -II.

Nature and Size of the project
The proposed project falls under the category of "Synthetic Organic Chemicals industry (dyes &dye intermediates: bulk drugs and intermediates excluding drug formulation; synthetic rubbers; basic organic chemicals, other synthetic organic chemicals and chemical intermediates" as per EIA 2006 Notification, MoEF&CC. Total manufacturing capacity will be 2,58,000 MT/Year (considering Acrylamide 100 %). Out of total 1,20,000 TPA Acrylamide (100%) production, most quantity, approx. 1,00,000 TPA would be consumed internally to manufacture polyacylamide in powder, liquid and emulsion form.

1.4. SCOPE OF THE EIA STUDY
The project proponent has submitted an application on 2nd March, 2017 along with Form-I, Prefeasibility Report and draft Terms Of Reference (TOR) to Ministry of Environment and Forests (MoEF), New Delhi for the preparation of an Environmental Impact Assessment (EIA) Report and Environmental Management Plan (EMP) in respect of the proposed Unit for Chemicals Manufacturing. Subsequently, the proposal was duly considered by the Expert Appraisal Committee, MoEF in its meeting dated 17 April 2017 (agenda no. 22.4.6) and based on the discussion and details submitted, the committee has issued TORs wide letter no: J-11011/74/2017 IA II(I) dated 7 July 2017; following TOR has been considered for preparation of EIA. The copy of Terms of Reference issued by Ministry of Environment, Forests and Climate Change is atatched as Annexure-I. Accordingly, draft EIA report was submitted to SPCB and Public Hearing was conducted on 6 Feb 2018. This final EIA report is prepared considering inputs after Public Hearing.

CHAPTER 2: PROJECT DESCRIPTION 2.1 GENERAL INTRODUCTION
M/s. SNF Flopam India Pvt. Ltd. proposes to start (polyAcrylamide) Manufacturing Plant at Survey no. 141/1/2, 142/1 and S. no. 139/1 of Varsana and 147/1 of Padana of village: Varsana, Ta: Anjar, Dist: Kutch.
The company intends to: Manufacture Acrylamide, PolyAcrylamide Powder, Poly Acrylamide Liquid and Poly Acrylamide
Emulsions. Total manufacturing capacity shall be 2,58,000 MT/Year (considering Acrylamide 100 %).
2.2 TYPE OF PROJECT
The proposal is of M/s. SNF Flopam India Pvt. Ltd. for manufacturing Synthetic Organic chemicals; falls under category 5(f) of schedule attached to EIA Notification SO 1533 (E) dated 14/09/2006 and needs prior environmental clearance. 2.3 NEED OF PROJECT
The unit will intend to manufacture Polyacrylamide, in liquid, powder or emulsion form as per the requirement. Polyacrylamide has huge demand in manufacturing of water and wastewater treatment chemicals. Till now, this chemical is imported in India by water treatment chemical manufacturers. Now, SNF is coming forward to install a plant in Gujarat for manufacturing of Polyacrylamide with the production capacity up to 2,58,000 MTPA (considering Acrylamide 100 %), which is inclusive of Acrylamide consumed as Raw material for other products. This project is being set up to cater Indian market as well as other clients in nearby countries. 2.4 Cost of the Project
As the proposed expansion is to be carried out in existing infrastructure, there would not be any requirement of new land of building. Estimated expenditure would be approximately Rs. 400 Crores (Proposed) to be incurred from captive funds. Cost of Environment management system shall be around Rs. 2.5 Crore.

2.5.1 LAND DISTRIBUTION AT SITE Existing Land Use Pattern Currently the land (70.32 Acres) is occupied by Project Proponent. No agricultural activities are done on this land. Adjoining land of 28.31 Acres have been recently occupied and converted to industrial land as per prevailing norms. The same is incorporated in layout for final utilization. The area allocated at site for various manufacturing and other plant facilities are provided in Table No 2.2.

Acrylamide, PolyAcrylamide Powder, Poly Acrylamide Liquid and Poly Acrylamide Emulsions would be manufactured. Total manufacturing capacity will be 2,58,000 MT/Year (considering Acrylamide 100 %).
