2.8 Crash AssessmentA search of the Main Roads WA Reporting Centre for traffic accident data was made. This search covered allrecorded accidents between 1 January 2010 and 31 December 2014 on the following sections of the roads:

> Great Eastern Highway (between Bulong Avenue and Coolgardie Avenue including intersections)

> Coolgardie Avenue (between Great Eastern Highway and Redcliffe Road)

> Bulong Avenue

These are summarised and presented in Table 2-4 to Table 2-6.

As presented above, the majority of the crashes (approximately 63% out of all the recorded crashes) are rearend crashes, which is typical for congested urban arterial roads. No fatality has been recorded and only 13%of the recorded crashes have resulted in injuries, indicating that the minor severity of crashes in the vicinityof the Site.

3 Development Proposal

3.1 Proposed DevelopmentThe proposed development consists of:

> 200m2 convenience store

> 183m2 fast food outlet

The proposed plan of the Site is provided in Appendix A.

3.2 Car Parking ProvisionThe car parking requirements specified in the City of Belmont Local Planning Scheme (LPS) No.15 arepresented in Table 3-1.

The proposed parking provision meets the requirements of LPS No. 15 if the two land uses (conveniencestore and fast food outlet) are treated as reciprocal users of the total site parking. This is consideredreasonable as it can be expected that some trips generated by the convenience store will also involvepurchasing food from the restaurant and vice versa.

3.3 Access ArrangementsRefer to Figure 3-1 for access locations. The following access points are proposed for the development:

> Access A – Located on Great Eastern Highway, entry only> Access B – Located on Bulong Avenue, entry only> Access C – Located on Bulong Avenue, exit only> Access D – Located on the north-eastern side of the Site, via an existing easement on the

neighbouring lot to Coolgardie Avenue

The access arrangements have been designed to minimise the traffic impact of the development on GreatEastern Highway and provide maximum connectivity between adjacent properties. The connectivity providedto Coolgardie Avenue will enable vehicles exiting the site to turn right onto Great Eastern Highway using thetraffic signals at Coolgardie Avenue, rather than the priority-control intersection at Bulong Avenue.

Traffic is anticipated to enter the site predominately from Great Eastern Highway via Access A. Traffic willalso be able to enter the site via Access B, located on Bulong Avenue, and from Coolgardie Avenue viaAccess D and an existing easement.

Service vehicles (i.e. petrol tankers) will enter through Access A and exit to Access C. Swept path analyseshave been provided in Appendix B. The results of the analyses shows that the access, egress andcirculation routes are deemed to be able to accommodate the necessary turning manoeuvre of a 12.5mservice truck and a 19m semi-trailer.

An alternative access arrangement for the fuel tanker trucks was considered, using Access B for access andAccess C for egress. The swept path for this movement is also shown in Appendix B. The swept pathanalysis found that the design vehicle (19m semi-trailer) is unable to turn left into Bulong Avenue and theninto the site from the left lane. This movement requires the design vehicle to straddle both lanes of GreatEastern Highway and turn left into Bulong Avenue, occupying the entire width of Bulong Avenue, and thenturn left into the site. This movement is considered to have a significant impact on traffic flow compared toentering via Access A, and therefore entry via Access A is the preferred arrangement.

3.4 Bus Stop RelocationAs Access A is located on Great Eastern Highway at the site of an existing bus stop, relocation of the busstop will be necessary to facilitate provision of the crossover.

The existing bus bay was constructed decades ago and does not comply with current Austroads / MainRoads / Public Transport Authority guidelines for bus bay dimensions. However, it is generally fit for purposein that it does allow a bus to stop outside of the through traffic lanes and therefore minimise the impact ofbus services on traffic flow.

In order to facilitate the provision of the Access A crossover, it is proposed to extend the bus bay towardsBulong Avenue and relocate the actual bus stop sign and shelter accordingly, as shown indicatively inFigure 3-1.

Due to site constraints, the bus bay cannot be designed to strictly meet current guidelines, however theproposed extension will continue to be fit for purpose and will allow vehicles to enter the Access A crossoverbehind a stopped bus, therefore minimising potential conflict. It is noted that Main Roads has plans to widenGreat Eastern Highway to 6 lanes (refer to Section 4.1) and therefore the extended bus bay will only be aninterim solution, pending widening of the highway. It is therefore considered acceptable from traffic and roadsafety perspectives.

3.5 Consultation with Main Roads WAThe proposed access arrangements and bus stop relocation was discussed with Main Roads WA whoindicated that they are likely to object to Access A but would have no objection to any of the other accesspoints. Main Roads also advised regarding future upgrades outlined in Section 4.1.

3.6 Consultation with Public Transport AuthorityThe proposed bus stop relocation has been discussed with the Public Transport Authority (PTA) which hasindicated no objection, subject to the relocation being carried out at no cost to the PTA.

4 Changes to Surrounding Transport Network

4.1 Road networkMain Roads has advised that it has funding in the 2016/17 financial year to undertake some interim trafficmanagement works on Great Eastern Highway in the vicinity of the site. The full extent of these works hasnot been finalised; however Main Roads have indicated that the works may include:

> Construction of a median island across Bulong Avenue to restrict movements to left-in-left-out;

> Alterations to the Great Eastern Highway/Coolgardie Avenue intersection, possibly including somewidening to provide turn pockets.

In the medium to long term, Main Roads plans to widen Great Eastern Highway to at least 6 lanes past thesite. This work may also include bus and bicycle priority measures, e.g. a bus lane and a cycle lane. Thiswidening will generally be carried out on the northern side of Great Eastern Highway with minimal impact onthe site. There is currently no funding for this work.

4.2 Pedestrian/Cycle NetworkNo significant changes are planned in the near future.

4.3 Public Transport ServicesNo significant changes are planned in the near future.

In the medium term, the Public Transport Authority is planning to alter the bus network to suit the futureAirport West Train Station; however these plans have not yet been finalised.

5 Integration with Surrounding Area

5.1 Surrounding Attractors/GeneratorsMajor attractors within 400m of the Site includes:

> A liquor store on corner of Bulong Avenue and Great Eastern Highway

> A bar/restaurant on corner of Bulong Avenue and Great Eastern Highway

> A petrol Station on corner of Central Avenue and Great Eastern Highway

> A medical centre on corner of Bulong Avenue and Great Eastern Highway opposite of the Site.

> A medical centre on corner of Boulder Avenue

5.2 Proposed Changes to Surrounding Land UsesNo changes to surrounding land uses are planned in the short term.

In the medium term, Development Area 6 (DA6), which is bounded by Tonkin Highway, Great EasternHighway, Coolgardie Avenue, and the Airport will be redeveloped from low density residential into a mixeduse development consisting of medium to high density residential, commercial, and office spaces. DA6 isenvisaged to be a Transit Oriented Development with the future Airport West Station to be the transport hubof the area.

5.3 Level of AccessibilityThe Site will have easy access to major roads as it is located on the side of Great Eastern Highway, a majorarterial road with links into the Perth CBD and Midland. The Site has a high level of accessibility for passingtraffic.

As mentioned in Section 2.6, no cycling facilities are currently provided in the vicinity of the Site, howevercycle lanes may be included in Main Roads’ planned widening of the highway to 6 lanes. There is currently afootpath on the north-west frontage of the Site that provides pedestrian connectivity along Great EasternHighway. Safe pedestrian crossing is provided on the signalised intersection of Great Eastern Highway andCoolgardie Avenue which provide north-south connection for pedestrians into and out of the Site.

A bus stop exists on Great Eastern Highway on the north-western side of the Site. This bus stop currentlyserving four different Transperth bus routes which provide connection to Perth, Kalamunda, Midland and theDomestic Airport Terminal 3 & 4. The bus stop in the opposite direction is located east of Coolgardie Avenueand can be reached by pedestrians via the traffic signals.

6 Analysis of Transport Network

6.1 Assessment Years and Time PeriodThe time periods assessed are 7:00-8:00 AM and 16:00-17:00 PM which are the peak times of GreatEastern Highway as mentioned in Section 2.4. It is assumed that the peak time of the Site also coincide withthe Great Eastern Highway peak and therefore this is a robust assessment.

Assessment for the ‘10 year into the future’ scenario has not been included, as it is expected that the tripgenerated for the Site will not increase significantly in 10 years due to low traffic generated by the Site andGreat Eastern Highway is already at peak hour capacity. Unless Great Eastern Highway is widened to 6lanes, no noticeable increase in peak hour traffic volumes can be anticipated.

6.2 Traffic GenerationThe trip generation rates for the Site were sourced from the Institute of Transportation Engineers (ITE) TripGeneration 7th Edition book and is summarised in Table 6-1.

Indicative traffic generation and distribution for the proposed development has been estimated based on theITE Trip Generation 7th Edition book and is summarised below in Table 6-3.

The trips generated (both directions) by the proposed development, if considered as two independentdevelopments, may represent approximately 7% of the total peak hour traffic on Great Eastern Highway.However, the nature of the proposed land uses – i.e. convenience store and fast food outlet – means that alarge proportion of the trips generated by the proposed development are likely to be a diversion of trips whichare currently passing the site. In addition, a proportion of the trips generated by the development will visitboth the convenience store and the fast food restaurant, further reducing the potential traffic impact.

The location of the proposed development on Great Eastern Highway, relative to other convenience storesand fast food outlets, is likely to reduce the trip length of some journeys. For example, a westbound driver

may have previously had to travel all the way to Epsom Avenue to reach a fast food outlet before returningthe same way to continue into the Airport or along Tonkin Highway.

6.3 Traffic Distribution and AssignmentThe trip distribution and assignment considers the origins/destinations of the generated trips to thesurrounding road network, and the specific routes taken.

As the proposed development is intended to attract a majority of trips from passing traffic, rather than newlygenerated trips, it has been estimated that 80% of trips entering the site will be from Access A, directly fromGreat Eastern Highway. This is considered a reasonable assessment, particularly as this will be the firstopportunity to purchase fuel and fast food for traffic approaching the area from Great Eastern HighwayBypass and Roe Highway.

The remaining 20% of trips are estimated to enter the site via Access D on Coolgardie Avenue; these tripswould generally be eastbound drivers on Great Eastern Highway turning right onto Coolgardie Avenue andthen right into the site, as well as a small proportion arriving from Coolgardie Avenue itself. Theinconvenience of needing to turn right from Great Eastern Highway into Coolgardie Avenue and then loopback will keep the percentage of traffic entering the site from this direction relatively low.

80% of trips are anticipated to exit the site to Bulong Avenue via Access C and then turn left onto GreatEastern Highway; these are generally passing trips which will continue on their way. The other 20% of tripsare estimated to exit the site onto Coolgardie Avenue and then either continue eastbound on Great EasternHighway or head south east along Coolgardie Avenue.

The distribution is not anticipated to differ greatly between the AM and PM Peak Periods as the tripsgenerated by the proposed development are generally trips already passing the site and finding it convenientto turn in.

6.4 Intersection PerformanceWAPC Guidelines for Transport Assessments has provided guidance on the level of detail for the analysis ofintersections. For an increase in traffic of less than 10%, the development would not likely to have a materialimpact on any particular section of road. No SIDRA analysis has been undertaken as the traffic volumesgenerated by the Site are very low and, even assuming an unrealistic worst scenario of 100% additional tripsonto the network, represent an increase of less than 10%, therefore the impact to the following intersectionsis expected to be negligible:

> Access A / Great Eastern Highway – the approximate number of vehicles entering the proposeddevelopment via Access A is 84, representing approximately 5% of the total traffic using Great EasternHighway at this location and therefore the impact is estimated to be negligible. The existence of the busbay enables vehicles using this access to leave the general traffic lane before slowing down completely toturn into the site, further minimising the impact on traffic flow.

> Access B and C / Bulong Avenue – Access B is anticipated to have very little usage until BulongAvenue is reconnected in the medium term; until then its main role is to allow vehicles exiting theRedcliffe Tavern to enter the site without using Great Eastern Highway. The number of vehicles exitingthe site via Access C is estimated to be approximately 88, which is estimated to be approximately 80% ofthe total volume of traffic using Bulong Avenue. These are generally passing trips and the volumes are solow that the impact of the proposed development is anticipated to be very low.

> Access D / Coolgardie Avenue – Access D is anticipated to be use by the proposed development aswell as the existing adjacent property to exit into Great Eastern Highway via Coolgardie Avenue. Asdescribed in Section 2.5, the exiting trip generated from the existing property is estimated at 33 duringthe peak hour and the proposed development itself would generate an estimated 22 exiting trips to createa combined 55 trips during peak hour. From field observations it is noted that the traffic into and out of theexisting adjacent property is very low and therefore the above trip generation is likely to be anoverestimation of the existing situation. In addition a proportion of trips to the existing site will also visit thefast food outlet, the convenience store or both in a single trip, further reducing the number of new tripsonto the network. It is noted that during peak hour, traffic on Coolgardie Avenue sometimes queuesacross the Access D driveway. This would obstruct vehicles exiting the Site via Access D, however any

queueing would be contained wholly within private property and therefore have no impact on the roadnetwork.

> Great Eastern Highway / Coolgardie Avenue – As mentioned previously, it is expected that only 20%trips generated by the Site to enter and exit via Coolgardie Avenue. Therefore, the impact on thisintersection is expected to be negligible and SIDRA analysis is not necessary.

> Great Eastern Highway / Bulong Avenue – Bulong Avenue will be used mostly by customers who wishto turn left into Great Eastern Highway using existing gaps in traffic to continue their journey westward. Asthere is a signalised intersection before this intersection, motorists are anticipated to find gaps in trafficwith relative ease.

6.5 Noise and VibrationIt is not anticipated that the proposed development will result in any significant traffic noise or vibrationimpacts.

6.6 Pedestrian and Cycle Access/AmenityThe proposed development is not expected to have any noticeable change to pedestrian and cycling accessand amenity, apart from the small volume of traffic which will cross the verge area to enter the site.

6.7 Access to Public TransportThe proposed development will require the minor relocation of an existing bus stop; however the relocatedbus stop will be within the same street block and therefore there is anticipated to be no noticeable impact onaccess to public transport.

7 Conclusion

This Transport Assessment outlines the transport aspects of the proposed redevelopment focusing on trafficoperations, access, and car parking. Discussion regarding pedestrian, cycle parking and public transportconsiderations are also provided.

This statement has been prepared in accordance with the WAPC Transport Assessment Guidelinesfor Developments: Volume 4 – Individual Developments (2006) for lodgement with the developmentapplication.

The following conclusions have been made in regards to the proposed development:

> Due to the nature of the proposed development being a convenience store and a fast food outlet, a largeproportion of the trips generated by Site are likely to be a diversion of existing trips rather than new trips.

> Accesses and roads surrounding the proposed development have been assessed and it is found that theimpact would be negligible due to low traffic volume generated by the proposed development and themajority of them are passing trips.

> As Access A is located on Great Eastern Highway at the site of an existing bus stop, relocation of the busstop will be necessary to facilitate provision of the crossover. In order to facilitate the provision of theAccess A crossover, it is proposed to extend the bus bay towards Bulong Avenue and relocate the busshelter away from the new crossover.

Due to site constraints, the bus bay cannot be designed to strictly meet current guidelines, however theproposed extension will continue to be fit for purpose and will allow vehicles to enter the Access Acrossover behind a stopped bus, therefore minimising potential conflict.

The Public Tranpsort Authority (PTA) has indicated no objection to the bus stop relocation at no cost tothe PTA. Main Roads WA however, have indicated that they are likely to object the location of Access Abut would have no objection to any of the other access points.

> Swept path analysis has shown that Access A will be able to accommodate the necessary turningmanoeuvre of a 12.5m service truck and a 19m semi-trailer. Providing access for the design vehicle viaAccess B on Bulong Avenue is likely to have a far greater traffic and safety impact on Great EasternHighway as the vehicle will need to take both lanes to make the left turn into Bulong Avenue and theforeusing Access A is the preferred option.
